Number Question Answer

We were wondering if there was going to be an industry day/preproposal conference with the ability to view the sites?

There will not be an industry day or preproposal conference.

Section C page 17 identifies total estimated hours for each labor category. Would the Government please provide the breakdown in the hours for the 6-month option period FAR 22.217-8 by labor category?

Please see the Cost Spreadsheet for the breakdown of hours.

Section C page 17 shows the total estimated labor hours at 32,240. The total estimated hours on page 38 shows total hours of 33,500. Would the Government clarify which total is correct?

Section J page 73 The Pricing spreadsheet is referenced as Attachment 3 and the name of the file references Attachment 3. On pages 79 and 81 the Pricing spreadsheet is referenced as Attachment 7. Would the Government clarify which is the correct attachment reference?

Attachment 3 shows ordering years 1 through 5 with 6 month hours shown. The contractor shall perform all PM and UM services, 12/18-Month Maintenance Program.The contractor shall be responsible to provide full parts support [to include but not limited to] ordering, expediting, procuring, researching, inventory and tracking support services required under this PWS in performance of the PM, UM, and 12/18-Month programs. Please qualify time frame of requested services 5 + or 18 month ?

12/18-Month Maintenance Program refers to the length of time the ship may be in port for service, support or re-supply. Depending on in port time frame dictates how long the contractor has to perform the requirement of the task order. The ordering periods of the RFP and resulting contract will be a base of five (5) years with an option to extend ordering for up to six (6) months per FAR 52.217-8.

Section L: page 82 the Government has provided a Base Ordering Period materials plug number of 4,220,783.51 for utilization in Attachment 3 (CPFF Pricing template) of the solicitation. Does the Government intend to continue utilizing the Navy Stock system for material orders of common stock items, or is it the government’s intent to have the contractor purchase all material items outside of the Navy Stock system?

It is the intent to utilize the Stock System in accordance with FAR Part 8 to the maximum extent practicable.

Section C 6.3 “QA inspector description” Ref. 7 and 15: Is it the intent of the Government that the contractor shall utilize a company Quality Assurance (QA) system or follow a Government QA protocol?

The contractor is responsible for management and quality control actions necessary to meet the quality standards set forth in the contract. However, the government has a Quality Assurance Surveillance Plan (QASP) which is used to ensure that systematic quality assurance methods are in place for the administration of the Performance Based Service Contract (PBSC) standards included in the contract. The intent is to ensure the contractor performs IAW the performance set forth in the contract and the government receives the quality required.

Section C 6.3 “QA inspector description” Ref. 7 and 15: If the Contractor is to utilize a Company Quality Assurance (QA) system will they be required to present a QA system certification to NAVSEA or to specific Commercial ISO standards?

No ISO certification is required. However, the Government surveillance oversight of the contractor's quality control efforts are in place to ensure that they are timely, effective and are delivering the results specified in the contract. NAVSUP P-538 (reference (A) in PWS) has various inspection forms which indicate the criteria the government uses for inspection acceptance.

In Paragraph 1.0 of the PWS, it is identified that Flight Deck Scrubber systems require support, however; in the governments PWS the level of support is not addressed. What level of Flight Deck Scrubber support can be expected?

All MHE and SMSE [including Flight Deck Scrubber's] may require Organizational (O ) level maintenance which is generally focused on scheduled inspections/servicing and rapid repair (i.e., unscheduled maintenance). Intermediate (I) level maintenance to enhance and sustain combat readiness and mission capability by providing quality and timely material support at the nearest location with the lowest practical resource expenditures. Depot (D) level maintenance can be performed on MHE/SMSE requiring major maintenance consisting of rebuild of parts, assemblies, subassemblies and end-items (including the manufacture of parts, modifications, testing, and reclamation as required) for 12/18 Month Program.

Section C page 17: Would the Government permit Offerors to deviate from the labor categories and estimated hours provided by the solicitation in order to provide the Government an adequate solution for the RFP requirement?

In order to provide for uniformity, offerors may not proposal alternate labor mixes in their cost proposal.

Can a site visit be arranged for each location (Bldg. LP-26, V-58, and LP-22) where work is to be accomplished in order to determine how well the facilities are equipped for the repairs and maintenance of the equipment?

The Government will not hosting a site visit.

Under paragraph 7. Deliverables: There are 23 items listed. Will CDRLs templates be provided for each?

CDRLs will not be utilized.

Which type of equipment will be repaired at each location?

As stated in the PWS Section 4.0 and 5.7, maintenance may be required to be performed at buildings W-127, LP-26, V-58, LP-22 and onboard naval vessels. Alternate sites may be better suited if deemed appropriate by the KO, COR or TA. Ships may dock at any pier therefore maintenance must be performed on CNSL ships where ever they may be located. All types of units requiring maintenance may be repaired at any location depending on availability of workspace, ships schedule or leveling requirements as determined by the TA. Main equipment types of MHE and SMSE (but not limited to) are Diesel Rough Terrains, Electric Sit-Down Counterbalance, Electric Reach & Tier, Diesel Sit-Down Counterbalance, Diesel Low-Profile , Electric Pallet Jacks, Manual Pallet Jacks, Flight Deck Scrubbers (FDS), Power/Pressure Washers, Tow Tractors, Mobile Cargo Cranes, Telescopic Boom-Lift Platform, Scissor Lifts and Fuel Transfer Carts. All units may be from different manufacturers.
