About this file

This is Amendment 0001 to Solicitation N0018926QL115, issued by the Naval Supply Fleet Logistics Center Norfolk on 06 May 2026. The amendment updates the Performance Work Statement (PWS), adds an Addendum to 52.252-2, and includes ten attachments comprising technical specifications, quality assurance documents, pricing templates, engineering drawings, and fire detection Q&A.

The solicitation is for Firm Fixed Price commercial items to be evaluated on two factors: Factor I (Technical Approach) on an Acceptable/Unacceptable basis based on whether quoted items meet minimum specifications in the PWS, and Factor II (Price) based on total FFP with price analysis for reasonableness. Non-price technical evaluation is weighted more importantly than price. Award will be made to the quoter offering the best value unless past performance information indicates the lowest price quote may not represent best value, in which case the Government reserves the right to conduct price and past performance tradeoffs. Prior to award, vendors may be required to submit supporting documentation for price reasonableness, including paid invoices, sales history, price lists with effective dates, and catalog pages with applicable discounts; failure to provide requested information may result in quote disqualification. Acceptance of orders may be indicated by email or written communication, or vendors may proceed with services ordered.

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

TOADDENDUM 52.212-2 - EVALUATION--COMMERCIAL ITEMS (OCT 2014)

The Government intends to award a Firm Fixed Price Contract resulting from this solicitation in accordance with FAR Part 12. Award will be made to that quoter whose quote is most advantageous to the Government and represents the best value after the evaluation in accordance with the factors in the solicitation. The Government intends to evaluate quotes and award a contract based on initial quotes.

The selection of a quoter for award will be evaluated on Factor I Technical Approach and Factor II Price. The non-price quote is more important than price. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.

Factor I - Technical Approach:

Factor I will be evaluated on an Acceptable/Unacceptable basis on whether the item(s) quoted meets the minimum specifications identified in the solicitation. This will be evaluated on an Acceptable/Unacceptable basis in accordance with the Technical Acceptable/Unacceptable ratings Table 1 below. Failure to meet the minimum specifications will result in a rating of unacceptable. The offerors quote will be evaluated on the degree to which the offeror demonstrates its understanding of the Performance Work Statement (PWS) section 5

Factor II - Price

Total price will be evaluated taking into the account the total FFP. Price analysis will be used to evaluate price reasonableness.

The Government may evaluate any and all information submitted by the vendor to support the reasonableness of prices proposed. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.

A written order in response to the vendor's quotation will be e-mailed or otherwise furnished to the successful vendor. The Contracting Officer may ask the vendor to provide written acceptance of an order. In other circumstances the vendor may indicate acceptance by proceeding with the services ordered.

Vendors responding to this solicitation are advised that, prior to award, the government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.
