About this file

This document is a Question and Answer (Q&A) response related to a federal solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide technical support for the overhaul, repair, or replacement of galley and laundry equipment on U.S. Navy Aircraft Carriers (CVN) and Surface Ships.

The key details are:

  • The solicitation requires qualified journeymen level mechanics, technicians, and Original Equipment Manufacturers (OEM) representatives to accomplish repairs on short notice, potentially on a 24/7 basis.
  • The government clarified that additional capacity beyond the stated CLIN 0002 ceiling may be required to support material purchases, equipment replacement and installation, and the provision of supporting infrastructure like ventilation and compressed air.
  • The government stated that Ship's Force and the Contracting Officer's Representative (COR) will not direct contractor personnel but may oversee the work being performed.
  • The government indicated that offerors can propose additional labor categories beyond those listed in the solicitation, and should cross-walk them to the provided categories with Fixed Price rates.
  • The $10 million Maximum Ordering Ceiling over the 5-year period of performance may not be sufficient given the scope and urgency of the requirements described in the Background section.

1. Volume I: Non Price Proposal, Factor I – Past Performance, page 63, the last paragraph states: “Offerors shall contact their past performance references and request that each reference complete the Past Performance Report Form and e-mail the completed survey form directly to….”

The information on this Form is typically used by the offeror to submit information with their proposal and not filled out by their customer (reference) to submit to the Government. Please advise. A separate and different Form sometimes referred to as a Past Performance Questionnaire (PPQ) is used by the reference to assess the offeror’s body of work.

Response: Language removed from the solicitation.

2. In the block at the bottom of the Past Performance Report Form, the directions state: “Detailed description of the work performed sufficient to demonstrate the relevance of the reference to the scope of the solicitation (If Helpdesk work was performed, indicate population of users supported, number of trouble tickets processed, and average turnaround time)”.

What is the Government intention with “(If Helpdesk work was performed, indicate population of users supported, number of trouble tickets processed, and average turnaround time)”? The word helpdesk cannot be found in the RFP except in the WAWF section. Please advise.

Response: Language removed from the solicitation.

3. Requirements for Proposal Content, Section (5), page 62 states: “Offerors are permitted to submit no more than one page for each of the following, which will not be included in the page count: a cover sheet, list of tables, list of figures, list of acronyms, compliance matrix, table of contents, tabs, and dividers.”

Which of these are required?

Response: None are required and are merely to be used for organization of the proposal. If an Offeror chooses to submit a cover page, the cover page will not be considered as part of the page count. Company overviews are not desired and will not be reviewed or evaluated.

4. SOW Section 4.3.5.3, page 4 states: “Provide teams of qualified journeymen level mechanics, technicians, and Original Equipment Manufacturers (OEM’s) representatives to accomplish repairs shipboard. Repair efforts on short notice may be required and will require work efforts to continue around the clock, including weekends and holidays, until completed.”

a. Do not believe that there is sufficient capacity under CLIN 0002 to support the subcontracting of OEMs. Please advise.

b. With work to possibly be done “around the clock’, there is no area of the RFP+LABOR+CATEGORY pricing spreadsheet to include overtime. Please advise.

Response: The government will only order up to the amount as listed in CLIN 0002. If additional requirements require an increase to CLIN 0002, the government may increase the amount to cover additional requirements.

Work will not be needed to be performed “around the clock” to repair equipment and it is up to Offerors to meet the DOL requirements.

5. SOW, Section 4.3.6 states: “Except as otherwise provided in this contract, or task orders issued thereunder, the contractor shall provide all material, labor, repair support, equipment, supplies, power, accessories, facilities and such other things and support as necessary for accomplishing assigned tasks.”

Besides power, will the contractor be responsible to provide ventilation, lighting, compressed air, potable water, etc. necessary to accomplish the work? If yes, is this to be priced within CLIN 0002? If yes again, do not believe that there is sufficient capacity under CLIN 0002 to support the provision to supply ventilation, lighting, compressed air, potable water, etc. Please advise.

Response: Task orders will be issued to address requirements. Task orders will be priced according to their correct CLIN (ie: Labor, CLIN 0001/Materials & ODCs, CLIN 0002). The government will only order up to the amount as listed in CLIN 0002. If additional requirements require an increase to CLIN 0002, the government may increase the amount to cover additional requirements.

6. SOW paragraph 1.0, page 3 states: “The contractor shall provide technical support to accomplish specific requirements described herein in support of maintenance for the overhaul, repair, or replacement of galley and laundry equipment associated with U.S. Navy Aircraft Carriers (CVN) and U.S. Navy Surface Ships…..Contractor shall provide the parts and personnel to perform required repairs, installations, discarding of old equipment and all minor materials and hardware.”

Do not believe that there is sufficient capacity under CLIN 0002 to support the purchase of equipment for replacement and installation. Please advise.

Response: The government will only order up to the amount as listed in CLIN 0002. If additional requirements require an increase to CLIN 0002, the government may increase the amount to cover additional requirements.

7. SOW, Section 4.3.4, page 4, last sentence states: “Definition of Repair Requirements - The contractor may be required to identify repair requirements. These efforts, when required, will include, but are not limited to the following: inspect equipment and/or systems to determine repair options and alternatives, and make recommendations to the Contracting Officer’s Representative (COR). Requirements shall be reported using Condition Found Reports (CFR). Oversight will be accomplished by Ship’s Force and the COR.”

The word oversee means to manage, supervise, direct, etc. Ship’s Force and the COR do not have management duties over contractors’ employees; observation including suggesting approaches is warranted. This is highly irregular for the Government to oversee (or manage) contractor’s personnel and even the oversight of naval shipyard Touch Labor Program Contracts are not accomplished by Government personnel but rather the contractor. Please advise.

Response: Ship’s force and or the COR may oversee work being performed without directing employees. This is not a personal services contract and will not be treated as such.

8. The list of labor categories is not sufficient to accomplish the SOW. The following groups of

a. Shipboard Habitability work often requires Hot Work Operations. [Note: The Maintenance Trades Helper (235680) will accomplish firewatch support]

b. Replacement or installation of large and heavy equipment (e.g., laundry, dry cleaning, and food service equipment) requires personnel trained and experienced in material handling.

c. The development of Condition Found Reports (CFRs) that include labor and material estimates requires experienced estimators (4.3.4). Trades do not develop CFRs but provide basic information to the estimator.

d. The development of deliverable reports (4.3.5.10 and 12.2) requires personnel trained and experienced in the compilation and development of contractors’ reporting requirements.

e. Please see the below table:

Response: Offerors are to utilize the pricing list labor categories as provided in the solicitation. If they chose to utilize other (or additional) categories, they are to crosswalk the government from the requested labor category to their named labor category and submit a FFP rate to be used for the issuance of task orders.

9. Do not believe a MAC ceiling of $10M will provide anywhere close to five years of support for this Program? 2.0 BACKGROUND provides information that “In October 2024, 2/25 (8%) ships met the Material Availability (Am) standard for galley and laundry equipment.

This contract will allow Commander Naval Air Force Atlantic (CNAL) and Commander Naval Surface Force Atlantic (CNSL) afloat units to quickly and directly address habitability issues affecting sailor quality of life onboard.”

This statement identifies both a large problem and an urgency that a $2M/year average expenditure will not solve. Please advise.

Response: The government anticipates issuing orders up to a program amount of $10M and up to the MAC holder’s contract ceiling (which will not exceed $10M). When the ceiling is reached, the contract will end and a new contract may be issued. Since this is a MAC contract, no one contract will be awarded with a $10M ceiling.
