AMENDMENT 0001
RFP N0018925RZ110 Questions & Answers Solicitation Question and Response:
Question 1: Section III. (1).(c) Page 8 of 96. Would the Government please validate our assumption that the Small Business Subcontracting Plan, since it is only required by a subset of Offerors, will be submitted as an Attachment to Volume 1- Non-Price Proposal, and that the content of the Plan is outside of the page count limits prescribed?
Answer 1: Assumption is correct, and content of the Plan is outside of the page count limits.
Question 2: PWS 3.2 Page 13 of 96. Can the Government please provide the required labor categories (LCATs) and corresponding education/experience levels expected for this effort?
Answer 2: See updated PWS section 3.3.1 of the PWS. Training Instructor (20 FTE), Program Manager (2 FTE), Subject Matter Expert (COMMS) (1 FTE)
FTE = Full Time Equivalent. Expected to work 1,912 productive hours annually.
Question 3: PWS 3.2 Page 13 of 96. PWS 3.2 Page 13 of 96 Does the Government have a preferred or historical staffing model for this requirement, including the number of Full-Time Equivalents (FTEs) per labor category?
Answer 3: See answer to question 2.
Question 4: PWS 3.2 Page 13 of 96. Will the Government provide an estimated number of labor hours or level of effort (LOE) per year for each labor category? If LOE is not available, can the Government confirm whether this is a performance-based or LOE-based contract?
Answer 4: This is a performance-based contract. Government’s anticipated staffing is for information purposes only. Full time equivalent is expected to work 1,912 hours of productive labor annually.
Question 5: PWS 3.2 Page 13 of 96. Are there any anticipated surge requirements or optional efforts that may increase staffing levels temporarily? If so, will those be handled through optional CLINs or separate task orders?
Answer 5: No, anticipated surge requirements. Any significant increase in work would require contract modification.
Question 6: PWS 10.0 Page 23 of 96. Can the Government clarify the expected place of performance by labor category or task? For example, which roles are expected to be ONSITE/IWTC locations, remote/telework eligible, OCONUS or deployed?
Answer 6: The following information represents the anticipated place of performance with respect to the Governments anticipated contractor staffing as communicated in Answer 2. See updated PWS 3.3.1.
CIWT, Pensacola - Subject Matter Expert COMMS (1 FTE) IWTC Contractor Facility - Program Manager (2 FTE) contractor facility IWTC Virginia Beach – Training Instructor (5 FTE) IWTC San Diego – Training Instructor (7 FTE) IWTS Kings Bay - Training Instructor (1 FTE)
IWTS Bangor - Training Instructor (1 FTE) IWTS Yokosuka - Training Instructor (1 FTE) IWTC Virginia Beach Detachment Groton – Training Instructor (4 FTE) IWTS Pearl Harbor – Training Instructor (1 FTE) Question 7: Section 15.1 (U) Locations Page 24 of 96. Can the government please verify if the provided table for travel in section 15.1 is for each contract year or the entire 60-month contract?
Answer 7: The travel amount is an estimated annual amount. The contractor shall use this amount in its price proposal. The annual amount is $30,000.
Question 8: RFP CLINs 0002, 1002, 2002, 3002, 4002, and 5002 for cost-reimbursable Materials reference Attachment I and the ELIN Chart for description. Will the government provide an estimated ceiling amount for Offerors to use in their price proposal?
Answer 8: $14,000.00 per year. However, the Contractor should propose any additional ODCs to based on the requirements in the PWS. The contractor shall propose AT LEAST $14,000 per year for ODCs but can deviate higher. The contractor shall provide a break-down along with an explanation for ODCs beyond the Government provided amount of $14,000 annually.
Question 9: RFP CLINs 0003, 1003, 2003, 3003, 4003, and 5003 for emergent travel reference Attachment I and the ELIN Chart for description and there is a list of potential locations in Section 15.1. However, the RFP states that travel will be emergent and is not specifically based on those locations or trips listed.
Question 10: Will the government provide an estimated ceiling amount for Offerors to use in their price proposal?
Answer 9: See Answer 7.
Question 10: In Table 1 of the RFP, there are courses listed in Yokosuka, Japan. For contractors assigned in Japan, there are HOLA and COLA expenses associated with their employment within country. Does the government intend to add a cost-reimbursable HOLA/COLA CLIN? If not, is it the government's intent and direction to include those costs in the FFP course cost for those ELINs, and their associated Technical Support and TTE Maintenance?
Answer 10: If the offeror intends to include HOLA and COLA expenses in its proposal, the contractor shall include those costs in addition to the Government provided ODC amount of $14,000 annually. Further, see Answer 8.
Question 11: In Table 1 of the RFP, there are courses listed in Yokosuka, Japan. For contractors providing support in Japan, a Status of Forces Agreement and registration in the SPOT system is required per DFARS 252.225-7040. Is there a Status of Forces Agreement in place for contractor employees in Japan?
Answer 11: Yes, the applicable Japan SOFA provision/clause is hereby included in the solicitation and subsequent contract.
Question 12: RFP Section III "PROPOSAL CONTENT" (2) "Volume II - Price" (pg.8) states "the Offeror shall include prices for each of the ELINs on the solicitation pricing pages and shall provide a total firm-fixed-price consisting of the total of all ELINS for the five-year period of performance." RFP Attachment I, Section 3.2 (pg.13) provides the Table 1 ELINs for course pricing. However, Sections 3.1, 3.3.1, and 3.3.2 (pgs. 12, 15-16) provide requirements for program management and CIWT N7 staff support. In addition, there are requirements for associated Training Management Support (3.2.1), and TTE Technical Support (3.2.2). The pricing structure on RFP pg. 30 does not include a CLIN for Technical Support, separate from ELIN convening’s, that would encompass the labor associated with those N7 staff positions (3.1, 3.3.1, 3.3.2), Training Management (3.2.1) and TTE Technical Support (3.2.2). Can the government revise to include a CLIN for each year, separate from the ELIN convening’s? This will ensure that pricing for program management, CIWT N7 staff support, and technical support associated with the delivery of training courses in accordance with the Performance Work Statement (PWS) is accounted for in proposals. If not, can the government provide direction on where to price that support since it is not referenced in the RFP Section III guidance?
Answer 12: See Answer 2 and 6.
Question 13: RFP Attachment I, Section 3.2 (pg. 13) states “The annual number of convenes per course and length of the course are listed in Table 1. The number of convenes listed in Table 1 will be adjusted annually to reflect fleet training requirements.” However, RFP Section III "PROPOSAL CONTENT" (2) "Volume II - Price" (pg.8) states that "the Offeror shall include prices for each of the ELINs on the solicitation pricing pages and shall provide a total firm-fixed-price consisting of the total of all ELINS for the five-year period of performance” and the CLIN structure is set as an annual FFP divided by 12 months (pgs. 30-38). How does the government intend to adjust course convening’s annually when the monthly and annual FFP is set based on the guidance provided in the RFP? Is it the government's intention that all courses and convening’s, as listed, will occur each option year? If so, can the government revise the RFP to remove language-referencing adjustments to course schedules?
Answer 13: Table 1 Course Details is provided for informational purposes only. The contactor should use this information along with the Government’s anticipated staffing to price the effort. Further see Answers 2 and 6.
Question 14: Previous RFP N0018919QZ220 referenced FAR 52.216-1 and stated the CIWT WFTD contract was a single-award IDIQ FFP to accommodate the variability of course schedules on an annual basis. RFP+N0018925RZ110.pdf references FAR 52.212 and states it will be a FFP contract award, not an IDIQ. Considering page 13 of the RFP says that courses will be adjusted annually, should there be language in the RFP that this will be a single-award FFP IDIQ?
Answer 14: Unlike previous iterations of this contact, this effort is not solicited as an IDIQ. The Government expects a relatively consistent staffing provided by the contractor to support recurring waterfront training requirements as outlined in the solicitation including the PWS.
Question 15: Will the Government identity the legend for Volume II they have requested on Page 8 of the RFP?
Answer 15: The legend is, “Source Selection Information-See FAR 2.101 and 3.104” Question 16: The instructions for what to include on the Cover (Title Page) asks for “Identification or original signature copies”. What specifically should be included to meet this requirement – a type of signature block or do Offerors just need to mark “Original” on the Cover Page?
Answer 16: The solicitation is clear.
Question 17: The list of course convening’s in RFP Table 1 does not coincide with the current government schedule of convening’s. Can the government confirm that Table 1 will be the expected course support to CIWT for this program or will there be an RFP amendment to update Table 1 in accordance with the Catalog of Navy Training Course convening’s?
Answer 17: See Answer 13.
Question 18: Will the Government consider providing a Travel plug number to ensure all respondents are evaluated equally on travel costs?
Answer 18: See Answer 7.
Question 19: Can the government confirm that the highest Clearance level required is Secret and not TS/SCI?
Answer 19: Confirmed, SECRET.
Question 20: Regarding the Student Guide Reproduction table on page 29 of the RFP, will the Government please confirm if any of the guides are classified? If so, which ones?
Answer 20: No, all unclassified.
Question 21: Regarding “Table 1. Course details (ELIN)”, pages 14-15 of the PWS, the legend at the bottom of the Table sates “* In lieu of course instruction, course requires Technical Support.” Additionally, “PWS 3.2 (U) Training Delivery”, 5th sub-bullet, states “Each course listed in Table 1 with zero (0) as the quantity of convenes requires technical support in lieu of course instruction.” Every course listed in Table 1 has an “*” in the “Number of Convenes” column. Will the Government confirm:
a. Convenes has the same intent and meaning as the “*” in terms of contract support requirements?
b. update Table 1 (as needed), Number of Convenes column, to reflect the courses that only require “Technical Support” and no course instruction by updating both numeric references to the number of convenes (as needed) and the “*” associated with the numeric references (as needed)? If all courses only require “Technical Support”, will the Government remove all Training delivery requirements (i.e., delivery of course instruction via any mode) from the PWS?
c. ‘Technical Support’ is synonymous with the requirements described in PWS 3.2.2 (U) TTE Technical Support?
d. Courses requiring Technical Support only (i.e., courses with 0 convenes or an “*” in Table 1), for pricing purposes, should be priced with a convene of one time so Offerors can project and price the Technical Support level of effort needed?
e. For pricing purposes, the Government wants each Offeror to estimate the cost/price to complete one convene for each course/ELIN, or, estimate the total cost/price for each course/ELIN based off the total number of convenes as listed in Table 1?
f. Specify how each Offeror is to estimate cost/price for Option Year 5 and the applicable Option Year 5 CLINs? Similarly to part e. of this question, should each Offeror estimate the cost/price to complete each course/ELIN one time, or, since this is 6 months vs. one year PoP, for estimating purposes should the number of convenes be divided by 2?
Answer 21: a. Yes, same intent. b. Refer to Table 1 Course Details and answer 13. c. Yes. d. see answer 13 e. see answer 13. f. annual travel and ODC amounts should be halved for the 6 month option period.
Question 22: To ensure ELIN pricing is in a format consistent with the Government’s requirements across all solicitation pricing responses, will the Government provide a pricing template that includes Course Name, Length, Number of Students, Number of Convenes, and Location for each ordering period?
Answer 22: See answer 13.
Question 23: Regarding Overseas support, will the Government require full-time overseas support in Yokosuka, JA or any other overseas locations? Regarding the current Water Front Training Delivery (WFTD) Program Services contract (N00189-20-D-Z032), and its task orders, have any contract staff been required to provide support overseas on a full-time basis? If so, which location(s) and how many FTE?
Answer 23: See Answer 2 and 6.
Question 24: Assuming the requirement for staff support in Yokosuka, JA, does the Government plan to add Status of Forces Agreement (SOFA) clauses to the contract post-award?
Answer 24: See Answer 11.
Question 25: Regarding PWS Section 3.2.1, the PWS states “The contractor shall provide technical training management support as required. Training Management Support will include the following tasks: Training Delivery, Formal Training”. Will the Government confirm that “Training Delivery” and “Formal Training” is defined as the contractor delivering formal training to students for each ELIN? If not for each ELIN, can the government identify which ELINs at which locations will require the contractor to deliver formal training to students.
Answer 25: Refer to Table 1 of the PWS.
Question 26: Given the Government’s intent to award a stand-alone Firm-Fixed Price (FFP) contract, does the Government intend to incrementally fund each CLIN in accordance with its annual requirements?
Answer 26: The Government is required to fully fund the current period or upcoming period of performance, if funds are available. In the event full funding is not available, the Government will fund based on the availability of funds clause at 52.232-18. Further, DFARS clause 252.232-7007 would also apply in an incremental funding scenario.
Question 27: Will the government provide the Fiscal Year (FY) 2026 convening schedules for all courses and locations listed in Table 1?
Answer 27: Refer to Table 1 Course Details.
Question 28: What Technical Training Equipment (TTE) is used for which ELINs and at which training sites listed in Table 1? Does the TTE vary by technology/system?
Answer 28: Technical experts (which the contractor shall provide in performance of this effort) will know what TTE goes with each System. Anticipated training sites are listed in Table 1 Course Details.
Question 29: Are any of the courses being delivered in a virtualized environment, if yes which courses and which location?
Answer 29: No courses are delivered in a virtualized environment.
Question 30: Do the courses that are delivered in a virtual environment require TTE support, to include IAVA updates, system baselining, etc.?
Question 30: See Answer 29.
Question 31: Is it allowable to access Department of Defense (DoD) Common Access Card (CAC) enabled Navy training and scheduling database?
Answer 31: Yes, CeTARS, eNTRS, and CANTRAC.
Question 32: Para 3.3.1 Sub bullet 5 States the contractor supports CIWT’s IT training staff and strategic course initiatives across its enterprise (to include Information Professional Basic Course (IPBC), ICMC, Digital Modular Radio (DMR), High Frequency Radio Group (HFRG), IT A-school foundation/accession training and TACMOBILE (P8) communications), such as the implementation of the Multipurpose Reconfigurable Training System 3D (MRTS 3D) training delivery methodology. Working knowledge of the MRTS 3D training delivery system required. Question: Is the contractor expected to provide TTE support and training support for the Information Professional Basic Course (IPBC), Information and Communications Managers Course (ICMC), Digital Modular Radio (DMR), High Frequency Radio Group (HFRG), IT A-school foundation/accession training and TACMOBILE (P8) communications, in addition to courses and equipment listed in Table 1. Course details (ELIN)?
Answer 32: No. Paragraph updated to remove “(to include Information Professional Basic Course (IPBC), ICMC, Digital Modular Radio (DMR), High Frequency Radio Group (HFRG), IT A-school foundation/accession training and TACMOBILE (P8) communications)”.
Question 33: Para 3.3.1 Sub bullet 7 States the contractor shall coordinate with CIWT’s subordinate commands to achieve communications systems course modernization objectives. Is there a requirement for the contractor to develop a communication course modernization plan to include objectives and a Plan of Action and Milestones (POAM)?
Answer 33: Yes, to the Communications systems course modernization objectives. No to the POA&M. Government PM generates POA&M task management tracking.
