About this file

This is Standard Form 30 (SF 30), Amendment 0002 to a Department of the Navy Request for Quote (RFQ) solicitation N0018926QD121 issued by NAVSUP Fleet Logistics Center Norfolk on September 9, 2026.

The amendment extends the response deadline from September 11, 2026 at 5:00 PM EDT to September 14, 2026 at 9:00 AM EDT. The solicitation is a Firm-Fixed-Price (FFP) performance-based task order under the SeaPort-NxG contract vehicle for providing curriculum development, instruction, and support services for Department of Defense training programs, including the Collateral Damage Estimation (CDE) Qualification Program, Combat Assessment (CA) Program, and Weaponeering Applications Program. The task order consists of a 12-month base period and two 12-month option periods. Offerors must submit Volume I (non-price proposal, maximum 15 pages excluding resumes) and Volume II (completed pricing schedule from Section B, signed solicitation cover sheet, amendment acknowledgments, and completed Representations and Certifications). All text, tables, figures, and graphics must adhere to 12-point font or greater. The Government does not mandate specific staffing levels, Full-Time Equivalent counts, or labor hour breakdowns; offerors are responsible for proposing their own staffing mix and technical methodology to meet PWS performance requirements at a firm-fixed monthly unit price. DFARS 252.219-7996 regarding small business subcontracting plans was removed as subcontracting goals are administered at the basic contract level, not task-order-specific.

SOLICITATION QUESTIONS AND ANSWERS

QUESTION 1: Given how much detail is already expected in the non-price quote within 15 pages, please allow for required resumes to be outside of this page limit.

RESPONSE: The Government concurs. Resumes are excluded from the 15-page limit for the Non-Price Quote. Section L (Submission Instructions) has been amended accordingly.

QUESTION 2: Please confirm that tables and graphics may be 10 point font for ease of legibility.

RESPONSE: The Government does not concur. All text, including tables, figures, and graphics, must strictly adhere to a font size of 12-point or greater in accordance with the solicitation formatting instructions.

QUESTION 3: With the inclusion of DFARS 252.219-7996, Small Business Subcontracting Plan (DoD Contracts) (DEVIATION 2026-O0037), would the Government please provide the applicable small business subcontracting goals for this task order, including any goals or expectations for subcontracting with small business concerns?

RESPONSE: DFARS 252.219-7996 (Deviation 2026-O0037) was included in error and has been removed via this solicitation amendment.

Subcontracting plans and goals are administered at the basic contract (SeaPort-NxG) level; therefore, task-order-specific subcontracting goals are not applicable.

QUESTION 4: Please confirm whether the Government intends to receive one single Volume I file, or for each Past Performance reference to be submitted separately?

RESPONSE: Offerors may submit Past Performance Information Forms (PPIFs) as a single, consolidated document within Volume I. Separate files per reference are not required.

QUESTION 5: PWS section 11 reads, "The Period of Performance consists of a one-year Base Period with four, one-year Option Periods." However, there are only two option periods listed. Will the Government please verify the Period of Performance?

RESPONSE: The Period of Performance consists of one (1) 12-month base period and two (2) 12-month option periods. Section 11 of the Performance Work Statement (PWS) has been updated via this solicitation amendment to resolve this discrepancy.

QUESTION 6: PWS Section 15 states that the LOE labor categories and associated minimum personnel requirements applicable to the task order are specified in Section B and summarized in Section 15. Section B of the RFQ identifies the FFP service CLINs but does not appear to identify labor-category quantities or minimum man-years. Please provide or confirm the minimum personnel/man-year quantities by labor category for Instructor /Operations Specialist II, Curriculum Development/Operations Specialist II, and Senior Analyst Specialist II. Additionally, PWS Section 1 states, "Three Curriculum Developers and Instructors will support the DOD Collateral Damage Estimation (CDE) Qualification Program, the Combat Assessment (CA) Program, and the Weaponeering Applications Program." but it is unclear if this indicates 3 total FTEs or 3 just for Section 5.1 tasks.

RESPONSE: This requirement is a Firm-Fixed-Price (FFP) performance-based task order, not a Firm-Fixed-Price Level-of-Effort (FFP-LOE) contract. The Government does not dictate minimum man-years, FTE counts, or mandatory labor category quantities. Offerors are responsible for proposing their own staffing approach, labor mix, and level of effort necessary to meet the performance standards set forth in the PWS. References to "LOE" in PWS Section 15 have been removed via this solicitation amendment to eliminate ambiguity. The reference to "Three Curriculum Developers and Instructors" in PWS Section 1 represents historical workload data for informational purposes only and does not establish a mandatory minimum staffing requirement.

Amendment 0002

SOLICITATION QUESTIONS AND ANSWERS

QUESTION 7: Can the Government please confirm that the due date for Step 2 submissions is Friday, September 11, 2026, as indicated within Block 10 of the RFQ SF18? If so, can the Government also confirm that the submission deadline is 5pm EDT on that date?

GOVERNMENT RESPONSE: Confirmed. The quote submission deadline is Friday, September 11, 2026, at 5:00 PM Eastern Daylight Time (EDT), as specified in Block 10 of the SF-18.

QUESTION 8: Can the Government confirm that a complete Volume II Price Quote consists of only the completed/filled table within Section B - Supplies or Services & Prices on Page 4 of the Solicitation, in addition to the information required by Section L, page 25 (completed solicitation cover sheet, acknowledgement of solicitation amendments, and completion of Representations and Certifications)?

GOVERNMENT RESPONSE: Confirmed. A complete Volume II (Price Quote) submission consists of the completed Section B pricing schedule, the signed/completed solicitation cover sheet, signed SF-30 amendment acknowledgments (if applicable), and completed Representations and Certifications in accordance with Section L.

QUESTION 9: Can the Government confirm that the Collateral Damage Estimation Key Personnel resume required as part of the Performance Approach narrative (RFQ Section L, page 26) corresponds to the Senior Analyst II labor category from PWS Section 15.0, pages 27-28?

GOVERNMENT RESPONSE: Confirmed. The Collateral Damage Estimation (CDE) personnel requirement corresponds to the Senior Analyst Specialist II qualification standard set forth in PWS Section 15.0.

QUESTION 10: Can the Government clarify how many FTE within each labor category offerors are required to price on an FFP basis?

GOVERNMENT RESPONSE: This requirement is a Firm-Fixed-Price (FFP) performance-based task order. The Government does not mandate specific Full-Time Equivalent (FTE) counts or staffing levels per labor category. Offerors are responsible for determining and proposing their own staffing mix, labor hours, and technical methodology necessary to meet the performance requirements of the PWS within their proposed firm-fixed price.

QUESTION 11: Can the Government clarify the LOE required by labor category. Currently PWS Section 15.0 page 26 indicates that the LOE is specified in Section B, but Section B is aggregated to a monthly unit price and does not require or provide a breakout by labor category.

GOVERNMENT RESPONSE: As clarified in Amendment 0001, this task order is strictly Firm-Fixed-Price (FFP) and is not a Level-of-Effort (LOE) contract. References to "LOE" in PWS Section 15.0 have been removed. The Government does not provide a mandatory labor hour or FTE breakdown. Offerors must propose a firm-fixed monthly unit price for the CLINs identified in Section B based on their proposed technical and staffing solution.
