About this file
This is a Questions and Answers document in response to Solicitation N0018926QL098, a federal conference room audiovisual (AV) system replacement project. The solicitation addresses the replacement of existing VTC equipment in a 31x32 foot conference room with a 16-foot conference table. The room currently contains six ceiling-mounted speakers and three existing displays: two Samsung ED65d 65-inch monitors and one Samsung QB75B 75-inch monitor, all wall-mounted. The Government confirmed that existing equipment will be uninstalled and removed by the Government via proper disposal channels, with no Government-furnished equipment (GFE) maintenance required. The service provider must supply all equipment and materials as specified in the Performance Work Statement (PWS), with this being a Firm Fixed Price contract. The original response deadline of 15 May 2026 was extended to 19 May 2026 at 01:00 PM EST via Amendment 0001, with 1 June 2026 designated as the project start date. Installation must be completed during normal business hours using non-union labor.
Key technical requirements include a Digital Signal Processor (DSP) with external telephone access and VoIP capability, with all displays already wall-mounted requiring no additional power beyond what the current system utilizes. The vendor may substitute equipment to provide a more up-to-date design, with all equipment required to be TAA-compliant. The Government will not conduct site visits; however, room photographs and dimensions were provided. Cable pathways utilize drop ceiling and open cavities in drywall between studs, with Cat6 cabling preferred as supplied by the vendor. The exact number and length of cable runs remain unknown, as does the current signal routing configuration and presence of HDMI extenders. The solicitation specifies four Parle microphones as required (substitution not permitted), though the vendor must supply all necessary components including HDMI extenders per the SOW. No Bill of Materials was provided, as vendors are expected to develop specifications based on stated requirements and room specifications.

44. There was no HDMI extenders specified in the list of the equipment; do we need to provide any?
What brand and model are the GFE speakers? How are they wired?
Answer: See response to question 42.
45. Is the list of equipment a requirement, or can we make substitutions?
One substitution that seems to make sense is to replace the 4 Parle Mics with a single Shure
MXA920W-S assuming the room is no larger than 30' x 30'. But using this would require the
Biamp TesiraFORTÉ DAN VT instead of the AVB VT model that is specified.
Are you strict on the unmanaged switch? Usually, audio protocols such as AVB and Dante require compliant managed switches, such as the M4250-26G4XF-PoE+ (GSM4230PX), that can handle those protocols. AVB typically requires a separate usage license with network switches, whereas Dante does not. Many network switches require a separate, often perpetual, AVB license or "EAV License" (Ethernet Audio Video) to activate IEEE 802.1 AVB standards. While AVB is an open standard, manufacturers often license the feature separately rather than including it in the base price.
Answer: Room requires mics as specified.
46. Do you require TAA compliant equipment?
47. Is there a VoIP requirement in the room or for the system? I see you listed the VT version of the
Biamp, which is typically reserved to integrate VoIP calling through the system. If not, can we use a different model that would be less expensive?
Answer: Yes VoIP is a requirement
48. Can we get any pictures and dimensions of the room?
49. What are the cable pathways inside the room? Are there sufficient conduit and/or wall or floor boxes available?
Answer: Drop ceiling and open cavities in the drywall between studs.
