QUESTIONS AND ANSWERS

Question 1: Please explain the payment terms. Will the contractor submit invoices once an option is completed or every two months?

Answer 1: Invoices can be submitted when the task is complete or monthly.

Question 2: Will the contractor be notified of your intent to exercise the next option or is it ongoing?

Answer 2: The contractor will be notified of the intent to exercise the option.

Question 3: What is the estimated award date?

Answer 3: Estimated Award is between 23 September 2022 and 30 September 2022 Question 4: Who is the personnel to contact if the contract officer and contract specialist is not reachable?

Answer 4: During the solicitation period the contact is the contract specialist. After award, the Contracting Officer Representative (COR) is the point of contact.

Question 5: Dimensions for elevator in Building 108:

Answer 5: Elevator door (7 feet height; 42 inches width). Elevator car (77 inches length/depth; 60 inches width). Dimensions for elevator in Building 46: Unsure of official measurement most likely similar.

Building 46 loading dock dimensions: Rollup door for loading dock in 108 14’-0” wide x 14’-6” high.

Question 6: Is growth expected in collections? Will space need to be left for growth?

Answer 6: Yes, space for growth will need to be incorporated into the shelf plans during the pre-move planning and shelf mapping phase. Collections will not be stored using top two shelves in most compact shelving. There should be sufficient capacity for all of the collections without needing the top shelves. The small compact shelving units for the Reference Collection will utilize all shelves.

Question 7: Will shelves need to be adjusted to accommodate items of varying size?

Answer 7: Shelves should not need to be reconfigured during move.

Question 8: What sort of classification system is used in the NDL?

Answer 8: Library of Congress classification is used for the General and Reference Collections. The Periodical Collection, cruise books, DVDs, sound recordings, and subject/vertical/Z collection files are organized alphabetically by title/subject. These collections will largely move in the order in which they are currently organized on the shelves. There are some Reference Collection materials in the General Collection stacks that will need to be appended to the Reference Collection when moved to Building 46.

Question 9: Do we know when shelving will be installed?

Answer 9: PER GREG FROM LAST WALKTHROUGH All High Density shelves will be completed by September. Other shelving will be installed at a date to be determined. Those shelves are currently on order.

Question 10: Mapping of general collection to larger space anticipated from vendor?

Answer 10: Yes, shelf mapping will be completed in coordination with Library POCs and will be finalized during the pre-move planning phase. This work can begin at the outset of the contract period of performance.

Question11: What do we use for cataloging?

Answer 11: The Library uses EOS.Web as its integrated library system (ILS) catalog. The Photo Archives does not an electronic cataloging system to track its holdings.

Question 12: Are the Photo Archives collections in order that they will be moved?

Answer 12: Yes. The Photo Archives has a few subsidiary collections but each are housed in archival boxes and are largely in the order that they will be housed in the new building. There will be some special planning necessary for fragile and oversize materials.

Question13: Will they remain boxed?

Answer 13: Yes. Items in boxes will be moved as is to new shelves (as mapped).

Question 14: Do you have a breakdown of periodical space measurement?

Answer 14: LFI information provided by shelving contractor who completed those measurements did not breakout the periodical section. Measurement of periodicals is combined into the measurement of the general collection. Periodicals will be moved with the general collection as subsidiary collections in the new building.

Question 15: Can you confirm that there aren't ephemera and artificial stored in flat files?

Answer 15: No artifacts or ephemera were located in the flat files.

Question 16: Can front doors be removed in order to accommodate a ramp in 44?

Answer 16: Uncertain at this time. Most likely they can.

Question 17: Are Lektriever contents moving?

Answer 17: Yes, they will be moved in existing drawers to be placed in newly installed Lektriever (estimated installation on September 16).

Question 18: How many trays in Lektriever?

Answer 18:

36 rows total 20 rows with 8 trays 14 rows with 16 trays 1 row with 4 small trays & 6 large trays 1 row with 12 small trays & 2 large trays

Question 19: Does the Lektriever work?

Answer 19: Yes.

Question 20: Number of flat files in Photo Archives that contain oversize collections?

Answer 20: Thirteen (13) flat file drawers contain materials.

Question 21: Will Cabinet materials move to cabinets in new space?

Question 21: Yes, items in filing and flat file cabinets are expected to move into new cabinets in Building 46.

Question 22: Valuation of collections for insurance purposes?

Question 22: We have placed an estimate of $2 Million for the entire Library and Photo Archives collections. The main intent of the valuation is to cover the cost needed to stabilize, repair, and/or restore any items from the collections that are lost or damaged during the move process—to include all conservation, remediation, or replacement of items. Work should be completed by professional conservators. Valuation of any damaged items to be completed as needed in-house or by using a vendor of the command’s choosing. There are no set high value prices for individual items.

Question 23: Will contract movers need to compete for move space?

Question 23: There are other NHHC tenants that will share Building 46/67. All construction should be completed by the time that the Library and Photo Archives moves take place. While a final move schedule has not yet been developed, the command will work to ensure that collection moves will not be taking place simultaneously. It is in the interest of the command to space out each move where possible to minimize disruption. We can finalize the move schedule during the pre-move planning and mapping phase, in full consultation with the contract company.

Question 24: Start date?

Question 24: A kickoff meeting will need to take place prior to 30 September 2022. The contract companies should outline their plan and the duration of any pre-move planning and shelf mapping in SOW.

Additional comments:

Drawers can be used to move the microform collections. There is existing shelving where microforms will be placed. Although the microform shelving is not configured exactly the same in both spaces, there is sufficient capacity in the new shelving to house the entire collection easily.

Shelf map needs to be completed in coordination with the vendor. Expertise in Library shelf mapping will be needed from vendor during pre-move planning phase.

Oversized books will be converted from vertical to flat shelving. Working with conservator to confirm best storage practices for these materials.

Periodical Collection is shelved alphabetically by title.

Limited width in alley adjacent to ramp from Building 108 due to A/C unit that cannot be moved. Clearance is slightly less than 36 inches. Lift gate on back of moving truck could be used for direct transfer from dock.

Interfiling of Library of Congress classified Rare Books and Special Collections materials will be necessary. That discussion will be had during pre-move planning and shelf mapping phase.

Removal of 3 or 4 rows of shelving in Special Collections to create sufficient access/space clearances and assist with moving equipment and packed collections staging will be coordinated with contract company, if not included in contract.
