ADDENDUM to 52.212-2
In addition to 52.212-2, “Evaluation – Commercial Products and Commercial Services,” and any other evaluation criteria elsewhere in the solicitation, the following evaluations are provided.
The evaluation of quotes will consider the Non-price Quote to be approximately equal the Price Quote.
Within the Non-price Quote evaluation the Government will consider Factor I – Technical Approach to be approximately equally as important as Factor II – Price Quote which is approximately equal to III – Past Performance. The Quotes will be ranked according to price then evaluated for technical acceptability, price, and past performance. In that order.
Volume I:
Factor I – Technical Approach
The Quoter’s technical approach shall be evaluated on the vendors understanding of the requirement of Section 2 and 4 of the SOW.
Volume II:
Factor II – Price Quote
For the purpose of preparing a price proposal, the vendor shall assume that the basic period of performance shall be for a twelve-month base, one twelve-month option, and the FAR Clause 52.217-8, Option to Extend the Contract Six Months.
Period of Performance
Period Start End
Base 28 September 2024 27 September 2024
Option Year I 28 September 2025 27 September 2026
52.217-8 28 September 2026 27 March 2027
Total price will be evaluated taking into the account the total FFP for the base, one option year, and 52.217-8, by adding up all the Quoted CLIN prices. A price analysis will be used to evaluate price reasonableness.
The Government may evaluate any and all information submitted by the vendor to support the reasonableness of prices proposed. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.
Options, will be evaluated pursuant to solicitation provision FAR 52.217-5, Evaluation of Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
Although price is the not the most important evaluation factor, it has the potential to become more significant during the evaluation process. The degree of importance of price will increase with the degree of equality of the proposals in relation to the other factors on which selection is to be based. The importance of price will also increase when a proposal's price is so significantly high as to diminish the value to the Government that might be gained under the other aspects of the offer. If, at any stage of the evaluation, all offerors are determined to have submitted equal, or virtually equal, non-price proposals, price could become the factor in determining which offerors shall receive the award.
The selection of a quoter for award will be conducted on a best value analysis. This will be done by ranking quotes which moved on to Phase II according to price, lowest to highest. A quoters’s prices will be determined by adding up all extended amounts for the CLINS. If the lowest priced quote is evaluated as technically acceptable, that quote represents the best value for the Government, and the evaluation process stops at this point. Award shall be made to that quoter without further consideration of any other quotes.
Factor III – Past Performance
The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that vendor may not represent the best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price ,past performance tradeoff, and award to other than the lowest price quote.
