PERFORMANCE OF WORK STATEMENT

CNAF MISHAP APP/CASUALTY REPORTING APP/CO MISHAP GUIDE

PERFORMANCE WORK STATEMENT (PWS)

1.0 Introduction

1.0.1 Current US Navy policy directs mishap, incident, and casualty responses, including applicable reporting procedures. Historically, these response plans have not been standardized and has resulted in sub-optimal crisis preparation and response. Non-standardized responses result in an additional administrative burden for unit commanders to develop and maintain incident response and reporting protocol.

1.0.2 Naval Aviation Enterprise (NAE) requires comprehensive crisis solutions to enable key personnel across Naval Aviation to prepare for and respond to mishaps, personnel incidents, and casualty response scenarios. These solutions have been in place across Naval Aviation for over four years. CNAF commands depend on existing software applications to further assist with navigating undesirable events efficiently, effectively, and in compliance with applicable directives. This enhanced and standardized response capability has improved commands' ability to return to operational excellence following a crisis by decreasing leadership administrative burden, increasing command compliance with applicable directives, and positively contributing to command resilience.

1.1 Organizations to be supported include:

Commander, Naval Air Force, U.S. Pacific Fleet (CNAP) Commander, Naval Air Force, U.S. Atlantic Fleet (CNAL) Commander, Naval Air Force Reserve (CNAFR) Commander, Naval Air Training (CNATRA) Various Subordinate Commands under the administrative authority of CNAF

1.2 Scope

1.2.1 The scope of this Performance Work Statement (PWS) is to define the technical support services and training for mishap, incident, and casualty reporting. This shall encompass the sustainment and update of the existing computer application (APP) suitable for Apple Operating System and Android Operating System. This APP is referred to as the “CNAF CO Guide” APP. Additionally, a printable “CNAF CO Guidebook” will be sustained and updated as necessary. As well, a “CNAF Casualty” APP will be sustained and updated as necessary and available in Apple and Android Operating Systems. APP Training shall be provided at multiple leader development forums and technical support services (i.e., help desk) shall be made available as defined in Sections 3.1 and 6.2 these products are to be made available to personnel supported within organization listed in Section 1.1 encompassing approximately 2000 users.

1.2.2 Users for the “CNAF CO Guide” APP and CNAF CO Guidebook are Echelon IV/V command leadership (CO, XO, CMC), unit department heads, safety department personnel, senior watch officers, Sexual Assault Prevention and Response (SAPR) Unit Victim Advocates (UVA), and Suicide Prevention Coordinators (SPC).
