1. In section 10.2 (on page 57), PWS mentions a program manager that is read on to SAP programs. Can the Government elaborate on the qualifications required for the Program Manager?

Response: Section 10.2 refers to the SAP Program Manager not the contractor PM. The contractor Program Manager does not require SAP read on. See Part II of this amendment for revisions to the PWS specifications at Section 10.2.

2. On page 116, section II, paragraph 5, Will the Government allow a reduction in text size in tables and margins to allow more content?

Response: The solicitation is clear on its face and remains unchanged. Refer to Section L provision entitled SUBMISSION OF PROPOSALS (BEST VALUE/TRADE-OFF) Section II(5).

3. On page 116, section II, paragraph 5, Will the Government allow adjusted headers and footers allow more content?

Response: No.

4. In the PWS, there is a requirement to provide instruction to allied partners. Is the training held on military bases?

Response: Allied partners provide training locations which are 95% on military bases. 5% may be held at alternate locations.

5. On page 116, section II, paragraph 5, Will the Government allow a reduction in text size in in the document from 12 font to 11 or 10 font to allow more content?

Response: Yes. See Part II of this amendment for revisions to the specified text size to the proposal document font at the Section L provision entitled SUBMISSION OF PROPOSALS (BEST VALUE/TRADE-OFF) Section II(5).

6. Will the Government allow for the past performance to be moved from Volume I to Volume II to allow more content?

Response: No.

7. On the pricing attachment, what is the mix of 1099s to FTEs per labor category that is authorized on this solicitation?

Response: Staffing allocations for the labor categories identified on the Pricing Worksheet, Attachment I for the successful accomplishment of the PWS requirements are the responsibility of the offeror.

8. If instructors are to travel overseas, what is the work week for the contractors that are deploying at various locations? Is there an uplift for places that are considered hazard? Authorization for extended workweek or premium pay for all locations?

Response: The work week for contractors in deployed locations is based on the location work week, and will be limited to 5 days a week. Contractors will not be authorized to travel to hazard locations. There is no authorization for extended workweek or premium pay for any location. See Part II of this amendment for update to PWS. 11.2.1.

9. Does the Government have a schedule of the various events in order to deconflict personnel?

Response: The schedule of events will vary annually. See Part II of this amendment for the addition of Attachment VI.

10. How many of the courses are done at each overseas location per year?

Response: Overseas locations and quantities of courses will vary each year. See Part II of this amendment for the addition of Attachment VI.

11. In attachment II: Course Curriculum (page 91, section 1.0), Can the Government elaborate on the type of instructor that is required for the course?

Response: The solicitation is clear on its face. No instructor is required for the delivery of the JT- 100 course identified in the Course Curriculum Attachment II at Section 1.0.

12. In attachment II: Course Curriculum (page 91, section 1.1), Can the Government elaborate on the type of instructor that is required for the course?

Response: The solicitation is clear on its face. No instructor is required for the delivery of the JT- 101 course identified in the Course Curriculum Attachment II at Section 1.1.

Response: One Link or JICO instructor is required. See Part II of this amendment for revisions to the Course Curriculum Attachment II at Section 1.16.

28. Can the Government elaborate on whether the same JT or AT course can be simultaneously run? What is the maximum number of the same course to be run?

Response: Yes the same JT and AT can be ran simultaneously. The maximum number of the same course to be run is three (3). Refer the Course Curriculum Attachment at Section 1.18.

29. Can the Government elaborate on which courses will be offered overseas and how many times a year they will be offered overseas?

Response: All courses may be offered overseas, the quantity and course will vary annually. See Part II of this amendment for the addition of Attachment VI.

30. Can the Government confirm if travel and ODC cost should be included in the cost construct for the different Instructor Courses?

Response: No, travel and ODC costs are not to be included in the pricing construct for the different instructor courses. The Section B Schedule of Services includes separate CLINs for each ordering period for Travel and ODC costs in support of the maximum CLIN ordering quantities.

31. Based on the provided incumbent contract number, we were able to view the current contract value. The base year FPDS report shows a total value of $33,207,838.89, while the option years 1-4 FPDS reports show a total value of $33,198,361.70. Can the Government please clarify the correct total current contract value?

Response: $33,198,361.70 is the current ceiling value of contract N0018921DZ014 taking into account all modifications issued to date.

32. We notice that the period of performance (PoP) dates for the current contract are a total of 3 years, while this new requirements PoP is a total of 6 years. Based on the expanded years in the requirement, is it safe to assume that the anticipated contract value will increase? Or, will the anticipated contract value remain the same as the current value?

Response: Yes, the total contract value is expected to increase commensurate with the expanded 5 one-year and the additional 6-month ordering periods, inclusive of all options, as specified in the solicitation.

33. Comparing the current contract to this new requirement, are there any new additions to the scope of work?

Response: The solicitation includes revisions to the course curriculum and course maximum ordering quantities.

34. Is the current incumbent (Advanced Computer Learning Company, LLC) eligible to re-bid on this contract?

Response: The solicitation is set aside exclusively for Service Disabled Veteran Owned Small Businesses.

35. Are there any issues with performance, quality, or staffing that the Government has had in relation to the incumbent sufficiently performing the work?

Response: Access to other contractor’s performance information is considered source selection and proprietary data and therefore not publicly releasable.

36. Do we need our own COMSEC account, or will we be given access to the unit’s account?

Response: The solicitation is clear on its face. The resultant awardee must comply with the facility requirements specified in the DD254 attached to the solicitation. However, contractor personnel will be given access to the JID-TC’s account.

37. AT-101 (10 expected courses) and AT-101MTT (3 expected courses) are not broken out in Solicitation Section B CLINs x007, they are listed as Quantity 13. How would you like to see this priced? Seems only 3 would require travel.

Response: Yes only 3 of the AT-101 courses will entail Mobile Training Team (MTT) support.

See Part II of this amendment for revisions to the Section B Schedule of Services for the addition of separate CLINs for the AT-101 (10 courses) and AT-101 MTT (3 courses).

38. How many JT and AT courses annually, for each appropriate CLIN, require travel?

Response: The solicitation is clear on its face. Refer to the PWS requirements at paragraph 7.4 which identifies required travel for each JT and AT courses annually.

39. How does the government plan to determine price fairness and reasonableness under FAR 15.404-1, as set forth in Section M – Evaluation Factors for Award? Section M of the solicitation states both that “[a] price realism analysis will not be conducted” and “the government may, at its discretion, evaluate the realism of compensation plans for all positions in the aggregate.” Given the potential conflict and ambiguity in these provisions, will the government please clarify whether it will perform a price realism analysis?

Response: See Part II of this amendment for revisions to the Section M provision entitled

EVALUATION CRITERIA AND THE BASIS FOR AWARD

40. In Section M, evaluation criteria, the RFP states, "For all non-price factors (other than Past Performance), an offeror’s proposal must be determined to be Acceptable or better in order to be eligible for award. A rating that is less than “Acceptable” in any non-price evaluation factor will render a proposal ineligible for award consideration as submitted.” Further stated, “…in any non-price evaluation factor and/or less than a “Satisfactory Confidence” rating in the Past Performance evaluation factor will render a proposal ineligible for award consideration as submitted.” Will the Government define all the adjectival ratings (i.e., Acceptable, Satisfactory Confidence, etc.) to be assigned to offeror proposals evaluation criteria for non-price evaluation factors?

Response: Offers will be evaluated in accordance with the terms of the solicitation. The adjectival ratings to be assigned to the evaluation of the offeror’s non-cost proposal will be consistent with the adjectival ratings identified in the Defense Pricing and Contracting memorandum dated August 20, 2022, entitled “Department of Defense Source Selection Procedures”, as referenced at DFARS PGI 215.300.

41. Section M of the solicitation states that “the method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.” Will the government please provide additional details regarding the scope, process, and parameters of the Contracting Officer’s evaluation?

Response: Offers will be evaluated in accordance with the terms of the solicitation.

42. Attachment 1 – Pricing Worksheet. There are not formulas for row 44 for a “GRAND TOTAL HOURS & FFP EXTENDED AMOUNTS for columns E, H, K, N, Q, and T. Will the government update the pricing worksheet to include the grand totals for these columns?

Response: See Part II of this amendment for the updated Pricing Worksheet Attachment I furnished hereto.

43. What criteria will the Government use to evaluate and approve/deny requests for telework? PWS 11.2 Response: The Government will evaluate based on tasks to be performed during telework and if tasks performance can meet requirements remotely. See Part II of this amendment for revisions to the PWS specifications at paragraph 11.2.

44. Does the Government intend for the JID ACADEMIC SUPPORT SERVICES or the CURRICULUM DEVELOPMENT SUPPORT areas of the contract to be performed on an ongoing, full time basis for all labor categories, or do the hours listed in Attachment 1 under this section represent an estimated workload?

Does the Government have a specific required number and/or distribution of full time employees vs part time employees for each labor category? Pricing Worksheet

Response: The hours identified in the Pricing Worksheet, Attachment 1 represent maximum estimated workload to be determined and ordered based on resultant task order needs. No, the Government does not have a specific required number and/or distribution of full time versus part time employees for each labor category as this is the business decision of the offeror.

45. Are all personnel on the contract considered key personnel? Will the government retain approval authority for all personnel working in support of the contract? PWS 6.4

Response: See part II of this amendment which deletes in its entirety the specifications at PWS paragraph 6.4.

46. Is Defense Base Act insurance required for contractor personnel working OCONUS? PWS 13.1 Response: Yes Defense Base Act insurance is required for contractor personnel working OCONUS. However, it is only required for the time they are at the OCONUS location. See part II of this amendment for updated to PWS Section 11.2.

47. In order to incorporate any changes to the PWS or any adjustments to proposals required by the Government's responses to industry questions, will the Government provide an appropriate extension to the deadline for proposals?

Response: Refer to Amendment 0002 which extended the closing date for the receipt of offers in response to the solicitation to 9/30/2024.

48. Please clarify. Should the LOIs go into Volume I (non-Price) or Volume II? Section m pg 115 Response: The solicitation is clear on its face. Refer to Section L provision entitled SUBMISSION OF PROPOSALS (BEST VALUE/TRADE-OFF) at Section III(1)(a).

49. Please clarify or provide a more objective measure. What does “meaningful degree of relevance” mean?

Section M pg 115

Response: The solicitation is clear on its face. Past performance exhibiting a meaningful degree of relevance means past performance contracts/efforts rated somewhat relevant or higher.

50. Please provide a rating table that defines what (factors) constitutes or determines the ratings (Acceptable, Better, Less, etc.).Section M pg 120

Response: Refer to the answer to question #40.

51. Please clarify what exactly does "within the discretion of the Contracting Officer" mean, given that the 1st par of Section M states… “best value”. Section M pg 121

Response: Offers will be evaluated in accordance with the terms of the solicitation. The source selection decision will be based on a best-value trade-off.

52. Please clarify what constitutes “informalities and minor irregularities in proposals? Section M pg 121 Response: A minor informality or irregularity is one that is merely a matter of form and not of substance. It also pertains to some immaterial defect or variation from the exact requirements of the solicitation that can be corrected or waived without being prejudicial to other offerors. The defect or variation is immaterial when the effect on price, quantity, quality, or delivery is negligible when contrasted with the total cost or scope of the supplies or services being acquired.

53. Page 118 states Volume I is the Non-Price Proposal, but on page 119, it states Letters of Intent should be included as attachments to the Non-Price Proposal (Volume II). Will the Government confirm if Letters of Intent are included, they are to be included in the Non-Price Proposal (Volume I)?

Response: The solicitation is clear on its face. Refer to the Section L provision entitled, SUBMISSION OF PROPOSALS (BEST VALUE/TRADE-OFF) at Section III(1)(a).

54. Could you please clarify if the pricing for each CLIN in Section B, particularly for the JID Academic and Curriculum Support CLINs, should be directly derived from the totals in the Pricing Worksheet? Should I include my instructor's Fully Burdened Rate (FBR) Hourly rate in this pricing, or is there a specific format or methodology you prefer for calculating these totals?

a. Response: The solicitation is clear on its face. Refer to the Section L provision entitled SUBMISSION OF PROPOSALS (BEST VALUE/TRADE-OFF) Section III(2) and the Pricing Worksheet, Attachment 1 as amended hereto.

55. Can you please confirm if this solicitation is subject to the Service Contract Act (SCA) and, if so, whether a Wage Determination applies? If it is SCA-covered, will you provide guidance on how to incorporate the Wage Determination rates into our pricing?

a. Response: The solicitation is clear and it face and not subject to the Service Contract Labor Standards (previously referred to as the Service Contract Act).

56. Due to the time required to ensure a thorough and accurate proposal, we respectfully request an extension of the submission deadline. Additional time would allow us to address all requirements in detail and ensure compliance with all necessary regulations. Will you please consider granting additional time for proposal submission?

a. Response: Refer to Amendment 0002 which extended the closing date for the receipt of offers in response to the solicitation to 9/30/24.

57. Will you please clarify if the omission of resumes or letters of intent in our proposal, given that they are not required in the solicitation, would count against us during the evaluation process?

1. INTRODUCTION

1.1. The Joint Interoperability & Data Link Training Center (JID-TC) is the Joint Staff, J-7 agent as the Department of Defense’s sole provider of training and development of joint, Interagency, and Multi-national data link interoperability capabilities to meet the present and future operational needs of the Joint and Coalition force. The JID-TC provide Tactical Data Link (TDL) and Joint Data Network (JDN) training to the Joint Forces/Services and select Allies/partners. The JID-TC mission includes training Joint Interface Control Officers (JICOs) for the DoD; advancing Multi-TADL Network/Joint Data Network interoperability synch and proponency through JS, CCMD, Service, and Agency engagement; and providing subject matter expertise to CCMDs for Multi-Tactical Network Operations. The JID-TC is tasked to develop, plan, coordinate, and manage (in collaboration with the d a JTO Interface Training Program for operational forces consistent with Joint Training Policy. The JID-TC is the Joint Chiefs of Staff (JCS) proponent for the Joint Tactical Operations (JTO) Interface Training Program.

1.1.1. The scope of the JTO Interface and multi-Tactical Data Link (TDL) network (MTN) operations includes interoperability within the J, K, and M-series family of TDLs. The training includes but is not limited to Joint Interface Control Officer (JICO) prerequisite knowledge and skills for integration and interoperability of TDL within the MTN to contribute to the Common Tactical Picture (CTP), and planning and management of tactical data through gateways or extended interfaces to support the Joint Data Network (JDN), and Global Information Grid (GIG). The interface also includes legacy data links. Finally, the JTO Interface encompasses planning, management, and coordination of systems for TDL, including Joint Tactical Information Distribution System (JTIDS), Multi-functional Information System (MIDS), Small Tactical Terminal (STT), Air Defense System Integrator (ADSI), Joint Range Extension (JRE) Gateway, Link Monitoring and Management Tool (LMMT), Tactical Operations Center Network (TOCNET), Radios (PRC-117, PRC-161, GRC-150) and associated antennas integrated into Joint/Combined Operations Centers (Joint, Special, Cyber, Aerospace, Tactical, Maritime, Amphibious) as well as combat weapon systems (Fighters, Bombers, Transport, Helicopter , remotely piloted aircraft; PATRIOT, THAAD, SHORAD, ADAMS air defense;

STRYKER combat vehicles; Aircraft Carriers, AEGIS cruisers and destroyers; CRC, TAOC and JTAC; and net enabled weapons). This training program is conducted through live, virtual, simulated, mobile, and classroom instruction, Advanced Distributed Learning Technology on-line services (Joint Knowledge Online), JICO Simulator technologies/software (ARMS, TOES, BOSS, ADSI, JRE, LMMT, and SPIDER), and Distributed Mission Operation technologies. The program includes coordinating training exercises and consulting with applicable Combatant Commands, Component staffs, and service representatives.

1.1.2. The Contractor shall assist the JID-TC in developing, planning, coordinating, and managing JTO responsibilities outlined in CJCSI 6240.01. The Contractor shall ensure courseware and instruction complies with CJCSI 3500.01, Joint Training Policy and Guidance for the Armed Forces of the United States. The JTO Interface Training Program will make use of existing educational instructions, training programs, training syllabi, equipment, and facilities. Additionally, the training program will adhere to Training Transformation policy and directives designed to provide dynamic, capabilities-based training for the DoD in support of national security requirements across the Combat Commands, Services and Defense Agencies. The JID-TC is required to develop and integrate training products that span academic, live, virtual, and constructive training domains. The JTO Interface Training Program consists of traditional classroom blended learning, distance learning (remote), advanced distributed learning, and use of distributed mission operations during exercise and live training.

1.1.3. Blended methods of course delivery includes a mixture of remote/online teaching methods with in-residence and/or mobile training team instruction.

1.1.4. Training concepts and programs shall provide for fundamental, operational, advanced, and executive level training in JTO Interface standards and procedures necessary to attain and maintain proficiency in the use of those standards for joint/combined operations employment in accordance with the Instructor Platform Training Program (IPTP), Curriculum Control Plan (CCP), and Course Evaluation Plan (CEP).

2. SCOPE

2.1. The Contractor shall provide non-personal services to support the mission of the JID-TC as stated in the tasks below. Contractor shall perform no functions prohibited by the Office of Federal Procurement Policy (OFPP) policy letter 92.

2.1.1. The Contractor shall provide services by accomplishment of described functional tasks associated with the JID-TC organizational structure and other JID-TC programmatic elements. This performance work statement delineates the tasks incumbent of the Contractor.

2.1.2. The Contractor shall assist the JID-TC in all areas related to developing, planning, coordinating, and managing JTO responsibilities outlined in CJCSI 6240.01. The Contractor shall ensure courseware and instruction complies with CJCSI 3500.01, Joint Training Policy and Guidance for the Armed Forces of the United States. The JTO Interface Training Program will make use of existing educational instructions, training programs, training syllabi, equipment, and facilities. The Contractor will assist the JID-TC Staff to develop and integrate all training products necessary to ensure the best available training methods and technology are used to ensure the United States Armed Forces and Partners remain at a strategic, operational, and tactical advantage over all adversaries or potential adversaries.

2.1.3. The contractor shall perform work for two (2) funding appropriations, which consists of Operations and Maintenance (O&M) and Foreign Military Sales (FMS). The separation of this level of effort is distinct and clear.

3. SPECIFIC REQUIREMENTS

3.1. The contractor shall provide the following Academic Instruction support:

3.1.6. Assist students in the use of the classroom and MTT computers.

3.1.7. Perform positional and instructor duties as a JICO, JICC Watch Officer, Joint Track Data Coordinator (JTDC); Multi-TDL Network Manager, Communications Expert; and conduct analysis of Multi-TDL architectures in support of exercises. The operating procedures are included in the References:

CJCSM 6120.1 Joint Multi-TDL Operating Procedures.

3.1.8. Ensure the class schedule for planned JT and AT courses, which assigns instructors to specific lessons, is delivered to the JMTS Director and the COR 30 Days prior to class. Provide an updated schedule with any changes to the JMTS Director 7 days prior to class start.

3.1.8.1. The 7 day prior schedule will be built with Unit Certified Instructors IAW the current IPTP.

3.1.8.2. If modifications are required after the final schedule is published, ensure that a schedule change is provided to the JTMS Director for distribution.

3.1.9. Assist military personnel with arranging, moving, and re-configuring classroom facilities as required.

3.1.10. For each course conducted, submit an End-Of-Course report to the JMTS Director within 30 days of each course graduation. A summary of all End-Of-Course report data shall be included in the quarterly report submitted to the COR for approval, The quarterly report will contain metrics approved by the COR and should provide information to assist in the development of an objective (versus subjective) trend analysis program.

3.1.10.1. Document the post class ―Hot Wash

3.1.10.1.1. Provide a typewritten, soft-copy of the minutes to the JMTS Director via the

COR no later than close of business of the following workday after the hot-wash.

3.1.10.2. Author the End Of Course Critique (EOC) –

3.1.10.2.1. Before EOC goes final, crosscheck list of Graduates against the appropriate student accounting system.

3.1.11. Coordinate, take and publish a digital high resolution class photo with JID-TC approved imbedded graphics.

3.1.12. The Contractor is responsible for the selection, training, and performance of the workforce provided to accomplish the tasks within this contract and the resultant task orders. The required skills, knowledge and experience of the various contractor-provided team members are set forth below in the minimum personnel qualification requirements. The contractor shall ensure there are sufficient instructors available to conduct all courses.
