1. INTRODUCTION

1.1. The Joint Interoperability & Data Link Training Center (JID-TC) is the Joint Staff, J-7 agent as the Department of Defense’s sole provider of training and development of joint, Interagency, and Multi-national data link interoperability capabilities to meet the present and future operational needs of the Joint and Coalition force. The JID-TC provide Tactical Data Link (TDL) and Joint Data Network (JDN) training to the Joint Forces/Services and select Allies/partners. The JID-TC mission includes training Joint Interface Control Officers (JICOs) for the DoD; advancing Multi-TADL Network/Joint Data Network interoperability synch and proponency through JS, CCMD, Service, and Agency engagement; and providing subject matter expertise to CCMDs for Multi-Tactical Network Operations. The JID-TC is tasked to develop, plan, coordinate, and manage (in collaboration with the d a JTO Interface Training Program for operational forces consistent with Joint Training Policy. The JID-TC is the Joint Chiefs of Staff (JCS) proponent for the Joint Tactical Operations (JTO) Interface Training Program.

1.1.1. The scope of the JTO Interface and multi-Tactical Data Link (TDL) network (MTN) operations includes interoperability within the J, K, and M-series family of TDLs. The training includes but is not limited to Joint Interface Control Officer (JICO) prerequisite knowledge and skills for integration and interoperability of TDL within the MTN to contribute to the Common Tactical Picture (CTP), and planning and management of tactical data through gateways or extended interfaces to support the Joint Data Network (JDN), and Global Information Grid (GIG). The interface also includes legacy data links. Finally, the JTO Interface encompasses planning, management, and coordination of systems for TDL, including Joint Tactical Information Distribution System (JTIDS), Multi-functional Information System (MIDS), Small Tactical Terminal (STT), Air Defense System Integrator (ADSI), Joint Range Extension (JRE) Gateway, Link Monitoring and Management Tool (LMMT), Tactical Operations Center Network (TOCNET), Radios (PRC-117, PRC-161, GRC-150) and associated antennas integrated into Joint/Combined Operations Centers (Joint, Special, Cyber, Aerospace, Tactical, Maritime, Amphibious) as well as combat weapon systems (Fighters, Bombers, Transport, Helicopter , remotely piloted aircraft; PATRIOT, THAAD, SHORAD, ADAMS air defense;

STRYKER combat vehicles; Aircraft Carriers, AEGIS cruisers and destroyers; CRC, TAOC and JTAC; and net enabled weapons). This training program is conducted through live, virtual, simulated, mobile, and classroom instruction, Advanced Distributed Learning Technology on-line services (Joint Knowledge Online), JICO Simulator technologies/software (ARMS, TOES, BOSS, ADSI, JRE, LMMT, and SPIDER), and Distributed Mission Operation technologies. The program includes coordinating training exercises and consulting with applicable Combatant Commands, Component staffs, and service representatives.

1.1.2. The Contractor shall assist the JID-TC in developing, planning, coordinating, and managing JTO responsibilities outlined in CJCSI 6240.01. The Contractor shall ensure courseware and instruction complies with CJCSI 3500.01, Joint Training Policy and Guidance for the Armed Forces of the United States. The JTO Interface Training Program will make use of existing educational instructions, training programs, training syllabi, equipment, and facilities. Additionally, the training program will adhere to Training Transformation policy and directives designed to provide dynamic, capabilities-based training for the DoD in support of national security requirements across the Combat Commands, Services and Defense Agencies. The JID-TC is required to develop and integrate training products that span academic, live, virtual, and constructive training domains. The JTO Interface Training Program consists of traditional classroom blended learning, distance learning (remote), advanced distributed learning, and use of distributed mission operations during exercise and live training.

1.1.3. Blended methods of course delivery includes a mixture of remote/online teaching methods with in-residence and/or mobile training team instruction.

1.1.4. Training concepts and programs shall provide for fundamental, operational, advanced, and executive level training in JTO Interface standards and procedures necessary to attain and maintain proficiency in the use of those standards for joint/combined operations employment in accordance with the Instructor Platform Training Program (IPTP), Curriculum Control Plan (CCP), and Course Evaluation Plan (CEP).

2. SCOPE

2.1. The Contractor shall provide non-personal services to support the mission of the JID-TC as stated in the tasks below. Contractor shall perform no functions prohibited by the Office of Federal Procurement Policy (OFPP) policy letter 92.

2.1.1. The Contractor shall provide services by accomplishment of described functional tasks associated with the JID-TC organizational structure and other JID-TC programmatic elements. This performance work statement delineates the tasks incumbent of the Contractor.

2.1.2. The Contractor shall assist the JID-TC in all areas related to developing, planning, coordinating, and managing JTO responsibilities outlined in CJCSI 6240.01. The Contractor shall ensure courseware and instruction complies with CJCSI 3500.01, Joint Training Policy and Guidance for the Armed Forces of the United States. The JTO Interface Training Program will make use of existing educational instructions, training programs, training syllabi, equipment, and facilities. The Contractor will assist the JID-TC Staff to develop and integrate all training products necessary to ensure the best available training methods and technology are used to ensure the United States Armed Forces and Partners remain at a strategic, operational, and tactical advantage over all adversaries or potential adversaries.

2.1.3. The contractor shall perform work for two (2) funding appropriations, which consists of Operations and Maintenance (O&M) and Foreign Military Sales (FMS). The separation of this level of effort is distinct and clear.

3. SPECIFIC REQUIREMENTS

3.1. The contractor shall provide the following Academic Instruction support:

3.1.1. Provide training services for the JTO Interface Training Program.

3.1.2. Instruct modules within the course catalog during in-resident, Mobile Training Team (MTT), and distance/remote learning courses The course catalog includes, but is not limited to:

3.1.2.1. JKO Introduction to Data Links (JT-100)

3.1.2.2. JKO Link 16 Interoperability Course (JT-101 and AT-101)

3.1.2.3. Multi-TDL Advanced Joint Interoperability Course (JT-102 and AT-102)

3.1.2.4. Link 16 Planner Course (JT-201 and AT-201)

3.1.2.5. Link Unit Manager Course (JT-220)

3.1.2.6. Joint Interface Control Officer Course (JICO) (JT-301 and AT-301)

3.1.2.7. Advanced Joint Interface Control Cell Operators Course (AJOC) (JT-310)

3.1.2.8. Executive Course (JT-401 and AT-401)

3.1.3. Execute courseware to include but not limited to performing the following functions:

3.1.3.1. Provide course continuity

3.1.3.2. Be a lead instructor / SME

3.1.3.3. Build a pool of instructors

3.1.3.4. Lead/assist with Pre-class set-up

3.1.3.5. Assign students to groups

3.1.3.6. Grade homework

3.1.3.7. Produce student recall roster

3.1.3.8. Assist with Post-class cleanup

3.1.3.9. Review/recommend Courseware Change Requests (CCRs)

3.1.3.10. Verify test is loaded / scheduled

3.1.3.11. Produce graduation certificates

3.1.4. Provide Course Administration and planning to include development and maintenance of course schedules, student briefs, administrative documents, and student notification and in-processing procedures.

3.1.5. Establish procedures for posting errata sheets to physical curriculum (lesson plans, instructor plans, modules, handouts, lab sheets, etc.) prior to the next teaching of the course.

3.1.6. Assist students in the use of the classroom and MTT computers.

3.1.7. Perform positional and instructor duties as a JICO, JICC Watch Officer, Joint Track Data Coordinator

(JTDC); Multi-TDL Network Manager, Communications Expert; and conduct analysis of Multi-TDL architectures in support of exercises. The operating procedures are included in the References:

CJCSM 6120.1 Joint Multi-TDL Operating Procedures.

3.1.8. Ensure the class schedule for planned JT and AT courses, which assigns instructors to specific lessons, is delivered to the JMTS Director and the COR 30 Days prior to class. Provide an updated schedule with any changes to the JMTS Director 7 days prior to class start.

3.1.8.1. The 7 day prior schedule will be built with Unit Certified Instructors IAW the current IPTP.

3.1.8.2. If modifications are required after the final schedule is published, ensure that a schedule change is provided to the JTMS Director for distribution.

3.1.9. Assist military personnel with arranging, moving, and re-configuring classroom facilities as required.

3.1.10. For each course conducted, submit an End-Of-Course report to the JMTS Director within 30 days of each course graduation. A summary of all End-Of-Course report data shall be included in the quarterly report submitted to the COR for approval, The quarterly report will contain metrics approved by the COR and should provide information to assist in the development of an objective (versus subjective) trend analysis program.

3.1.10.1. Document the post class ―Hot Wash

3.1.10.1.1. Provide a typewritten, soft-copy of the minutes to the JMTS Director via the

COR no later than close of business of the following workday after the hot-wash.

3.1.10.2. Author the End Of Course Critique (EOC) –

3.1.10.2.1. Before EOC goes final, crosscheck list of Graduates against the appropriate student accounting system.

3.1.11. Coordinate, take and publish a digital high resolution class photo with JID-TC approved imbedded graphics.

3.1.12. The Contractor is responsible for the selection, training, and performance of the workforce provided to accomplish the tasks within this contract and the resultant task orders. The required skills, knowledge and experience of the various contractor-provided team members are set forth below in the minimum personnel qualification requirements. The contractor shall ensure there are sufficient instructors available to conduct all courses.

Computer Systems Analyst

3.2. Certify Allied Training (AT) courses. The JID-TC certifies allied nations in AT-101, AT-102, and AT-201.

JID-TC Instructors are required to review the host nation’s courseware to ensure it meets the training objectives of the course and observe and evaluate the host nation instructors on materials and training for certification. The JID-TC instructor shall make recommendations to the MCL on the host nation’s performance to assist in the certification determination. The JID-TC MTT shall be prepared to assist and/or deliver course IAW 3.1 functions to support a successful course delivery if it is determined that the host nation is unable to deliver within standard.

3.2.1. Recertify AT courses. Certified allied nations will be required to periodically recertify their courses.

The recertification shall be done remotely as the primary means and by MTT when required due to host nation capabilities. Recertification shall include a review of the allied nation’s course material and observing a minimum of 25% of the course delivery to validate the course’s training objectives are continuing to be met.

3.3. The contractor shall provide the following Academic/Curriculum Maintenance Support within the course catalog:

3.3.1. The Contractor shall provide Course Maintenance and Updates in accordance with (IAW) the following:

3.3.1.1. Develop and maintain a one-year annual integrated Curriculum Control Plan (CCP) to manage development and revision of all Course Materials; deliverable to the JMTS Director via the COR within 120 days after award and annually thereafter.

3.3.1.1.1. The CCP shall outline the process to sequence quarterly course updates without disrupting execution of annually scheduled classes.

3.3.1.1.2. The CCP shall identify subject Courses/Course Material to be revised based on trends garnered from critique analysis, Courseware Change Requests, and the Emerging Mission Quarterly Report.

3.3.1.1.3. The CCP shall outline a realistic quarterly work schedule with instructors to develop and revise Course Materials.

3.3.1.1.4. The CCP shall identify a process to review and plan maintenance and updates of the JID-TC course catalog in its entirety for the life of the contract.

3.3.2. The contractor shall develop a Courseware Change Requests (CCR) process to identify Course Material that need Course Maintenance or Course Updates. Course Maintenance CCRs shall be incorporated prior to the next course delivery. Course Update CCRs will be included in the annual CCP. All CCRs (open and closed) will be presented to the JMTS Director at a semi-annual Course Review Board.

3.3.2.1. Course Materials are all Plans of Instruction, Course Schedule, Instructor Guides, Student Guides, Student Workbooks, Presentations, Practical Exercises, Labs, Examinations, and other materials related to the JID-TC course catalog.

3.3.2.2. Course Maintenance is the regular upkeep of all Course Materials to ensure accuracy, relevancy, standardization, and compliance. Course Maintenance is a continuous process to guarantee each course delivery is current.

3.3.2.3. Course Updates are the modification of Course Materials to incorporate new units of instruction, the removal of units of instruction, or changes to the delivery methodology. Course Updates will be in accordance with the Curriculum Control Plan.

3.3.3. Develop and maintain practical exercises, simulated scenarios, and positional system training utilizing traditional or ‘as directed’ training methods, JICO Simulator and all its associated software, and JICC-Pope capabilities. The contractor shall demonstrate all exercises, scenarios, and positional training.

3.3.4. Develop and maintain three practical exercises to support AT/JT-102 MAJIC.

3.3.4.1. Practical exercises include current training aids to reinforce student learning. Group projects and the ICE fall within this category, but they are not limited to those two specific exercises/events.

3.3.4.2. The practical exercises should be based on current operational scenarios or future threat scenarios and mitigations.

3.3.5. Develop and maintain three scenarios and practical applications to support AT/JT-201 curriculum.

3.3.5.1. Practical exercises include current training aids to reinforce student learning. Group projects and the ICE fall within this category, but they are not limited to those two specific exercises/events.

3.3.5.2. The practical exercises should be based on current operational scenarios or incorporate future threat scenarios and mitigations.

3.3.6. Develop and maintain positional system training and simulated scenarios to support JT/AT-301 and

JT-310.

3.3.6.1. Develop and support, for simulated operations, five equally challenging simulated scenarios.

3.3.6.2. This will include the use of JICO Simulator and all its associated software for an UNCLASSIFIED AT-301 delivery and a CLASSIFIED JT-301 and JT-310 delivery.

3.3.6.3. JICO simulator scenario, equipment management, and curriculum must meet both current US/Allied capabilities and missions as well as the advancements in future capabilities/missions.

3.3.6.4. The contractor shall perform white cell operations providing interaction with students during execution of course practical exercises, vignettes, and final capstone training events. The functions of the white cell are multi-proponent and echelon intensive as the white cell provides the students exposure to multiple airspace, aviation, air defense and command and control elements.

3.3.7. Provide, as required, education and training support to other unified or specified commands relating to the JTO Interface Training Program which may be required as part of a MTT and could range from three days to four weeks in duration, IAW CJCSI 6240.01.

3.3.7.1. Assist in integrating JICO training in joint military training exercises. Provide SME support in the design, scenario development, and exercise control related to JICO training. Provide SME expertise in defining operational training requirements, developing training objectives, developing the Master Scenario Events List (MSEL); and orientation briefing for JICO integration into joint exercise events.

3.3.7.2. Provide planning, operations analysis, and support services to include TDL training and participation in selected joint LVC training exercises.

3.3.7.3. Provide technical and training assistance for JTO Interface training exercise development, planning, management, and execution.

3.3.8. Ensure there are sufficient instructors available to conduct all courses. Identify instructor shortages and implement a plan to train new personnel to eliminate shortfalls in an expeditious manner. Provide a report monthly of instructor shortfalls to JMTS Director and the COR.

3.3.9. Develop and implement an automated critique program to be used to evaluate instructors, instructional methods, curriculum, facilities, and other areas of interest for all academic courses within 60 days from award. Students must be able to complete the critique from their workstations via LMS.

3.3.9.1. For those courses where students provide critiques via computer automation, ensure access to copies of the critiques are made available with Director’s Time notes to the JID-TC Director via the COR.

3.3.10. Assist with integration of interactive web tools (chat rooms, Voice over IP (VOIP), on-line testing, grading, etc.)

3.3.11. Maintain current DISA schema for OPTASK LINK message including text and xml formats.

3.3.12. Modify, develop, and maintain courseware as required in support of allied and coalition training in accordance with CJCSI 6240.01 and CJCSI 6141.04 and any new courses approved and resourced by the JID-TC.

3.3.13. Develop and maintain, in conjunction with JMTS Training Manager, an Instructor Platform Training Program (IPTP) for use on both Military and Contractor personnel, delivered to the JID-TC Director through the COR. Maintain this information as an Instructor Qualification Matrix (Letter of X’s).

3.3.14. The Contractor shall submit an initial training plan outlining the names and quantity of personnel and proposed training schedules to the JMTS Director via the designated Contracting Officer’s Representative (COR) at contract award with a review, and if necessary, an updated IPTP annually.

3.3.15. Certify all instructors as a JID-TC Instructor IAW IPTP within 30 days of contract award during phase-in (see paragraph 4.1) and/or within 30 days of any new-hire contracted instructor personnel.

See Attachment A JID-TC Instructor Platform Training Program (IPTP) for FY23 for additional information.

3.3.15.1. New hire contracted personnel will not be considered instructors until they are qualified JID-TC instructor IAW the current IPTP.

3.3.15.2. All instructors shall continue to advance via the IPTP Instructor Upgrade Training Process.

3.3.15.2.1. Assigned instructors shall achieve a minimum of two-unit certifications per month until they are certified in a minimum of 25% of the units of a course which they are assigned.

3.3.15.3. Certified instructors shall continue follow-on unit certification between course offerings as entered into the Instructor Quarterly Certification Plan.

3.3.16. Conduct six-month follow-up student satisfaction and job performance surveys to determine effectiveness of training. The contractor shall submit the templates for the surveys NLT 60 days after award.

3.3.17. Maintain current training materials such as student handouts, charts, workbooks, projects, scenarios, and other similar training aids as needed or requested by the Government in accordance with the requirements of the course and or curriculum. The Government upon award of contract will furnish current training aids and material.

3.3.18. Manage classroom and curriculum communications courseware development and maintenance.

3.3.19. Maintain, manage, and update the curriculum documentation to support course delivery (on-site in digital media, hard copy, and on JID LMS/CMS (when available)) NLT 60 days after award and within 30 days of any curriculum update to support each training module.

3.3.20. Assist and advise the government in providing Communications Security (COMSEC) support for equipment as necessary.

3.3.21. Provide communications planning and support in conjunction with exercises and MTT and provide recommendations for equipment procurement.

3.3.22. Administer and maintain mission assets with proper configurations, maintenance scheduling, bench testing, and pre-deployment testing.

3.3.23. Provide technical support and assistance to staff in the use of communications equipment.

3.3.24. The Contractor shall submit recommended communications equipment, services, specialized training, and communications curriculum changes report NLT 60 days after award and periodically thereafter and in the CCP.

3.3.25. Provide technical assistance and evaluation in identifying communications needs and develop recommendations for the identification and procurement of communications equipment, services, and specialized training to support IT requirements.

3.3.26. The contractor shall update and maintain the J Message Implementation spreadsheet, Attachment B, and post updated version to the JID-TC’s designated LMS, SharePoint, Network Drive, and/or website NLT 60 days after award. The contractor shall review and update the spreadsheet semi-annually thereafter.

3.4. The contractor shall provide Course Instructional Systems Design (ISD) subject matter expertise to support work at the training facility. Adequate ISD support is required to ensure little (less than 1%) to no administrative errors exist between curriculum presentations, student guides, and tests. Additional ISD support is required to ensure semi-annual approved Course Review Board (CRB) curriculum updates to lesson content, new UJTLs, objectives, standards, conditions, or instructional methods are accomplished prior to the next CRB.

3.4.1. Provide ISD expertise to support curriculum revisions, analytics, design, courseware development, conversion for use in distant learning (as required), implementation plan(s), instructional quality to support all curriculum revisions and needs along with multimedia enhancements as required and/or requested.

3.4.2. Edit and provide ISD standardization of lesson plans, instructor plans, student workbooks, practical exercises, student guides, examinations, and other courseware materials as defined by the contract.

3.4.3. Manage implementation of ISD processes for certification of the JTO Interface Training Program, to include:

3.4.3.1. Analysis, design, development, implementation, and evaluation of training program curricula, content, and courseware IAW the principles of ISD.

3.4.3.2. Manage and update ISD documentation requirements and management plans and processes.

3.4.3.3. Develop, produce, standardize, and distribute Multi-TDL courseware and training materials.

3.4.3.4. Analyze relevant media and develop course strategies and evaluation plans.

3.4.3.5. Evaluate end-of-course reports and recommend changes.

3.4.3.6. Maintain files for documentation of courseware configuration management.

3.4.3.7. Establish a trend analysis program to identify deficiencies in current curriculum and recommendations of new courseware.

3.4.3.8. Manage development of distance learning.

3.4.4. Develop and implement a Course Evaluation Plan (CEP) that will facilitate the development of recommended changes to the curriculum. The CEP explains the methodology and metrics the Contractor will use to implement a curriculum critique and Trends Analysis program.

3.4.4.1. The plan will be used to develop and implement a strategy for determining the effectiveness and efficiency of courses.

3.4.4.2. The plan will assist the JID-TC staff in defining metrics and data to be collected during the conduct of each course and the results used to analyze and interpret instructional program/course effectiveness and efficiency.

3.4.4.3. The report will address how evaluation data is managed and the results of evaluations are documented and reported to the JMTS Director via the COR to support revision of curriculum if necessary.

3.4.4.4. The Course Evaluation Plan shll be provided 60 days after contract award to the JMTS Director via the COR and reviewed/updated annually.

3.4.5. The contractor shall provide Continuing Education (CE) module in video format with transcript and graphics for distribution at a rate of no less than one per quarter.

3.4.5.1. CE topics will be delivered to the JMTS Director for review and approval NLT 60 days after award and annually thereafter.

3.4.5.2. CE topics will be kept at the CUI//REL security level with the option to provide secrete top-off if needed.

3.4.5.3. CE topics may include but are not limited to COCOM regional updates, emerging mission/capabilities, exercise/operation lessons learned, unit reviews/updates from the course catalog.

3.4.5.4. The contractor shall provide technical assistance in selecting and utilizing a properly secured platform for hosting the CE modules to provide for the widest dissemination.

3.5. The contractor shall provide the following operations support:

3.5.1. Provide technical support and assistance to the staff in the use of computer programs and audiovisual equipment, including classroom assets and other equipment.

3.5.2. Operate the preferred server domain, MTT servers, JTEN-U/S server (or future replacement), Intranet Ethernet ports within JID-TC facilities and/or other facilities and the Learning Management System (LMS) and Share Point (or future replacement) software suite.

3.5.3. Maintain technical support for designing, developing, maintaining, and managing SharePoint solutions for the JID-TC.

3.5.4. Assist the staff with development, update, and maintenance of configuration management plan to include classroom and MTT electronic configuration. The Government upon award of contract will furnish CM configurations.

3.5.5. Provide technical support to the staff in the configuration of distance-learning capabilities.

Contractors are responsible for maintenance, monitoring, and responding to students that are enrolled in JKO or other distance learning courses.

3.5.6. Provide classroom and computer preparation support to include configuration control of audiovisual and computer support equipment for in-residence, distance learning, and mobile training team curriculum, to include network hosting facilities, JICC-Pope, and JICO Simulator use. Reconfigure the classroom computers as needed after each class to ensure standardization.

3.5.7. Support video teleconferencing equipment to include configuring, maintaining, and setup of VTC meetings.

3.5.8. Produce and maintain classroom and distance-learning interfaces. Contractor shall submit a standard operating procedure with audiovisual and computer support equipment setup, teardown, and periodic maintenance checklists, developed in conjunction with network administrators where necessary, for all classroom and computer preparation to the JMTS Director via the COR within 30 days of award.

The Contractor shall provide training to personnel in the set-up, configuration, and operation of equipment within 30 days of award.

3.5.9. In cooperation and in accordance with Joint Staff system administrative policies and procedures, provide system administrative support for JID-TC. Functional tasks include:

3.5.9.1. Install, configure, and maintain JID-TC Operating systems; install, configure, and maintain servers, computers, and peripheral automation devices.

3.5.9.2. Install and configure application software.

3.5.9.3. Create and maintain user accounts.

3.5.9.4. Back up, archive, and restore data files.

3.5.9.5. Monitor and improve operating performance of automation platforms and applications.

3.5.9.6. Implement, monitor, and assess information security procedures and encryption when required.

3.5.9.7. Coordinate with Fort Liberty Network Enterprise Center (NEC) for NIPR/SIPR user account activation, deletion, and restoration.

3.5.9.8. Coordinate with J7 EOD for JTEN-U/S for user account activation and system administration as required.

3.5.9.9. Provide cabling support for NIPR/SIPR/JTEN/Commercial networks during installation, modification, and removal of network infrastructure.

3.5.10. Maintain and operate technologies associated with a digital classroom and distance learning.

Ensure collaborative systems such as instructor podium software, audio visual equipment, Ethernet switches, interactive monitors and student laptops operate effectively inside in-residence classrooms, breakout rooms, JICC- Pope, conference room and any other instructional room as necessary and required.

3.5.11. Administer and maintain the mission assets on the appropriate computer domains. This includes but not limited to maintaining net worthiness on NIPR, SIPR, JTEN-U, JTEN-S, JWICS, and commercial networks to remain CCRI compliant and ensuring that all computers maintain current Windows updates in coordination and conjunction with JS J7 EOD support. Assist personnel as needed in the use of the domains.

3.5.12. Create and maintain a database of student records reflecting data, to include but not limited to:

3.5.12.1. Name, rank, unit, career field (occupational code), branch of service.

3.5.12.2. Track each student’s individual performance during attended course(s), for the purpose of trend analysis.

3.5.12.3. Graduates, for the purpose of checking/enforcing course pre- requisite compliance.

3.5.12.4. Numerical rating scale grades from student critiques, for the purpose of trend analysis.

3.5.13. Develop applications and integrate assigned or directed curriculum with Joint Knowledge Online

(JKO) and/or other designated LMS. Maintain all courses on JKO/LMS and incorporate curriculum changes/updates annually thereafter. The Contractor shall maintain any new JKO curriculum with current materials and updated tactics, techniques, and procedures. Review all online JKO courses for curriculum updates annually.

3.5.14. Provide a LMS knowledge manager who is responsible for designing, developing, maintaining, and managing LMS solutions for the JID-TC.

3.5.14.1. Shall provide on-site expertise for DL classes (internal and/or external) to provide technical support to students and instructors.

3.5.15. Provide training to all JID-TC personnel on LMS operations.

3.5.16. Provide technical support and system administration for the JID-TC's website, including file transfer and information updates.

3.5.17. Develop organization-wide knowledge sharing plan, via SharePoint and other collaborative systems, so that the organization’s know-how, information, and experience is shared inside and (as appropriate) outside the organization with clients, partners, and stakeholders NLT 60 days after award and to be reviewed for effectiveness and efficiency on an annual basis with changes made.

3.5.17.1. Developed SharePoint intranet portal that allows you to store all your shared documents and information in a central location making it quick and easy for employees to find, organize, and manage the items they need.

3.5.17.2. Design, develop and, implement front-end solutions to include but not limited to dashboards, reports, and performance indicator.

3.5.17.3. Develop SharePoint portal utilizing provided SharePoint online/Office 365 products.

3.5.18. Create and maintain a database of current and updated course material.

3.5.19. Assist with administration, which includes maintenance, record keeping, and safe keeping/security of course schedules, course materials, student briefs, handouts, administrative documents, and tests/testing.

3.5.20. Maintain an inventory and database of courseware and associated training materials.

3.5.21. Create, maintain, and manage an automated Instructional Material Library of course instructional material. Archives may include, but not be limited to: Course material (current and in-development), videos, slides, high-resolution photos, audio tape(s), training materials, CD-ROMs, and reports.

Additionally, manage specific multimedia courseware for classroom presentations, Web-based training (WBT/JKO), on-line testing and data analysis, and Advanced Distributed Learning (ADL).

3.5.22. Execute the planning and coordination of program/logistic support requirements and assist with the execution of program support in JTO interface or related exercises and assist with tracking and monitoring program/logistic related activities.

3.5.23. Develop briefings and products pertaining to logistical exercise support.

3.5.24. Provide logistical support for training courses (joint and allied/coalition partner nation) deliveries requiring shipment of curriculum materials, training aids and mobile classroom equipment.

3.5.25. Provide all Mobile Training Teams (MTT) with logistical planning and support.

3.5.25.1. Logistics planning includes the scheduling, required paperwork processing, and payment reconciliation procedures thru Department of Defense Transportation Mobility Offices (TMO), commercial carriers, multiple nation’s customs offices, and various United States Office of Security Cooperation representatives.

3.5.25.2. Logistical support shall include the capability to account for, package, distribute, ship, and track all training aids to/from the designated training facility. Training aids include classroom servers, instructor/student laptops, projectors, printers, administrative boxes, curriculum student guides, data walls, handouts, charts, laboratory exercise worksheets, etc.

and JICO data link equipment.

3.5.26. Use logistics lessons learned and noted problem areas from previous related exercises or MTTs to make recommendations for programming/logistic support improvements to the JID-TC.

3.5.27. Coordinate with staff in matters concerning program/logistic forecasting and execution.

3.5.28. Prepare and program and logistic support plan in accordance with exercise and course delivery milestones.

3.5.29. Track all JID-TC equipment and ensure equipment is handled in accordance with Joint Staff directives. Upon return of MTT (AT/JT) equipment, ensure proper inventory in accordance with JID- TC Standard Organizational and Regulations Memorandum (SORM). Provide a recommendation to the C4I Director for the replacement of any lost or damaged equipment or supplies.

3.5.30. Assist Primary and Alternate Property Custodian on all JID-TC property accounts. Conduct equipment accountability with designated Government Primary/Alternate Property Custodian and assist with documenting changes to referenced hand receipts on the Defense Property Acquisition System (DPAS). Provide a monthly report to JID-TC Director via the COR which includes the status and location of all JID-TC equipment.

3.5.31. Provide maintenance and accountability of all equipment to include cleaning, software upgrades, storage, inventory, and repairs. If equipment is beyond local repair, provide JID-TC Director via the COR with recommendations for repair or disposal. Upon concurrence from the JID-TC Director shall coordinate for repair or disposal.

3.5.32. Develop and maintain a logistics contact list with names, shipping addresses, phone numbers, and email addresses of all training delivery locations and other international locations.

3.5.33. Provide a POC to receive returning deployed equipment and delivered goods from shippers such as FEDEX.

3.5.34. Track and produce a shipping expense report including all commercial and military transport projected and actual costs NLT 30 days after contract award and then quarterly and annual reports thereafter.

3.5.35. Obtain appropriate logistical system access and applicable accounts with commercial shipping firms.

3.5.36. Organize, catalog, and maintain the cleanliness of the JID-TC storage and maintenance areas.

3.5.37. Maintain configuration management of JICO automated tools.

3.5.37.1. Includes recommendations of JICO automated tools for replacement or new tools to the government for acquisition to support JID-TC mission

3.6. Interoperability and Proponency Support

3.6.1. The Contractor shall conduct and complete a Front-End Analysis (FEA) of emerging mission area systems as directed and/or requested within six months of award to determine training requirements for the inclusion of these items into the curricula.

3.6.1.1. Specific attention should be paid towards changes in doctrine, operations, training, material, logistics, personnel, and force structure. The FEA will include a thorough task analysis of the Joint Mission Essential Task List (JMETL), identification of the applicable JMETL tasks associated with identified emerging mission topics; and a determination of training standards, conditions and the instructional method used to train each task.

3.6.1.2. The Contractor will provide up to 4 FEAs of emerging mission capabilities in according with Future Operations Directive Priorities.

3.6.2. The Contractor shall provide proposed courses of action necessary for implementing emerging technologies and mission threads into existing curricula or through the addition of advanced courses of instruction or through use of online delivery methods. Additionally, within one year of award, the Contractor shall provide a proposed syllabus (or syllabi if more than one course is recommended) containing terminal learning objectives, enabling objectives, and recommended design and instructional methodologies for the emerging mission topics as directed or identified either by the Government or through contract personnel. After the COR and JID-TC Director approve the proposed syllabus (or syllabi), the Contractor shall update the current curriculum and construct the new lessons within the proposed new course(s) and maintain/update the courseware per continuous observation from applicable weapon systems program offices, design/test facilities, and industry representatives quarterly thereafter. The Contractor shall act as the senior instructor, train/certify the required additional instructor(s) per the syllabus (or syllabi) annually.

3.6.3. Participate in live or virtual conferences and working groups to gather analysis data on emerging/enhanced systems which are programmed or planned to participate on the Multi-TDL Network.

3.6.3.1. Provide after action reporting inputs and lessons…
