About this file
This is a Request for Quote (RFQ) for Mission Assurance Support Services in support of the Bureau of Medicine and Surgery (BUMED), issued by the Naval Supply Corps Norfolk Contracting Office under solicitation number N0018926QB083.
The solicitation is set aside 100% for Women-Owned Small Businesses (WOSB). The services include Mission Assurance Support Services and associated travel expenses. The base requirement covers a 6-month period from August 17, 2026 to February 16, 2027, with four optional 12-month periods extending through February 16, 2031. Pricing is structured as Firm Fixed Price for the Mission Assurance Support Services and Cost No Fee for travel. Proposals are due by July 2, 2026 at 12:00 PM EST and must be submitted electronically in two volumes: Volume I (Non-Price Proposal, limited to 5 pages) and Volume II (Price Proposal). Evaluation factors, in descending order of importance, are proof of a Secret security clearance, Performance Approach, and Past Performance. Offerors must demonstrate relevant past performance within the past five years and provide up to two examples of relevant contracts or efforts. The government will evaluate proposals on a best-value basis, with non-price factors combined being significantly more important than price. Payment will be made through the Wide Area Workflow (WAWF) system. The Contract Administration office is located at the Bureau of Medicine and Surgery, Falls Church, Virginia, with Patrick Vickers assigned as the Contracting Officer's Representative.

The offeror shall provide evidence that the offeror possesses a Secret security clearance. Failure to provide evidence as requested herein will result in an "Unacceptable" rating and the proposal will not receive further evaluation and will not be considered for award.
Performance Approach:
NOTE: The Performance Approach is rated on how the offeror plans to perform and staff the required effort and is forward looking. The offeror's past performance without sufficient explanation of how it will be applied to the required effort is not relevant to, and may not be considered in the evaluation of the Performance Approach.
The offeror shall provide in detail a performance approach that will successfully accomplish the requirements of the solicitation, including the PWS. Offerors should describe their approach to develop and implement the execution of Federal Coordinating Centers as a part of the National Disaster Medical System (NDMS); describe how they will develop and implement a comprehensive Patient Reception Operations Plans, manage critical NDMS systems (including TRAC2ES, JPATS), facilitate relationships with partner hospitals as part of the Health Care Coalition framework, and how they will develop and implement full-scale exercises; describe their approach to supporting and conducting the required Gap Analysis for childcare background checks (CNACI); and describe how they will develop and implement Navy Medicine policy, specifically outlining how they will establish robust adjudication criteria for suitability and fitness.
