The following are questions received in response to the solicitation, and the government’s response to each of them.

Q: Is there any flexibility to allow new vendors to compete for this solicitation?

A: No. Please refer to the Brand Name Justification attached to the SAM solicitation post. At this time, there are no plans to allow for alternative brands.

Q: Can you please provide pictures of the current equipment (front, back, side, name plate) along with current hook up orientation?

A: Pictures cannot be provided due to security restrictions in place at NCDOC's building. However, a diagram of current floorplans has been added to the PWS. Current equipment are Eaton-brand UPS systems and batteries.

Q: Can you provide pictures of the HVAC ducting that needs to be replaced and/or remanufactured and refurbished?

A: Pictures cannot be provided due to security restrictions in place at NCDOC's building. However, the NCDOC

Technical POC stated that, based off of Diagram A provided in the PWS, HVAC work will involve adding new duct work off of the existing duct work in room 2A over to room 3A.

Q: Can you provide how the room is accessed (i.e. door dimensions, elevator dimensions, loading dock receiving requirements)?

A: All rooms are accessible via 10' double doors. No elevators will be used. Explanations of how the rooms are reached has been added to the PWS. Dimensions of the loading deck are not available.

Q: For the PM services requested is Base period the first 90 days of service and would this requirement be covered by the standard UPS start up service? Is the Option I period then the first year after the initial 90-day period and the

Option II period the second year after that initial 90-day period?

A: For the PM services, the Base period and the Option periods will all be one year each. The Base period will begin as soon as the new UPS systems have completed installation and will last one year. Then the Option I and Option II periods, should the government choose to exercise those options, will begin as soon as the Base period and Option I period ends, respectfully, and will each last one year. PM services are desired from the moment the UPS systems have completed installation due to the included warranties not providing the full coverage that the requested PM services will.

Q: Should there be any changes to the Bill of Materials (BoM), due to EOS/EOL items, would your team accept these changes?

A: Changes to the Bill of Materials after award will be handled on a case-by-case basis. All changes must be approved by the Contracting Officer.

Q: Eaton recommends two UPS PMs and one Lithium Battery PM per year. Should this schedule be followed, or should two PMs be provided for both the UPS and the Lithium Battery per year?

A: In accordance with the PM services requested in the PWS, we would like to stick with the bi-annual inspections of both the UPS and batteries per year.

Q: The main UPS Area has two 400KW UPSs in a parallel redundant configuration. With the current battery cabinets specified in the Table A, at full load each UPS would be supporting 200KW with a total runtime of 50.6 minutes. When onsite the actual load was 223KVA where we would have 112KW on each UPS. The runtimes are calculated in steps with the runtime at 120KW being 85.7 minutes and at 110KW being 96 minutes. Is this runtime sufficient?

A: The runtime is sufficient.

Q: The Annex Building UPS is sized at 100KW. The highest daily reading for the existing UPS is 30KW and the solution as specified in Table A would provide 114 minutes of runtime as this 30 KW utilization. Is this runtime sufficient?

A: The runtime is sufficient.

Q: Are there any one-line drawings showing the existing and new UPS configuration?

A: Figure A in the PWS shows the existing UPS configuration. No drawings are available at this time showing new

UPS configuration.

Q: Are these 2 new Eaton 93 PM UPS’s getting install in (RT) Reverse Transfer or Parallel Redundant configuration?

A: Parallel Redundant.

Q: Will the new UPSs be single or dual fed?

A: Current UPS systems are configured as single feed.

Q: The list of material has 6 lithium battery cabinets per UPS. Is this correct?

A: Correct, each of the two UPSs in the primary area have six battery cabinets.

Q: Where is the input to the UPS located (input switchboard). We need to know conduit and cable distance.

A: See the “Conduit & Cable Distance” document attached to the SAM post. The inputs/outputs are in the middle section of the UPS. Exact configuration of electrical cable conduits and electrical conductors cannot be determined at this time.

Q: Where is the output from the UPS to the critical load located (input switchboard). We need to know conduit and cable distance.

A: See the “Conduit & Cable Distance” document attached to the SAM post. The inputs/outputs are in the middle section of the UPS. Exact configuration of electrical cable conduits and electrical conductors cannot be determined at this time.

Q: Are there and REPO (Remote Power Off) buttons or RMP (Remote Monitoring Panel) getting installed?

A: For the time being, these will not be included.

Q: It states to provide an Eaton Automatic Bus Transfer Switch (ABT). Do you meaning Automatic Transfer Switch

(ATS).

A: See the “TP40216-11SK Model” document attached to the SAM post. The two 400KW UPSs in the primary area have their outputs connected to a tie cabinet. This tie cabinet then has a 400KW output that receives the output from both UPS systems. Additionally, this tie cabinet has a maintenance bypass incorporate as well.

Q: Can NCDOC confirm they will provide escort services that allow 24-hour access for completion of installation, for the entire duration of event?

A: NCDOC confirms that 24-hour escort/access will be provided.
