Questions and Answers
1. Will the government consider adding FAR 52.216-4 Economic Price Adjustment – Labor and Material, or similar? Since many of the labor categories pay rates have a minimum pay and fringe requirement that is determined by the government, it is difficult for a contractor to project what those rates may be over the life of this contract?
A: Clause FAR 52.216-4 has been included.
2. Under section II (4), Proposal Page Limitations, Factor V states that the required format is Microsoft Word. Is it intended for the pricing spreadsheet, Attachment 2, to be converted to Word?
A: Attachment 2 may be converted to Word. Excel has been added as acceptable formats for Factor V as well.
3. On Page 92, Factor IV: Past Performance, under Past Performance Relevancy, the RFP states “The following definitions will apply to this evaluation: Scope: Experience in the areas described in the PWS. Magnitude: The similarity of the dollar value of actually performed work that exists between the PWS and the Offeror’s referenced contracts during the stated five-year period established by the solicitation.” On page 86, Factor IV: Past Performance, the RFP states “Offerors shall not submit the IDIQ contract, FSS contract, or BPA itself as a reference. Offerors may submit a combination of no more than three (3) delivery orders (DOs), task orders (TOs), technical direction letters (TDLs), and/or technical area tasks (TATs) placed under an ID/IQ or BPA as one of the three examples of past performance.” If an offeror has a Single Award IDIQ of similar scope and magnitude to the RFP, would the government consider allowing the offeror to use the Single Award IDIQ in place of the combination of no more than three delivery orders. This would allow the offeror to provide a Past Performance that more closely matched the definitions of Scope and Magnitude?
A: No, please submit in accordance with the instructions outlined in the RFP.
4. On page 86, Factor II- Technical, due to the significant amount of material required for the technical response, would the government consider increasing the page count for Factor II-Technical from 30 pages to 45 Pages?
A: Pages have been increased.
5. Offerors have been provided an ODC value totaling $3,065,000 and 1,249,000 labor hours that require a combination of wage determined rates and the equivalent rates for federal hires for the non-wage determined positions as a baseline. In this scenario, the minimum direct labor would equate to approximately $37,603,670 and after adding the ODC value would total $40,668,670.37. The result leaves less than ten percent for offerors to apply the minimum statutory burdens and resulting fee. Is the $45,000,000 maximum contract value listed in the CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT VALUE clause correct?
A: Yes
6. May the required format for Volume V Price be amended to state Microsoft Word & Microsoft Excel in section II. REQUIREMENTS FOR PROPOSAL CONTENT?
A: Excel has been added as an acceptable format for Factor V.
7. May the page limit on a cover sheet, list of tables, list of figures, list of acronyms, compliance matrix, and table of contents under section II. REQUIREMENTS FOR PROPOSAL CONTENT be removed?
A: Page limit has been increased.
8. May offerors submit their bids via DOD SAFE?
A: No, please submit in accordance with the instructions outlined in the RFP. Proposer may submit multiple emails for their submission, but it is the proposer’s responsibility to verify all emails were received.
9. Section C.4.1 Task Orders A(11) and D(8) are identical tasks. Will the Government please provide clarification?
A: Para D.8 has been removed.
10. Section C.4.1 Task Orders D Production Control Services (6) states “Revise SCD data (ships, schedules, and estimates) in database.” Of the multiple databases, will the Government please provide clarification as to the name of the database and who currently maintains the database.
A: Database is "NDE" (Navy Data Environment). NDE is a centralized database and web based application used to manage Navy Maintenance and Modernization.
11. Reference 1 Attachment 2 Contract Pricing Spreadsheet Section C.2.1 Table % of Work: Bremerton, WA 20%, Norfolk, VA 30%, San Diego, CA 30% Question 1 Will the Government clarify if the hours provided in Attachment 2 are required to be priced based on 20% at Bremerton, WA Government site, 30% at Norfolk, VA Government site, 30% at San Diego, CA Government site, 10% at Contractor’s Facilities/Site, and 10% at Other Government site determined by Task Order?
A: Yes, that is correct.
12. Reference 2 Attachment 2 Contract Pricing Spreadsheet, Column A, B, and M, Row 22 Engineering Administration, Row 23 Engineering Administration OT RFP, Section C.9.1. Personnel Minimum Qualifications RFP Section C.9.1.9 Engineering Administrative Specialist Question 2 Will the government please clarify that the personnel qualifications for Engineering Administrative Specialist align to Engineering Administration for pricing purposes?
A: The Engineering Administrative Specialist does align with the Engineering Administration labor category.
13. Reference 3 Attachment 2 Contract Pricing Spreadsheet, Column A, Row 11 HVAC Engineer RFP, Section C.9.1. Personnel Minimum Qualifications Question 3 Will the Government please provide the personnel minimum qualifications for the HVAC Engineer?
A: HVAC Engineer. A minimum of five years experience in Heating and Air Conditioning systems is required, to include a at least two years general experience providing maintenance and/or moderization to HVAC Systems onboard an aircraft carrier, large deck amphib or large commercial vessel.
