About this file

This document contains questions and answers regarding an amendment to a performance work statement. The amendment clarifies that technical support is required during normal business hours rather than 24/7/365. It also removes language stating support was needed starting in May, as work cannot be backdated. The options listed are contract line items that allow for modifying and extending the contract term according to FAR clauses. The period of performance begins on July 15, 2023 and ends January 14, 2029, with the last period limited to six months according to FAR clause 52.217-8. Representations require either an X or initial by the offeror and N/A can be used to indicate non-applicable items.

The related federal contract opportunity is a sole source solicitation seeking a firm fixed price contract with Integritek LLC for a MISHAP APP. The Navy intends to award the sole source contract after determining the quoted price is fair and reasonable based on initial quotes. The SF1449 provides further instruction.

Questions and Answers Amendment 2

1. Page 5, Task Description 3.0.4 says 24/7/365 Technical support while Page 6 Hours of work says conform to client agency normal business hours. Normal working hours are clearly not the same as 24/7/365. Please clarify.

The PWS has been updated to clarify.

2. Page 6, period of performance, says support will need to start on 1 May. Obviously it's not possible to "back date" support. Does this matter?

The May language was removed.

3. Pages 9-15 "options". I don't understand what the various options are. Are they per contract year?

Options are Contract Line Items (CLINs) that provide the ability to modify the contract and extend the life of the contract in accordance with FAR clauses 52.217-8 and 52.217-9 past the base period CLINs.

4. Page 16, POP. Starts on 15 July 2023. Does this mean that the contract goes into place on 15 July?

Yes.

Last date ends 14 Jan 2029. Is this intended?

Yes.

Can you explain why the last period is 6 months?

CLINs 5001 and 5002 were created under FAR clause 52.217-8, which only allows for up to a 6 month extension.

5. Representations starting on page 20.

a. Do I put an X or initial?

There is no preference, but X may be easier. The solicitation requires signature on page 1.

b. How do I delineate the items that are N/A?

You may put N/A.
