Part I Questions received in response to Request for Proposals (RFP) N0018924RZ048.
NOTE: THE CONTENT OF PART I DOES NOT AMEND THE CONTENTS OF THE SOLICITATION.
SEE PART II FOR CHANGES TO THE SOLICITATION.
1. Amendment 3 reflects the government’s answers to industry’s questions (Q&A). These answers include changes to the PWS as well as changes to Section B, which are not especially clear. A conformed solicitation document will alleviate confusion with the modified technical, management and pricing requirements. Will the Government please provide a conformed solicitation document to include all the items changed in Amendment 3 as the Government did with Amendment 1.
Response: See Amendment 0004 issued 26 September 2024 and posted to the System for Award Management website (SAM.gov) that same day, which provides a conformed copy of Request for Proposals (RFP) N0018924RZ048 through the issuance of Amendment 0004.
2. The Government referenced FAR 52.222-46 “EVALUATION OF COMPENSATION FOR PROFESSIONAL EMPLOYEES” and the cost associated with Employee Benefit Plans and Plan descriptions as evaluated items.
Employee Benefit Plans are restricted to W-2 employees and not conveyed to hired contractors, (e.g., 1099 contractors, independent contractors). The risks and concerns highlighted in FAR 52.222-46 sections (a) through (d) will be realized in any proposal and staffing plan that utilizes hired contractors. In order to satisfy the referenced FAR 52.222-46, will the Government require the use of W-2 employees only and prohibit the use of hired contractors (e.g., 1099 contractors, hired contractors) on this contract.
Response: No, the terms of the RFP do not prohibit the use of hired contractors. Further, the Government does not dictate the offeror’s proposed staffing with regards to the use of W-2 employees or hired contactors (e.g.
1099 contactors), as this is the business decision of the offeror.
3. The Government has placed a significant value on employee benefits and retention in this Solicitation by requiring a Total Compensation Plan per instructions in Section L.III (2) Volume II – Price Proposal. The requirement states, “In accordance with FAR 52.222-46 “Evaluation of Compensation for Professional Employees,” Offerors shall submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the Contract, including first-tier subcontractor employees. The compensation plan shall be organized in a table with columns 1) identifying position; 2) identifying work to be performed by that position cross-walked to the PWS; 3) identifying salary or salary range; and 4) identifying the value of fringe benefits as determined by cost to the contractor and represented as a dollar amount or percentage.
The compensation plan shall include supporting data as described in FAR 52.222-46.”
The referenced FAR 52.222-46(a) states, “(a) Recompetition of service contracts may in some cases result in lowering the compensation (salaries and fringe benefits) paid or furnished professional employees. This lowering can be detrimental in obtaining the quality of professional services needed for adequate contract performance. It is therefore in the Government's best interest that professional employees, as defined in 29 CFR 541, be properly and fairly compensated. As part of their proposals, offerors will submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. The Government will evaluate the plan to assure that it reflects a sound management approach and understanding of the contract requirements. This evaluation will include an assessment of the offeror's ability to provide uninterrupted high-quality work. The professional compensation proposed will be considered in terms of its impact upon recruiting and retention, its realism, and its consistency with a total plan for compensation.”
Only W-2 employees are entitled to specific fringe benefits and protections under U.S. law. Any company using hired contractors (e.g. 1099 contractors, independent contractors) will not provide hired contractors with the total compensation characterized by FAR clause 52.222-46. Furthermore, providing fringe benefits as part of total compensation adds cost to proposed labor rates as does the matching employer portion of social security and Medicare taxes as well as pay unemployment tax on wages paid to a W-2 employee; therefore, hired contractors are substantially less expensive to employ than W-2 employees. Any prime contractor or subcontractor bidding hired contractors to satisfy this solicitation will recognize a substantial cost and price advantage over prime contractors and subcontractors bidding W-2 employees.
To ensure that the Government conducts a fair and equal “EVALUATION OF COMPENSATION FOR PROFESSIONAL EMPLOYEES” across all bids, will the Government require all prime bidders and subcontractors to use only W-2 employees for all labor category positions and disallow the use of hired contractors and second-tier subs for this solicitation and modify the solicitation accordingly?
Using hired contractors (e.g. 1099 contractors, independent contractors) is incongruent with the intent of FAR clause 52.222-46. In addition to the discrepancy of fringe benefits between W-2 Employees and hired contractors (e.g.
1099 contractors, independent contractors), W-2 employees receive the protections of the Fair Labor Standards Act (FLSA). Hired contractors are in business for themselves and therefore are not covered by the FLSA. Will the Government require all prime bidders and subcontractors to use only W-2 employees for all labor category positions and disallow the use of hired contractors or second-tier subs for this solicitation and modify the solicitation accordingly.
Response: The terms of the RFP do not prohibit the use of hired contractors or second-tier subcontractors.
FAR clause 52.222-46 does not prohibit the use of hired contractors; it requires that an offeror proposing the use of professional employees, as defined by 29 C.F.R. § 541.300, provide specific data enabling the Government to evaluate the realism of their compensation.
4. As required by Solicitation Section L.III(2), to include reference to 29 CFR 541, subpart D-Professional Employees, are second-tier subcontractors allowed as part of an offeror’s solution? If not, will the Government clarify that first-tier subcontractors are prohibited from using hired contractors (e.g. 1099 contractors, independent contractors).
Response: Refer to the responses to Questions #2 and 3 above.
5. On page 83 of Amendment 0003, paragraph two states, “The Government’s estimated travel and material costs (plus applicable burdens) shall be used for the purpose of evaluating the price proposal. Therefore, the offeror shall use these estimates in preparing their price proposal.” The table from page 83 is shown below with stated estimated values. Amendment 0003 changed the Travel and ODC CLINS to “Not to Exceed” and seems inconsistent to the requirement on page 83. Will the Government clarify that all bidders must enter the estimated dollar amounts shown on page 83 as “plug numbers”, and nothing less, for the ODCs and Travel CLINS in Section B.

6. It is unclear if bidders should add indirect rates to the provided “plug numbers” for all ODC and Travel CLINS, or if bidders should only insert the Not To Exceed budgetary numbers into Section B. Please clarify.
Response: See Part II of this amendment for revision to the Section L provision entitled SUBMISSION OF PROPOSALS (BEST VALUE/TRADE-OFF) at Section III(2).
7. Due to the significant changes made in Amendment 3 pricing and staffing requirements, we respectfully request a one-week extension to the proposal closing date.
Response: The solicitation closing time and date was extended via Amendment 0005.
8. Travel Labor Hours for JT & AT Courses PWS Section 13. Reimbursement of Travel Cost, (a) Travel (3) Travel. States: “Travel, subsistence, and associated labor charges for travel time are authorized, whenever a task assignment requires work to be accomplished at a temporary alternate worksite.” Currently the cadre of instructors (10 Link SME and Comm + 9 JICO Instructors) are only provided with 1920 Hours. Understanding that some JT and AT course may require CONUS and OCONUS travel on weekends to meet class schedules starting on Monday; we would assume additional hours would be required for instructors required to travel. However, Q&A Question 8 Response stated: “There is no authorization for extended workweek” and the PWS also states in Section 11.3 Work schedule will be performed Monday - Friday, 8:00 AM - 5:00 PM, however, personnel work schedules may be adjusted to provide support on the weekends and extended duty periods during regular training and exercises. The contractor shall use this adjustment to preclude to the maximum extent the need for overtime. If extended work week is not authorized (as stated) and overtime is discouraged as evidenced by PWS Section 11.3 then you are inferring that all instructor labor is maintained within the provided pricing schedule and, if accurate, why are the JT and AT Course CLINS separately priced. CONUS and OCONUS travel can have a significant impact on available instructor hours if operating at high capacity and they will be unable to offset downtime in garrison.
If the JT and AT CLINS were added to allow bidders to calculate and account for the possibility of additional hours being required for labor associated with travel, then you have provided conflicting guidance. 1) No extended work week authorized and 2) Preclude to the maximum extent the need for overtime.
If they were not added for that purpose request the customer provide clarification on what is specifically being requested for the JT and AT Course CLINS. All other travel related items (travel expenses and course materials, ODCs) are covered via other CLINS (0016/0017 et al).
Response: See Part II of this Amendment which revises the Attachment 1 pricing Worksheet and the Section B Schedule of Services CLIN descriptions to identify which PWS requirements apply to which CLINs. It is further noted that the response to Question #8 of Amendment 0003 which read, “There is no authorization for extended workweek” is hereby deleted. The PWS specifications set forth at Section 11.3 remain unchanged and in full force and effect.
9. Reference: ATTACHMENT II Course Curriculum:
Section 1.6. MAJIC Certification (AT-102C) States 2 Contracted instructors Section 1.16 AT Recertification states “One Link or JICO instructor” & 1.18 States Certifications (AT- 102c/201c) Require 2 Link16/SME Instructors Section 1.9. Link 16 (Multi-TDL) Planner Course Certification (AT-201C) States 2 Contracted Instructors Section 1.16 AT Recertification states “One Link or JICO instructor” & 1.18 States Certifications (AT- 102c/201c) Require 2 Link16/SME Instructors However the RFP Section B does not provide any further delineation between certification and recertification which can effect the pricing due to an additional instructor.
Request clarification for all option years?
Response: The solicitation is clear on its face. Refer to Section 3.2 of the PWS which addresses the requirement for the certification and recertification.
10. Reference: Attachment II Course Curriculum:
Section 1.11. JICO Course (JT-301) States 7 Instructors to support course instruction if NOT concurrent with
JT-310
Section 1.17 States only 5 JICO instructors for JT-301.
However, RFP Section B does not provide any further delineation on number of JT-301 courses that will run concurrent.
Which additional two instructors are required (JICO, L16/SME or COMM/SME) if not run concurrently with JT- 310 and can you provide clarification on the number of JT-301 course that will run concurrently for all option years?
Response: See Part II of this Amendment which amends the Attachment II Course Curriculum at Section
1.17 to specify a quantity of 2 under the communication SME/Instructor table column for the JT-301 course.
11. Since the JID JTO solicitation DD254 is CUI, request a DoD SAFE link for us to send you that document on Monday.
Response: Pursuant to the terms of the RFP at the Section L provision SUBMISSION OF PROPOSALS (BEST VALUE/TRADE-OFF), proposals shall be submitted electronically via email to kevin.m.brennan21.civ@us.navy.mil.
12. Appreciate if the Government will consider a question regarding format and font size. Reference RFP section L.II(5), on page 123 of 128. Since the Volume I page limit is 20 pages, will the Government consider including “all tables” in the font size of 10 point size or greater instead of 11 point size?
Response: See Part II of this Amendment for revisions to the Section L provision SUBMISSION OF PROPOSALS (BEST VALUE/TRADE-OFF) addressing the font size for tables.
13. Will the Amendment 0001 cover sheet for RFP # N0018924RZ048, will it be provided soon?
Response: A copy of the stand alone SF30 document for prior released RFP Amendment 00001 is hereby furnished.
Part II
RFP N0018924RZ048 is hereby amended as follows:
1. DELETE the Section J RFP Attachment I Pricing Worksheet and INSERT the updated Attachment I Pricing Worksheet furnished hereto with RFP Amendment 0006.
2. DELETE the Section J RFP Attachment II Course Curriculum and INSERT updated Course Curriculum furnished below.
3. DELETE the Section B Schedule of Services and INSERT the updated Schedule of Services furnished hereto with RFP Amendment 0006 which revises the CLIN descriptions to identify and align the specific corresponding PWS requirements to aid with pricing purposes. Refer to the conformed version of RFP N0018924RZ048-0005 for the entirety of the amended Section B Schedule of Services, which sets forth the following updates:
The extended CLIN description for CLIN 0001 and its corresponding option CLINS is amended to annotate that the pricing in support of these CLINs is in accordance with the requirements set forth at PWS paragraphs 3.3 thru 3.6 and 3.8.
The extended CLIN description for CLINs 0002-0008, 0010, 0012, and 0014 and its corresponding option CLINs is amended to annotate that the pricing in support of these CLINs is in accordance with the requirements set forth at PWS paragraph 3.1.
The extended CLIN descriptions for CLINs 0009, 0011, 0013 and its corresponding option CLINs is amended to amended to annotate that the pricing in support of these CLINs is in accordance with the requirements set forth at PWS paragraph 3.2
The extended CLIN description for CLIN 0015 and its corresponding option CLINs is amended to amended to annotate that the pricing in support of these CLINs is in accordance with the requirements set forth at PWS paragraph 3.7.

ATTACHMENT II: Course Curriculum
The following courses represent the current JID-TC curriculum and serve as the basis from which all tasks and deliverables are derived. Courses are administered in a building block approach to support the training required to qualify JICOs and Joint Interface Control Center (JICC) staff positions. Due to Training Transformation objectives, any course may be identified for an in-residence, Mobile Training Team (MTT), or distance/remote learning delivery or a combination of the delivery methods as determined by the government. Web-based Joint Knowledge Online courses that could be delivered in an alternate delivery format will be identified below.
1.0. Introduction to Data Links Course (JT-100)
This course provides knowledge to familiarization level instruction for program officials, planners, operators of data links. The requirement for the contractor is to provide updates to the course curriculum annually through the J7 Joint Knowledge Online (JKO) administrator and deliver total number of students to the COR each quarter of the year.
Target Audience: E-4 through 0-5 Service TDL operators and DoD Personnel Prerequisites: None Length: 2.5 hours Frequency: This course is currently suspended Capacity: This course would be administered through the Joint Knowledge
Development and Distribution Capability (JKKDC) JT-100 Web Based Training via
JKO.
Note: This course could be converted to an instructor led in-residence, mobile training team, or distance/remote learning delivery as determined by the government. A distance/remote learning delivery would include a capacity NTE 120 students if technology and syllabus modifications permit expansion without increasing number of instructors. Requires a minimum of one (1) instructor to support course instruction.
1.1. Introduction to Joint Multi-TDL Network (MTN) Operations JT-101 This course introduces U.S. Service students to Joint Multi-Tactical Data Link Network operations. It provides basic knowledge level instruction for junior and inexperienced operators of MTN systems on the various joint services platforms. This course introduces new joint operators to basic system data link capabilities and limitations, as well as basic concepts, tactics, techniques, and procedures for operating a service data link capable platform or system as part of a Multi-TDL Architecture (MTA).
Target Audience: E-4 through 0-5 and DoD Personnel Prerequisites: None Length 20 hours Frequency: Online based (course updated annually) Capacity: This course will be administered primarily through the Joint Knowledge Development and Distribution Capability (JKKDC) JT-101 Web Based Training via Joint Knowledge Online.
Note: The JID-TC will retain the capacity to conduct this training in person in a classroom setting in garrison, by mobile training team (MTT), or by distance/remote learning in addition to web based training deliveries in order to accommodate requests which may arise from Services or United Stated Combatant Commands (COCOMs).
This course will continue to be offered as a MTT or distance/remote learning delivery.
The maximum student capacity for a JT-101 MTT is 100 students. A distance/remote learning delivery may increase capacity NTE 120 students if technology and syllabus modifications permit expansion without increasing number of instructors. Requires a minimum of two (2) instructors to support course instruction.
1.2. Link 16 Interoperability Course (AT-101)
This course provides training in LINK 16 joint operational procedures and system capabilities of Joint Tactical Information Distribution System (JTIDS)/ Multifunction Information Distribution System (MIDS). The course is designed for anyone who operates a LINK 16 equipped system and has a basic working knowledge of their platform’s participation in a LINK 16 network.
Target Audience: Allied and Coalition Personnel on Designated Distribution List for
JTIDS/MIDS
Prerequisites: None Length 5 days/40 hours Frequency: Up to 13 per year divided into 10 online deliveries via JKO/Blackboard and 3 deliveries via dedicated instructor led mobile training teams (MTTs).
Capacity: The minimum student capacity for an instructor led dedicated AT-101 MTT is 10 students and the maximum student capacity for an AT-101 MTT is 50 students.
NOTE: When delivered via web based JKO, the maximum number of user tokens generated per purchase will support up to 50 students.
Considerations: This course will be administered through appropriate Foreign Military Sales (FMS) cases and US DOD Implementing Agencies. The JID-TC will conduct MTT deliveries in a classroom setting for up to three (3) deliveries. MTT deliveries require a minimum of two (2) instructors to support course instruction. The MASL for the web based JKO delivery and the Dedicated MTT delivery are different.
1.3. Link 16 Interoperability Course Certification (AT-101C)
AT-101 Link 16 Joint Interoperability Course Certification verifies the Allied Nation’s ability to conduct the AT-101 course in a manner that meets the training objective of the course: This product will produce students with a basic understanding of datalink entry procedures and operations building block for JICO pipeline courses.
Course Size: Host Nation Discretion Prerequisites: AT-101 Course Length: 180 days Preparation / 15 days Evaluation Evaluators: 1 Military and 1 Contracted Instructor Product: Memorandum of Certification
1.4. MAJIC (JT-102)
The JT-102 Multi-TDL Advanced Joint Interoperability Course (MAJIC) is a blended interoperability training course, consisting of a 20-hour Joint Knowledge Online (JKO) course, J3OP-US1380 - Introduction to Joint Multi-TDL Network (MTN) Operations JT-101, followed by two weeks of instructor-led training (ILT) in a classroom environment. Together they provide knowledge through comprehension level instruction for operators and managers of Multi-TDL systems in the joint operational tactics, techniques, and procedures (TTP) of employing in a Multi-TDL Architecture (MTA) and Multi-TDL Network (MTN). Topics include the capabilities, features, and functions of Link 16 (Joint Tactical Information Distribution System, Multi-Functional Information Distribution System (JTIDS/MIDS), Joint Range Extension Application Protocol (JREAP), Situation Awareness Data Link (SADL), legacy Beyond Line-of- Sight (BLOS) Link 16 data links, Link 11, Link 11B (JKO only), and other extended interface data links (JKO only). Platform system capabilities and limitations with respect to MTN employment and functions are also included. Instruction covers all tactical data links (TDL) the US operates, the platforms operating them, and interoperability procedures required to make both the tactical data links and platforms work together. Students will demonstrate their comprehension of the instruction by relating concepts to the interpretation of the Operational Tasking Data Link (OPTASK LINK) message through given scenarios, and each student will be assessed individually at the end of the course on these concepts during a seven hour Individual Capstone Evaluation (ICE). Target audiences for MAJIC include: (1) Multi-TDL operators and planners who are qualified at the service/platform level, (2) Multi-TDL operators and planners designated to become a Joint Interface Control Officer (JICO) or Joint Interface Control Cell (JICC) operator, (3) current and future Command and Control (C2) leaders, and (4) systems engineering or integration personnel requiring an understanding of Multi-TDL operations.
Target Audience: E- through 0-5 Service TDL operators and DoD Personnel Prerequisites: JKO Course J30-P-US1380 (JT-101 Online) with a successful completion Certificate awarded Length: 80 Hours/10 Days Frequency: Approximately 15 per year Capacity: Maximum 40 students per class in resident and 40 students during Mobile Training Team deployment. Note: A distance/remote learning delivery may increase capacity NTE 120 students if technology and syllabus modifications permit expansion without increasing number of instructors. Requires a minimum of five (5) instructors to support course instruction.
1.5. MAJIC (AT-102)
This course provides knowledge to comprehension level instruction for operators of multi-TDL systems in the joint operational tactics, techniques, and procedures (TTPs) of employing a Multi- TDL architecture. Topics include the capabilities, features, and functions of Link 16 JTIDS/MIDS, JREAP, Link 11, Link 11B, and extended interface data links. Platform system capabilities and limitations with respect to multi-TDL employment and functions are included. The instruction covers all data links the United States operates, the platforms that operate them, and interoperability procedures required to make both the data links and platforms work together. Students will demonstrate their comprehension of the instruction by relating the concepts to the interpretation of the OPTASKLINK message through given scenarios.

Considerations: The course will be administered through appropriate Foreign Military Sales (FMS) cases and US DOD Implementing Agencies. The JID-TC will conduct this training either in person in a classroom setting by dedicated mobile training team (MTT), by dedicated distance/remote learning, or through a blend of MTT and Distance Learning (Remote) delivery. The MASL may be different for each depending upon the delivery type. Requires a minimum of four (4) instructors to support course instruction.
The instructor requirement may change based upon planned conversion/update to AT- 102 to align closer to current JT-102 (MAJIC 3.0) course.
1.6. MAJIC Certification (AT-102C)
AT-102 Multi-Tactical Data Link Advanced Joint Interoperability Course (MAJIC) Certification verifies the Allied Nation’s ability to conduct the AT-102 course in a manner that meets the training objective of the course: Produce students that are able to understand and read an NDD, OPTASK link message and able to implement these documents for Theater level participation in multinational exercises and operations.

1.7. Link 16 (Multi-TDL) Planner Course (JT-201)
The JT-201 Multi-TDL Planner Course provides a comprehension and application level of learning in advanced joint C2 organizational structures, joint/coalition planning considerations, along with Joint Tactical Operations (JTO) interface, and how they relate to planning. Specific data link planning instruction includes link 16 JTIDS/MIDS, JREAP, Link 11/11B, SADL, and other joint extended interface data links. The course is geared towards the joint/coalition Multi-TDL planners. Students are required to plan and brief a joint/coalition C2 organizational architecture. Target Audience: P ersonnel with at least 2 years experience, operating multiple data links, who will be tasked to perform Multi-TDL planning for training events, exercises and contingency operations.
Prerequisites: JT-102 Length: 80Hours/10 Days Frequency: Approximately 14 per year Capacity: 24 students per class in resident and 24 students during Mobile Training Team deployment.
Note: A distance/remote learning delivery may increase capacity NTE 72 students if technology and syllabus modifications permit expansion without increasing number of instructors. Requires a minimum of four (4) instructors to support course instruction.
1.8. Link 16 (Multi-TDL) Planner Course (AT-201)
AT-201 Multi-TDL Planners Course provides instruction in joint operational procedures and capabilities of multi-TDL equipped systems. The course covers an overview of planning for multi-TDL platforms including Link 11, Link 11B and Link 16 and operational theory on multi-TDL operations and management. The course is geared toward operators of link-equipped systems who will be operating in, or managing, multi-TDL networks. Target Audience: Allied and Coalition Personnel on Designated Distribution List for JTIDS/MIDS Prerequisites: AT-102 Length: 80Hours/10 Days Frequency: Approximately 8 per year Capacity: The minimum student capacity for an AT-201 MTT is 10 students and the maximum student capacity for an AT-201 MTT is 20 students.

1.10. Link 16 Unit Manager’s Course (JT-220)
JT-220 prepares Joint Service Link 16 Unit Managers and Pulse Deconfliction Specialists for their responsibilities as Unit points of contact for all Link 16 management and Deconfliction requirements. The course provides training in effectively planning, managing, and employing Link 16 operations at the unit level.
Target Audience: E-4 through 0-3 and DoD Personnel Prerequisites: None Length: 40 hours/5 days Frequency: Approximately 6 per year Capacity: Maximum 25 students per class in resident and up to 55 students during Mobile Training Team deployment. Note: Asynchronous learning delivery may increase capacity NTE 35 students. Technology and syllabus modifications permit expansion without increasing number of instructors. Requires a minimum of three (3) instructors to support course instruction.
1.11. JICO Course (JT-301)
JT-301 is an analysis, synthesis and evaluation-level course designed to prepare the graduate to lead the Joint Interface Control Cell (JICC) organization as the JICO and/or be responsible for JICC operations and active management of the Multi- Tactical Data
Link (TDL) Network (MTN) as a JICC Watch Officer. This course will prepare graduates to determine the Information Exchange Requirements (IER) for the MTN, exploit/enable platform Capabilities and Limitations with respect to TDL employment;
provide MTN guidance in the OPTASK LINK, and direct reconfiguration of the MTN as situations dictate. The graduate will be prepared to analyze the components of the MTN and will be able to make proactive decisions in support of operational/exercise objectives relative to the exchange of tactical data over the MTN. The graduate will be prepared to present MTN planning briefings to senior leadership and other MTN operators as well as conduct daily JICC operational briefings. Additionally, the JICO graduate will be able to relate the supported commander's objectives/intentions through other directive documents such as the OPLAN, Air Tasking Order, Airspace Control Order, etc. to the MTN plan contained in the OPTASK LINK; and will be able to provide real-time, expert advice to the supported commander in reaction to mission changes.
Finally, the graduate will be prepared to function as part of the supported commander’s staff for MTN planning and operational considerations.
Target Audience: E-7 through 0-5 and DoD Personnel Prerequisites: JT-102 and JT-201 Length: 160 Hours/20 Days Frequency: Approximately 10 per year Capacity: Up to 20 students per class, depending on mix of 301/310 attendees; Live, Virtual, Constructive Field Training Exercise (FTX) is required for each course.
Requires a minimum of seven (7) instructors to support course instruction if not conducted concurrently with JT-310.
1.12. JICO Course (AT-301)
AT-301 Joint Interface Control Officer (JICO) Course is an analysis, synthesis and evaluation-level course designed to prepare the graduate to lead an allied JICC organization as the JICO and/or be responsible for JICC operations and active management of the Multi-Tactical Data Link (TDL) Network (MTN) as a JICC Watch Officer. The JID-TC will conduct this training in person in a classroom, laboratory and Live, Virtual, Constructive field exercise setting by mobile training team (MTT). Requires a minimum of five (5) instructors to support course instruction.
1.13. AJOC (JT-310)
JT-310 is an analysis, synthesis and evaluation-level course designed to prepare the graduate to operate within a Joint Interface Control Cell (JICC) under the direction of the Joint Interface Control Officer (JICO)/JICC Watch Officer. This course prepares a graduate to perform JICC equipment setup and initialization as well as perform duties as the Joint Tactical Information Distribution (JTIDS)/Multifunction Information Distribution System (MIDS) Manager, Joint Range Extension (JRE) Manager, Link 16 Manager, and Joint Track Data Coordinator (JTDC) during the execution of a live exercise in conjunction with the JT-301 JICO course.
Target Audience: E-7 through 0-5 and DoD Personnel Prerequisites: JT-102 and JT- Length: 160 Hours/20 Days Frequency: Approximately 10 per year Capacity: Up to 20 students per class, depending on mix of 301/310.
This course will run concurrent and collocated with the JICO course (JT 301).
Requires a minimum of eight (8) instructors to support course instruction.
1.14. Executive Course (JT-401)
JT-401 is an executive level course which is tailor made for the requesting party. The course normally provides an overview of Multi-TDL capabilities and operations and will focus on Link 16 operations, but will also entail legacy link (Link 11/11B) capabilities and how they work with Link 16. Normally, this course is delivered to major weapons systems program offices and senior leader/decision makers for large programs.
Target Audience: O-6 and above and equivalent DoD Personnel Prerequisites: None Length: 8 hours/1 day Frequency/Capacity: This course can be delivered as either in-residence, distance/remote or Mobile Training Team (MTT). Given the executive nature of this course, max student attendance is 20 senior leader students. Requires a minimum of one
(1) instructor to support course instruction
1.15. Executive Course (AT-401)
AT-401 is an executive level course which is tailor made for the requesting party. The course normally provides an overview of multi-TDL capabilities and operations and will focus on Link 16 operations, but will also entail legacy link (Link 11/11B) capabilities and how they work with Link 16. The course will include a discussion on how to develop a five-year master training plan to incorporate other JID-TC courses (AT-101 through AT-301) into the major weapons system delivery. Normally, this course is given to senior leader/decision makers for the nation’s military.
Target Audience: O-6 and above and equivalent civilian personnel Prerequisites: None Length: 8 hours/1 day Frequency: Approximately 5 per year Capacity: The maximum student capacity for an AT-401 MTT is 20 senior leader students.

1.16. AT Recertification
Recertification will be done remotely as the primary means and by MTT as an alternate means when the host nation requires. Certified countries who are due for recertification will provide their current curriculum to the Allied Training Section for content review and their upcoming course schedule of when they are conducting the AT certified course(s). The AT section will then select a course to observe the delivery virtually.
The curriculum and delivery will be evaluated to confirm the course material is continuing to be delivered in a manner that meets the training objectives for recertification. One Link or JICO instructor is required.

SUBMISSION OF PROPOSALS (BEST VALUE/TRADE-OFF)
I. GENERAL
In addition to instructions to offerors contained elsewhere in this solicitation, the following instructions are provided. Proposals shall be submitted electronically via email to kevin.m.brennan21.civ@us.navy.mil. Any other method of delivery (e.g., hard copy, CD, thumb drive, portal, etc.) will not be accepted. Proposals shall be received no later than DATE and TIME FOR RECEIPT OF PROPOSAL specified elsewhere in the solicitation. Offerors shall comply with the detailed instructions for the format and content of the proposals contained herein; proposals that do not comply may be considered unacceptable and may render the proposal ineligible for award.
The System For Award Management (SAM.gov) website has a “submit bid” button next to the solicitation number.
Offerors are cautioned NOT to use the “submit bid” button on the SAM.gov website to transmit or submit its proposal in response to the solicitation. Faxes and/or responses through SAM.gov, or any other method, are not acceptable.

Volume I Non-Price Proposal
This volume shall address Performance Approach and Past Performance and include all information required for proposal evaluation.
This volume of the proposal shall exclude any reference to the price aspects of the proposal.
Volume II Price Proposal
This volume shall include the completed solicitation documents and a complete and detailed price breakdown with all supporting information.
IMPORTANT NOTES:
(1) The completion and submission of the above items will constitute an offer (proposal) and will be considered the offeror’s unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits hereto. Offerors shall respond to all requirements of the solicitation document. Offerors are cautioned not to alter the solicitation. Any affirmative exception to the material terms and conditions of the solicitation will render the offer ineligible for award. Alternate proposals are not authorized.
(2) Potential offerors are encouraged to carefully review all solicitation requirements and, if they have questions concerning the solicitation, should submit one consolidated list of questions concerning the solicitation via email to the solicitation points of contact kevin.m.brennan21.civ@us.navy.mil NO LATER THAN 12:00 pm, Philadelphia time, on 10 September 2024. (3) In the event any person who is not a bona fide employee of the offeror participated in the creation, formulation, or writing of any portion of the proposal, a certificate to this effect shall be included in the proposal which shall be signed by an officer of the offeror. Such certificate shall identify the name of the person who is not a bona fide employee, that person’s employment capacity, the name of the person’s firm, the relationship of that firm to the offeror, and the portion of the proposal in which the person participated.
II. REQUIREMENTS FOR PROPOSAL CONTENT
(1) Do not include CLASSIFIED data in your proposal.
(2) Introduction and Purpose - This section specifies the format that offerors should use in proposals submitted in response to this solicitation. The intent is not to restrict the offerors in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the proposals for evaluation purposes.
(3) Each volume should contain the following items in addition to the other information required by this solicitation:
Cover: The cover should indicate the following:

Table of Contents: The table of contents should provide detail sufficient to allow the important elements to be easily located.
(4) Requirements for Style: Each offeror shall submit a proposal that clearly and concisely sets forth the contractor’s response to the requirements of the solicitation. Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the offeror’s lack of cost consciousness. Elaborate artwork, expensive visual or other presentation aids are neither necessary nor desired. The proposal shall contain all the pertinent information in sufficient detail in the one area of the proposal where it contributes most critically to the discussion. When necessary, the offeror shall refer to the initial discussion and identify its location within its proposal.
(5) Page Limitations Volume I, “Non-price Proposal”, is limited to a maximum of TWENTY (20) pages in length inclusive of any charts, diagrams, and/or other graphics. Each “page” is defined as one sheet, 8 ½ “ x 11”, with at least one inch margins on all sides, using a font with a point size of 11 or greater (e.g., "Times New Roman" style with 11 point font). Lines shall, at a minimum, be single-spaced. The only exceptions to the font size requirement include the following: (1) the "Past Performance Information Form" may be completed with a point size of 10 or greater, and (2) the text contained in the Non-Price Proposal graphics, charts, tables, headers and footers may be point size of 8 or greater.
Pages shall be consecutively numbered. Multiple pages, double pages, two-sided pages, or foldouts will count as an equivalent number of 8 ½" x 11" pages.
