Part II - Questions for Aguada RFP:
Part II of this amendment provides a list of questions and comments received in response to this solicitation. The question and comments are provided for all potential offerors to review. All available, necessary information and any necessary changes to the solicitation, resulting from consideration of these questions, has been incorporated into the revised PWS or appropriate attachments listed in Part I of this amendment.
Question #1 APPENDIX I-AREA MAPS states these will be provided during the pre-bid site visit. Will the Government be conducting a site visit for potential bidders? We did not see any mention of a site visit in the solicitation documents.
Answer There will not be a pre-bid visit. See Part J of this amendment
Question #2 PWS Section 4.1.5.1 Watch Section/Shift it states, “Watch Section/shift personnel shall be composed of a minimum of two personnel, one of which must remain in the control room (VERDIN) area at all times.” Does the government require two personnel to be on site 24/7/365? Is this requirement currently in-place today with the incumbent contractor or is this a new requirement?
Answer The solicitation is clear on its face. Refer to PWS Section 4.1.5.1.
Question #3 PWS Section 2.13 states MRCs are PMS documents which provide detailed procedures for performing maintenance requirements and tell who, what, how and with what resources a specific requirement is to be accomplished”. PWS Section 5.9.3.2 states “Preventive maintenance for all items listed in the appendices shall be scheduled in accordance with MRCs and applicable technical manuals available at the site and provided to the Contractor during the orientation/phase-in period”. PWS Section 5.3.1.5 it states “Maintenance Index Pages (MIPs) are provided on site, and will be provided to the Contractor during the orientation phase-in period”. Given the essential nature of both MIPS and MRC’s for maintenance planning and estimating, will the government provide copies of all MIPS and MRC’s so that actual preventive maintenance hours can be determined prior to bidding?
Answer The solicitation is clear on its face
Question #4 PWS Section 5.8.6 states “The Contractor shall perform the maintenance of all ground areas within the boundary of the site as specified in the appendices”. Upon review of the appendices we did not find any description of the ground areas. Will the government provide a description of the ground areas where maintenance shall be performed?
Answer Refer to revised PWS
Question #5 Will the Government provide the appendices mentioned in the PWS?
Answer Refer to revised PWS
Question #6 Will the Government confirm that the requirement of PWS paragraph 4.1.5.1 – mandating two watch section/shift personnel at all times – is a new modification of the current contract?
Answer The solicitation is clear on its face
Question #7 The previous solicitation allowed for 26 pages in the non-price proposal. The current solicitation allows for 15 pages. Would the Government revise the non-price proposal page count to 26 pages?
Answer The solicitation is clear on its face
Question #8 The current CLIN structure does not allow for transition costs to be broken out from the overall evaluated price. This approach gives the incumbent and unfair advantage as they will not have transitions costs. Would the Government add a transition CLIN to the Base Year to allow all potential bidders to bid transition costs that would be excluded from the overall evaluated price?
Answer The solicitation is clear on its face.
Question #9 PWS Section 1.4.1 Low Frequency (LF) System Operation, para n states “All operational instructions received from the BKS shall be the only operational instructions followed by Contractor personnel”. Would the Government confirm these take precedence over Government approved Standard Operating Procedures for the site?
Answer Refer to revised PWS
Question #10 PWS Section 2.16 States “MEASURE Interactive Query (MIQ). Scheduling system by which test equipment is scheduled for calibration”. Would the government confirm if MIQ is Government owned and maintained?
Answer Refer to revised PWS.
Question #11 PWS Section 4.1.8 states “ All personnel employed in the performance of the contract shall be the subject of a Commonwealth of Puerto Rico, Puerto Rico Police Department, Certificate of No Penal The “Certificate of No Penal Record” can only be requested personally by the employee? Would the Government provide the historical cost for these certificates?
Answer The solicitation is clear on its face
Question #12 PWS Section 4.3.1 states “The Government will provide computer systems as listed in the appendices” Would the Government confirm if the government or contractor is responsible with obtaining and maintaining the accreditation on these systems?
Answer Refer to revised PWS
Question #13 PWS Section 5.3.5 states “The Contractor shall perform System Administrative and routine/corrective maintenance functions on all DOD AIS devices to include data switches, printers, and cabling between devices. System Administrator function will also be required on the Low Band Universal Communication System (LBUCS)”. Would the Government confirm if the contractor will receive System Administrator Training for LBUCS or if the cost of this training is at the expense of the contractor?
Answer Refer to revised PWS
Question #14 PWS Section 5.8.6.4.1 states “The Contractor shall coordinate annually with the Natural Resource Department of the Municipality of Aguada to inspect the canal system for proper drainage. In the event that removal of silt build up within the canal system is required to facilitate proper drainage and prevent flood damage to the surrounding land areas the Contractor shall coordinate and facilitate access to the site by the Natural Resource Department of the Municipality of Aguada for removal of this material from the canal. The Contractor shall redistribute this material to low lying areas within the site at no cost to the government.” Would the Government provide the date when this was last completed how the redistribution was handled (ie. who did what regarding redistribution of the material).
Answer The PWS clearly states what is expected of the contractor.
Question #15 PWS Section 5.8.8. states “Paved Areas. The Contractor shall provide as necessary all repairs to station access roads and all paved areas at the facility under his responsibility. The Contractor shall make spot repairs to paved areas and shall ensure that all signs and markings are kept in good condition. Complete repainting of road markings and signs shall be done as required. Paved areas shall include asphalt or concrete roads and parking areas and sidewalks. All areas shall be kept without depressions that will cause water pockets or damage to vehicles or people. Inspections of paved areas shall be conducted every month and after heavy periods of rainfall. Required repairs shall be performed upon discovery of damages.” Would the Government provide historical cost information for these repairs?
Answer The solicitation is clear on its face
Question #16 PWS Section 5.9.1.1 b. states “The Contractor shall provide written notification for each required construction/alteration, repair and/or maintenance project (minor work) exceeding a direct cost of $10,000 that requires approval or direction from the Government. All work inspections accomplished under PM shall be accomplished entirely at the Contractor's expense and is not subject to the direct cost limitation thresholds as cited herein. This written notification shall include: a written plan for a centralized system for managing requirements for the services defined herein, breaking the requirements into component tasks, scheduling the tasks, arranging for materials, necessary outages equipment availability and cost estimate. The Contractor shall conduct monthly Control Inspections (CI) which will show the condition of facilities, structures and related equipment in accordance with NAVFAC directives, and as further defined herein. Inspection reports shall be submitted to the COR monthly for review.” Given the breadth of contractor responsibility for the cost of repairs within the PWS, would the Government provide copies of the most recent CI’s which show the condition of facilities, structures and related equipment?
Answer The solicitation is clear on its face
Question #17 PWS Section 5.9.5.2 b. (9) states “Provide the semi-annual testing and spectro-chemical analysis of oil and coolant.” Would the Government provide historical cost information for these test and analysis?

Survey to be conducted by qualified personnel as approved by the Government”. Would the Government provide historical cost information for these vibration surveys?
Answer Refer to revised PWS
Question #19 PWS Para 4.1.8 states “In accordance with SECNAV M-5510.30, positions are designated as Non-Critical Sensitive - IT Level II (user level access); Position of Trust. National Agency Checks with Inquiries (NACIs) or equivalent suitability (hereafter referred to as "background investigations") shall be conducted on all employees assigned”. It further states, “Personnel not receiving either the Certificate of No Penal Record or a favorable determination based upon NACI results under this program may be denied site access by the Commanding Officer, NCTAMS LANT, and lose the ability to perform job assignment on the contract. Would the government confirm either a NACI’s or Certificate of No Penal Record is adequate for all site personnel?
Answer The solicitation is clear on its face.
Question #20 The solicitation asked for the offeror to address both Maintenance Index Pages (MIPs) and Maintenance Requirement Cards (MRCs) for maintenance planning and estimating. These documents are needed to determine the actual preventive maintenance hours. The documents needed to address these elements are missing from the solicitation and have been requested in previous questions. Without these documents the incumbent has an unfair advantage. Will the Government extend the due date to May 25th in order to review the requested information and give time for an adequate response in our proposal?
Answer See date changes in the amended solicitation
Question #21 Section M, Para (2) (pg 116) says “(2) The non-price proposal will be considered more important than the price proposal. The non-price factors are as follows:
· Performance Approach
· Past Performance
Para (3) (pg 116) says (3) “In determining the rating for the Past Performance evaluation…” Para 7 (pg 116) says “For all non-price factors (other than Past Performance), an offeror’s proposal must be determined to be Acceptable or better in order to be eligible for award.” How will Past performance be evaluated? What ratings are being contemplated?
Answer The solicitation is clear on its face
Question #22 Section M, Para 1 (pg 117) says “The Government reserves the right to award the contract to other than the lowest priced offeror.” Para 2 (pg 117) says “The method of evaluation used by the Contracting Officer is solely within the discretion of the of the Contracting officer.” We acknowledge your discretion, but want to understand how you are making the trades to award to other than the lowest price. How will the government determine and measure the criteria for awarding to other than the lowest price offeror?
Answer The solicitation is clear on its face
Question #23 Section M, Para 1, pg 116, the last sentence in para 1 reads, “Prices will be evaluated on the basis of price reasonableness.” There is no mention of price realism analysis. A price realism analysis is crucial to ensuring quality bids are received. Will the Government be conducting price realism assessment?
Answer The solicitation is clear on its face.
Question #24 The incumbent has capital equipment (trucks, etc.) as well as fees and licenses (environmental) that has already been amortized/reimbursed by the Government during the current contract. This provides the incumbent with a notable advantage in pricing the follow-on work. How will the Government ensure an unbiased evaluation of price as it relates to transition and one-time implementation costs? Will the Government include a Cost-reimbursable CLIN for transition and one-time implementation costs?
Answer The solicitation is clear on its face
Question #25 In the Attachment III Past Performance Information Form, in the box for Customer Name & Location, will the Government confirm that “Customer” in this context is a reference to the relevant Contracting Office?
Answer The solicitation is clear on its face
Question #26 In the Attachment III Past Performance Information Form, in the box for Customer Point of Contact, will the Government confirm that “Customer” in this context is a reference to the relevant Contracting Officer’s Representative?
