About this file

This document contains Questions and Answers received for the federal contract opportunity N0018924Q0543 - Eaton Brand Name UPS Replacement. The key details are:

The solicitation is for replacing existing Eaton 9390 UPS systems at several Navy facilities. The contractor shall perform a post-award site survey to verify measurements, conditions, and equipment before starting work. Load bank testing is required, and the contractor must schedule work to minimize facility downtime. The transmission and receive site monitor UPS replacements must be completed concurrently. Existing electrical infrastructure is adequate, and no upgrades are required. The government will not consider a small business set-aside for this opportunity. Access to loading docks and forklifts will be provided at all sites. The solicitation does not have a set order for site replacements, except that Building 344 will be the first. Remote monitoring panels and emergency power off buttons exist at some locations and may need to be reconnected. Existing UPS input/output feeders can generally be reused unless issues are found.

Questions and Answers Received for ID# N0018924Q0543 – Eaton Brand Name UPS Replacement

1. Are the existing 9390 UPS systems on concrete housekeeping pads? If so the new Eaton 93PM is 42” deep, the existing 9390 are only 32.5”.

B344 and B310 are not on housekeeping pads. Installed on the building slab/floor.

RSM and TSM are installed on the shelter floor.

Attached are drawings of the locations.

The PWS states: “Contractors shall perform a post-award onsite survey to verify actual measurements, field conditions, locations, quantities, equipment and material information. The onsite survey is expected to be completed before any work is schedule”

2. Is load bank testing required.

I believe the answer is yes. This should be answered by the manufacture.

The PWS states: “Submit certified copies of inspection reports and test reports.

Reports shall include certification of compliance with NETA and the Manufactures instructions. Hard copies of test reports are required for the final record.”

NETA ATS 7.22.2 Emergency Systems, Uninterruptible Power Systems refers to a NOTE: There are many configurations of uninterruptible power supply installations.

Some are as simple as a static switch selecting between two highly reliable sources, while others are complex systems using a combination of rectifiers, batteries, inverters, motor/generators, static switches, and bypass switches. It is the intent of these specifications to list possible tests of the major components of the system and more specifically the system as a whole. It is important that the manufacturer’s recommended commissioning tests be performed.

3. Will these projects be installed concurrently? It states building 344 will be the first site for replacement. Is there a set order of replacement after that?

Requesting B344 as the first. There is no set order other than the PWS request the Transmit site monitor (TSM) and Receive site monitor (RSM) to be completed at the same time.

The PWS states: The contractor must schedule all work with the customer POC for each site and work must be completed to minimize facility downtime. The Contractor shall perform as much work as possible ahead of the outage to minimize down time.

Once the work has started the contractor is expected to complete the replacement process. Transmit site monitor (TSM) and Receive site monitor (RSM) UPS replacements must be completed during the same scheduled downtime outage. Please note these locations are about 90 miles apart.

4. Can you send me the diagrams of work locations(They were attached in the RFQ) I granted you access via SAM.Gov. Let me know if you’re still having issues.

5. Are there RMP’s (Remote Monitoring Panels) installed on the existing systems? If so, are they wanting replacements?

Only in building 344. The existing can be reconnected if compatible. See attached one-line and detail There are remote audible alarms connected to the existing ups alarm screen/panel that will need to be reconnected.

Battery Cell Watch is connected to the existing equipment battery box and batteries and will remain but should not affect UPS replacement

6. Are there REPO’s (Remote Emergency Power Off) buttons installed on existing system? If so how many per UPS?

Only to the MDP panel breaker shunt trip. see attached one-line drawings.

7. Are new UPS input and output feeders required or can we re-use existing?

The existing can be used unless problems are found in the wall through. This is not expected.

8. Would the Government consider using a small-business set-aside?

No.

9. Will there be access to a loading dock/forklift?

Forklifts are available on all sites.

10. Does the Government anticipate that the current electrical infrastructure will be adequate to support the UPS install, or will the contractor be required to upgrade electrical infrastructure (i.e. panel/disconnect)?

All requirements are as listed in the PWS. The Government does NOT require any electrical infrastructure upgrades. Current electrical infrastructure is adequate.
