N0018924Q0629 EATS Subscription Requirement Q&A Q1. I would like to know would the awardee need to create the training modules for the subscription service or is this a solicitation for hosting already created modules? Also, what are the requirements for the hosting platform? What are the security standards necessary for the hosting? Will the subscription payments be managed individually by the users or will their be block purchases of subscriptions?
A1:
1. Yes, training modules should be created by the awardee for the subscription service.
2. Requirements for the hosting system: Should be available every day for the entire year and there needs to be protection for the prevention of data loss.
3. Security standards should comply with the federal government’s requirements for web based systems. OPNAV-M 5510.1 (Currently all communication to and from ECATTS is via an encrypted 256_bit SSH, with certificate issued by Digicert)
4. Invoices should be submitted monthly by the awardee and we handle the processing of payments.
Q2: In preparing the pricing spreadsheet I noted that the quantity for CLIN 5001 was only half of the required Navy bases using EATS.
1250 would be the correct number of sites requiring services, if the government uses the Option to Extend Services. Please Clarify?
A2: CLIN 5001 series represents FAR 52.217-8, option to extend an additional six (6) months. The amount(s) are half of the last ordering period.
Q3: Because the number of Navy sites has been mis-calculated in the RFP, the correct response to both -001 (site number) and -5001 (Option year site number) will be quoted incorrectly if a revision is not made to the RFP.Again, there are 106 Navy sites, times 12 months = 1272 for CLIN -001 This applies to ALL contract years, unless a new site is added (-004) to increase the number accordingly.
A3: Yes, there are 106 sites so the number should be 1272 vice 1250. See amended pricing spreadsheet.
Q4: Can you please provide us the previous incumbent of this opportunity and total contract value?
A4: International Center for Leadership and Development. Contract Value $4,394,554.18.
Q5: Can you please provide us the government budget range of this opportunity?
A5: The Government provided the maximum quantity for each CLIN (per course). Please see the pricing spreadsheet and price accordingly.
Q6: Does the contractor is only responsible for researching, developing, and presenting the content. OR shall we also need to design & develop the WEBSITE? Please confirm A6: Those are the responsibilities of the contractors. Providing the website for hosting the training modules is a responsibility of the contractor Q7: We would appreciate your help in clarifying what 1,250 listed in the pricing table for EATS IDIQ Subscription Service is.
Could you please confirm what this number represents? Is it the number of courses to be provided or the number of users/licenses for access to the EATS course library?
A7: We will provide subscription service to 106 sites for 12 months; 106 x12 =1272. Service is for the calendar year.
