About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract dated September 1, 2026, for solicitation N0018926QD121 issued by NAVSUP Fleet Logistics Center Norfolk. The amendment incorporates responses to six offeror inquiries and makes four substantive revisions to the original Request for Quotation (RFQ) for a Firm-Fixed-Price task order.

The amendment clarifies that resumes for Instructor, Curriculum Development, and Collateral Damage Estimation personnel are excluded from the 15-page limit for Volume I (Non-Price Quote) submissions, with a maximum of two pages per resume. It removes DFARS clause 252.219-7996 regarding small business subcontracting plans, confirming that subcontracting plans and goals are administered at the SeaPort-NxG basic contract level rather than at the task order level. The amendment corrects the Period of Performance in the Performance Work Statement (PWS) Section 11 from four one-year option periods to two one-year option periods, establishing a base period of one 12-month period plus two 12-month option periods. Additionally, the amendment removes references to "Level of Effort" (LOE) terminology from PWS Section 15 and clarifies that this is a Firm-Fixed-Price performance-based task order where offerors propose their own staffing approach, labor mix, and level of effort necessary to meet performance standards, with no mandatory minimum personnel or man-year requirements. The original PWS attachment has been replaced with JTS PWS Amendment 01. Quoters must acknowledge receipt of this amendment prior to the solicitation closing date through specified methods.

SUMMARY OF CHANGES

Section A [Mod Specific] - Mod Specific

Miscellaneous text in this section has been modified to:

SOLICITATION QUESTIONS AND ANSWERSQUESTION 1: Given how much detail is already expected in the non-price quote within 15 pages, please allow for required resumes to be outside of this page limit.

RESPONSE: The Government concurs. Resumes are excluded from the 15-page limit for the Non-Price Quote.

Section L (Submission Instructions) has been amended accordingly.QUESTION 2: Please confirm that tables and graphics may be 10 point font for ease of legibility.RESPONSE: The Government does not concur. All text, including tables, figures, and graphics, must strictly adhere to a font size of 12-point or greater in accordance with the solicitation formatting instructions.QUESTION 3: With the inclusion of DFARS 252.219-7996, Small Business Subcontracting Plan (DoD Contracts) (DEVIATION 2026-O0037), would the Government please provide the applicable small business subcontracting goals for this task order, including any goals or expectations for subcontracting with small business concerns?RESPONSE: DFARS 252.219-7996 (Deviation 2026-O0037) was included in error and has been removed via this solicitation amendment. Subcontracting plans and goals are administered at the basic contract (SeaPort-NxG) level; therefore, task-order-specific subcontracting goals are not applicable.QUESTION 4: Please confirm whether the Government intends to receive one single Volume I file, or for each Past Performance reference to be submitted separately?

RESPONSE: Offerors may submit Past Performance Information Forms (PPIFs) as a single, consolidated document within Volume I. Separate files per reference are not required.QUESTION 5: PWS section 11 reads, "The Period of Performance consists of a one-year Base Period with four, one-year Option Periods." However, there are only two option periods listed. Will the Government please verify the Period of Performance?

RESPONSE: The Period of Performance consists of one (1) 12-month base period and two (2) 12-month option periods. Section 11 of the Performance Work Statement (PWS) has been updated via this solicitation amendment to resolve this discrepancy.QUESTION 6: PWS Section 15 states that the LOE labor categories and associated minimum personnel requirements applicable to the task order are specified in Section B and summarized in Section 15. Section B of the RFQ identifies the FFP service CLINs but does not appear to identify labor-category quantities or minimum man-years. Please provide or confirm the minimum personnel /man-year quantities by labor category for Instructor/Operations Specialist II, Curriculum Development /Operations Specialist II, and Senior Analyst Specialist II. Additionally, PWS Section 1 states, "Three Curriculum Developers and Instructors will support the DOD Collateral Damage Estimation (CDE) Qualification Program, the Combat Assessment (CA) Program, and the Weaponeering Applications Program."

but it is unclear if this indicates 3 total FTEs or 3 just for Section 5.1 tasks.RESPONSE: This requirement is a Firm-Fixed-Price (FFP) performance-based task order, not a Firm-Fixed-Price Level-of-Effort (FFP-LOE) contract. The Government does not dictate minimum man-years, FTE counts, or mandatory labor category quantities. Offerors are responsible for proposing their own staffing approach, labor mix, and level of effort necessary to meet the performance standards set forth in the PWS. References to "LOE" in PWS Section 15 have been removed via this solicitation amendment to eliminate ambiguity. The reference to "Three Curriculum Developers and Instructors" in PWS Section 1 represents historical workload data for informational purposes only and does not establish a mandatory minimum staffing requirement.

SUBMISSION OF QUOTATIONS

General Information

This solicitation is issued as a Request for Quotation (RFQ) for the award of a Firm-Fixed-Price (FFP) task order. The Government intends to utilize a two-step best-value tradeoff source selection process. To the extent the words "offer" or "proposal" appear, they shall be construed to mean "quote."

To the extent the word "offeror" appears, it shall be construed to mean "quoter."

The Quoter's quote shall be in the form prescribed by, and shall contain a response to each of the areas identified in this solicitation section. The following instructions are provided in addition to instructions to Quoters contained elsewhere in this solicitation. Initial quotes and any modifications thereto are to be submitted to the Contracting Officer on or before the closing date and time cited elsewhere in the solicitation.

Quoters shall submit their quotes in two separate volumes as follows:

Volume I - Non-Price quote

Volume II - Price quote

In addition to the Price quote, Quoters shall include the following in Volume II:

Solicitation cover sheet with appropriate blocks completed by the Quoter.

Acknowledgement of solicitation amendments pursuant to FAR 52.215-1 (if not previously provided).

Representations and Certifications completed by the Quoter in accordance with instructions contained elsewhere in this solicitation. If the Quoter has completed all of the representations and certifications required by this solicitation in SAM (www.sam.gov) in accordance with FAR 52.204-8 and DFARS 252.204-7007 ALT A, then the Quoter need not submit the hardcopy Representations and Certifications.

The completion and submission of the above items will constitute an offer (quote) and will be considered the Quoter's unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits hereto. Quoters shall respond to all requirements of the solicitation document. Quoters are cautioned not to alter the solicitation. Any affirmative exception to the material terms and conditions of the solicitation will render the offer ineligible for award. Alternate quotes are not authorized. In the event any person who is not a bona fide employee of the quoter participated in the creation, formulation, or writing of any portion of the quote, a certificate to this effect shall be included in the quote which shall be signed by an officer of the quoter. Such certificate shall identify the name of the person who is not a bona fide employee, that person's employment capacity, the name of the person's firm, the relationship of that firm to the quoter, and the portion of the quote in which the person participated.

REQUIREMENTS FOR QUOTE CONTENT

Do not include CLASSIFIED data in your quote.

Introduction and Purpose - This section specifies the format that quoters should use in quotes submitted in response to this solicitation. The intent is not to restrict the quoters in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the quotes for evaluation purposes.

Each volume should contain the following items in addition to the other information required by this solicitation: Cover:

The cover should indicate the following:

Title of the quote

Volume Number (I or II)

Solicitation number

Name and address of quoter

Contractor point of contact (POC) with POC's email address and phone number

CAGE and Unique Entity ID of quoter

Identification of original signature copies

Table of Contents:

The table of contents should provide detail sufficient to allow the important elements to be easily located.

Requirements for Style: Each quoter shall submit a quote that clearly and concisely sets forth the contractor's response to the requirements of the solicitation. Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective quote are not desired. The quote shall contain all the pertinent information in sufficient detail in the one area of the quote where it contributes most critically to the discussion. When necessary, the quoter shall refer to the initial discussion and identify its location within its quote.

Page Limitations

Volume I, "Non-price quote," is limited to a maximum of 15 pages in length inclusive of any charts, diagrams, and/or other graphics. Each "page" is defined as one sheet, 8 1/2 " x 11", with at least one inch margins on all sides, using a font with a point size of 12 or greater (e.g., "Times New Roman" style with 12 point font). Lines shall, at a minimum, be single-spaced. Pages shall be consecutively numbered. Multiple pages, double pages, two-sided pages, or foldouts will count as an equivalent number of 8 1/2" x 11" pages. The cover sheet and table of contents (not to exceed one page per volume) will not count toward the page limit. Resumes submitted as an attachment to Volume I will not count toward the page limit; please note there is a maximum of two pages per resume.

The one exception to the font size requirement shown above is that the "past performance information form," including any continuation sheets, may be completed with a point size of 10 or greater. Pages submitted in excess of the page limitations described above will not be evaluated. The Navy may exercise discretion in determining which specific pages are considered to be in excess of the page limitations.

Volume II, "Price quote," is not page limited.

QUOTE CONTENT

Volume I - Non-Price quote

Volume I of the quote shall include all information required for the evaluation of the quoter's Non-price quote. It shall exclude any reference to the price aspects of the quote. Each page of each copy should include the following legend: Source Selection Information - See FAR 2.101 and 3.104

The Non-price evaluation factors are listed below, with Performance Approach being equal to Past Performance:

Performance Approach

Past Performance

Performance Approach

Note: The Performance Approach will be evaluated based on the quoter's proposed methodology for executing this specific effort. This factor is strictly forward-looking; work the quoter has completed in the past will only be evaluated under the Past Performance factor.

The quoter shall provide a detailed performance approach that demonstrates a clear understanding of, and ability to successfully accomplish the Performance Work Statement (PWS). The proposed approach shall address the following areas:

Execution & Efficiencies: The quote shall describe an approach to planning, organizing, and performing the requirements of the PWS, including executing events. The quote should address how the approach achieves efficiencies across all PWS periods regarding personnel availability, organizational effectiveness, and simultaneous support for multiple classes and/or exercises.

Personnel Readiness: The quote shall describe a plan to provide required labor skills on "day one" and meet all personnel security and certification requirements on schedule. The approach shall include a detailed plan for personnel recruitment, retention and management of personnel with required Top Secret clearances. The approach should describe how the quoter will address unique tasks and provide required labor skills on day one, including providing instructors with the requisite experience, level(s) of education, certifications and field(s) of study. [The quote should include resumes for all Instructor, Curriculum Development, and Collateral Damage Estimation personnel as part of the Performance Approach. Two page resumes are excluded from the 15-page limit for Volume I]

Management & Coordination: The quote should detail an overarching approach to contract performance, scheduling, and travel management. The approach should describe how the quoter will effectively coordinate with Government Program Managers, manage contract transitions (both phase-in /beginning and phase-out/ending), and manage subcontractors and the subcontracting costs associated with supporting these tasks.

Risk Management: The quote should identify any risks associated with the requirements of the solicitation as well as any risks associated with implementing your performance approach. The quote should describe any specific techniques and actions to mitigate such risks, and explain whether such techniques and actions have been successfully used in the past.

The quoter should provide any other information the quoter considers relevant to the solicitation.

Past Performance

The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past five years that is the same as, or similar to the scope, magnitude, and complexity of the work described by this solicitation. To demonstrate its past performance, the quoter shall identify up to three (3) of its most relevant contracts or efforts within the past five (5) years. The quoter should complete a "Past Performance Information Form" for each reference submitted. The quoter should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation. The quoter should also provide information on any problems encountered on the identified contracts or efforts and the quoter's corrective actions. In considering the relevance of a quoter's past performance, the past performance references provided by the quoter will be evaluated individually and in the aggregate.

The method of aggregation shall be at the discretion of the Government.

Individual references determined to be not relevant shall not be included in the aggregate evaluation. Only references exhibiting a meaningful degree of relevance in scope shall be considered in the aggregate. The Government will consider the quality of the Contractor's relevant past performance.

Contract references for IDIQ contract vehicles shall provide the basic contract number and task order number. Such references that do not provide this information will not be reviewed or considered. For example, an IDIQ contract number, GSA Schedule contract, or BPA number will not be considered since performance occurs at the task order level. A singular task order number under one IDIQ contract equates to one effort.

In order to receive credit for the past performance of an affiliate, the quote must clearly demonstrate that the affiliate will be meaningfully involved in performance of the solicited contract. That is, the resources of the affiliate, (e.g., workforce, management, facilities, or other resources that demonstrably contributed to the affiliate's performance on the submitted project(s)) will be provided or relied upon by the quoter for contract performance on the solicited requirement to an extent that warrants attribution of the affiliate's past performance to the quoter. While there may be multiple ways to demonstrate meaningful involvement, generally reach back capability to the affiliate's or common parent's resources alone does not establish meaningful involvement. The Government will not consider an affiliate's record where it determines that record does not bear on the likelihood of successful performance by the quoter. The quoter should also describe the relationship between the quoter and the affiliate. If the quoter purchased or merged with the affiliate, the quoter should state the date of purchase/merger and whether the affiliate's personnel and resources were retained by the quoter after the purchase/merger.

The "Past Performance Information Form" is an attachment to the solicitation. The forms will count toward the Volume I page limit described above.

For additional information regarding a particular reference beyond that which will fit on the form, the quoter may continue onto additional sheets of paper. Such continuation sheet(s) for submitted references will count toward the Volume I page limit.
