Questions and Answers

1. Q: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A: The current Contract number is N0018920D0024, awarded to Prevailance, Inc.

2. Q: The number of hours has a math error on the sub totals for PWS 4.1.3 and 4.1.4: 4.1.3 total is shown as 10,080; the correct amount is 5,400; 4.1.4 total is shown as 27,320; the correct amount is 30,030; Will the government please correct this an issue a revised PWS?

A: See PWS rev 1

3. Attachment III Pricing sheet was released by the government in PDF format. Does the government intend for the Offeror to submit a Price Quote, utilizing Attachment III? If so, will the government please reissue Attachment III as a EXCEL Spreadsheet, instead of the

PDF?

A: Attachment I –Pricing Spreadsheet shall be completed by the vendor. Please see attached excel version of the document.

4. RFQ "Schedule of Supplies/Services" completed by the vendor. There is no Schedule of Supplies/Services or Column B included in the RFQ. Will the government please issues a complete Attachment I Pricing Sheet to include Column B, in Excel format?

A: Schedule of Supplies/Services is located on the combined synopsis document and shall be completed by the offeror. See clauses and provisions rev 1.

5. This chart only provides the TOTAL CLIN VALUES for the Base Year and Option Year One. Will the government please provide a complete price sheet to include the remaining options years Two, Three and Four?

A: This requirement is for one 5-year ordering period and one for FAR 52.217-8 ordering period, there are no annual options. Attachment I is broken into annual ordering periods to allows offerors the opportunity to quote annual pricing per labor category. The tables in Attachment I will be incorporated into the resultant contract as the ceiling labor rates for each labor category per ordering period; however the period of performance is for the entire 5-year period. As such.

CLINs are ceilings are only provided for the 5-year ordering period and one for FAR 52.217-8 ordering period.

6. Will the contractor be required to have a possessing FCL or non-possessing FCL?

A: “Possessing”/ “Non-Possessing” are not terms that are used in a DCSA verification. To be found acceptable for the facilities clearance factor, the offeror must submit a DCSA verification that contains all the items listed in section L of the solicitation. The verification does not need to include other items or information that is not called for in the solicitation.

7. Please consider that the “Schedule of Supplies/Services” located on the combined synopsis document, cannot be completed as required, as each CLIN and PWS Section indicated contains more than one Labor Category per the “Pricing Spreadsheet from FLCN”. Please clarify and or release a revised Combined Synopsis with an updated “Schedule of Supplies/Services”.

A: See question 5. Additionally, CLINs are not broken down by Labor Category. Each CLIN represent the max ceiling per each task per each period of performance. The ceilings in the “Schedule of Supplies/Services” should be derived based on the labor categories and hours in the pricing spreadsheet.

8. Will the RFQ for ATFP N0018924Q0122 be extended?
