About this file
This document is a Request for Proposal (RFP) for the Center for Information Warfare Training (CIWT) Waterfront Training and Technical Support Program. The solicitation (N0018925RZ110) seeks a contractor to provide comprehensive training and technical support for Information Technology (IT) courses across multiple Navy locations, including San Diego, Dam Neck, Kings Bay, Pearl Harbor, Bangor, Yokosuka, and Groton. The program involves delivering specialized training for systems such as ADNS, CANES, NSVT, ISSM, JCC, and other naval communication and network technologies.
The contract is structured as a base year with four one-year option periods, running from October 1, 2025, through March 31, 2031. It is set aside for small businesses with a size standard of $16,000,000 and includes NAICS code 611420. The solicitation requires offerors to submit technical and price proposals by August 11, 2025, with a non-price proposal limited to 12 pages. Key evaluation factors include Performance Approach, Past Performance, and a Socio-Economic Plan, with the non-price proposal being more important than pricing. The estimated total contract value includes firm-fixed-price training services, course material costs, and travel expenses, with specific requirements for instructor qualifications, curriculum maintenance, and technical support across various naval training sites.

(4) Requirements for Style: Each offeror shall submit a proposal that clearly and concisely sets forth the contractor’s response to the requirements of the solicitation. Pages submitted in excess of the page limitations described above will not be evaluated. The Navy may exercise discretion in determining which specific pages are considered to be in excess of the page limitations.
Volume II, “Price Proposal,” is not page limited.
III. PROPOSAL CONTENT
(1) Volume I – Non-price Proposal
Volume I of the proposal shall include all information required for the evaluation of the offeror’s Non-price Proposal. It shall exclude any reference to the price aspects of the proposal.
Each page of each copy should include the following legend:
Source Selection Information - See FAR 2.101 and 3.104
The non-price evaluation factors are listed below, with Performance Approach being of equal importance to Past Performance, and both are significantly more important than Socio-Economic Plan.
Performance Approach Past Performance Socio-Economic Plan
(a) Performance Approach
The offeror shall provide a performance approach that will successfully accomplish the requirements of the solicitation, including the PWS. The offeror should provide a detailed approach with a focus on the following areas:
• Rapid Stand-Up: Describe your approach to quickly recruit, vet, and onboard qualified personnel to meet the initial staffing requirements. This includes a clear timeline and risk mitigation strategies to address potential delays in obtaining security clearances, Common Access Cards (CACs), and IT access as outlined in Sections 1.3, 9, and
18.0 of the PWS as well as through other terms and conditions indicated in the solicitation.
• Training Expertise and Technical Proficiency: Detail your approach for identifying and assigning personnel with the required 7+ years of relevant experience and formal military training on the specific systems listed in Section 3.2 of the PWS. Explain how you will ensure your instructors possess formal instructor credentials and experience, especially in delivering training on AN/USQ-144 K(V)2, ADNS, CANES, NSVT, ISSM, and JCC
(MRTS 3D).
• Technical Support and TTE Maintenance: Provide your approach to technical support and TTE maintenance for the courses listed in Table 1 of Section 3.2, including performing IAVA updates, baselining systems, and lab setup.
Describe your experience with the specific shipboard systems and supporting systems outlined in paragraph 3.2.2, and your process for ensuring SMEs are on-site in a full-time capacity to execute these training support functions.
• Curriculum Maintenance and Updates: Detail your approach to reviewing and updating curriculum materials, as described in sections 3.2.2, 3.3.1 and 3.3.2 of the PWS. This includes describing your process for providing redline recommendations for updates to TTE-related curriculum, participating in course reviews and workshops, tracking curriculum revisions, and coordinating cross-site collaboration on curriculum issues. Explain how you will ensure your SMEs have the necessary expertise to assess course content, delivery, and training technology to provide CIWT with effective recommendations and solutions.
• Program Management and Reporting: Outline your approach to program management, emphasizing your ability to meet the reporting requirements outlined in Section 3.1.1, including the timely submission of Course Completion Reports, Contract Status Reports, and Contract Funds Status. Detail your quality assurance processes, referencing your understanding of the Quality Assurance Surveillance Plan (QASP) described in Section 5.1 of the PWS.
The offeror should provide any other information the offeror considers relevant to the solicitation.
(b) Past Performance
The offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under no more than three (3) contracts or efforts (within the past five (5) years) that are of similar scope, and magnitude to that which is described in the solicitation. The Government will evaluate the relevant references submitted under the Past Performance factor and described on the “Past Performance Information Form.” These forms should also provide information on any problems encountered on the identified contracts or efforts and the offeror’s corrective actions. The references will be evaluated in the aggregate in order to allow offerors who may not have the entire scope, and magnitude of the requirement under one individual contract or effort to still be considered to have relevant past performance if past performance with the full scope, and magnitude of the requirement can be demonstrated within the allotted number of references as described above.
The offeror should address its past performance in complying with requirements of the clauses at FAR 52.219-8, "Utilization of Small Business Concerns," and 52.219-9, "Small Business Subcontracting Plan."
(c) Socio-Economic Plan
All offerors, including small businesses, shall address the extent of participation of small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses in performance of any resultant contract.
The solicitation, however, does not require participation by such entities. The offeror shall provide targets, expressed as percentages of total contract value, for small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses in any of the North American Industry Classification System (NAICS) Major Groups as determined by the Department of Commerce. The targets may provide for participation by a prime contractor, joint venture partner, teaming arrangement member, or subcontractor.
Targets will be incorporated into and become part of any resultant contract.
If the offeror fails to provide targets for the contract and/or any of the six (6) socio-economic categories, the offeror's proposal will be evaluated at zero percent for the contract and/or any socio-economic category for which a target is not provided. However, an offeror that provides no socio-economic plan in response to this factor may be considered ineligible for award. All offerors, including small business concerns, must submit a socio-economic plan and may designate themselves as the primary or sole contractor on the effort.
Note: The Socio-economic Plan factor and the separate requirement for submission of a Small Business Subcontracting Plan are included in the solicitation in an effort to promote small business participation under the solicitation and the resultant contract. The Socio-Economic Plan is a non-price evaluation factor and is separate and distinct from the requirement for an offeror to submit a Small Business Subcontracting Plan.
The requirements for a Small Business Subcontracting Plan are set forth in this solicitation under FAR clause 52.219-9 Alt II (Dev).
Government small business participation objectives are set forth in FAR clause 52.219-9 Alt II (Dev) in conjunction with the Small Business Subcontracting Plan. The solicitation does not establish separate small business participation objectives for the Socio-Economic Plan evaluation factor. As set forth in FAR 52.219-9 Alt II (Dev), the offeror, if other than a small business, is required to submit a Small Business Subcontracting Plan that includes the offeror’s proposed small business subcontracting goals, and the successful offeror’s approved Small Business Subcontracting Plan will be incorporated into the Contract. While Contracting Officer approval of the offeror’s Small Business Subcontracting Plan is required prior to any contract award, the Small Business Subcontracting Plan is not a component of the comparative evaluation of proposals;
rather, it will be treated under the solicitation as a matter of contractor responsibility.
The quoter’s Small Business Subcontracting Plan. (This Plan is not required for Small Business quoters; business size is determined based on the solicitation’s NAICS code and its applicable size standard.) The following subcontracting goals are included in the solicitation – the acronyms include Small Disadvantaged Businesses (SDB), Woman-Owned Small Businesses (WOSB), HUBZone Small Businesses (HZ), Veteran-Owned Small Businesses (VOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB):
SDB 5%
WOSB 5%
HZ 3%
VOSB 3%
SDVOSB 3%
Total SB 23.17%
(2) Volume II –Price
Volume II, “Price Proposal,” is not page limited.
Each page of each copy of Volume II should include the following legend:
The Price Proposal in Volume II shall include the solicitation pricing pages completed by the offeror. The offeror shall include prices for each of the ELINs on the solicitation pricing pages and shall provide a total firm-fixed-price consisting of the total of all ELINS for the five-year period of performance. That total proposed price shall represent the offeror’s firm-fixed-price for performance of all of the solicitation’s requirements. For the purpose of preparing a price proposal, the offeror shall assume that the the period of performance shall be from a base year of 01 October 2025 through 30 September 2026 followed by four (4) separate one-year option periods and one six (6) month option pursuant to FAR 52.217-8.
A change in award date, or start of performance date shall not entitle the contractor to an adjustment.
A firm-fixed-price is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract.
