· Answer: There government does not have a standard phase in time for this requirement. We anticipate making an award thirty days prior to start of performance, which is 28 May 2022.

17. Page 17, Requirements for Proposal Content – Question: Will the Government please clarify if document headers and footers must comply with the 12 point Times New Roman font requirement, or may we use smaller Times New Roman font for headers and footers?

· Answer: The government specifies that each “page” is defined as one sheet, 8 ½ “x11”, with at least one inch margins on all sides, using Times New Roman font with a point size of 12 or greater. Therefore, headers and footers must comply with the 12 point Times New Roman font.

18. Page 16, Requirements for Proposal Content – Question: Will the government please clarify if the one inch margins apply to the cover?

· Answer: The government does not restrict the margin size for the cover page, so long as it does not exceed one page.

19. Page 16, Requirements for Proposal Content – Question: In regard to the cover page, will the government please clarify if offerors may use Times New Roman font size between 9 and 11 on the cover?

· Answer: The cover page shall comply with the font sizing requirements stated in the solicitation: “Graphics (including tables) in the proposal must use an alternative Times New Roman font with 8 point size type or larger. Each “page” is defined as one sheet, 8 ½ “ x 11”, with at least one inch margins on all sides, using Times New Roman font with a point size of 12 or greater (e.g., "Times New Roman" style with 12 point font).”

20. Page 17, Requirements for Proposal Content – Question: Will the Government please clarify if offerors may use Times New Roman font size between 8 and 11 to fill out the Past Performance Information form?

· Answer: The solicitation states: Graphics (including tables) in the proposal must use an alternative Times New Roman font with 8 point size type or larger. Each “page” is defined as one sheet, 8 ½ “ x 11”, with at least one inch margins on all sides, using Times New Roman font with a point size of 12 or greater (e.g., "Times New Roman" style with 12 point font). Since the Past Performance Information Form is in table format, the font point size between 8 and 11 is acceptable.

21. Page 19, Factor II - Past Performance – Question: Under FAR 15.305(a)(2)(iii) and upheld in GAO B-407917.2, agencies should take into account affiliate past performance, the resources of the affiliated company--its workforce, management, facilities or other resources that will be provided or relied upon for contract performance such that the affiliate will have meaningful involvement in contract performance. Based upon this GAO ruling, please confirm that the Government will permit the use of affiliated company experience and past performance?

· Answer: Based upon the GAO Ruling B-407917.2, the government will permit the use of affiliated company experience and past performance.

23. Page 109, 10. Security – Question: Will the government provide a filled DD254? The one that was attached to the RFP was not filled in.

· Answer: The government has uploaded a corrected DD254. Please see the corrected DD 254 that has been uploaded in the attachments section of the solicitation in SAM.gov. Please be advised that this is solely a draft DD 254 and a finalized one reflecting the awardee’s information will be provided at the time of award.

24. Page 10, Sub-factor II – Performance Approach – Question: Reference Sub-factor II - Performance Approach - Capability to perform warehousing operations which contain hazardous materials utilizing DOD storage and handling of hazardous materials procedures (Section 3.2.1.8 of the PWS) and classified materials (Section 3.2.1.14.1 of the PWS). Will the government please provide the correct PWS section numbers for this requirement? There is no Section 3.2.1.8 and 3.2.1.14.1 in the PWS.

· Answer: Reference to Section 3.2.1.8 of the PWS should be 3.2.7, and reference to 3.2.1.14.1 of the PWS should be 3.2.7.

25. Page 20, Factor IV – Price – Question: The RFP references a Pricing Spreadsheet. May offerors create their own Pricing Spreadsheet or will the Government provide a spreadsheet to use?

· Answer: Offerors may create their own Pricing Spreadsheet.

26. Page 19, Sub-factor II – Performance Approach – Question: Regarding "Capability to implement a Technical Manual Analysis Group, to include necessary steps taken to ensure applicable technical manuals are reviewed for accuracy, status of authorized changes, and updated as required (Section 3.3.2. of the PWS)", will the Government provide additional information about what this tasking is and indicate what labor categories this tasking relates to?

· Answer: The Technical Manual Analysis Group is a part of the ILO Maintenance Support Assistance Team (MSAT). All ten MSAT personnel are Supply Technicians.

27. Question: The Past Performance Information Form states "If Helpdesk work was performed, indicate population of users supported, number of trouble tickets processed, and average turnaround time". Will the Government please clarify if this requirement applies to this solicitation?

· Answer: In regards to the Past Performance Information Form, the statement “If Helpdesk work was performed, indicate population of users supported, number of trouble tickets processed, and average turnaround time” does not apply to this requirement. A revised Past Performance Information Form has been uploaded as a part of Amendment 01.

28. Question: Requirements for Proposal Content II, Section 4, Page 17: “Graphics (including tables) in the proposal must use an alternative Times New Roman font with 8 point size type or larger.” Please confirm that content in tables and graphs must be in a font other than Times New Roman.

· Answer: Graphics (including tables) in the proposal must use an alternative Times New Roman font with 8 point size type or larger.

29. Question: Requirements for Proposal Content II, Section 4, Page 17: “The offeror is permitted to submit no more than one page for each of the following, which will not be included in the page count: a cover sheet, list of tables, list of figures, list of acronyms, compliance matrix, and table of contents.” Is a list of tables, list of figures, list of acronyms and compliance matrix required with proposal submission?

· Answer: In regards to Proposal Content II, Section 4, Page 17, a list of tables, list of figures, list of acronyms and compliance matrix are not required with proposal submission.

30. Question: Requirements for Proposal Content III, Factor III, Page 19: “To demonstrate its past performance, the offeror shall identify up to three (3) of its most relevant contracts performed within five (5) years of the solicitation issuance date. Those contracts must also reflect one (1) year of completed performance by the closing date of the solicitation.” Must the one year of completed performance be within five years of the solicitation date. In other words, if a reference is within the past five years, but part of the one year of performance is prior to 31 JAN 2017, may Offerors still submit past performance for the reference?

· Answer: In accordance with the solicitation, performance that has taken place outside of five years from the solicitation issuance will not be considered for evaluation purposes. Thus, a reference that does not have one entire year of completed performance within the stated timeframe will not meet the recency requirement. Offerors must submit Past Performance References that have performed within the last five years starting 31 Jan 2022 and have completed one year of performance by 15 March 2022.

31. Question: Requirements for Proposal Content III, Factor III, Page 20: “If the prime offeror or intended subcontractor/partner submits a past performance example in which it served as a subcontractor, the prime/sub/partner shall detail clearly the work that it performed and the magnitude (dollar value) of that subcontracted work only…. In addition to the information requested above, offerors shall contact their past performance references and request that each reference complete the Past Performance Report Form attached to the solicitation.” Due to privity of contract between the government and the prime contractor, Contracting Officers and Contracting Officer’s Representatives generally will not provide past performance information for companies subcontracting on a contract. Should Offerors submitting a reference in which it was a subcontractor provide the name, phone number and email address of the prime contractor’s point of contact?

· Answer: Yes, offerors submitting a reference where they performed as a subcontractor may provide the prime contractor’s information

32. Question: Requirements for Proposal Content III, Factor III, Page 20: “The offeror shall complete a “Past Performance Information Form” for each reference submitted. The form is an attachment to the solicitation.” The Past Performance Information Form is “attached” to the solicitation as a PDF file. Proposal Content II, Section 4 states “The only documents that may be submitted as Adobe pdf is the Facility Clearance supporting documentation and signed SF 1449 and amendments.” Will the government allow the Past Performance Information Form to be submitted in PDF format?

· Answer: Past Performance Information Form has been updated to a word document and submitted in the attachments section of the request for proposals.

33. Question: Requirements for Proposal Content III, Factor IV, Page 20: “The price proposal shall include allsupporting data. This information may include a breakdown of the labor categories, labor hours, and labor rates anticipated and should be submitted in Microsoft Excel format.” What other cost elements must be provided other than those cited in this paragraph to show the final billable rate? Does the government have a specific format Offerors should use?

· Answer: Offerors must provide the price information listed in the FAR 52.212-1 Addendum. The format of the information is up to the offeror as the Government does not have a required price spread sheet.

34. Requirements for Proposal Content III, Factor IV, Page 20: “To aid in the estimation and pricing of materials associated with the performance of this contract, a Contract Material List Attachment is provided as an attachment to the solicitation.” Will the government provide additional details on the “purpose” of the supplies and/or services in the following Sub-Categories? Security, Access, Safety, Upkeep, Storage

How are these Sub-Categories utilized as materials and supplies in the performance of required duties?

· Answer: The “purpose” of supplies and/or services pertaining to the Contract Material list are provided throughout the Performance Work Statement.

35. Requirements for Proposal Content III, Factor IV, Page 20: “To aid in the estimation and pricing of materials associated with the performance of this contract, a Contract Material List Attachment is provided as an attachment to the solicitation.” Cell I157 of the Contract Materials List indicates this is a partial year for the sum of supplies and/or services. What is the end date used to provide the amount entered into cell I157?

· Answer: The Contract Materials List is for informational purposes. The current contract is still an ongoing requirement, therefore no end date for Cell I157 is currently available.

36. Requirements for Proposal Content III, Factor IV, Page 20: “To aid in the estimation and pricing of materials associated with the performance of this contract, a Contract Material List Attachment is provided as an attachment to the solicitation. The Contract Material List is based on historical usage, and has remained relatively consistent.” The Contract Materials List provided with Solicitation N0018922R0010 provides the following period of performance totals:

0 (Base Period), $190,663.06 1 (Option Year I), $227,101.96 2 (Option Year II), $243,316.79 3 (Option Year III), $280,796.26

This represents an average annual increase in material costs through Option Year 3 of nearly 14%, a total of almost 42% from the start of the contract . This is not consistent with the statement made on page 20, "The Contract Material List is based on historical usage, and remained relatively consistent." Is the government's statement based upon the "transactional unit cost" of packaging, handling, storage and transportation (PHS&T) cost? If so, provide metrics on the number issues, average size of packaging, storage space requirements, etc...

· Answer: The statement that the Contract Materials List remaining relatively consistent is based on the types of materials historically purchased. A Contract Materials List has been provided for informational purposes.

37. Requirements for Proposal Content III, Factor IV, Page 20: “To aid in the estimation and pricing of materials associated with the performance of this contract, a Contract Material List Attachment is provided as an attachment to the solicitation. The Contract Material List is based on historical usage, and has remained relatively consistent.” The previous solicitation of this requirement, N0018917R0019, included Attachment 3 Pricing which included ODCs for materials costs.

Attachment 3 showed the material ODCs for RRAM, MARMC and MSAT for each period of performance totaled:

The Contract Materials List provided with Solicitation N0018922R0010 provides the following period of performance totals:

Base Period, $170,000.000 (Base Period), $190,663.06
Option Year I, $175,000.001 (Option Year I), $227,101.96
Option Year II, $180,353.002 (Option Year II), $243,316.79
Option Year III, $185,763.603 (Option Year III), $280,796.26
Option Year IV, $191,336.494 (Option Year IV), $47,308.54

Through Option Year 3 this represents a $230,760 difference in the estimated ODCs of the solicitation and the amounts listed on the Contract Materials List.

QUESTION: Was the incumbent contractor compensated for materials based upon the ODC estimate or the amount listed on the Contract Materials List? If at the amount listed on the Contract Materials List, will the successful awardee for Solicitation N0018922R0010 be reimbursed for their actual material costs?

· Answer: The current contract has cost-reimbursable CLINs. The prospective contract is a FFP LOE type commercial contract. A Contract Materials List, based on historical usage, has been provided for informational purposes.

38. Requirements for Proposal Content III, Factor IV, Page 20: “To aid in the estimation and pricing of materials associated with the performance of this contract, a Contract Material List Attachment is provided as an attachment to the solicitation. The Contract Material List is based on historical usage, and has remained relatively consistent.” For the previous solicitation of this requirement, N0018917R0019, included Attachment 3 Pricing which included ODCs for materials costs. Attachment 3 showed the material ODCs for RRAM, MARMC and MSAT for each period of period totaled:

Base Period, $170,000.00 Option Year I, $175,000.00 Option Year II, $180,353.00 Option Year III, $185,763.60 Option Year IV, $191,336.49

The material ODC amounts in Attachment 3 were the same as those listed in the table of Solicitation N0018917R0019 Price Proposal Evaluation Criteria. Offerors were instructed to use the estimated costs of materials for proposal purposes. No such ODC estimate is provided with the current solicitation, just the Contract Materials List. How will the government evaluate Offerors' material costs that must be included in the FFP LOE price buildup?

· Answer: Offerors are instructed to provide a pricing spreadsheet. As such, pricing will be evaluated based on the offerors submission.

39. Requirements for Proposal Content III, Factor IV, Page 20: “To aid in the estimation and pricing of materials associated with the performance of this contract, a Contract Material List Attachment is provided as an attachment to the solicitation. The Contract Material List is based on historical usage, and has remained relatively consistent.” Are Offerors supposed to include their "guess" on material cost with CLINs X001? Actual cost data indicates packaging material costs have increased over 50% in the past 2 years. Given the current economic environment of inflation the requirement to forecast material supply cost and include it as part of FFP LOE to be paid on a monthly basis puts Offerors at significant economic risk for loss. Will the government reimburse the awardee at actual material supply costs? If so, provide a "plug" number for material supply costs as has been done with travel costs.

· Answer: Offerors are to utilize the Contract Materials List of items historically used. The current contract has been in place since 2017, and the COVID-19 pandemic began in 2019. Two years of the current contract performance have been in place during the pandemic. The government will not provide a “plug” number.

40. Addendum to FAR Provision 52.212-2 Evaluation- Commercial Items, Page 21: “The Government intends to award a Firm Fixed Price (FFP) Level of Effort (LOE) type contract to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in the solicitation.” Contract N0018912C0007 was awarded to the incumbent as a Time and Materials contract. The solicitation of the follow-on contract, N0018917R0019, indicates the contract would be a FFP LOE. The solicitation included Attachment 3 Pricing which included ODCs. Solicitation N0018917C0007 was awarded to the incumbent as a FFP LOE contract. However, an ODC CLIN was not included in Schedule B of the solicitation. Instead Offerors were provided the following instructions:

Offerors shall use the following estimated costs for travel and material amounts for proposal purposes. The amounts specified below include no associated indirect costs. Offerors shall include the estimated travel and materials costs specified below in their cost proposals, and load the costs appropriately with indirect costs.

This enabled all Offerors a level playing field in which to submit price proposals in evaluation of the FFP LOE. The current solicitation only provides historical cost to "aid in the pricing of materials". This does not afford Offerors same standardization of ODC costs and provides the incumbent an unfair advantage. Please provide a "plug" estimate for ODC material costs.

· Answer: A plug estimate for the “ODC material costs” will not be provided. The prospective contract is a FFP LOE type commercial contract. A Contract Materials List, based on historical usage, has been provided for informational purposes.

41. Background Investigation Requirements and Security Approval Process, Page 80: “Although the contractor will take JPAS owning role over the contractor employee, the Navy command will take JPAS "Servicing" role over the contractor employee during the hiring process and for the duration of assignment under that contract.” JPAS has transitioned to Defense Information System for Security (DISS) and according to Defense Counterintelligence and Security Agency (DCSA) Contractors cannot “Own” employees in DISS unless the employee requires a SECRET Security Clearance or higher. Please confirm all personnel working on the awarded contract will require a SECRET Security Clearance.

Answer: All positions will require a Secret Clearance. Only interim, with investigation(s) in process personnel shall be permitted to be employed as a Warehouse Specialist and only assigned to the (IART) program during that active background investigation. Those interim personnel must have successfully acquired a DBIDS access pass post the regional background check.

42. PWS 3.1.15, Page 94: “The Contractor shall ensure that Contractor personnel operating Materials handling equipment (MHE) pass a periodic physical examination as specified by Naval Medical Command (NAVMED) P-117 published by the Bureau of Medicine and Surgery (BUMED). Each MHE operator must possess a current Medical Examiner’s Certificate or proof of a current medical examination document on their license.” Forklift operators employed by our team at Naval Base Norfolk, St. Julien’s Creek, , Cheatham Annex or Naval Air Station Norfolk have never had to meet this requirement. Please confirm this is necessary. If so, what is the frequency? Who performs the examination and at what cost?

Answer: Yes – Without exception, all forklift operators shall have current and up to date medical cards. The contractor is responsible for obtaining these medical examinations. Current frequency for examination is (2) two years without condition and (1) year or less depending on personnel physical condition(s).

The contractor personnel employer is responsible for obtaining the physicals and at the employer’s expense.

43. PWS 3.1.18, Page 94: “Department of Defense (DOD) Wood Packing Material (WPM) requirements - Contractor shall maintain an operational WPM Program using CNO message R 231143Z Oct 06 as guideline. Provide phytosanitary measures to include auditing, inspection and reporting procedures for WPM.” Will the contractor be required to build crates? If so, who is responsible for providing the materials and tools necessary to build crates? What is the historical metric of crates built for each period of performance for the incumbent contract?

Answer: Creation of crates are rare. Most occurrences of crating is the repairing of an existing crate. Other Direct Costs (ODCs) funds are used to provide any crate material and/or equipment needed. Expect possibly 1 or 2 crates per fiscal year.

44. PWS 3.1.12, Page 93: “Operation of trucks and Material Handling Equipment (MHE). The Government will furnish trucks and forklifts as identified in Attachment 4.” Attachment 4 is not posted with the solicitation on SAM.gov. Will the government provide Attachment 4?

Answer: Attachment 4 has been uploaded and additionally reflected below.

45. PWS 8 Deliverables, Page 108: “The following deliverables are to be provided to the COR: Report formats are included as Attachment 5 to the contract.” Attachment 5 is not posted with the solicitation on SAM.gov. Will the government provide Attachment 5?

Answer: Please see Amendment 01 to the solicitation updated to include this attachments 5.1-5.11.

46. PWS 9.2, Page 109: “Overtime may be authorized by prior approval from the COR on an as needed basis.” How will overtime hours be funded? If under CLIN X001, provide the historical metrics for overtime performed on the incumbent contract per labor category per year. If this information is not available, provide an estimate for the number of hours of overtime to price per labor category per year as was provided with Solicitation N0018917R0019 Attachment 3.

Answer: Overtime is for processing after hours, CASREP requisitions only and the contractor is responsible. The average occurrence of 4 (four) per FY should be expected.

47. PWS 7.2.2, Page 108: “The government will provide the contractor with trucks and forklifts as identified in Attachment 4.” How many trucks and forklifts will be furnished at each place of performance? Will the government also provide pallet jacks, shrink wrap machines and other MHE? If not, provide the historical amount of each type of MHE used in the execution of the incumbent contract.

Answer: Currently there are 4 (four) trucks and 8 (eight) forklifts provided by the government. All other MHE (i.e. Pallet Jacks, shrink-wrap machines and cleaning equipment) are in house and available for use. The contractor has the responsibility of obtaining any fork truck propane fuel.

48. PWS 3.1.2.1, Page 92: “The contractor shall provide physical material distribution support for the offload and backload of SURFLANT and SUBLANT ships entering CNO availability when an ILO is scheduled.” How many SURFLANT and SUBLANT ships underwent offload and backload for each year of the incumbent contract? What is the number of SURFLANT and SUBLANT ships scheduled for offload and backload for each year of the new contract?

Answer: Currently only SURFLANT activities requires physical material distribution support for the ILO offloads and backloads. There are approximately an average of 11 ‘Offloads’ and ‘Backloads’ per fiscal year (FY).

Currently SUBLANT activities perform their own offloads and backloads.

49. Multiple PWS paragraphs on various pages: The contractor will be required to transport government assets within 50 miles of commercial or government locations. Please confirm transportation will be accomplished using government furnished vehicles and fuel will be provided by the government.

Answer: Yes – the government furnishes the trucks and their respective fuel(s).

50. PWS 3.1.8, Page 93: “The contractor shall assign a tracking coordinator to maintain an active tracking system in support of FLCN’s Material Return Program (MRP) operations.” Is the tracking system to be utilized government furnished? If not, does the contractor provided tracking system need to be interfaced with government systems?

Answer: Yes – the government furnishes all applications necessary for material tracking.

51. PWS 3.1.11 Page 93: “The Receipt of Classified Material is not authorized for the RRAM and Special Storage Programs.” PWS 3.1.11.3 states, “All personnel designated to handle classified material must be authorized and physically possess a current DD 2501 Courier Card.” If receipt of Classified Materials is not authorized for this program, why is it necessary to designate personnel to handle classified material?

Answer: Classified material is not permitted for induction into the RRAM program. Classified material will occasionally be erroneously shipped to RRAM from naval activities where it will then become necessary to transport the classified material from RRAM to the DLA classified cage for disposition.

52. PWS 3.2.1, Page 94: “The contractor shall receipt for and unload incoming material from vehicles on a daily basis, and shall move the incoming material into the receiving area of the center.” What are the historical metrics for the number receipts and number of line items received on the incumbent contract for each period of performance?

Answer: Expect an average of 60+K Line items per year. Approximately 70% of these line items originate by the REMOVES team evolutions where material collected and transported to RRAM in tri-walls.

53. PWS 3.2.1.7 Page 95: “Hazardous Material (HAZMAT) shall be processed immediately.” What are the historical metrics for the number of HAZMAT receipts and number of HAZMAT line items received on the incumbent contract for each period of performance?

Answer: An average of 2 items per month shipped to RRAM directly from an activity is found to be hazmat.

54. PWS 3.2.17.1 Page 99: “Pilfer-able or high value items shall be stored in the locked security cage.” What is the average historical number of pilferable/high value line items that must be stored in the locked security cage?

Answer: The RRAM program inventories are maintained in controlled access areas. Due to the controlled access, past inventory results and quality of personnel, we have found it rare to designate any material for the RRAM security cage.

55. PWS 3.2.18, Page 99: “The contractor shall issue all material received in the Center to the appropriate code.” Are all receipts specified in PWS 3.2 issued or is some material stored and warehoused for an indefinite period of time?

Answer: All material inducted into the RRAM unrestricted programs are immediately available for issue to all naval activities.

All material designated by the government sponsors to be inducted into their respective restricted RRAM programs is immediately available to all activities designated by UICs.

56. PWS 3.2.19 Page 99: “The contractor shall coordinate transportation/shipping requirements on all shipments from MARMC by commercial and government carriers.” What are the historical metrics for the number shipments and number of line items shipped on the incumbent contract for each period of performance? Was the incumbent contractor responsible for packaging all shipments?

Answer: Expect an average of 45K issue per year. The contractor is responsible for the packaging of each issue.

57. PWS 3.2.19.2, Page 100: “Packaging for shipment. The contractor shall perform the packing, crating, bracing, and marking in accordance with NAVSUP P-700. The contractor shall verify that all items being shipped are in accordance with the Shipping Memorandum.” Will the Contractor receive DLR containers from ATAC?

Answer: ATAC does not provide packaging materials to RRAM.

58. PWS 3.2.2, Page 101: “An estimated 3,100 Technical manuals are reviewed for accuracy, status of authorized changes and updated as required.” What does the number of Technical Manuals received represent? The number received for the entire period of performance of the incumbent contract? The average received for each period of performance? The average number received for each offload? Or some other metric?

Answer: Expect 31K tech manuals to require review during the duration of the contract. The number of Tech Manuals is dependent upon the amount of ship’s availabilities that will occur during the contract and the percentage of ‘hard copy’ manuals in use by each individual activity.

59. PWS 3.2.2, Page 101: “An estimated 3,100 Technical manuals are reviewed for accuracy, status of authorized changes and updated as required.” What is the average number of pages per Technical Manual?

Answer: Expect an average of 125 pages per manual.

60. PWS 3.3.2.2, Page 101: MSAT TAG personnel will inventory, shelve, and verify the tech manuals at the ILS site.” What is the location of the ILS site? Will the government be providing the shelving?

ILS Support Division Code 503 Bldgs.74, 75 & 1556; Saint Julien’s Creek Annex Portsmouth, Va. 23702-5000

All shelving supplied by the government.

61.
