About this file

This document is a set of questions and answers (Q&A) related to a Navy solicitation for integrated voice services. The current contract (N0018922D0025) is held by Verizon, and this is a new stand-alone contract for Centrex services at Naval Station Norfolk and surrounding facilities. Key details from the Q&A include: the government has removed all references to cloud-based services, clarifying this is a Centrex-only solicitation; the requirement includes maintenance and management of vendor-owned cable plant from central offices to base points of presence (POPs); and the pricing details (Section B) are located on page 37 of the solicitation documents. The government declined a request to extend the submission deadline, indicating the solicitation is proceeding on its original timeline.

Questions

Q1: Is this a new requirement? If not, who is the incumbent and the previous contract number?

A1: N0018922D0025 is the current contract and Verizon is the contractor.

Q2: Do you have the RFP?

A2: Yes, it is posted.

Q3: Is the PWS uploaded?

A3: Yes, on 6/6.

Q4: Do you have the PWS?

A4: It is in the file that says IDIQ SOL.

Q5: One section in the PWS references that a proposal may include a Cloud service and the Fed

Ramp requirements associated with doing so. However, the majority of the PWS includes requirements for Centrex service. To confirm, will the Navy consider purchasing a Centrex replacement service for this award (i.e. a Cloud based voice service that does not utilize the

LEC Central Office)?

A5:The government has revised the PWS to remove all references to Cloud based services. This is a Centrex only solicitation.

Q6. The PWS states a requirement for maintaining the base cable infrastructure. Does this requirement include maintenance and management of the cable or just maintenance?

A6: This would be maintenance and management of the vendor-owned cable plant from the vendor central offices to the base POP(s).

Q7. What contract vehicle does the government plan to use for this award?

A7: This is a new stand-alone contract; it is not an order being placed on an existing contract vehicle.

Q8. Would the government please provide Section B, as referenced in the SF1449 solicitation attachment in section 3. Volume III - Price proposal?

A8: The pricing (Section B) starts on page 37. The pricing proposal spreadsheet is Attachment III.

Q9. Would the government please confirm whether they have or will provide all of the PWS Sections 6 and 7 requirements?

A9: PWS sections contained all the information, however the numbering from 6.4.6 through 13.0 was formatted incorrectly. It has been fixed.

Q10 Would the Government please provide an additional 30-day extension to ensure that we receive and understand the Section B documents necessary for submission on the 7th?

A10: The government will not be extending the solicitation deadline at this time.
