The fixed fee for work performed under this contract is $__*__ provided that approximately __**__ hours of technical effort are employed by the contractor in performance of this contract. If substantially fewer than __**__ hours of technical effort are employed, the fixed fee shall be equitably reduced to reflect the reduction of work. The Government shall make monthly payments of the fixed fee at the rate of $__***__ per direct labor hour invoiced by the contractor. 1. SCOPE:
Naval Supply Systems Command [NAVSUP] Fleet Logistics Center – Norfolk [FLC-N] requires logistics and engineer support services to perform lubrication, maintenance, repairs, overhauls [with full parts support], weight test certifications, transportation movements and administrative support on shipboard MHE and SMSE. MHE is defined as all self-propelled equipment normally used in storage and handling operations in and around warehouses, shipyards, industrial plants, airfields, magazines, depots, docks, terminals and aboard ships. It includes, but is not limited to, all self-propelled MHE such as warehouse tractors, forklifts of various Equipment Condition Codes [ECC], platform trucks, pallet trucks, 463L aircraft loaders and automated material handling systems. It also includes non-powered shipboard pallet trucks. SMSE includes, but is not limited to, container handlers, mobile shipboard cargo cranes, shipboard aerial work platforms, telescopic boom lift trucks, scissor-lift platforms, diesel conveyor vehicles and flight deck scrubbers [FDS].
1.1. OBJECTIVE:
The contractor shall perform all PM and UM services, 12/18-Month Maintenance Program [includes 18-Month Weight Test Certification and Annual Fork Inspection], Transportation Services and Administrative Support of MHE and SMSE in accordance with applicable directives [a] through [p] as defined in the underlying contract PWS.
The contractor shall provide administrative, engineer, mechanical and technical support services to CNSL for maintenance and repair of MHE and SMSE used onboard surface ships. The contractor shall provide Subject Matter Experts [SMEs] with the ability and experience to conduct onboard analysis, in shop assessment, maintenance and repair on widely diversified and specialized CNSL MHE and SMSE. The Government reserves the right to review all resumes of proposed contractor candidates to ensure personnel meet or exceed the required years of experience listed in this PWS.
The contractor shall support the naval vessels located in the Atlantic and Indian Ocean, Mediterranean Sea, Caribbean Sea and the Persian Gulf. The applicable directives [a] through [p], cited in this PWS contain engineer, technical, maintenance and administrative support, applicable to this contract. These applicable directives are essential for a complete understanding of the administrative, operation, maintenance, repair and handling of MHE and SMSE. The contractor and their personnel [including sub-contractors] shall be familiar with all processes in each applicable directives referenced in this PWS.
1.2 DESCRIPTION:
The goal of a PM is to maximize equipment longevity while minimizing repair costs to ensure that MHE and SMSE will continue to function properly throughout its scheduled life cycle and designed to preserve and enhance equipment reliability. The goal of a UM program is to ensure maximum personnel safety and equipment efficiency during material handling operations. The goal of the 12/18-Month Program is to provide necessary lubrication and safe/serviceable repairs along with 18-Month Weight Test Certification, a corrosion prevention plan, which shall include painting of each unit [if in-port time frames allow] to ensure MHE and SMSE onboard a ship will perform as required until the next scheduled overhaul cycle. The equipment repair period should coincide with the ship timetable with the assistance of the TYCOM representative. The main goal of the 18-Month Weight Test Certification is to ensure the safe handling of ammunition and explosives with MHE and SMSE afloat. The goal of full parts support is to decrease the downtime of parts availability, increase utilization of MHE onboard ship in order for the ship to continue to support the mission. The goal of transportation service is to have the ability to relocate, transport, pick-up and deliver MHE and SMSE locally to reduce equipment downtime and move units to off-site location for paint support, disposal facility or other needed movement of material. The goal of administrative support is to have experienced personnel available to provide the necessary overall support to fulfill the requirements of this contract.
The contractor shall be responsible to provide full parts support [to include but not limited to] ordering, expediting, procuring, researching, inventory and tracking support services required under this PWS in performance of the PM, UM, and 12/18-Month programs.
All required maintenance and service support for MHE and SMSE on naval vessels will be via the MHE Branch and conducted on-site, at FLC-N facilities [parts service and administrative support] but alternate sites may be better suited if deemed appropriate by the Contracting Officer [KO], Contracting Officer Representative [COR] or Technical Assistant [TA]. The contractor has the responsibility to ensure proper capabilities to service all types of MHE and SMSE and to support effectively the anticipated workload outlined in the task order per NAVSUP P-538 [Section 8-2.2.3] and applicable directives [a] through [p].
The contractor shall furnish all work, management, supervision, labor, parts, materials, [other than those designated as GFE], transportation services and administrative support necessary to ensure effective and efficient performance of all functions identified throughout this PWS requirement. Any parts, components or assets that are available by replacement, repair, upgrade, or reconfiguration during the performance of this task, shall remain the property of the Government regardless of condition.
It is the contractor’s responsibility to produce all final deliverables acceptable to the Government. The contractor is required to employ industry best standards and practices while managing the work and the workforce in accordance with federal regulations and the terms set forth in this contract. The contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance and integrity. The contractor shall be responsible for taking such disciplinary action with respect to its employees as necessary.

3.1 TERMS
Approval: To grant the use of [an item]. One that has the technical knowledge to officially grant the use or substitution of an article of MHE. Approval is granted by NAVSUP-WSS, MHE Branch SME, or the In-Service Engineering Agent.
As required: A condition of acceptance based on an inspection, measurement, test, repair or replacement of a part or assembly of parts performed by a qualified engineer technician or repairer in accordance with the manufacturer technical manual. In some cases, the cost of individual parts may out-weight the replacement value of an entire assembly. In some instances “as required” leads to an additional test or inspection if or when satisfactory operations preceding’s have not been accomplished.
A4 Condition: The condition of previously used material that is repaired, reconditioned, overhauled and remanufactured to function and look like new, and issued to all customers without limitations or restrictions, Includes MHE and SMSE that have major overhaul performed on systems, with corrosion control performed on all assemblies, circuits and systems. An A4 unit will be capable of performing its original intended service life.
Corrosion: Is the gradual destruction of materials [usually a metal] by chemical and or electrochemical reaction with the environment. Rust, the formation of iron oxides, is a well-known example of electrochemical corrosion. It degrades the useful properties of materials and structures including strength and appearance. Rust is iron oxide that will appear when the iron atoms is exposed to oxygen usually in the presence of water. When water is involved, thin layers of rust will form that, when broken off, will reveal the metal underneath it. The exposed metal will then form new rust, which will repeat the process. This continual layer collapse will cause thinning of the material leading to ever-increasing holes in the metal, resulting in failure of the material. Salt water is more corrosive than fresh water causing accelerated deterioration.
Depot Level Repair Facility: A facility designated and funded by NAVSUP-WSS as certified to perform depot level repairs to MHE and SMSE.
Electromagnetic Interference [EMI]: An interference in the form of static, noise or increase voltage to sensitive electronic circuits produced by a current carrying conductor [electric motors; generators and alternators] that radiates energy. Systems most susceptible to these effects are sensitive communication, navigation and ordnance components.
Factory Mutual [FM]: A not for profit organization that performs examinations and tests of devices and systems to determine their relationship to hazards of life and property.
Original Equipment Manufacturer [OEM]: Refers to parts, services or consumables produced by the actual equipment manufacturer or sub-contractor.
Overhaul: The process of disassembly sufficient to inspect, repair, replace or service all the operating components of the end item. It also includes the reassembly and acceptance testing criteria capable of performing its intended function.
Qualified Vendor: A source for products or services that has met the applicable requirements of the governing specification or test.
Remanufacture: The process of MHE and SMSE repair to the extent that all modifications, equipment upgrades and resulting assemblies, subassemblies and systems are brought to like new condition [A4]. It includes resurfacing of all parts subjected to wear. If particular parts have received multiple improvements, the latest of that part shall be used. New parts shall maintain the original configuration and safety/EMI rating of the MHE or SMSE.
Safety Rating: MHE and SMSE has special components to reduce the chance of fire, explosion and electromagnetic/radio frequency interference. The safety rating, certified by an accredited laboratory, maybe compromised by the substitution of improper parts or components. Therefore, whenever parts or components require repair, replacement or overhaul a reference to the manufacturer’s technical manual is required to ensure the designated safety rating remains intact.
Service Life: Period assigned to MHE or SMSE that the performance of the MHE or SMSE is considered satisfactory.
4.0 PLACE OF PERFORMANCE:
The normal place of performance for the 12/18-Month Program, parts support and administrative support is Building W-127 and/or Buildings LP-26, V-58 or LP-22 at Naval Station Norfolk, VA but alternate sites may be better suited if deemed appropriate by the KO, COR or TA. The contractor shall support CNSL commands and vessels to include ship visits to determine asset availability, coordinate with Fleet Commands regarding schedules and provide oversight and On the Job Training [OJT] on MHE and SMSE. Maintenance and repair at any or all of the following locations: onboard various Naval vessels both CONUS and OCONUS at Norfolk, VA; Mayport, FL; Manama, Bahrain; Rota, Spain; Mina Jebel Ali, United Arab Emirates; or other locations as directed may be required.
Contractor personnel are required to work in warehouse spaces, outdoors or on-board afloat vessels and can be exposed to various conditions of extreme weather conditions [not limited to heat or cold temperatures, wind, rain, sleet or snow] during working hours. Contractor personnel are required to provide and wear the proper Personal Protective Equipment [PPE] per industry standard [such as but not limited to steel toed safety boots, eye protection, ear plugs, gloves, coveralls, hard hats and face shield]. The contractor’s performance shall not interfere with the Government’s or other personnel in the performance of this PWS. The contractor shall not cease to perform the services required under this PWS without the KO, COR or TA direction. Failure by the contractor could result in a denial of any compensation requests for any additional costs incurred in performance of the contract under such conditions.
Government leased work vehicles are provided to the contractor to perform all repair or maintenance services. The work vehicle shall have the capability and stability to allow the engineer technician to haul all the necessary required items [i.e. filters, oil, plastic funnel, containers] to perform repairs on the naval vessel without having to return to retrieve a part[s] for any item if possible. The contractor is responsible for full coverage of liability and comprehensive insurance coverage for employees operating government vehicles. A valid state driver’s license is required.
Issued with each government service vehicle is a government fuel card. The fuel card is for fueling of work vehicles only. Logbooks will be kept and completed by the engineer technician and all receipts will be provided to administrative personnel on a monthly basis as required for accountability. Misuse of the government issued fuel card will be grounds for immediate dismissal.
The contractor is responsible to ensure that all required passes, badges or logos are available for service vehicle to enter onto any base, pier or flight line where MHE or SMSE may be disabled.
All products, documentation, government furnished ADP equipment, tools, keys, data files, master or templates for products/reports [etc.] developed during this task are the property of FLC-N Code 501 and shall be turned over to the COR upon request or at the task completion.
4.1 GOVERNMENT FURNISHED FACILITIES AND EQUIPMENT:
The Government shall furnish [5] NMCI workspaces, furnishings, telephone services, document reproduction capability and all computer resources including access to terminals and printers, software, data, communication networks, etc. The [5] NMCI workspaces will be assigned to the Production Manager, Quality Assurance Inspector, Material Expeditor, Administrative Assistant and Shop Supervisor.
Warehouse and maintenance facility [shop] spaces outfitting includes storage racks, shelving, flammable storage lockers, spill-containment pallets, parts drawers, cabinets, work benches, counters, battery analyzers, battery water distiller, gas and arc welding equipment and battery chargers [portable and fixed]. Portable and hard-plumbed air compressors, air hose reels, drill press, jack stands, oversize impact wrenches, ladders, glove-box size grit-blast machine, parts washer and consumable operating supplies for the duration of this contract will be available.
Government material already in house is available for use by the contractor. However, the contractor is responsible for ensuring any material/equipment needed to perform services in accordance with the PWS is available.
Contractor personnel shall use the basic government-furnished facilities, equipment and supplies to accomplish the tasks required under this contract, as supplemented by contractor furnished tools. The use of government furnished equipment [GFE] for purposes not directly related to scheduled work completion of this PWS is prohibited.
Contractor personnel shall not remove, trade or barter any government-furnished equipment, parts, or supplies for any reason, without the express written permission of the COR or TA. Damaged GFE [while being used] by the contractor may require reimbursement to the government especially if suspected abuse or poor safety practices.
Contractor personnel shall maintain the assigned office spaces and warehouse bays in a neat, clean, orderly manner.
At least daily, loose floor trash requires removal from the individual bay area. At least weekly, all trash shall be removed from the building and must not be mixed into recycling containers. All hazardous material shall be kept in the proper flammable storage lockers when not in use and must not be left in workspaces or warehouse area overnight.
4.2 WORK SCHEDULES:
Normal working hours are Monday thru Friday, from 0630-1500. The contractor shall maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facilities are not closed. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force is essential. The contractor shall identify a retention plan to retain SME’s on hand at all times that meet the required experience identified in this PWS.
The contractor shall develop personnel work schedules to ensure all tasks described in the PWS are during core working hours common to Fleet Logistics Center – Norfolk MHE Branch. Entering or remaining inside Building W- 127, LP-26, V-58, LP-22 or any other facility supporting this contract during non-core hours is prohibited unless approved by the KO, COR or TA. The contractor shall be responsible for planning and scheduling work in such a manner as to account for facility access issues. Difficulties encountered by the contractor in gaining access to facilities by its employees and subcontractors shall not be an excuse to any contractor performance under the contract.
Note: All federal holidays are observed.
4.3 OVERTIME:
Overtime IS AUTHORIZED via the KO, COR or TA on this contract for the total number of hours awarded. Any additional overtime required shall be authorized in writing by the KO, COR, TA prior to being worked [email acceptable]. Overtime shall not exceed the amount specified in the overtime CLIN.
4.4 TRAVEL:
In accordance with the Joint Federal Travel Regulations [JFTR] costs for transportation will be paid based upon mileage rates, actual costs incurred, or a combination thereof, provided the method used results in a reasonable charge. Reasonable travel costs are allowable only to the extent that they do not exceed, on a daily basis, the maximum per diem rates in effect at the time of the travel. The JFTR, while not wholly applicable to contractors, shall provide the basis for the determination as to reasonable and allowable. Maximum use is to be made of the lowest available customary standard coach or equivalent airfare accommodations available during normal business hours. Using Government funds to pay for premium travel [including first and business class] is not allowable unless specifically authorized. Exceptions for the use of premium travel shall be approved in writing by the KO or COR prior to travel. Prior to incurring necessary travel, meeting the above requirements, the contractor shall submit a travel request for advance review and consideration for approval by the authorized government appointee [KO, COR or TA]. Unless approved in advance, the government may not pay travel costs.
It is anticipated that the following government and non-government sites will be visited no more than [3] times per year: On onboard various naval vessels both CONUS and OCONUS in port at Norfolk, VA; Mayport, FL; Manama, Bahrain; Rota, Spain; Mina Jebel Ali, United Arab Emirates; or other locations as directed.
Travel is normally scheduled in pairs for safety and other required maintenance support. Each travel team will be comprised of [1] Senior Engineer Technician and [1] Junior Engineer Technician. Contractor must comply with OCONUS anti-terrorism force protection travel requirements.
4.5 PERSONAL APPEARANCE:
Contractor personnel shall comply with company and standard industry dress codes. Since the majority of the work is in a warehouse setting, proper Personal Protective Equipment [PPE] must be worn at all times [such as but not limited to steel toed safety boots, eye protection, ear plugs, gloves, coveralls, hard hats and face shield]. Contractor office personnel may be regularly required to conduct business in the warehouse and must ensure they are dressed accordingly with no opened-toed shoes or sandals permitted. The contractor shall establish and maintain specific guidelines regarding the dress code for their employees. At a minimum, these guidelines should include prohibitions of eccentricities or extremes in dress and hairstyles, apparel in ragged and frayed condition; tank tops;
halter-tops; crop tops; sleeveless shirts; mesh and see-through garments, exposed clothing with obscene or advertising logos or undergarments type shirts worn as exterior clothing. Additionally, these guidelines shall provide for standardization in appearance by their contract personnel.
4.6 SMOKING/DRUG/ALCOHOL POLICY:
Contractor personnel shall comply with local FLC-N smoking policies and workforce requirements. The COR or TA will designate the smoking area allowable for each building. The contractor shall also comply with all federal statutes, laws, and regulations to implement a Drug Free Workplace Program [DFWP] as well as work force requirements and local command policies. Copies of both policies will be provided to the contractor by the COR at performance start date.
4.7 PERSONNEL COMPLIANCE:
The contractor is responsible to ensure that their personnel observe and comply with all local and higher authority policies, regulations, and procedures concerning fire, safety, building security, sanitation, environmental protection, security, traffic, parking, energy conservation, flag courtesy, “off limits” areas, and possession of firearms or other lethal weapons.
Note: When two or more applicable directives or instructions apply, the contractor shall comply with the more stringent of the policies.
4.8 CONTRACTOR’S FACILITY/OFFICE SPACES
The contractor is responsible to have all the tools, air compressors, tires, and spare parts required, within industry standards [standard tools of the trade] to service MHE and SME. The contractor and their personnel shall be familiar with all processes detailed in applicable directives [a], [b], [h] and [j]. Prospective contract personnel must be able to satisfy Naval Base Norfolk requirements for individual background checks and register in the Rapid Gate or Navy Commercial Access Control System [NCACS] for Naval Base access. Applicable directive [j] provides detail of the regional installation access control program.
Personnel identified as engineer technician to perform maintenance and repair on MHE and SMSE must be registered to ensure access to naval vessels and any other required facility. The contractor is responsible for obtaining access to various bases and flight lines.
The various bases and naval vessels may have different requirements and it is the contractor’s responsibility to gather the information needed for each site. The individual base security personnel will be able to provide this information. Applicable directive [j] identifies all the installation, pass office hours of operation and phone numbers.
The contractor will provide the access to Government facilities as required. Government facilities will be primarily in San Diego, CA, Norfolk, VA and Mayport, FL and other locations as required.
The minimum level of security required for this task is CONFIDENTIAL. Personnel accessing NMCI systems shall possess the eligibility to possess a SECRET clearance. Personnel performing classified work or requiring access to classified material or spaces under this task order shall possess both a DOD security clearance at the appropriate level [or higher] and the need to know. Clearance, or Interim, will be required at award. Contractor shall be required to have a confidential facility clearance with safeguarding capability not to exceed two [2] cubic feet.
Contractor shall require access to for Official Use Only [FOUO] information. In performing this contract, the contractor may receive and generate classified material and have Operating Security [OPSEC] requirements.
4.9 PERSONNEL REMOVAL:
The Contractor shall comply with all security requirements in accordance with the applicable directives and site-specific regulations. The Government’s right to grant and evoke access for particular individual[s] to its facilities will not constitute a breach or change to this PWS; regardless of whether said individual[s] are employed by the contractor, and regardless of whether said individual[s] are thereby precluded from performing work under the PWS.
For the purpose of this PWS, the term “contractor employee” applies to all contractor employees and sub-contractor employees performing work under this PWS and resultant contract. Removal of employees does not relieve the contractor from the responsibility for the work defined in this contract. The contractor is required to provide support services despite personnel removal or other unforeseen conditions.
4.10 ACCEPTANCE AND INSPECTION:
Only the KO, COR or TA has the authority to inspect, accept or reject all deliverables. All rejected deliverables shall be corrected at the contractor’s expense with no additional cost to the government. The COR or TA, as appropriate, may meet periodically with the contractor to review the contractor’s performance. At these meetings the COR will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action is required to resolve any outstanding issues.
4.11 WORKLOAD DATA PROJECTIONS:
The contractor is required to complete all UM and repair of units, 12/18-Month Program overhauls, 18-Month Weight Test Certifications and transportation of MHE and SMSE by the end of the Period of Performance [POP] date or earlier if identified below. Listed below is anticipated workload but due to ships schedules, urgent or changing missions and leveling requirements, this may require shifting of numbers within each program.

4.12 WORKLOAD COMPLETION SCHEDULE:
Specific defined completion deadlines, at the task order level, will be identified based on customer’s specific requirements. The contractor shall follow the below time schedule based on [Mon-Fri] on a 24-hour clock] for each program:
Tele-Trouble Support [TTS]: [24] hours after initial contact via phone call, message or other communication device with ship personnel.
Unscheduled Maintenance [UM]: [96] hours after initial assessment onboard ship or after transported to shop [2- Kilo must already be received by COR or TA].
12/18-Month Program: [90] days to complete each unit after funding is placed on the contract.
18-Month Weight Test Certification: [3] days to complete each unit after funding is placed on the contract provided no defects are found during testing.
Transportation: [7] days to transport each unit after funding is placed on the contract.
4.13 DIRECT MATERIALS:
If materials and/or parts are necessary to complete the required services, the contractor shall first review existing government inventory to determine whether the required part is readily available for use. If not, the contractor is responsible for procuring any material/part necessary to complete the services from an authorized vendor and ensuring compliance with applicable safety requirements as defined in the underlying contract. Specifically, replacement parts must meet the manufacturer’s specifications per NAVSUP P-538 [Chapter 8 Section 8-7]. Exact parts identified in the manufacturer technical manual safety section must be used when repairs are made to avoid compromising the units’ safety rating [NAVSUP P-538 Section 5-4 and Section 8-7]. All parts and materials required to complete the services shall be charged as Direct Materials or Other Direct Costs [ODC] under the terms of the underlying contract. If the contractor identifies that a part or total sum of parts is required which will cost in excess of $250, the contractor shall obtain approval from the COR or TA prior to procuring and charging the item against this task order. It is incumbent upon the contractor to ensure that the prices paid for materials are fair and reasonable. The Government may request, at any time, documentation/evidence of price reasonableness determination for materials procured under this contract.
4.14 ANCILLARY FUNCTIONS:
The Contractor shall have access to all Safety Data Sheet [SDS] of chemical products to ensure the users understand the chemical, physical and hazardous properties of each product used.
Responsibility of the Satellite Accumulation Area’s [SAA] for HAZMAT disposal items shall be the responsibility of the shop supervisor for work assigned per this task order. CNRMA environmental staff periodically inspects the SAA’s without providing advance notice.
4.15 WARRANTY PERIOD:
The contractor shall warranty all maintenance and repairs specified by this contract as outlined below. All required warranty actions shall be conducted at no additional cost to the Government. Should there be a conflict between this PWS and any of the applicable directives; the more stringent requirement will take precedent.

The contractor will be responsible for issuing MHE and SMSE when required for ships forces. 18-Month Weight Test Certification and required annual fork certification [SWO23-AH-WHM-010 Section Chapter 6 and NAVSUP
P-538 Section 8-6] are outlined in applicable directives [b] and [a]. A copy of all final trouble calls, work packages, fork inspections and weight test certifications will be included in each unit history jacket.
5. PROGRAMS:
5.1 PREVENTIVE MAINTENANCE [PM]: The contractor shall perform Preventative Maintenance [PM] assigned to all ship forces unit who has MHE and SMSE supported by this contract. All PM actions shall be included as part of the 12/18-Month Program at the maintenance facility unless otherwise directed by the COR or
TA.
PM actions consist of the inspection, testing, lubrication and adjustments required by the manufacturer technical manuals per applicable directive [h], industry standards for powered industrial forklifts applicable directive [g] and ship forces MRC/MIP’s. The contractor is responsible to procure all required parts, such as but not limited to, oil, air and hydraulic filters, engine and transmission oils, lubricants, grease and rust corrosion material if requested. The contractor is responsible to identify all labor hours, specific work performed and all parts and associated cost on trouble calls provided upon completion of unit to the COR. The contractor is responsible to schedule and document all PM actions via DPAS. Details of required PM tasks and actions can be located using reference [h].
NOTE: For all maintenance, repair or overhaul the multiple kinds of safety devices, depending on MHE and SMSE type, are provided to ensure its safe and efficient operation. Refer to NAVSUP P-538 for the specific types of safety devices associated with MHE and SMSE to ensure its safe and efficient operation as per SWO23-AH-WHM-010 [Chapter 4 Section 4.4]. Only trained, experienced, knowledgeable and authorized personnel are to perform repairs, maintenance, per NAVSUP P-538 [Chapter 8, Section 8.2 (b)]. Replacement parts must meet the manufacturer’s specifications per NAVSUP P-538 [Chapter 8 Section 8-7.]
5.2 UNSCHEDULED MAINTENANCE [UM]: Initially a contractor SME shall perform diagnostic trouble shooting [TTS] via verbal exchange or via e-mail with ship’s force personnel. The SME will attempt to diagnosis issue to assist ship’s forces in the repair resolution of the unit using SME guidance. If guidance fails to resolve the issue, the SME should advise ship forces a submittal of 2-Kilo is required. The COR or TA will make the determination to send Mobile Service Road engineer technicians to provide onboard Technical Authority or require the unit to be transported back to maintenance facility. A contractor SME must communicate with ship forces within [24] hours after initial contact via phone call, message or other communication device with ship personnel.
If transported to maintenance facility the contractor personnel has within [96] hours [2-Kilo must already be received by COR or TA] to repair unit delivered to the maintenance facility and/or upon receipt of part[s] if required to be ordered. The engineer technician must follow the safeguards outlined in manufacturers’ technical manuals [technical directive h] to avoid compromising equipment safety ratings. All transportation movement is the responsibility of the contractor to arrange. The ship is required to arrange for crane services if needed.
5.3 12/18-MONTH PROGRAM [IN SHOP]:
The contractor shall perform an inspection of the MHE and SMSE as required by the COR or TA for safe/serviceable maintenance and repairs in accordance with applicable directive (h) while the ship to which the unit is assigned is in a CNO Availability. If time constraints allow, corrosion control [including external paint] shall be performed on each unit unless waived by the COR or TA. All 18-Month Weight Test Certifications will be conducted to ensure the expiration date does not expire while ship is underway or on extended deployment.
It is the responsibility of the contractor to perform corrosion control and paint services during the 12/18-Month Program. Under this contract, access to a paint booth or paint facility is the sole responsibility of the contractor.
Transportation to the paint facility and return is the contractor’s responsibility to arrange and monitor.
The contractor is responsible for ensuring that all 12/18-Month unit assemblies are cleaned (abrasive or soda blasting, steam clean, power wash, or neutralizing solutions) to ensure all parts are free of oil, grease, wax, dirt, salt, rust or other foreign matter and show no signs of corrosion. The cleaning agent shall not etch or degrade the base material. If not to be painted, all parts shall be properly cleaned prior to reassembly. Rubber components and neoprene parts shall be protected from paint and overspray [belts, hoses, electrical covers, and wiring harness].
Spray can may be used in the immediate work area when the items to be touched-up are no larger than [12] inches in diameter. Safety directions on the spray cans must be followed. Proper PPE must be used at all times and the floor and surrounding areas must be protected from any overspray. All spray cans are hazardous and must be stored in the hazardous locker at the end of each workday. NO EXCEPTIONS.
The individual work package must be complete with labor hours, parts and hazardous material identified for the 12/18-Month Program. Questions should be addressed to the COR or TA for assistance.
5.4 18-MONTH WEIGHT TEST and/or FORK CERTIFICATION:
The contractor shall perform an inspection of the MHE and SMSE via the 2-Kilo process for an 18-Month Weight Test Certification inspection required by applicable directives (a) and (b). If a unit fails any requirement of the inspection, the unit shall be referred to the COR or TA for unscheduled maintenance to correct the failure. After the UM has been repaired and successfully inspected by the Quality Assurance Inspector, the 18-Month Weight Test Certification will be conducted as per applicable directive [b].
5.5 TECHNICAL AUTHORITY/TROUBLE SHOOT [TTS]:
The contractor shall perform diagnostic technical trouble shooting [TTS] via verbal exchange, phone call, message, e-mail or other communication device with Ship’s Force personnel. The contractor SME will attempt to diagnosis issues to assist Ship’s Forces in the repair resolution of the unit using SME guidance. If guidance fails to resolve the issue, the COR or TA will make the determination to send SME to provide onboard Technical Authority after 2-Kilo has been submitted by Ship Forces.
The contractor shall provide Mobile Service Road engineer technicians to the waterfront for onboard assessment to assist ships forces and provide Technical Authority on MHE and SMSE as requested by COR or TA based on contractor’s SME information.
All repairs in conjunction with the Technical Authority will be performed and completed onboard ship unless determination is made that unit is required to be transported back to maintenance facility by the COR or TA.
5.6 TECHNICAL OVERSIGHT:
The contractor shall provide over-the-shoulder safety and QA oversight for repairs and maintenance performed by Ship’s Force personnel on units assigned to their ship while in maintenance facility.
5.7 WORK LOCATIONS:
Current maintenance facilities are identified below:
FLC-Norfolk Building W-127 Buildings LP-26, V-58 or LP-22 On onboard various Naval vessels both CONUS and OCONUS in port at Norfolk, VA; Mayport, FL; Manama, Bahrain; Rota, Spain; Mina Jebel Ali, United Arab Emirates; or other locations as directed.
6. PERSONNEL QUALIFICATIONS:
All contractor personnel shall have the ability to communicate orally and in writing. Experience in shipboard MHE and SMSE must be recent and current [within 2 years].
Any government property destroyed or tampered with by contractor personnel shall be the responsibility of the contractor to replace at their expense.
All engineering technician personnel shall be capable of maintaining and repairing the wide range of diesel and battery operated electric forklifts typically used aboard naval ships. All engineer technicians must have the knowledge and experience required to maintain all UL [Underwriters Laboratories] ratings and EMI [Electronic Magnetic Interference] suppression requirements on weapons support equipment.
All contractor personnel must possess a MHE and SMSE operator’s license in accordance with NAVSUP P-538 [exceptions are Project Manager and Administrative]. It is the responsibility of the contractor to train and license personnel under their employment. No reimbursement is authorized from the government.
All contractor personnel performing under this Task Order are required to meet all qualification and experience levels of service defined in the underlying contract for all proposed labor categories without exception.

6.1 PROJECT MANAGER:
Responsible for the overall management of this contract and monitor the progress of all project deadlines and milestones.
Responsible to manage the program budget regarding expenditures and allocated funds.
Responsible to have strong experience as a manager of a large and complex project and have the ability to work with a wide range of individuals.
Responsible to maintain close coordination with the COR and TA to ensure MHE and SMSE repairs, overhauls and replacements are completed in a timely manner to avoid disruption of operating schedules.
Must be significantly proficient in all current MICROSOFT applications.
6.1.1 Experience: A minimum of [10] years’ experience as a manager of a project or management position.
6.2 PRODUCTION MANAGER:
Operate consolidated customer help desk to serve as the single point of contact [POC] to respond to trouble calls by shipboard personnel.
Conduct a preliminary assessment of all trouble calls and open/dispatch trouble calls to Mobile Service Road Engineer Technicians.
Conduct a preliminary assessment of all 12/18-Month Program units and develop work packages for each unit to provide to Shop Supervisor.
Responsible for the 12/18-Month Program and ensure deadlines established will be completed.
Responsible to review and ensure required information on units overhauled via the 12/18-Month Program are in each work package.
Responsible to monitor Mobile Service Road Engineer Technician progress to access, troubleshoot, isolate and resolve trouble call within [96] hours [based on a 24-hour clock].
