1. INTRODUCTION

1.1. Background.

Commander, United States Fleet Forces (USFF) Command is responsible for coordinating, establishing, and implementing integrated requirements and policies for manning, equipping, and training fleet units, strike groups (SG), and strike forces (SF). These requirements and elements are paramount in the execution of the Fleet Response Plan (FRP), in support of and as required by U.S. Navy policy and combatant commanders.

To support FRP global mission force requirements the tenets of the training mission are to provide ready forces while ensuring efficient use of resources, time, and personnel to attain the required level of readiness to meet major contingency operations and/or individual unit tasking. To this end USFF developed the Fleet Training Continuum (FTC) and the Fleet Response Training Plan (FRTP).

Carrier Strike Group (CSG) FOUR is tasked with directly supporting the USFF FRTP to train and certify for deployment all deploying assets, including Carrier Strike Groups, Amphibious Readiness Groups, and Independent Deployers.

The FRTP was instituted specific to USFF’s fleet training mission and serves as the framework in which units, SGs, and SFs are trained and certified in operational readiness. The FRTP is structured around fleet academics, school-house curriculum/instruction, exportable team training, schoolhouse war-games, networked synthetic/simulation driven exercises, and live training. To meet these tenets, instrumented offshore training ranges and support vessels are employed.

Carrier Strike Group FOUR in support of the FRTP, operates four such training support vessels, TSV-1 PREVAIL, TSV-2 HUGO, TSV-3 HUNTER, and TSV-4

NARRAGANSETT.

The U.S. Government-owned, civilian-crewed (Government and contractor) TSV- 1 PREVAIL is also defined as the auxiliary support vessel IX537. TSV-1 PREVAIL performs a wide array of military training mission, including:

electronic threat simulation; electronic warfare (EW) services; visit, board, search, and seizure (VBSS)/ maritime interdiction operation (MIO) training support;

cryptologic training; target deployment/retrieval, and mine laying/retrieval operations. TSV-1 PREVAIL’s capacity for simulated warfare training has been continuously enhanced to integrate the latest developments in advancing technology including improved threat simulation capabilities (e.g., multi-airborne and sea-borne target launch/retrieval).

2 HUGO is also defined as NS-8201. TSV-2 HUGO performs a wide array of military training mission, including: Visit, board, search, and seizure (VBSS)/ maritime interdiction operation (MIO) training support; target deployment/retrieval; and mine laying/retrieval operations. TSV-2 HUGO’s deck configuration makes that ship ideal for deployment and retrieval of a wide range of target shapes and for torpedo retrieval missions.

3 HUNTER is also defined as NS-8202. TSV-3 HUNTER performs a wide array of military training mission, including: Visit, board, search, and seizure (VBSS)/ maritime interdiction operation (MIO) training support; target deployment/retrieval; and mine laying/retrieval operations. TSV-3 HUNTER’s deck configuration makes that ship ideal for deployment and retrieval of a wide range of target shapes and for torpedo retrieval missions.

The U.S. Government-owned, civilian-crewed (Government and contractor) TSV- 4 NARRAGANSETT is also defined as NS-7901. TSV-4 NARRAGANSETT performs a wide array of military training mission, including: electronic threat simulation; electronic warfare (EW) services; visit, board, search, and seizure (VBSS)/ maritime interdiction operation (MIO) training support; cryptologic training; target deployment/retrieval, and mine laying/retrieval operations. TSV-4 NARRAGANSETT unique deck configuration makes that ship ideal for launching and retrieving every target type currently in Naval inventory, as well as able to tow large targets underway for live fire events.

The U.S. Government-owned, civilian-crewed (Government and contractor) TSV- 5 VINDICATOR will be added to the TSVRON program in FY21/22. The ship will perform a wide array of military training mission, including: electronic threat simulation; electronic warfare (EW) services; visit, board, search, and seizure (VBSS)/ maritime interdiction operation (MIO) training support; cryptologic training; target deployment/retrieval, and mine laying/retrieval operations. That ships manning will ramp up as that ship comes into service in FY21/22.

These five vessels comprise CSG-4’s Training Support Vessel Squadron FOUR, or TSVRON. See Table 1 for additional vessel information.

1.2. Vessel Status Conditions of Readiness

1. Reduced Operational Status (ROS): “Not fully manned; unable to meet underway manning requirements” and/or “unable to get underway due to repair or maintenance procedures.” Galley services are not provided under ROS. Approximate number of days/year in ROS is 160 per vessel.

a. ROS during Maintenance Periods: “Not fully manned, unable to meet underway manning requirements, vessel is in either a planned ROH or out of service to repair a major system casualty in an industrial facility, dry dock, or marine railway for 30 days or longer. This period does not include CMAV or regular maintenance periods performed pierside at homeport”.

2. ROS Augmented (ROS-AUG): “Not fully manned; unable to meet underway manning requirements; additional select FOS crewmembers required to support special maintenance tasking.” Galley services are usually not provided under ROS-AUG. Galley services may be provided for VIP visits, in accordance with Enclosure 2. Approximate number of days/year in ROS-AUG is 25 per vessel.

3. Full Operational Status (FOS): “Fully manned for galley services, underway operations, and significant maintenance availabilities.” Approximate number of days/year in FOS is 180 of which approximately 120 are underway per vessel.

1.3. Government Crew Member Classification

1. Organic Government Crew (OGC): “Government service (GS) crew members assigned to permanent shipboard billets.” The Master of each vessel shall be an OGC crew member.

2. Embarked Non-Organic Crew (NOC): “Temporary GS/military/contractor crew members assigned on a temporary basis to support underway and in port training exercises and/or operations.” (a.k.a. ship-riders).

3. Visiting Personnel (VP): “Non-crew members” visiting TSVRON vessels for the purpose of meetings, conferences, inspections, award ceremonies, and/or tours.”

1.4. Contract Mariner Crew Member Classification

1. Permanent Crew Members (PCM): Contractor-provided crew members designated as PCM support the vessel in ROS, ROS-AUG, and FOS conditions of readiness.

2. On-Call Crew Members (O-CCM): Contractor-provided crew members designated as O-CCM support the vessel in ROS-AUG and FOS conditions of readiness.

3. Relief Contract Crew (RCC): Contractor-provided crew members designated as RCC relief personnel shall relieve specified Government-service (OGC) crew members on a short notice and non-permanent basis. RCC personnel shall be qualified and ready to assume duties within 72 hours of government notification. RCC crew positions are:

4. COVID Relief Crew: Contractor-provided crew members designated back up for members going into COVID 19 ROM Sequester. These crew will undergo COVID testing and go into restrictions of movement outlined in section 9.0.

These crew are not required to go into full ROM sequester onboard unless one of the assigned PCM or O-CCM fail testing, they would then relieve that crew member and go into ROM sequester and sail with the ship. These crew members will only be required when directed by CSG-4 for specific missions and CSG-4 will provide at least 15 day’s notice to the contractor to activate and have these members in stand by for testing and potential embarkation.

1.5. Objective. Provide qualified mariners to crew TSVRON FOUR vessels in port and at sea during all three conditions of readiness and as reliefs. All contractor-provided mariners shall be credentialed and qualified in accordance with Electronic Code of Federal Regulation (e-CFR) Title 46, Chapter I, Subchapter B, Parts 10-13 for the crew position assigned. Contract mariner requirements are described below and in the tables provided in Enclosure (1).

The Government anticipates the number of Contract Mariner Crew members will vary over the life of the contract as some contract positions are converted to Government positions. In addition, provide warehouse logistical support to TSVRON FOUR vessels by providing a qualified warehouse clerk to assist the TSVRON Government Logistics Management Specialist.

The personnel identified in this section, Section 3.0 and Enclosure (1) represent the minimum number of qualified personnel in the crew positions identified for the safe operation of the vessel. Safe operation of the vessel includes safety of navigation, safety of engineering operation, sanitation, and the crew’s ability to respond to casualty (flooding, fire) in port and at sea.

ROS crew support. TSVRON vessel support during ROS operations will be with PCMs. ROS crewmembers include:

(PREVAIL and NARRAGANSETT only) Second assistant engineer (NARRAGANSETT only) Third assistant engineer (PREVAIL only) Qualified Member Engineering Department (QMED)(1 on PREVAIL and HUGO, and NARRAGANSETT, 2 on HUNTER).

Ships communications officer. (NARRAGANSETT only) Boatswain (PREVAIL, HUNTER, and NARRAGANSETT only).

Able Seaman (2 for PREVAIL, 1 for NARRAGANSETT, 3 for

HUGO/HUNTER).

ROS-AUG support. ROS-AUG members will include the PCMs and any combination of the below O-CCMs as required to support special maintenance tasking:

Second mate (PREVAIL and NARRAGANSETT only).

Third mate (PREVAIL and NARRAGANSETT only).

Able seaman (PREVAIL and NARRAGANSETT only) Steward (Assistant) (PREVAIL and NARRAGANSETT only).

FOS support. FOS members will include PCMs, ROS-AUG O-CCMs and the additional O-CCMs listed below:

Able seaman. (PREVAIL (2) and NARRAGANSETT (1) only).

Head Steward (all vessels).

RCC support. Qualified relief personnel shall be ready to assume duties within 72 hours of government notification; all RCC shall have U.S. Coast Guard licenses and/or certificates and qualifications required for identified positions.

Requirements for RCC support are estimated at 90 days/year. RCC billets include:

Relief Chief Mate. (PREVAIL and NARRAGANSETT) Relief Chief Engineer. (PREVAIL and NARRAGANSETT)

Warehouse support. Non Mariner position serving at the TSVRON warehouse

Warehouse Clerk

COVID Relief Crew.

Able seaman. (1) (Preferred with OICNW STCW license endorsement if required to relieve a licensed Mate).

Qualified Member Engineering Department (1) Steward (2).

2.0 CONTRACTOR RESPONSIBILTIES

2.1 Contract mariners and warehouse support personnel shall be assigned duties commensurate with their position, rating, credentials and endorsements. Positional duties are described in Section 3, PERSONNEL REQUIREMENTS; however the descriptions provided are not all-inclusive. The primary responsibilities of each contractor crew member are the safe operation of the vessel, safety of fellow crew, and vessel maintenance. When required, contractor crew members will also perform damage control tasks in cases of emergency such as fire, flooding and collision.

2.2 Food service support. The contractor shall provide complete food service support in accordance with NAVMED P-5010, Chapter 1 (Tri-Service Food Code);

NAVSUP P-486; U.S. Coast Guard standards, regulations, and guidelines; and Code of Federal Regulation Title 33 Part 151. Food service operations include such activities as: menu planning, provisioning, budgeting, procurement, stocking, food preparation and serving, busing, cleaning, and sanitizing (list is not all-inclusive). The contractor is required to develop a means of documenting the number of OCG, NOC, VP, PCM, O-CCM, and RCC personnel on board each day the galley is open.

2.3 Each TSVRON vessel food service operation consists of a main dining facility, freezer and refrigeration space, and dry storage space for a minimum of 30 days at sea for PREVAIL and NARRAGANSETT and 15 days at sea for HUNTER and HUGO. These facilities are dedicated to providing full meal service during FOS, and occasionally ROS-AUG, to meet the nutritional needs of the crew and e mbarked personnel.

2.4 Contractor is also required to provide off-ship laundry services for bedding upon return to port following underway periods.

2.5 Food service and laundry support shall be in accordance with the TSVRON FOUR

FOOD SERVICE and LAUNDRY OPERATIONS guide, provided as Enclosure (2).

3.0 PERSONNEL REQUIREMENTS

Program Manager. Contractor shall provide a Program Manager based in the Hampton Roads, VA area to serve as the direct contact between the Government Contracting Officer’s Representative (COR) and the contractor. The contactor is responsible for defining the Program Manager’s duties and responsibilities for the successful accomplishment of the Government’s requirement.

Experience: Minimum of 3 years of experience in maritime logistics. Minimum of 3 years of experience as a Project or Program Manager or US Navy Division Officer or Department Head Afloat experience.

Qualifications: Program Management Professional (PMP) certification desired.

Security Clearance: SECRET Warehouse Clerk. Contractor shall provide a Warehouse Clerk based in the Hampton Roads, VA area to be responsible for the operations of the Training Support Vessel Squadron warehouse. This employee will assist in the day-to-day operations/functions in support of the Government Logistics Management Specialist; support and assist government representatives with locating material for acquisition and transport supplies and material to and from designated locations. This is a non-mariner position and this employee will be assigned to work in the TSVRON warehouse and office facility at Joint Amphibious Base Little Creek, VA.

Duties:

o Operate government vehicles to include (pick-up truck and forklift) o Pick up supplies and materials with the government pick-up truck from off base vendors and move them to the warehouse for storage o Move stock from the warehouse or directly from vendors to the ships, as required o Load and unload merchandise o Stack merchandise on racks o Check in merchandise and affix labels o Move materials off racks and transfer material to ships in port.

o Place merchandise on pallets or shelves for distribution o Maintain and operate a forklift and pallet jack to move stock to and from trucks and storage racks.

o Provide limited facilities maintenance of the warehouse to include maintaining general cleanliness, ensuring lighting and safety equipment is functional and operating in good order.

o Ensure material-handling equipment is serviced and functional.

o Report material deficiencies to the Logistics Specialist.

o Assist the Logistics Management Specialist in the handling, storage, delivery and turn in of Hazardous Materials o Fill requisition, work orders or request for materials, tools, and stock items o Maintain records of all activity inventory of materials and supplies o Compile inventory balances of stock on hand o Identify damage, loss or surplus of good and materials stored in the warehouse

Experience: Minimum 4 year experience in warehousing and stock control.

Education: High School Diploma

Qualifications:

o Operate forklifts, pallet jacks, and other material handling equipment o Extensive knowledge of warehouse procedures and inventory control o Knowledge of computer operations to include Microsoft office and computer websites to assist the Logistics Management Specialist in locating material for acquisition o Must possess practical knowledge of the handling and storage of Hazardous Materials (HAZMAT) o Must be physically qualified to work in industrial and shipboard environments and handle supplies, equipment, and other materials in those environments, to include being able to lift 50 lbs. loads to waist height, able to lift arms above their head, and able to climb and descend inclined and vertical ladders and ships brows while in port.

o Must have a valid driver’s license and be able to drive a Government standard pick-up truck.

Security Clearance: SECRET.

3.1 Contractor crew (PCM, O-CCM, RCC, COVID).

Contractor crew personnel shall possess all required security clearances, licenses, endorsements, certifications, legal documents and medical clearance (U.S. Coast Guard CG-719K, “Merchant Mariner Credential Medical Evaluation Report” and drug test) prior to commencing work under this PWS.

New contractor crew members shall present their individual credentials to the COR prior to reporting the Master of the vessel to which assigned. The COR will validate the credentials meet the crew-member position requirement as stated in this document. The COR will also verify reporting contractor personnel have a valid passport and have received the contractor’s work rules.

All contractor personnel shall maintain a valid passport for the duration of the awarded contract. It is the contractor’s responsibility to monitor and validate compliance by all employed/contracted personnel. The Government will not reimburse the contractor for expenses related to obtaining or renewing passports.

All contractor personnel shall participate in drills, deck operations, and all hands evolutions (i.e., stores loading etc.)

Contractor Crew Personnel:

U.S. Coast Guard license/certificate requirements:

STCW Requirements: Chief Mate Between 500GT and 3000GT. OICNW; Able Seafarer-Deck; RFPNW;PSC; Medical care Provider; ADV FF; Basic Training;

GMDSS Operator; ECDIS; VSO

Duties:

o Supervise actions of Deck department. Responsible to Master for safe stowage of all equipment loaded aboard. Specifically responsible for proper planning, loading, stowage, and discharge of cargo and ship maintenance in a safe and stable condition. Prepare and submit Deck department repair list; ensure all repairs to the hull superstructure and equipment are accomplished; and inspect repairs made by non-organic maintenance personnel.

o Person-in-charge of emergency response team.

o Training officer responsible for training of all personnel in their duties for ship replenishment, emergencies, and execution of safe navigational practices.

o Damage control officer responsible for preparation of station bills, maintenance of fire detection systems, maintenance of firefighting and lifesaving apparatus’.

o Security officer responsible for force protection, physical security of government property, and security awareness for classified documents and materials.

o Safety officer responsible for Deck department safety meetings, presenting progress report of safety items and recommendations. Maintain safety library and advise personnel and department heads of current safety procedures and developments.

o Direct actions of crew in operations of vessels weight-handling equipment, anchor tackle, small boats.

o Assign duties associated with departmental “call-out” (e.g., painting, cleaning, greasing).

o Stand navigation watch as assigned per operational requirements.

Miscellaneous:

One (1) PCM position (HUGO/HUNTER); one (1) RCC position

(PREVAIL/NARRAGANSETT/VINDICATOR).

Security Clearance:

SECRET clearance required.

Second Mate

U.S. Coast Guard license/certificate requirements:

STCW Requirements: OICNW; Able Seafarer-Deck; RFPNW;PSC; Medical care Provider; ADV FF; Basic Training; GMDSS Operator; ECDIS (Unlimited); Lifeboatman; Wiper; Stewards Department (FH).

o The contractor shall provide a second mate to serve as navigation officer.

o Maintain charts and publications.

o Prepare all voyage plans; make daily report to the Master on voyage progress.

o Perform cleaning, painting, maintenance duties as directed by the chief mate.

o Primary on board representative who shall have the authority of and responsibility for enforcing contractor work rules, advising the Government on matters relating to good order and conduct, and matters requiring immediate attention by the contractor during underway and in port operations.

o Stand navigation watches as assigned per operational requirements.

Miscellaneous:

One (1) O-CCM position (PREVAIL/NARRAGANSETT/VINDICATOR); One

(1) PCM (HUGO/HUNTER).

SECRET clearance is required.

Third Mate

MMC endorsed for Steward’s Department Food Handling (FH). 46 CFR 10.215(d)(2) requires mariners applying for the Steward Department Food Handler endorsement to provide a statement from a licensed physician, physician assistant or nurse practitioner attesting that the applicant is free of communicable diseases.

The examiner's statement and subsequent annual medical screenings of food handlers shall be confirmed by the Contractor as required by COMSCINST 6000.1 (series) Chapter 6, Section 6.5 for such screening. This documentation shall be on file aboard ships for all food service employees currently assigned.

STCW Requirements: Basic Training; VPDSD; Food Handlers.

o The contractor shall provide a Steward to serve as head of the Steward’s department.

o Reports to the Master.

o Plan and prepare three (3) meals per day and night luncheon for crew and embarked personnel (maximum is defined by the number of berths on each vessel).

o Order provisions and supplies, including cleaning supplies, toilet paper, laundry essentials, etc., and maintain required food inventory supporting the menu plan and FOS status periods.

o Receive and store provisions and supplies.

o Maintain cleanliness and stowage of galley, messing area, cabin storeroom, freeze box, chill box, laundry, dry provisions storeroom, thaw room, and specific accommodations areas designated by the Master.

o Ensure all personnel are issued clean linen upon reporting aboard and as needed thereafter.

o Supervise the steward utility in the performance of required duties.

o Stand no designated watches; however, work hours are dictated by the successful accomplishment of identified duties.

Miscellaneous:

One (1) O-CCM position per ship, Two (2) COVID Relief.

Steward (Assistant)

o Remove garbage from galley/messing area.

o Break out menu items as directed by the steward cook.

Chief Engineer

STCW Requirements: Chief Engineer 3,000 KW(4,000 HP) or More; OICEW;

RFPEW

o The contractor shall provide a chief engineer to serve as the Head of the

Engineering Department.

o Direct propulsion and equipment operations and maintenance.

o Direct actions of the Engineering department personnel (repair, maintenance, and watch standing duties).

o Direct Engineering department in the participation of drills, deck operations, and all hands evolutions (e.g., stores loading etc.)

o Direct/supervise proper operation, care, maintenance, and repair of propulsion and auxiliary machinery, mechanical and electrical equipment assigned to the Engineering department.

o Inspect maintenance and repairs accomplished by shore personnel on equipment assigned to the Engineering department.

o Take on fresh water at each port of call to the maximum practicable.

o Anticipate Engineering department material and supply needs, prepare and submit requisitions, and ensure effective use of fuel and consumables.

o Ensure adequate security measures and safety precautions are strictly observed by

Engineering department personnel and non-organic maintenance personnel.

o Inspect the operation of all Engineering department safety equipment.

o Perform daily inspections of engine/auxiliary room and Engineering department safety equipment.

o Check the engine room bell book and log to ensure completion of columnar data and proper entries in accordance with instructions.

o Comply with all current environmental protection measures and notices.

o Ensure an adequate and effective Engineering department on-the-job training program is conducted.

o Assign work associated with departmental call-out.

o Stand engine room watch as assigned per operational requirements.

o Stand watches as assigned per operational requirements; is on-call the remainder of the time for casualty response and other duties.

First Assistant Engineer Officer

Second Assistant Engineer Officer

o Stand engine room watch (duty engineer) as assigned per operational requirements.

o Respond as on-call duty engineer when vessel is in home port per rotational watch bill.

QMED

STCW Requirements: Able Seafarer-Engine; RFPEW; PSC; Basic Training o The contractor shall provide a QMED to serve as a member of the Engineering department.

o Stand engine room watch as assigned per operational requirements.

o Performs repairs and maintenance on propulsion and auxiliary equipment as directed by the chief engineer.

Five (5) PCM positions as follows:

PREVAIL One (1) NARRAGANSETT One (1) (Required to have Electrician Endorsement) HUGO One (1) HUNTER Two (2) One (1) Covid Relief.

Electronics Material Officer The contractor shall provide an Electronics Material Officer (EMO) to repair, maintenance and operation of various electronics systems. The EMO performs routine maintenance and repairs on a variety of electronic systems including fire alarm console systems, general alarm systems, ship’s radar, ECDIS, GPS, GMDSS, gyro compass, auto pilot, HF, UHF, and VHF radios, Satellite Communication systems, interior announcing system, and ships telephone system.

Required knowledge/skill: The EMO shall possess a thorough knowledge of electronic theory and be competent to perform all required equipment inspection, evaluation of performance, problem troubleshooting, preventive and corrective maintenance, and repairs to shipboard communications systems.

The EMO shall be:

Skilled in interpretation of electronics technical manuals, drawings, specifications, and schematic drawings.

Highly proficient in the proper use of a wide variety of diagnostic programs, electronic test equipment, and tools.

Skilled in diagnosing problems and determining appropriate corrective action.

Skilled in preventative and corrective maintenance procedures.

Knowledgeable of the electrical safety program and safety requirements of the equipment worked upon.

o Knowledgeable on working aloft and working over the side procedures.

Required experience: A minimum of six (6) months shipboard experience as an Electronics Technician in a shipboard environment; or equivalent experience; EKMS Local Element (TIER III) training.

o Schedule and conduct planned and corrective maintenance as required ensuring maximum operational readiness.

o Provide technical assistance and conducts necessary training.

o Maintain technical publications and files.

o Maintain all electronic test equipment.

o Maintain all satellite communication systems to an operational goal of 97% connectivity.

o Manage a calibration program, ensuring all test equipment, gauges, meters, and other equipment are correctly calibrated and accurate.

o Ensure compliance with safety procedures.

o Advise the Master on capabilities, limitations and condition of equipment.

o Work aloft or over the side to perform preventative or corrective maintenance.

o Comply with EKMS regulations as part of an EKMS Local Element.

o Stand watch as assigned per operational requirements.

o The EMO is required to observe all safety rules and take appropriate precautions to ensure personal safety and safety of co-workers. The EMO may be assigned as the department tag out/lock out coordinator and Aloft Coordinator.

o The EMO is required to be proficient in the performance of shipboard emergency drills.

Miscellaneous:

TOP SECRET clearance is required.

Ship’s Communications Officer The contractor shall provide a Ship’s Communications Officer (SCO) to operate, maintain, and troubleshoot/repair ship based command, control, communications, computer, collaboration and intelligence (C5I) systems including equipment used for communication, tracking, recognition, and identification.

Required knowledge/skills: The SCO shall possess a thorough knowledge of electronic theory and be competent to perform all required equipment inspection, evaluation of performance, problem troubleshooting, preventive and corrective maintenance, and minor repairs to shipboard communications systems.

The SCO shall be:

Fully proficient with operating radio cryptographic equipment.

Fully proficient in all aspects of Naval network management.

Skilled in interpretation of electronics technical manuals, drawings, specifications, and schematic drawings.

Proficient in the proper use of a wide variety of diagnostic programs, electronic test equipment, and tools.

Skilled in diagnosing problems and determining appropriate corrective action.

Knowledgeable of the electrical safety program and safety requirements of the equipment worked upon.

Required experience/certifications: A minimum of six (6) months shipboard experience as a 1st Radio Electronics Technician in a shipboard environment; or equivalent experience. Security +, Net +; EKMS Local Element (TIER III) training.

o Supervise allocated watch standing personnel.

o Serve as ships Network Administrator.

o Prepare and coordinate planned maintenance schedules as required to ensure maximum operational readiness.

o Provide technical assistance and conducts necessary training.

o Maintain technical publications and files.

o Ensure communications security (COMSEC) procedures and instructions related to crypto security, transmission security, and emissions securities are complied with.

o Ensure compliance with safety procedures.

o Manage the transfer of information technology using Military or commercial satellites, tactical line of sight (LOS), high frequency (HF), ultra high frequency (UHF), very high frequency (VHF), and high frequency (HF) long-haul.

o Ensure operations that are routinely performed within a carrier strike group with specific circuits and protocol are adhered to and utilized by TSVRON vessels.

o Comply with COMSEC requirements on both transmission and receipt of communications messages.

o Manage the operation of information systems in support of worldwide telecommunications network. Assigned systems include, but not limited to NIPRNET, SIPRNET, and CENTRIX.

o Advise the Master on capabilities, limitations and condition of equipment. May be required to work aloft and over side to ascertain equipment condition.

o Operate C5I systems including equipment used for communication, tracking, recognition and identification.

o Comply with EKMS regulations as part of an EKMS Local Element.

o Stand communications watch as assigned per operational requirements.

o The SCO is required to observe all safety rules and take appropriate precautions to ensure personal safety and safety of co-workers. The SCO may be assigned as the department tag out/lock out coordinator.

o The SCO is required to be proficient in the performance of shipboard emergency drills.

b. One (1) PCM position (NARRAGANSETT only).

TOP SECRET clearance is required.

Boatswain

STCW Requirements: Able Seafarer – Deck; RFPNW; Basic Training; Survival Craft; VPDSD o The contractor will provide a senior able seaman to serve as helmsman and lookout.

o Advisor to the chief mate as first line work leader.

o Stand helm navigation watch as assigned per operational requirements

Miscellaneous:

Three (3) PCM positions as follows:

PREVAIL- One (1) NARRAGANSETT- One (1) HUNTER- One (1)

Relief contractor crew (RCC)

1. The contractor shall provide contingency relief personnel to assume crucial OGC

(chief mate/chief engineer) positions within 72 hours of government notification.

2. Relief Contract Crew members require the same minimum level of credentials and endorsements as the PCM or O-CCM crew members being relieved.

3. The duties of the Relief Contract Crew members are equivalent to the PCM or C-

CCM crew members being relieved.

4. The security clearance requirement for Relief Contract Crew members are the same as the PCM or O-CCM crew members being relieved.

4.0 CONTRACTOR CREW MANNING IN PLANNED AND UNPLANNED

ABSENCES

Planned absence. Planned absence is defined as scheduled appointments, vacation, jury duty, etc., during which a PCM or O-CCM crew member is unable to report to the vessel to which assigned. The contractor shall provide the Government 48 hour prior notification of all planned absences.

Emergency absence. Emergency absence is defined as an unplanned absence for situations such as medical reasons or a death in the family.

The contractor shall provide qualified replacement personnel for all absences regardless of whether the absence is planned or an emergency.

5.0 TRAINING

General discussion. The contractor shall provide qualified and trained personnel to meet all contract requirements. Post contract award, new specialized mission specific training or training associated with new/upgraded government managed systems may be directed by the Government. Travel expenses associated with Government-directed training will be reimbursed under the Travel ODC CLIN. This is not to be interpreted as training required in conjunction with base requirements to meet certifications and licenses required for employment to contractor crew positions.

Non-organic government crew (NOC) and Naval Reserve active duty training (ACDUTRA): Routinely TSVRON vessels will have NOC personnel on board to support fleet training events and exercises. On occasion ACDUTRA personnel may augment TSVRON personnel in order to meet annual training requirements.

ACDUTRA personnel will not replace contractor crewman but will be authorized to “shadow” and assist contractor personnel. The contractor staff is not required to provide formal training to ACDUTRA personnel.

6.0 FITNESS FOR DUTY

Performance/Discipline. The ship’s Master has authority to immediately remove a contractor crew member from the vessel for actions which endanger the vessel or crew safety.

For Mariners, the Master of the vessel will inform the COR if there is a concern over an individual’s fitness for duty, performance of duties, or if the validity of an individual’s qualifications is called into question. The Government Logistics Support Specialist will inform the COR in regards to the Warehouse Clerks fitness for duty. The COR, as appropriate, will forward those concerns to the Program Manager. The Program Manager is expected to respond to the COR regarding these concerns within three business days. The contractor must at all times provide crew personnel who meet the performance, experience, and qualification requirements of the PWS.

The Contractor is responsible for the return travel of contractor crew members put ashore for reasons related to fitness for duty, safety, performance, misconduct, or lack of qualifications and for the travel of the replacement crew members.

Hazarding the vessel, unsafe practices, substandard job performance and unprofessional personal behavior are unacceptable and may be grounds for removal of a contract mariner from a vessel. The ship’s Master has authority to immediately remove a contractor crew member from the vessel for actions which endanger the vessel or crew safety. The Government is not responsible for the return travel of contractor crew members put ashore for performance or disciplinary infractions or for the travel of the replacement crew member.

Medical. If a contractor employee is unable to perform his/her duties due to medical reasons the contractor will inform the Master and provide a qualified replacement. Upon determination that a replacement is required, the contractor shall provide a suitable qualified replacement to a designated point of embarkation for the TSVRON vessel or facility affected. The contractor is responsible for keeping the Master informed of personnel issues and status of replacement personnel. Personnel removed from duty for medical reasons are required to present recertification to the Master as per CG-719K upon return to duty. The contractor is responsible for the return of contractor crew members unable to perform due to medical reasons. The contractor is responsible for the travel of the replacement crew member to meet the vessel at a to-be-designated port or homeport.

7.0 MISSION ESSENTIAL SERVICES

Mission Essential Contractor Services Plan (MECSP). Identified services are “essential” pursuant to DFARS 237.76 (Continuation of Essential Contractor Services).

Specifically, the contractor workforce may be considered essential during national crisis or weather related conditions/emergencies. The ship’s Master and Contracting Officer’s Representative (COR) will provide guidance based upon local area commander direction/determination. Contractor personnel may also be deemed essential if the situation is to provide wartime surge forces to support and implement national command policy and directives. Contractor shall submit a final MECSP within 30 days of the start of the period of performance.

8.0 SECURITY REQUIREMENTS

Security Clearances. Use of SECRET/TOP SECRET material in the performance of the contract may be required by select contractor personnel identified in Section 3.0, PERSONNEL REQUIREMENTS and Enclosure (1). The contractor is required to have a current Top Secret Facility Clearance at time of proposal submission. It is the contractor’s responsibility to ensure personnel have the required clearances prior to the start of work. Further it is the responsibility of the contractor to IMMEDIATELY notify the COR of changes in access and eligibility specifically when security clearances have been revoked and/or downgraded. The applicable DD254 is included as Attachment XIV to this solicitation.

Base Access. The contractor is responsible for ensuring contractor personnel assigned meet the requirements for base access and for understanding and adhering to base access requirements.

All contractor personnel: Contractor personnel must comply with JEB Little Creek- Fort Story regulations, as appropriate, for base and Pier Access. TWIC and RAPIDgate enrollment required. RAPIDgate will be transitioning to the Defense Biometric ID System (DBIDS). Contractor will be required to ensure personnel transition to DBIDS and any other system which may be required to obtain access to a Department of Defense installation. The contractor shall complete the relevant facility contractor/vendor access requirements and coordinate with the COR as necessary. Any expenses related to acquiring base/installation access are the responsibility of the contractor.

Contractor personnel requiring security clearances. The contractor shall obtain common access cards (CACs) for all contractor personnel requiring security clearances and entry onto JEB Little Creek-Fort Story.

Contractor must submit and keep current a list of all contractor crew personnel assigned to each TSVRON vessel to the COR for submission to the appropriate security department. It is the contractor’s responsibility to submit updated personnel lists prior to the expiration of existing access lists to ensure contract personnel can man the ships to support TSVRON missions.

Physical Security. The contractor is responsible for safeguarding all property associated with contractor use. At the end of each work shift all facilities, equipment, and materials shall be secured/stowed.

Urinalysis Testing. The contractor shall ensure all personnel supporting this contract are enrolled in a surveillance urinalysis testing program. Drug-free certificates are required for new hires and at 180-day increments thereafter for all personnel. Urinalysis test results shall be provided to the COR (by the contractor) via official correspondence upon request.

9.0 COVID 19 Testing. To increase probability of a COVID-free mission ready crew, the Contractor shall ensure all personnel supporting deployed units is tested for COVID- 19 prior to initial report onboard and at the request of the Government Contracting Officer Representative (COR). Positive COVID test results shall be provided to the COR (by the contractor) via official correspondence upon request.

Prior to deployment the contractor shall ROM as required by the COR. The Restriction of Movement ROM) sequester period shall include the period between administration of the test and the provision of the test results to the COR and in all cases be at least 14 days.

The government reserves the right in such crisis to mandate additional COVID-19 testing an ROM sequester for contractor personnel. (Note: Revised per USFF Legal Counsel 6/11/2020)

In the event the Contractor is unable to perform or fail to complete / comply with the required screening, test, and or ROM the Contractor will not travel and or deploy with military and civilian risk-mitigated forces.

The Contractor shall have employees adhere to all Navy COVID-19 guidance that will be provided to the Contractor by the COR, unless otherwise directed by the COR.

The contractor will have COVID Relief crew as defined in 1.4.4 tested along with ROS and FOS members assigned to the ship prior to going into ROM sequester as a measure to ensure adequate qualified crew are available to sail the ship in the event a crew member tests positive for COVID 19 exposure.

Definitions:

Restriction of Movement (ROM). Term for limiting contractor personal interaction to reduce the risk to health, safety and welfare of a broader COHORT. ROM minimizes the risk of individuals encountering COVID-19 contagious individuals, and prevent contractor personnel who have been in a higher risk area from potentially infecting others. ROM includes ROM-sequester, isolation and quarantine.

ROM-Sequester: Preemptive separation of contractor personnel to reduce risk of infection while establishing a COVID-free bubble. ROM-Sequester may be conducted onboard ship, in a contracted facility or in the personal residence as directed by the COR.

During ROM sequester, interaction with individuals shall be minimized. The ROM sequester period is 14 days. During ROM sequester contractor personnel movements are limited to the following;

- Authorized to travel in personal vehicle (single person, no car pool) to a restaurant for food (pick-up only) or have food delivered to your designated ROM location.

- Essential stops – gas, food, medical assistance.

- No grocery stores, convenience shops, department stores, gyms, salons, barbershops etc.

- Authorized to exercise outside walk/jog

- Family members (living with in your household) but must keep social distancing
