About this file

The document is a Questions and Answers file for a Naval Surface Force Atlantic Surface Ship Corrosion Mitigation contract (Solicitation N0018926Q0003). The Q&A reveals this is a new requirement involving twelve assessment events and training sessions across twelve ships (8 Combatant and 4 Amphibious), with a goal of one assessment per ship monthly. Key technical details include a requirement for products meeting either MIL-PRF-16173 or MIL-PRF-81409 military specifications, with clarification that NAVSEA approval for surface ship application is not mandatory.

The solicitation involves providing corrosion control training to Ship's Force and supplying a six-month inventory of corrosion inhibition materials for designated CNSL ships. Submission logistics were also discussed, with the government declining to use DOD Safe for proposal submissions and opting for email. The contract is being executed by the Department of the Navy Naval Supply Systems Command, targeting comprehensive corrosion mitigation and prevention across naval surface vessels.

Questions

1) Is there an incumbent? If so, please provide the total contract value, length and number.

A: This is a new requirement.

2) Is the scope of work the same as the previous contract?

A: This is a new requirement.

3) Considering file size constraints, would the Government please consider activating a DOD Safe repository for the submission of proposals vs email submission?

A: The Government will not be allowing submissions through DOD Safe at this time.

4) The RFP requires demonstrated ability to provide all required MIL-PRF-16173 or MIL-PRF-81409 approved products. NAVSEA05 has not approved MIL-PRF-81409 for shipboard use as it is currently only NAVSEA approved for Aviation application. Can the offeror assume that the Product Compliance must include products that are approved exclusively by MIL-PRF-16173 which is approved for surface ship application by NAVSEA?

A: The requirement doesn’t state that the product needs to be approved for surface ship application by NAVSEA. We are requesting products that meet either military specifications listed.
