Section L & M The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
L.1 Proposal Instructions In this procurement, it is required by the Government that in order to reduce the cost of ownership, the products offered shall meet long term needs for reliability, maintainability, ease of operation and piece part support. Accordingly, it is intended that bidders will offer commercial off-the-shelf (COTS) or modified COTS equipment.
This is a Low Price Technically Acceptable (LPTA) source selection. Award shall be made to the supplier who is deemed responsible, whose proposal is technically acceptable and offers the lowest evaluated price.
Evaluation Factors (in order of importance)
1. Technical – Quotes must reflect the required specifications included in the RFQ and identified in the Technical Proposal instructions below.
1. Price – Quotes must include all applicable costs including shipping to Dahlgren, VA 22448.
L.1.1 Technical Proposal
L.1 The Contractor shall deliver a high-power pulse amplifier (also referred to as a X-Band Amplifier) that meet the minimum performance specifications identified in the Performance Specification Documentation.
| L.1.1 | The bidder shall submit with their offer a technical proposal with adequate supporting documentation to include; product specifications, sketches, or listings of authorized distributors and any other necessary information. Technical content shall enable engineering personnel to make a complete evaluation. The technical proposal shall be sufficiently detailed and complete to clearly demonstrate that the offeror has a thorough understanding of the requirements identified in the purchase description. |
| L.1.2 | The technical proposal shall include information detailing technical approach, potential tradeoffs or alternative solutions. The Government is interested in the identification of long lead items(s), sub-systems(s), or systems(s). |
L.1.3 The technical proposal shall not exceed fifteen (15) pages. Product specification, sketches, or listings of authorized distributors will not count toward the page limitation. General statements, not supported by the specific information requested above, will not be considered responsive.
| L.1.4 | The Offeror shall include three references from customers where they have delivered similar hardware within the last five years. It is preferred that at least one reference be from the Department of Defense (DoD). The following information shall be included: Organization, Point of Contact Name, email address, phone number, type of hardware/services and dates provided. |

Total fixed price quotation - be sure to consider all costs associated with the delivery of hardware including the contract data list (CDRLs), shipping costs, installation and training.
