PROVIDE CLARIFICATION TO INDUSTRY QUESTIONS RELATING TO SOLICITATION

N00189-17-R-0040 – NAVSUP FLC HUSBANDING SUPPORT SERVICES-WEST COAST CONTINENTAL UNITED STATES; MEXICO; EAST COAST OF CANADA; COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS; BERMUDA; CARIBBEAN; CENTRAL AND SOUTH AMERICA; AND PANAMA Batch IV of Questions and Answers Preamble: The following answers provided by the Government are in response specific questions posed by industry during the set time between the Solicitation issue date (September 26, 2017) and the cutoff date (October 16, 2017) for accepting industry questions.

35) Question:

With regards to the amendment 0003 and in specific to the unit of measure for Tug and Pilot, which at the moment is “Each”, we insist on the fact that, similarly to all the other HSP MAC Contracts, Tug, Pilot and Line Handlers should be placed among the reserved Items to be quoted at the Task Order Level only.

We honestly do not understand the discrepancy and why this region should not follow the guidelines already adopted by other contracting offices (Sigonella Naples, Singapore and Yokosuka) when it comes to Port services and especially to Pilot, Tugs and Line handlers to be provided under HSP MAC Contracts.

Those services are ruled by fixed port tariffs which in most cases are calculated based on Ship’s GT (or displacement) and exact arrival/departure hour and date. The combination of these factors, which at the moment are obviously unknown, make impossible (or at least very difficult and risky) to quote these line items already at the basic level.

Answer:

The number of hours were taken into consideration in each region in determining the number of trips as an “each” unit of measure. This is consistent with all new current HSP solicitations. Please price in accordance with the solicitation.

36) Question:

I noticed the solicitation number N0018917R0040 mentions that Region IV (California Region) is for Alameda, CA; Oakland, CA; Long Beach, CA; Port Hueneme, CA and, Eureka, CA. Do you not need services for San Francisco, CA; Santa Barbara, CA; Malibu, CA; Los Angeles, CA; and, San Diego, CA?

Also, is it possible to just provide an estimate for Husbandry services for one or perhaps two separate ports instead of the entire region?

Answer:

Those areas are called out specifically as ELINS CK-CP in Exhibit Region 01 of the solicitation.

You must propose on the minimum number per region(s) as stated in Sections L, M and each Exhibit of the solicitation which state the minimum number of ELINS per Region to be priced. Please propose in accordance with those sections.

37) Question:

The standby tug unit of measure was changed to each versus hours.

Answer:

See Amendment 04 which changes this back to “hours” from “each” for standby tug only.
