About this file

This document is a Questions and Answers (Q&A) file for a Navy integrated voice services solicitation. The document provides responses to eight key inquiry points about the contract opportunity, including details about the current contract (N0018922D0025 with Verizon), confirmation of RFP and Performance Work Statement (PWS) availability, and specific technical requirements. Notable responses include the government's openness to cloud-based voice services that can provide service by 01 AUG 2025 over existing cable infrastructure without one-time fees, and clarification that cable infrastructure maintenance involves both maintenance and management of vendor-owned cable plant from central offices to base points of presence (POPs). The contract will use the SPS contract vehicle and is a follow-on to the existing Verizon contract, covering integrated voice services for Naval Station Norfolk, Naval Support Activity Hampton Roads, Lafayette River Annex, and Joint Expeditionary Base Little Creek/Fort Story in Virginia.

Questions

1. Is this a new requirement? Response: If not, who is the incumbent and the previous contract number? N0018922D0025 is the current contract and Verizon is the contractor.

2. Do you have the RFP? Response: Yes, it is posted.

3. Is the PWS uploaded? Response: Yes, on 6/6.

4. Do you have the PWS? Response: It is in the file that says IDIQ SOL.

5. One section in the PWS references that a proposal may include a Cloud service and the Fed

Ramp requirements associated with doing so. However, the majority of the PWS includes requirements for Centrex service. To confirm, will the Navy consider purchasing a Centrex replacement service for this award (i.e. a Cloud based voice service that does not utilize the

LEC Central Office)?

Response: Government would consider the cloud based service as long as the vendor can provide service on 01 AUG 2025 to the user over current cable infrastructure and there is no one-time fee.

6. The PWS states a requirement for maintaining the base cable infrastructure. Does this requirement include maintenance and management of the cable or just maintenance?

Response: This would be maintenance and management of the vendor-owned cable plant from the vendor central offices to the base POP(s).

7. What contract vehicle does the government plan to use for this award? Response:

SPS

8. Can you extend the solicitation 30 days? Response: See amendment 001 and 002.
