About this file

This document is a Justification for Sole Source/Brand Name for a simplified acquisition by the United States Naval Academy (USNA). The procurement involves a Daktronics outdoor scoreboard for the Naval Academy Preparatory School in Newport, Rhode Island, with a total estimated cost of $54,050.00. The scoreboard components include Scoreboard Components (FB-2018), Control Components (5010 R6), Accent Components (DA-1001-18), Play/Shot Components (NTS TI-2015), Solar Converters for Shot Clocks, delivery, and installation. The dealer/representative is Scoreboard Enterprises Inc. located in Mansfield, MA.

The sole source justification is based on the USNA athletic program's standardization of scoreboard look and functionality across venues, ensuring consistency for coaches and maintenance contracts. The existing scoreboard poles are compatible with the Daktronics scoreboard, and the only competitive requirement is that the vendor must be an authorized Daktronics reseller. Delivery and completed installation are required no later than January 30, 2026. The document includes certification from the U.S. Naval Academy Deputy for Facilities and Construction and will be processed through NAVSUP Fleet Logistics Center, Norfolk Contracting Department.

Source Selection Information - See FAR 2.101 and 3.104

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The USNA athletic program has standardized the look and functionality of all scoreboards and play/shot clocks at our athletic venues in order to have consistency in functionality and appearance at these venues. This allows coaches and athletic staff to utilize equipment at various venues without having to be trained on how to operate multiple systems. It also provides consistency across our maintenance contracts for this equipment. Additionally, USNA will be utilizing existing scoreboard poles at this project that are compatible with the Daktronics scoreboard.

There are no identified barriers to competition. The only distinguishing factor is that the vendor must be an authorized reseller of Daktronics products.

A patent, copyright or proprietary data limits competition.

Not applicable.

These are "direct replacement" parts/components for existing equipment.

Not applicable.

I CERTIFY THAT THE INFORMATION PROVIDED ABOVE IS COMPLETE AND ACCURATE TO THE BEST OF MY KNOWLEDGE I UNDERSTAND THAT THE PROCESSING OF THIS SOLE SOURCE JUSTIFICATION PRECLUDES THE USE

OF FULL AND OPEN COMPETITION.
