About this file

This is a Questions and Answers document addressing clarifications to solicitation N0018926QB083 for BUMED Mission Assurance Support Services. The document compiles offeror inquiries and Government responses regarding contract terms, performance requirements, and submission instructions for this Department of the Navy Naval Supply Systems Command small business solicitation.

Key clarifications address conflicting contract terms that were resolved through amended solicitations: the base period is six months (not one year) with four one-year options; the 5,736-hour level of effort applies to the annual rate and must be prorated for the six-month base; proposal submission is due at 12:00 PM Eastern on July 2, 2026; and the two completed Past Performance Information Forms are excluded from the five-page Volume I limit. The Government confirmed that classified work will be performed only at government sites (DHHQ and FCC locations), not at contractor facilities, and SECRET facility storage capability is not required. Contractor office space need only support unclassified and Controlled Unclassified Information (CUI) work. The solicitation is open to all small businesses meeting the NAICS 624230 size threshold, without set-asides for SDVOSB, EDWOSB, or WOSB concerns. Interim SECRET clearances granted in DISS are acceptable for proposal evaluation. Travel pricing should reflect the $20,000 annual ceiling, prorated to $10,000 for the six-month base period. The Government indicated that a revised PWS and amended solicitation address most substantive questions regarding period of performance, level of effort distribution across multiple FCC locations, DD Form 254 attachment, Department of Labor Wage Determinations, and security classification requirements.

SectionQuestionAnswer
PWS Sec. 6 & 8; SF 1449 Sec. B & FPWS Section 6 states a one-year base with four one-year options; Sections B and F state a six-month base with four 12-month options. Which governs for pricing? Does the 5,736-hour Level of Effort reflect 12 months, and how should it be scaled for the six-month base CLIN (0001)?Please see the amended solicitation.
Sec. L, Para II(5)Do the two completed Past Performance Information Forms count toward the Volume I five-page limit, or are they excluded as attachments? The solicitation stands clear on its face.
PWS Sec. 9.5.12; Sec. J attachment listPWS Section 9.5.12.1 references a DD Form 254 (Attachment J-1) not shown on the Section J attachment list. Will the Government post the DD Form 254 and confirm the Past Performance Information Form is available to all offerors? Please see the amended solicitation.
Sec. M; Sec. L, Para III; PWS Sec. 9.5.12.3Does the Phase I “Proof of a Secret security clearance” refer to the offeror’s company Facility Clearance (FCL)? What proof is acceptable (e.g., NISS record or DCSA letter), and must it be active by the due date? Please see the amended solicitaton
SF 1449 Block 8; Sec. L, Para ISF 1449 Block 8 shows a 1:00 PM due time; Section L states 12:00 PM Eastern on 2 July 2026. Which governs? Please see the amended solicitation.
Sec. L, Para I & III(2)(b)Section L requires Excel format and directs offerors to complete the SF 1449 schedule. Will a separate Excel pricing template be provided, or should offerors recreate the SF 1449 pricing pages in Excel? The solicitation stands clear on its face.
PWS Sec. (Travel); SF 1449 travel CLINsShould offerors price each travel CLIN (Cost-No-Fee, NTE) at the $20,000 annual ceiling, prorated for the six-month base? Please see the amended solicitation.
Sec. L, Para III & II(5); Sec. MAre key personnel resumes or letters of commitment required or desired, and if submitted, do they count toward the five-page limit? The solicitation stands clear on its face.
PWS Sec. 7Must key personnel be local to Falls Church, VA, and is fully remote work acceptable for labor categories not tied to a Federal Coordinating Center? The solicitation stands clear on its face.
General / solicitation backgroundIs this a new requirement or a follow-on? If a follow-on, who is the incumbent, and is incumbent staffing or historical pricing available? This is a new requirement.
Draft PWS, 5.2 Period of PerformancePWS 5.2 states the base period is one year, while Section F of the solicitation references 6 months. Please clarify if the base period is 6 or 12 months. Please see the amended solicitation.
5.4 Level of EffortThe PWS provides a staffing table with 5,736 total hours across four LCATs for the base period. However, it does not specify the number of FTEs required per location or how hours should be distributed across the multiple performance sites (DHHQ and 5 remote locations). How many FTEs are required, and how should they be distributed across performance locations? Are any LCATs intended to support multiple locations simultaneously, or is each position site-specific?Pleae see the revised PWS in the amendment.
5.3 Place of PerformanceGiven the 60/40 Government/Contractor split at DHHQ and remote work availability subject to approval, should offerors assume this split applies to all performance locations or only DHHQ?The solicitation stands clear on its face.
5.5.1.4 SECRET Eligibility by Labor CategoryThe PWS distinguishes between personnel performing FCC functions (requiring SECRET eligibility) and those performing other functions (Tier 3, No Eligibility) but does not map to specific LCATs.
Does the Policy Analyst, whose qualifications reference FCC Policy, perform FCC functions requiring SECRET eligibility? Please see the amended solicitation.
Section L, III. Proposal ContentThe solicitation requires offerors to provide evidence of a Secret security clearance as a condition of evaluation. Please clarify whether this requirement refers to the offeror's facility clearance at the SECRET level, individual SECRET clearances for each proposed staff member, or both. Additionally, for personnel who do not currently hold a SECRET clearance but are eligible, will the Government accept evidence of interim clearance eligibility or a pending investigation as sufficient for proposal evaluation purposes? Please see the amended solicitation. Interim granted in DISS will be accepted.
Section L, II. Requirements for Proposal ContentAre Past Performances included or excluded from the 5-page limit? The solicitation stands clear on its face.
5.8 Travel5.8 sets a $20,000 annual travel ceiling, but task 4.2.11 requires travel to multiple FCC locations for exercises and government-directed activities, and 4.2.12 requires at least monthly FCC meeting attendance. Is the $20,000 ceiling realistic given the geographic spread of the FCCs and the frequency of travel? Is the travel ceiling a hard cap or can offerors propose a higher travel ceiling if their technical approach demonstrates the need? The solicitation stands clear on its face.
Section I Page 14Please confirm that the solicitation is open to all small businesses meeting the size threshold for NAICS 624230 as noted on SF1449 and is not restricted to SDVOSB, EDWOSB, and/or WOSB concerns as per FAR 52.219-27, 52.219-29, and 52.219-30 as cited in the contract clauses.Open to all small businesses
PWS Section 5.8We assume that offerors should include the travel ceiling of $20,000 per year in Section B and pricing for proposal purposes; if not, please clarify. The solicitation stands clear on its face.
Section L Page 22Please clarify the submission Due Time. The instructions state 12:00 PM and the SF1449 states 1:00 PM.Please see the amended solicitation.
Section LPlease clarify whether the completed Past Performance Information Form(s) is included in the page count. The blank form is one full page when the margins are adjusted for compliance. This significantly reduces the space available for discussion of the seven topics requested in the Performance Approach. The solicitation stands clear on its face.
PWS Section 5.2Please clarify whether the completed Past Performance Information Form(s) is included in the page count. The blank form is one full page when the margins are adjusted for compliance. This significantly reduces the space available for discussion of the seven topics requested in the Performance Approach. The solicitation stands clear on its face.
PWS Section 5.3The period of performance in the PWS conflicts with the solicitation; please clarify. Please see the amended solicitation.
PWS 5.3Regarding the place of performance, are contract staff expected to regularly perform work at the designated remote locations or are these TDY sites? Please clarify. Please see the amended solicitation
PWSPlease clarify whether the contractor must possess a SECRET facility clearance with storage capability. There should be no need to store any classified national security information at the contractor facility.
PWS Section 9.5.10Section 9.5.10 requires us to provide secure office space at our facility for up to three government technical reps. Section 9.5.12 separately requires us to hold a SECRET facility clearance and safeguard SECRET-level information. Does the office space in 9.5.10 need to meet SECRET-level physical security standards (GSA-approved storage, accredited closed area, etc.), or is classified work expected to stay at government sites like DHHQ and the FCC locations, with our office space covering unclassified and CUI work only?Classified work expected to be performed at government sites only (i.e. DHHQ and the FCC locations). Contractor office space should be able to handle/process unclassified and CUI work only.
GeneralIf SECRET storage capability is required, may a prime contractor with a non-storage SECRET security clearance (or higher) perform work at a subcontractor site, provided the subcontractor possesses approved storage capability?Secret storage at a cotnractor site is NOT required. All classified work will be performed at a governemnt site.
Section 5.3 (Place of Performance) and Section 5.4 (Level of Effort)(a) Are contractor personnel expected to be physically present at all five FCC locations on a regular, recurring basis, or is presence at FCC locations expected to be travel-based and event-driven (e.g., exercises, meetings, activations)? (b) For the FCC locations specifically, does the Government intend for the 60/40 DHHQ on-site/remote split to govern those locations as well, or is remote performance the primary mode of support for FCC locations? (c) Should offerors price travel to FCC locations as part of normal operations within the $20,000 annual travel ceiling, or is FCC travel expected to be infrequent and ad hoc? Please see the amended solicitation
Section B (Supplies or Services & Prices) and PWS Section 5.4 (Level of Effort)(a) Should offerors price the base period CLIN 0001 based on 50% of the annual hours listed in PWS Section 5.4, or are the hours in PWS Section 5.4 intended to reflect only the six-month base period? (b) Should each option period CLIN reflect the full annual 5,736-hour level of effort? Please see the amended solicitation
Section 5.7 (Security Requirements) and Section 9.5.12.1; Section J (List of Attachments)Please provide the DD-254 (Contract Security Classification Specification) referenced as Attachment J-1, or confirm the complete scope of security classification requirements applicable to this contract so offerors can ensure compliance and accurately account for any security-related costs. Please see the amended solicitation
Section I (Contract Clauses) — FAR 52.222-41 and 52.222-42Please provide the applicable Department of Labor Wage Determination(s) for the places of performance identified in PWS Section 5.3, and/or complete the Statement of Equivalent Rates table in Section I, so offerors can price labor in compliance with the Service Contract Labor Standards Act.Please see the amended solicitation
Section G (Contract Administration Data) — DFARS 252.232-7006Please provide the applicable DoDAAC information required by the Routing Data Table in DFARS 252.232-7006, paragraph (f)(3), so offerors understand the invoicing and payment routing structure that will govern this contract.WAWF table will be completed at time of award.
Section 5.5.4 (FCC Training & Exercise Specialist)Please confirm whether a qualification requirement was omitted from PWS Section 5.5.4.6 for the FCC Training & Exercise Specialist, and if so, provide the complete text of that requirement so offerors can ensure proposed personnel meet all minimum qualifications. Please see the amended solicitation
Section L (Instructions to Offerors) — Page Limitations; Attachment 02 (Past Performance Information Form)(a) Do the completed Past Performance Information Form(s) count toward the five (5)-page limit for Volume I, or are they excluded from the page count (similar to the Secret clearance proof exclusion)? (b) May offerors submit the Past Performance Information Form(s) as a separate attachment to Volume I without those pages counting against the five (5)-page limit? The solicitation stands clear on its face.
Sec B / PWS Level of EffortThe PWS LOE table specifies annual labor hours (5,736 total). CLIN 0001 covers a 6-month base period. Please confirm the intended hours for CLIN 0001 — specifically whether offerors should price at the full annual LOE or at a prorated amount for the 6-month periodPlease see the amended solicitation
Sec B (CLIN 0002 / 1002 / etc.) / PWS TravelPWS Travel states a '$20,000 per year' travel ceiling. For CLIN 0002 (6-month base period), please confirm whether the NTE ceiling is $10,000 (prorated) or $20,000, given that initial FCC site coordination activities may require disproportionate travel in the base period. Please see the amended solicitation
Submission TimeframeThere are conflicting submission times listed in the solicitation documents. Block 8 of the SF 1449 lists the offer due time as 01:00 PM local time, 2 July while Section L, Part I (General) states that proposals must be received no later than 12:00 PM EST. Would the Government please clarify the exact time proposals are due on July 2, 2026?Please see the amended solicitation.
Volume I Page LimitSection L, Part II(5) restricts Volume I to a maximum of five (5) pages. Concurrently, Section L, Part III(1) emphasizes that general statements are inadequate and requires offerors to "provide details concerning what the contractor will do and how it will be done," including comprehensive approaches for NDMS execution, Patient Reception Operations Plans, Gap Analysis, and Navy Medicine policy development. Furthermore, Volume I must also contain up to two completed Past Performance Information Forms. To ensure the Government receives the comprehensive and detailed technical solutions it requires for evaluation, would the Government consider increasing the Volume I page limit to ten (10) pages, or alternatively, excluding the Past Performance Information Forms from the current page count? The solicitation stands clear on its face.
Travel CLINThe RFP states, "The Price Proposal in Volume II shall include the solicitation pricing pages completed by the offeror and a complete and detailed breakdown of the offeror's Firm Fixed Price with all supporting documentation." Additionally, PWS paragraph 5.8 states, "The ceiling for travel per year is $20,000, not including applicable indirect costs." Is the $20,000.00 the amount offerors should enter for the travel CLINs on the solicitation pricing pages? The solicitation stands clear on its face.
Submission of CUISection M, Phase I requires proof of a Secret Security Clearance, which will be evaluated on an Acceptable/Unacceptable basis. All DISS products supporting proof of a Facility Security Clearance are marked as Controlled Unclassified Information (CUI), therefore rendering any offeror's proposal submission CUI. The CUI marking will require offerors to send proposals to the Government encrypted and/or password protected. Is this requirement consistent with the Government's intent for receipt of proposals via the email submission method specified in Section L?Please see the amended solicitation
