About this file
This document is a multi-page presentation for the NAVFAC Washington EV Multi-Media IDIQ Contract Industry Day, scheduled for June 4, 2025. The presentation covers the Naval Facilities Engineering Systems Command (NAVFAC) Washington Environmental (EV) division's contract capabilities, which include four primary environmental service areas: Environmental Compliance, Environmental Planning and Conservation, Environmental Restoration, and Environmental Resources and Assessment. The contract (N40080-21-D0010) has primary and secondary scopes of work focused on regulatory compliance, including air quality, fuel storage tank management, waste materials handling, stormwater compliance, drinking and wastewater management, and environmental planning.
The presentation details a specific project involving asbestos abatement and conservation of artifacts from the USS Thresher, demonstrating the contract's technical capabilities. The project involved carefully separating asbestos materials from metal components, cleaning and documenting artifacts, and preparing them for long-term storage. Key lessons learned from the project emphasize the importance of deliberate planning, clear communication, contractor submittal reviews, and constant coordination between NHHC/NMUSN and the contractor team to ensure project success.

Pending NHHC Projects
• Remediate HAZMAT for ex-USS Reno twin 5” gun turret and 40mm Bofors quad gun mount in WNY 76 ‒ HAZMAT includes hydraulic fluid (PCBs), lead paint, asbestos ‒ Required to move out artifacts out of WNY 76
• Remediate WNY Swift Boat (PCF-1) of HAZMAT ‒ Residual fuel in fuel tanks ‒ Lubricant in engines ‒ Refrigerant in galley refrigerator ‒ Lead paint ‒ Required before relocation of Swift Boat elsewhere at WNY
USS Thresher Artifact Asbestos Abatement &
Conservation 2023-2024
Scope Objectives
• Reduce friable asbestos hazard.
• Separate asbestos component from metal component.
• Retain artifact’s shape, color, components to the best extent possible.
• Document artifact condition.
• Remove friable asbestos from recovered rubber O-rings and the envelope containing them.
• Prepare all artifacts for long term storage. Consider potential for putting artifacts on display at some future date.
• Abate and dispose of the existing display case.

Contractor Planning
• Prime contractor prepared work, safety, and accident prevention plans for NAVFAC/NHHC review and approval.
‒ NHHC review ensures NHHC is aware of what contractor intentions are. Work plan describes what contractor plans are.
No surprises.
• Prime contractor coordinates w/ base staff and NHHC to gain access credentials.
‒ WNY is not an open base. Documentation required to get through security.
‒ Vehicles and equipment also require documentation to enter
WNY.
• Prime contractor prepares sampling plan.
‒ Sampling results required to confirm clearance of asbestos hazards.
Contractor Mobilization
• Contractor team mobilized to WNY 76 and constructed enclosed area for abatement work.
• Asbestos subcontractor separated asbestos material from metal before encapsulating the asbestos.
• Conservation subcontractor executed conservation measures to reattached flaking paint, remediate copper pipe corrosion.
• Conservation subcontractor built custom cases for the metal and asbestos portions of the artifact.
• Prime contractor prepared waste manifest prior to shipping asbestos impacted wastes for disposal.

Lessons Learned
• This project required deliberate planning from all parties in order to achieve success.
• Work and other plans submitted by the contractor are critical to ensure all parties understand what will get done, who will do it, when they will do it, where it will happen, and how it will get done.
• NHHC/NMUSN review and approval of contractor submittals is crucial to success.
• NHHC/NMUSN and contractor team had to communicate constantly in order to prevent confusion about what’s going on.
