About this file
This document is an Industry Day briefing for the Fleet Logistics Center (FLC) Bid Process, presented by the Naval History and Heritage Command (NHHC). The briefing outlines the comprehensive contracting process for the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center, which has three main business lines: Weapon Systems Support, Global Logistics Support (including Contracting Services), and Sailor and Family Support. The FLC consists of eight logistics centers serving Navy needs worldwide, with a specific focus on the FLC Norfolk (FLC-N).
The contracting process is detailed across six key phases: Acquisition Planning, Solicitation, Evaluation Phase, Negotiation, Post-Negotiation & Award Phase, and Contract Administration and Completion. Each phase involves specific steps such as requirement understanding, proposal review, performance evaluation, price negotiation, award selection, and contract management. The document emphasizes thorough vendor assessment through factors like past performance, technical capability, and cost evaluation. Contractors are encouraged to monitor SAM.gov for opportunities, submit proposals, and can expect feedback even if not selected. After contract award, performance is monitored, and payments are typically made via electronic funds transfer with a predetermined timeline specified in the contract.
