About this file

This document contains questions and answers regarding Solicitation Number N0018922R0006 for Ships Engineering and Planning Support (SEPS) services. The solicitation requires engineering services including development of Carrier Availability Planning Systems, feasibility studies, material identification and tracking, ship change documents, production cost estimates, ship system studies, repair specifications, and verifications for U.S. Naval aircraft carriers and other vessels. One question noted an inconsistency between the stated contract maximum value of $45 million and the total cost of the required 1,373,900 labor hours at Service Contract Act rates. The agency responded that it has reviewed the numbers and believes the level of effort is appropriate for the requirement.

Questions and Answers cont.

14. There appears to be an apparent inconsistency in the solicitation (N0018922R0006), as written, with respect to contract maximum ceiling ($45M) and level of effort being directed for pricing purposes (1,373,900 total hours in Attachment 4, SEPS Contract Pricing Spreadsheet). We would have presented this question earlier if we had realized the impact of the inconsistency to the pricing attachment.

Does the level of effort in the pricing attachment include hours beyond what is intended to be ordered in the aggregate to arrive at the maximum ceiling value (SF 1449 – Continuation Sheet, “CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT VALUE”)? If not, when calculating the mandated hours for the SCA labor categories alone at the SCA wages and 100% government site would result in a total evaluated price that far exceeds the maximum value.

A: The Government has taken a second look at the numbers and we believe that the number of hours is appropriate for this requirement.
