PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
FOR THE MOVE OF THE LIBRARY, PHOTO ARCHIVE, SPECIAL COLLECTION AND RARE BOOK
COLLECTIONS FOR THE
NAVAL HISTORY AND HERITAGE COMMAND
I. Introduction and Background:
1.0 INTRODUCTION The Naval History and Heritage Command’s Histories and Archives Division seeks to relocate the Navy Department Library (which includes the Rare Book Room; library stacks; General Reference Room; Microform room; and Special Collections) and the Photo Archives currently located on the Washington Navy Yard in buildings 44, 57, and 108 (note: these 3 buildings are co-located and adjacent to one another). This scope of work describes the performance specifications for the processing, housing/rehousing, packing, crating and moving of historic artifacts, collections, and library holdings under the cognizance of the Naval History and Heritage Command (NHHC), History and Archives Division (HAD), located at the Washington Navy Yard (WNY), Washington, D.C. The scope of this contract does NOT include the Operational Archives located on the 3d floor of building 108 and does NOT include the Operational Archives housed in building 200.
1.1 The Base of this contract will be for the move of the library stacks, located in building 108, to buildings 46 &
67 (the buildings immediately adjacent to the current location).
1.2 This contract will contain 5 options, which may be executed either in sequence, at random, concurrently, or not at all.
1.2.1 Option 1: Curation Services & Rare Book Room
1.2.2 Option 2: General Reference Room
1.2.3 Option 3: Microform Room
1.2.4 Option 4: Photo Archives
1.2.5 Option 5: Special Collections
2.0 BACKGROUND The NHHC’s Histories and Archives Division is comprised of the Navy Operational Archives, Navy Department Library, and Histories branches. They are currently located in spaces on the WNY that do not meet the criteria for Navy Historical Resource Facilities. NAVFAC is currently renovating buildings 46 and 67 on the WNY that will meet our criteria. HAD will consolidate archives and library assets into un-renovated and renovated facilities at project completion. The planned completion date of the renovation of building 46 / 67 is August 2022.
II. Services Required:
3.0 SCOPE OF WORK
3.1 NHHC is seeking experienced and qualified experts to execute the move of the Library Stacks; Rare Book Room; General Reference Room; Microform Rom; Photo Archives; and the Special Collections to its new facilities.
Each portion of the move (Contract Base and five options) should be individually priced and executed based on the requirements of NHHC.
3.2 The contractor will produce a comprehensive plan for relocating the fixtures, equipment, files and collections from their current Washington Navy Yard locations to the new locations, which are located one city block away (less than a 1/4 mile) from the present facilities. The resulting plan is to include a detailed evaluation of:
move logistics and planning;
how materials will be moved between our current buildings and the new spaces in Building 46/67;
assisting NHHC Staff in mapping the current shelf locations of the collections to their new shelf locations;
relocation timelines;
cost/pricing estimates;
manpower and equipment requirements;
packing requirements.
spatial/staging requirements;
general security during the moving process
3.2.1 The contractor must have substantial logistical expertise, a comprehensive understanding of library and archives collections handling including: experience with transporting fragile and/or rare documents and materials;
experience with transporting large objects; and experience with transporting extensive document/book collections which contain mixed media such as library materials, books, periodicals, journals, flat files, and other reference material and movement of these materials from one location to another. The following areas within HAD require work: Library and Photo Archives.
a. Library: The library contains books; reference material; rare books requiring special handling; special collections; articles; varied and fragile collections, map and file cabinets, artifacts; oversized objects; and other Government Owned Items.
b. Photo Archives: Archival and historic photographs and photographic materials to include photos, records and files, glass slides, equipment and other archival material.
3.2.2 The contractor must be able to demonstrate specialized experience in archival, artifact, and library collections relocation services including packing, handling, crating and transportation. NHHC requires collections be placed in suitable containers per professional archival, library, and conservation standards. NHHC requires artifacts, rare publications, special archival materials and other items identified as fragile (or in need of special handling) be placed in archival containers constructed of inert, archival-grade materials suitable for transportation per professional archival, museum, and conservation standards. All materials and methods used for the work require approval in advance by NHHC.
3.3 Pack and move unclassified books, journals, publications, and various other Library holdings in moving boxes.
3.4 Move packed boxes to their new locations as directed by staff and in accordance with predetermined location mapping.
Special Requirements
1. Project Initiation/Kick-off. The purpose of the project initiation phase is for the project team to meet, strategize and prepare for the project. The contractor will be provided all known dates and documents of relevance to the project. Project initiation should commence with a kick-off meeting with appropriate project stakeholders and include: a project team orientation meeting, site visit and walk-though, development of detailed project methodology and development of a project schedule.
2. The contractor will undertake a cost analysis of proposed move strategies, including the cost of transporting the photo and library collections containing fragile documents and maps, delicate archival and special collections materials, and vast quantities of books and records. Many records must be moved without disturbance to the box or packaging of the archival materials. Materials must be moved to facilitate re-shelving in specific order, so the move contractors must plan for an organized and structured packing and unpacking of materials.
3. Contractor will communicate with staff throughout the process.
4. Contractor shall manage relocation projects in a timely, cost effective and non-disruptive manner including, but not limited to: project management of moves, pre-move preparations, contractor equipment staging, movement and redistribution of boxes and/or corrugated totes as well as PCs and peripheral equipment, post-move walkthrough, post-move clean up, as well as other duties that may be required by the project and
SOW.
5. Contractor shall perform walk-through inspections with COR of all buildings prior to each move in order to assess the conditions at the facilities. Contractor shall document any and all unsafe conditions, preexisting damages (scratches, holes, stains, marks and any other identifiable damage that could occur as part of a move) and any other specific items that must be addressed prior to the move. Contractor shall deliver document to KO and COR prior to the start of the move.
6. Hand trucks, dollies and book carts shall have soft neoprene or equivalent type wheels. NO metal or hard rubber wheels shall be used in the performance of this contract.
7. Contractor shall remove rubbish (Contractor supplied materials and debris from move including; packing materials, tape, contractor/stretch wrap, carpet shield and any other items from contractor that need to be disposed of) from the government's premises after move is completed. Remove all padding, packing, and crating materials from the premises of the government as directed by COR.
8. Contractor shall return to buildings approximately 2-4 days after each move or as project timelines require to collect used boxes/crates and other materials supplied by Contractor at designated locations that will be provided for each move within the schedules. Contractor shall return at a later date to collect remaining Contractor supplies as directed by the staff or COR.
9. When packing is required, contractor shall furnish all packing containers and related supplies including, but not limited to, boxes and cartons, corrugated totes, speed packs, dollies, carts, padding material, marking material, sealing tape, contractor/stretch wrap and color-coded marking tags to the moving activity approximately 30 days prior to move date or per the project schedule.
10. Contractor shall provide curation services to include housing/rehousing of artifact collections in accordance with accepted industry standards.
11. There are elevators at certain locations in the buildings. Contractor shall use passenger / freight elevators and/or stairs, as required. Building 108 freight elevator dimensions: Elevator door (7 feet height; 42 inches width). Elevator car (77 inches length/depth; 60 inches width).
12. There is a loading dock with concrete ramp in the back of building 108 which can be used to remove packed items from the building. However, due to the building renovation, there is now a large raised concrete platform in the alleyway adjacent to the ramp to the loading dock. While the ramp was never acceptable for moving carts loaded with materials—the metal plates on the ramp are very uneven and have gaps that “trap” wheeled carts. There is now what appears to be less than 3 feet of space between the platform and the dock. Materials would likely have to loaded onto pallets and moved by forklift off of the dock and out of the alley. An alternate plan would be to use a truck with a lift gate and transfer pallets from the dock to a lift gate (that meets adequate weight requirements) connected to the back of the moving truck.
IV. Deliverables:
The resulting HAD Relocation Plan will be a concise document, a comprehensive road map for moving the appropriate contents of HAD, that will include at two specific component parts:
(1) Provide a plan (mapping), packing, and moving the Photo Archives Collection (photos, records and files, glass slides, equipment and other archival material) to designated spaces in building 46/67; and,
(2) A plan (mapping), packing, and moving the Navy Department Library, including its books (stacks and reference collection), rare book collection, the USS Maine table and other artifacts; microform room; special collections materials, supplies, equipment, fixtures, furniture, and files into building 46/67;
HAD Relocation Plan will incorporate requirements for each phase of the move, to include preparing and packing records and other collections materials for the move, and ensuring that all records and other collections materials are moved to specific, designated shelf and storage locations. The plan needs to take into consideration special handling, fragile materials, and oversized documents, and enable HAD to ensure the move is executed according to appropriate, professional standards. HAD staff will be involved in the move preparations to include monitoring of all move activities to ensure compliance. If these standards outlined in the HAD Relocation Plan are not met, it will be considered breach of contract.
These plans collectively are to be sufficiently detailed enough to enable the efficient relocation of all the appropriate contents of buildings 44, 57 and 108 and installing the records and collections materials in the new renovated site.
Shelving and staging plans and move will need to be completed as outlined in Deliverables Section 8 (see below).
HAD will have final approval authority of relocation plans. Comments and reviews must be returned from HAD within 10 days of receipt of contractor’s plan.
VI. General Information:

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (NOV 2021)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.

(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.

(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.

(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
