About this file

This document is an attachment titled "QASP Matrix" that outlines the Quality Assurance Surveillance Plan (QASP) for the Environmental Awareness Training System (EATS) web-based subscription services contract.

The QASP details the performance requirements, metrics, standards, and surveillance methods for the contractor to provide web-based environmental awareness training modules that are customized for each subscribing Navy installation. Key requirements include 24/7 system availability with limited interruptions, user certificates of completion, a collaborative learning environment, and timely help desk support. The contractor must maintain an average customer satisfaction rating of 3.5 or higher on a 5-point scale. Invoices for the fixed-price services must be submitted monthly. Failure to meet the performance standards can result in increased government oversight and auditing.
