This is a Standard Form 30 Amendment of Solicitation/Modification of Contract dated May 14, 2026, issued by the Naval Supply Fleet Logistics Center Norfolk for Solicitation N0018926QD026, Amendment 0002. The amendment answers questions received, provides RFQ changes, and extends the closing date from May 15, 2026 to May 27, 2026.

Key modifications include: updates to Section A.II Step-Two requiring a 150-day quote validity period; distinguishing Operation and Maintenance (O&M) from Research Development Testing and Evaluation (RDT&E) labor categories in Section B; removal of FAR 52.215-12 and DFARS 252.215-7010 cost or pricing data requirements, with addition of FAR 52.222-90 (DEI Discrimination) and FAR 52.244-6 (Commercial Products/Services); updates to Section L quote content requirements including revised cover sheet and cost quote supporting data specifications; and updates to Section M evaluation criteria including revised Performance Approach and Past Performance rating tables with definitions. The estimated level of effort is 315,399 hours for the six-month base period and 630,797 hours for each 12-month option period. The requirement is a follow-on to task order N00189-24-F-3026 under IDIQ contract N0017819D8194, with incumbent Northrop Grumman Systems Corporation. The solicitation uses a two-step fair opportunity process under FAR 16.5 via the Seaport program, with Step One due April 22, 2026 and final quotes due May 27, 2026. Evaluation is based on cost-plus-fixed-fee best-value trade-off considering Performance Approach (more important) and Past Performance factors.

Response Due Date 15 May 2026 27 May 2026

Miscellaneous text in this section has been modified to:

Quoters may submit questions requesting clarification of solicitation requirements via email at any time, up to 01:00 PM ET on 29 April 2026. Time may not permit responses to questions received after that date to be prepared and issued prior to the due date of the quotes. Responses to the questions will be provided via amendment and posted to SAM.gov. Questions can be emailed to matthew.f.pizzarelli.civ@us.navy.mil.This solicitation is issued under the authority of FAR 16.5 under the Seaport program of multiple award IDIQ contracts. To the extent that the words "offer" or "proposal" appear in this solicitation, they shall be construed to mean "quote" (or "quotation"), and to the extent that the word "offeror" appears in this solicitation, it shall be construed to mean "quoter".This requirement is a follow-on to task order N00189-24-F-3026 issued under Indefinite Delivery, Indefinite Quantity contract N0017819D8194. The incumbent is Northrop Grumman Systems Corporation (CAGE: 5FVX5).I. PREPARATION COSTSThis Request for Quotations (RFQ) does not commit the Government to pay for the preparation and submission of a quotation. II. FAIR OPPORTUNITY

N0018926QD0260002

EVALUATION FOR AWARD The Navy will provide interested sources a fair opportunity IAW FAR 16.507-2 using the procedures and evaluation factors described in this provision. It's emphasized that this is a FAR 16.507 fair opportunity process intended to streamline the source selection and be minimally burdensome for both the Navy and Indefinite Delivery Indefinite Quantity (IDIQ) awardees interested in competing for this requirement.

The procedures of FAR 15 do not apply to the source selection. While not an all-inclusive list, some examples of FAR 15 requirements that don't apply are the late is late rule, competitive range determinations, the FAR 15.3 rules for discussions, formal evaluation plans, and formal evaluation documentation. The Contracting Officer will make the source selection using the following two step process.Step One:Interested sources must submit, on no more than two (single sided) pages, a description of their experience on prior contracts they consider most similar to the performance work statement (PWS). Interested sources should use their judgement on how best to demonstrate through their two-page submission that they're a viable competitor. For example, a source with relatively limited experience related to the PWS could address how it has the commitment of key personnel or other contractors with more relevant experience. Interested sources must also state whether or not they have DCAA approved accounting systems along with the vendors Seaport contract number. The contracting officer will evaluate each submission and determine which sources are viable competitors for award. The contracting officer may communicate with a competitor, without regard to the rules of FAR 15 concerning competitive range determinations and discussions, if such communication will enhance the contracting officer's determination of whether the quoter is a viable competitor for award. a determination a competitor is nonviable doesn't necessarily mean the contracting officer believes the competitor can't successfully perform the PWS. A competitor could be determined nonviable that they are eliminated from further consideration. Step One submissions shall be emailed to matthew.f.pizzarelli.civ@us.navy.mil. The deadline for step one submissions is 22 April 2026 at 10:00 AM EST.Step Two:The evaluation factors in step two in descending order of importance are: SEE SECTION L AND M OF THIS SOLICITATIONUpon the completion of step one, the contracting officer will request the following information from the viable competitors:SEE SECTION L OF THIS SOLICITATIONIn addition to the information submitted by competitors, the contracting officer may consider other information reasonable related to the evaluation factors, to include the personal knowledge of the competitor's commercial and Government customers and past performance databases. the contracting officer isn't obligated to evaluate all information submitted from each competitor. For example, the contracting officer determines the competitor is unlikely to provide best value. The contracting officer may communicate with a competitor at any time during step two without regard to FAR 15.204 rules concerning competitive range determination and discussions. The contracting officer may also identify the competitor most likely to provide best value and hold negotiations solely with that firm to finalize the order and / or negotiate more favorable terms for the Government. Any quotations received from firms that were determined not viable in step one and not invited to submit a quotation based on the review contained in step one will not be evaluated and immediately disqualified for consideration in this requirement. Firms determined viable will be requested to submit a technical and cost quotation in response to the solicitation. Step-Two submissions should be valid for a minimum of 150 days from the date of submission.Step Two submissions should be submitted to matthew.f.

The Quoter's quote shall be in the form prescribed by, and shall contain a response to each of the areas identified in this solicitation section. The following instructions are provided in addition to instructions to Quoters contained elsewhere in this solicitation. Initial quotes and any modifications thereto are to be submitted to the Contracting Officer on or before the closing date and time cited elsewhere in the solicitation.

Quoters shall submit their quotes in two separate volumes as follows:

Volume I - Non-Cost quote

Volume II - Cost quote

In addition to the Cost quote, Quoters shall include the following in Volume II:

Solicitation cover sheet (SF-18) with appropriate blocks completed by the Quoter.

Acknowledgement of solicitation amendments pursuant to FAR 52.215-1 (if not previously provided).

Representations and Certifications completed by the Quoter in accordance with instructions contained elsewhere in this solicitation. If the Quoter has completed all of the representations and certifications required by this solicitation in SAM (www.

sam.gov) in accordance with FAR 52.204-7 and 52.204-19, and DFARS 252.204-7998 ALT A, then the Quoter need not submit the hardcopy Representations and Certifications. The completion and submission of the above items will constitute an offer (quote) and will be considered the Quoter's unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits hereto. Quoters shall respond to all requirements of the solicitation document. Quoters are cautioned not to alter the solicitation. Any affirmative exception to the material terms and conditions of the solicitation will render the offer ineligible for award. Alternate quotes are not authorized. In the event any person who is not a bona fide employee of the quoter participated in the creation, formulation, or writing of any portion of the quote, a certificate to this effect shall be included in the quote which shall be signed by an officer of the quoter. Such certificate shall identify the name of the person who is not a bona fide employee, that person's employment capacity, the name of the person's firm, the relationship of that firm to the quoter, and the portion of the quote in which the person participated.

II. REQUIREMENTS FOR QUOTE CONTENT

(1) Do not include CLASSIFIED data in your quote.

(2) Introduction and Purpose - This section specifies the format that quoters should use in quotes submitted in response to this solicitation. The intent is not to restrict the quoters in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the quotes for evaluation purposes.

(3) Each volume should contain the following items in addition to the other information required by this solicitation:

Cover Sheet:

The cover sheet should indicate the following:

Title of the quote Volume Number (I or II) Solicitation number Name and address of quoter Contractor point of contact (POC) with POC's email address and phone number

1.

2.

CAGE and Unique Entity ID of quoter

Table of Contents:

The table of contents should provide detail sufficient to allow the important elements to be easily located.

(4) Requirements for Style: Each quoter shall submit a quote that clearly and concisely sets forth the contractor's response to the requirements of the solicitation. Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective quote are not desired. The quote shall contain all the pertinent information in sufficient detail in the one area of the quote where it contributes most critically to the discussion. When necessary, the quoter shall refer to the initial discussion and identify its location within its quote.

(5) Page Limitations

Volume I, "Non-cost quote," is limited to a maximum of 20 pages in length inclusive of any charts, diagrams, and/or other graphics. Each "page" is defined as one sheet, 8 1/2 " x 11", with at least one inch margins on all sides, using a font with a point size of 12 or greater (e.g., "Times New Roman" style with 12 point font). Lines shall, at a minimum, be single-spaced. Pages shall be consecutively numbered. Multiple pages, double pages, two-sided pages, or foldouts will count as an equivalent number of 8 1/2" x 11" pages. The cover sheet and table of contents (not to exceed one page per volume) will not count toward the page limit. The one exception to the font size requirement shown above is that the "past performance information form," including any continuation sheets, may be completed with a point size of 10 or greater.

Pages submitted in excess of the page limitations described above will not be evaluated. The Navy may exercise discretion in determining which specific pages are considered to be in excess of the page limitations.

Volume II, "Cost quote," is not page limited.

III. QUOTE CONTENT

1. Volume I - Non-cost quote

Volume I of the quote shall include all information required for the evaluation of the quoter's Non-cost quote. It shall exclude any reference to the cost aspects of the quote. Each page of each copy should include the following legend:

Source Selection Information - See FAR 2.101 and 3.104

The Non-cost evaluation factors are listed below, with Performance Approach being more important than Past Performance:

(a) Performance Approach

The quoter shall provide a Performance Approach that will successfully accomplish the requirements of the solicitation, including the Performance Work Statement (PWS). The Performance Approach shall detail an approach to the following sample tasks/scenarios:

Elite Constellation (EC) Campaign Design and Control: The development of a comprehensive plan for the design, control, and assessment of the multi-year EC Campaign. The approach should include a Plan of Action and Milestones (POAM) for the campaign's administrative design and its Operational Environment (OE). It should also detail the methodology for creating exercise control plans for each campaign element (GICOL, GIE, MCC-CPX), assessing training effectiveness, and managing competing priorities across multiple Combatant Commands (CCMDs).

Joint Exercise Control Group (JECG) Architecture and Synchronization: The development and maintenance of the capability to support the JECG for the EC Campaign and other joint exercises. The approach should detail the design of the JECG command, control, and communications (C3) digital architecture, its operating procedures, and the labor categories being utilized. Furthermore, it should describe the methodology for synchronizing multiple JECGs, managing disparate command objectives, and ensuring unified cross-CCMD communication protocols in a globally distributed training environment.

3. Global Scalability and Technical Integration: The development of a strategy to provide scalable support for simultaneous EC events and other independent CCMD exercises occurring globally. The approach should address the management of human capital, such as subject matter experts and controllers, who may need to transition rapidly between locations or support 24/7 operations. Additionally, the approach must describe the technical and security procedures for managing Cross-Domain Solutions (CDS) to ensure the secure and consistent transfer of data between different security enclaves (e.g., SIPR, JWICS, Coalition networks).

The quoter's approach to the sample tasks/scenarios shall include decomposition of the tasks/scenarios into tasks, task description(s), and should address the utilization of specific labor categories and skill sets, task flow and interfaces, schedule, risks associated with implementation of the approach, risk mitigation, magnitude of effort, and involvement of other organizations.

The quoter should also detail its approach to successfully accomplishing the requirements of the following PWS task areas: 5.5 Joint Event Life-Cycle (JELC); 5.6 Design Stage; 5.7 Planning Stage; 5.8 Preparation Stage; 5.8.2 Modeling and Simulation (M&S), C4I and Intel Systems; 5.9 Execution Stage; and 5.11 Analysis, Evaluation, and Reports Stage.

The quoter should provide any other information the quoter considers relevant to the solicitation.

(b) Past Performance

The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past five years that is the same as, or similar to the scope, magnitude, and complexity of the work described by this solicitation. To demonstrate its past performance, the quoter shall identify up to three (3) of its most relevant contracts or efforts within the past five (5) years. The quoter should complete a "Past Performance Information Form" for each reference submitted. The quoter should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation. The quoter should also provide information on any problems encountered on the identified contracts or efforts and the quoter's corrective actions.

Contract references for IDIQ contract vehicles shall provide the basic contract number and task order number. Such references that do not provide this information will not be reviewed or considered. For example, an IDIQ contract number, GSA Schedule contract, or BPA number will not be considered since performance occurs at the task order level.

Generally, a singular task order number under one IDIQ contract equates to one effort. However, quoters may identify multiple task orders under a single-award IDIQ as a single past performance reference provided the task orders all share the same scope, magnitude, complexity and period of performance. In this scenario, the quoter shall provide the contract number and each of the applicable task order numbers. The Past Performance Information Form must clearly identify the total combined scope, magnitude, and complexity of such an effort.

The Government is evaluating a maximum of three efforts.

If subcontractor past performance is provided as part of the three of its most relevant contracts or efforts, the subcontractor past performance will be given weight proportional to the scope, magnitude, and complexity, of the aspects of the work under the solicitation for which the subcontractor is proposed. Therefore, the quoter's quote shall detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. It is the quoter's responsibility to adequately explain the relevance of a reference provided for a subcontractor's past performance to the effort that the subcontractor is proposed to perform under the solicitation.

In order to receive credit for the past performance of an affiliate, the quote must clearly demonstrate that the affiliate will be meaningfully involved in performance of the solicited contract. That is, the resources of the affiliate, (e.g., workforce, management, facilities, or other resources that demonstrably contributed to the affiliate's performance on the submitted project(s)) will be provided or relied upon by the quoter for contract performance on the solicited requirement to an extent that warrants attribution of the affiliate's past performance to the quoter. While there may be multiple ways to demonstrate meaningful involvement, generally reach back capability to the affiliate's or common parent's resources alone does not establish meaningful involvement. The Government will not consider an affiliate's record where it determines that record does not bear on the likelihood of successful performance by the quoter.

The quoter should also describe the relationship between the quoter and the affiliate. If the quoter purchased or merged with the affiliate, the quoter should state the date of purchase/merger and whether the affiliate's personnel and resources were retained by the quoter after the purchase/merger.

The Government will assess the narrative to determine whether, and to what degree, to attribute the affiliate's past performance to the quoter. If the quote lacks sufficient detail to establish meaningful involvement by the affiliate, the Government, at its discretion, may decline to consider the past performance of the affiliate in the evaluation.

The "Past Performance Information Form" is an attachment to the solicitation. The forms will count toward the Volume I page limit described above. For additional information regarding a particular reference beyond that which will fit on the form, the quoter may continue onto additional sheets of paper. Such continuation sheet(s) for submitted references will count toward the Volume I page limit.

2. Volume II - Cost

Volume II, "Cost quote," is not page limited.

Each page of each copy of Volume II should include the following legend:

Source Selection Information - See FAR 2.101 and 3.104

The Cost quote in Volume II shall include the solicitation pricing pages completed by the quoter and a complete and detailed breakdown of the quoter's cost plus fixed fee (CPFF) with all supporting documentation. The quoter's cost quote shall not deviate from the level of effort set forth in Section B of the solicitation. The cost quote shall support the Non-cost quote. The cost quote shall include all elements of cost and such other cost information as considered appropriate to support the quoter's quote. The burden of proof for establishing the realism of all proposed costs rests with the quoter. The cost and pricing information shall be completed in accordance with the following:

(a) Separate cost and pricing information shall be submitted for each time period specified in the Solicitation Section B - Supplies or Services and Prices.

(b) Supporting data including labor rates and hours, burden rates, used in developing the cost breakdown should be furnished.

(c) Uncompensated Overtime. Uncompensated overtime is not encouraged as work schedules averaging more than 40 hours per week can, over a period of time, lead to degradation of performance. Pursuant to FAR 52.237-10, "Identification of Uncompensated Overtime," quoters are reminded (1) "Whenever there is uncompensated overtime, the adjusted hourly rate (including uncompensated overtime), rather than the hourly rate, shall be applied to all proposed hours, whether regular or overtime hours", (2) "All proposed labor hours subject to the adjusted hourly rate (including uncompensated overtime) shall be identified as either regular or overtime hours, by labor categories, and described at the same level of detail. This is applicable to all quotes whether the labor hours are at the prime or subcontract level. This includes uncompensated overtime hours that are in indirect cost pools for personnel whose regular hours are normally charged direct." In that 52.237-10 requires that the quoter's accounting practices used to estimate uncompensated overtime be consistent with the quoter's cost accounting practices used to accumulate and report uncompensated overtime hours, each quoter proposing on the basis of uncompensated overtime should provide evidence of that consistency. Also, pursuant to FAR 52.237-10, each quoter proposing on the basis of uncompensated overtime is required to include a copy of its policy addressing uncompensated overtime with its quote. To the extent that a quoter is proposing on the basis of uncompensated overtime, the quoter shall explain why the use of uncompensated overtime will not degrade the level of technical expertise required to fulfill the Government's requirements.

(d) Direct Labor Rates. In order to verify the realism of the quoter's proposed direct labor rates, all quoters should submit, as part of their Cost quote, documentation substantiating the realism of their proposed direct labor rates. To the extent that a quoter is proposing a subcontractor on a cost-reimbursement basis, the documentation substantiating the accuracy of the subcontractor's proposed direct labor rates is also requested. Acceptable documentation may include the following:

(1) Payroll data (if proposing current, named employees)

(2) Actual billing records showing direct labor rates (if proposing current, named employees).

(3) Copies of signed Letters of Intent that indicate agreed upon annual salary (if proposing named, new hires)

(4) Copies of current or prior fiscal year DCMA Forward Pricing Rate Agreement (FPRA), the quoter's Forward Pricing Rate quote (FPRP), Provisional Billing Rate Approval or Provisional Billing Rate Submission, whichever is most recent.

(5) If labor category averages are used as consistent with the quoter's accounting practice and approved by DCAA, provide a detailed narrative and include the calculation used to establish the category average. For example, provide a list of the current salaries for all employees working in that labor category, divided by the number of current employees in that labor category.

(6) If quoting rates that do not fall within one of the above criteria, provide a detailed, comprehensive description of the methodology used to establish the quoted direct rate. The description shall include both the source where the rate was obtained and a description of how the resulting rate was calculated. Merely stating that a "salary survey" or "market survey" was used is generally not sufficient.

In preparing the cost quotation, the quoter shall include a spreadsheet that depicts the following total amounts tied back via formula into the cost development spreadsheets:

DIRECT LABOR (PRIME): $_____

*A line for each separate indirect expense rate, for example:

FRINGE: $_____

OVERHEAD: $_____

G&A: $_____

ANY OTHER INDIRECT EXPENSE ELEMENT: $_____

*Subcontractor total for each subcontractor: $_____

Fixed Fee: $_____

TOTAL COST PLUS FIXED FEE: $_____

TRAVEL: $_____

TOTAL AMOUNT QUOTED: $_____

*The prime quoter shall instruct the subcontractors to follow the same format in the development of its cost spreadsheets.

Quoters shall not lock any cells in their corresponding excel spreadsheets. Locked cells make it difficult for the Government to evaluate the cost quote. The quoter shall provide a narrative to explain any assumptions and the application of all burdens. This narrative shall be included as an attachment and cross referenced to the specific section of the cost quote. Quoters shall also include the percentage of cost the prime's cost is with respect to the total quoted amount, and the prime shall also describe the percentage of cost each subcontractor makes up compared to the total quoted amount.

Quoters shall describe the percentage of level of effort (hours) the prime is quoted to deliver when compared to the solicited total estimated level of effort, and the prime shall also describe the percentage of level of effort (hours) each subcontractor is quoted to deliver when compared to the solicited total estimated level of effort. The prime shall describe the type of contract arrangement established between the prime and subcontractor (i.e. CPFF, FFP, etc), as well as the value of the subcontract.

REALISM OF COST QUOTATIONS:

A Quoter's quotation shall conform to this solicitation. Any significant inconsistency if unexplained, raises a fundamental issue of the Quoter's understanding of the nature and scope of the work required and of its financial ability to perform the task order, and may be grounds for rejection of the quotation. The burden of proof as to cost credibility rests with the Quoter. Quoters who do not have current DCAA approved rates or provisional billing agreements shall provide documentation such as payroll data, invoices, letters of intent with salary information with their cost quote that will assist the Contracting

Officer with analyzing their cost quote. Quoters shall require their subcontractor(s) to provide the same type of documentation to the Contracting Officer if the subcontractors do not have current DCAA approved rates or provisional billing agreements. If the Government is unable to verify the cost quotation, it will be deemed unrealistic and not be eligible for task order issuance.

In addition to the foregoing, the quoter should explain why it believes its proposed direct labor rates are realistic for the requirements to be performed, considering the technical and experiential qualifications necessary to accomplish the taskings.

(e) Indirect Costs. In order to verify the realism of the quoter's quoted indirect rates, all quoters should submit, as part of their Cost quote, documentation substantiating the accuracy of its proposed indirect rates. To the extent that a quoter is quoting a subcontractor on a cost-reimbursement basis, the documentation substantiating the accuracy of the subcontractor's quoted indirect rates is also required.

Acceptable documentation may include the following:

(1) Copies of current or prior fiscal year DCMA Forward Pricing Rate Agreement (FPRA), the quoter's Forward Pricing Rate quote (FPRP), Provisional Billing Rate Approval or Provisional Billing Rate Submission, whichever is most recent.

(2) If none of the documentation identified in paragraph (1) above is available, historical indirect data, to include provisional rates, actual incurred rates, and annual incurred cost claims (if submitted), shall be provided for the three years prior to the quoter's current fiscal year. This data should include the all of the quoter's indirect rates as applicable to the quoter's accounting system. If proposing indirect rates significantly different from recent incurred rates, quoters shall include a detailed explanation and supporting cost data (including budget information).

If the quoter is proposing subcontracts on other than a CPFF basis, the quoter should submit information as to whether the rates for the subcontractors are fixed based on a firm bilateral agreement with the subcontractor or merely proposed. In addition, the quoter shall explain why it believes the subcontractor can perform at those rates.

(f) For quote purposes, the following ratios of Contractor facility and Government facility labor performance are established for all labor categories:

Contractor Facility - 0%/Government Facility - 100%

(g) The quoter shall use the following estimated costs for travel amounts in preparing its cost quote. These estimated amounts will be used as common evaluation amounts in all quoters' quotes; the amounts specified below include no associated indirect costs. The quoter shall include the estimated travel costs specified below in its cost quote, and load the costs appropriately with indirect costs. The estimated amounts below, plus indirect costs, as determined cost realistic by the Government, will be used in the evaluation of quotes, and will be included in resultant contracts as "not-to exceed" amounts under which the quoter will be permitted to invoice its actual costs.

(j) The quoter shall demonstrate that, as required by FAR 16-301-3(a)(2), its accounting system is adequate for determining costs applicable to the contract. If the quoter has an accounting system that has been determined by DCAA to be adequate for a cost reimbursement contract, the quoter should provide documentation of DCAA's determination. If a quoter's accounting system has not been determined, by DCAA, to be adequate for determining costs applicable to cost reimbursement contracts, the quoter will be considered ineligible for contract award.
