About this file

This document is a pre-solicitation notice for a cost-plus-fixed-fee contract for non-commercial services to be awarded on a sole source basis to Northrop Grumman Systems Corporation (NGSC). The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires analysis from NGSC, the sole manufacturer of the MK 44 MOD 3 30MM Chain Gun, to successfully achieve Shock Approval for the MK 88 MOD 4 Gun Mount. NGSC is the only source capable of performing the required analysis as it considers all composition and design details of the MK 44 MOD 3 proprietary. NSWCDD intends to award the contract under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1(a)(2), "Only One Responsible Source." Delivery is required no later than 60 days after receipt of order. This pre-solicitation notice is not a request for competitive proposals, but responsible interested parties may submit a proposal identifying their interest and capability when the corresponding solicitation is released.

Section C - Descriptions and Specifications

STATEMENT OF WORK

SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT

C.1 BACKGROUND

The Integrated Engagement Systems Department (E32), at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), conducted a Shock Test on the MK 88 MOD 4 Gun Mount, which was equipped with a MK 44 MOD 3 Gun System. During the Shock Test, the MK 44 receiver fractured and the feeder separated from the receiver.

The NSWCDD requires support to determine the cause of the failure as well as provide potential solutions to prevent reoccurrence.

C.2 SCOPE

The NSWCDD, Integrated Engagement Systems Department (E), Gun Weapon Systems Division (E30), Gun Weapon Systems Engineering and Integration Branch (E32) has a requirement to perform a series of qualification tests on the MK 88 MOD 4 Gun Mount. The gun mount must successfully satisfy the qualification requirements to be considered available for operation. The MK 88 MOD 4 Gun Mount serves as the vehicle for a MK 44 MOD 3 30MM Chain Gun as well as a co-axially mounted M2HB or M2A1 Machine Gun. One of the required tests performed in the qualification test series was the Heavy Weight, High Impact, Shipboard Shock Test (performed in accordance with MIL-DTL-901E). During the shock test, the MK 44 MOD 3 30MM Chain Gun experienced unexpected, significant damages. The failures observed represent the potential for components of the MK 44 MOD 3 gun hardware to come adrift due to shock exposure. This occurrence, without specific approval from the Designated Approval Authority, prevents the minimum qualification of Grade B Shock Approval. Grade B shock approval of the MK 88 MOD 4 Gun Mount is necessary to complete final installation and receive approval for operation aboard US Navy vessels. In an effort to understand why the failure occurred and to implement modifications to prevent future reoccurrence, NSWCDD seeks analysis support from the MK 44 MOD 3 manufacturer, Northrop Grumman Systems Corporation (NGSC). Northrop Grumman is the only manufacturer of the MK 44 MOD 3 30MM Chain Gun and considers all composition and design details proprietary.

C.2.1 APPLICABLE DOCUMENTS

The following documents are applicable to this Statement of Work (SOW). The most current version of this document will be provided to the Contractor not later than five (5) calendar days after award of contract.

(b) Inherently-Governmental functions are not within the scope of this Contract. Decisions relative to programs supported by the Contractor shall be the sole responsibility of the Government.

C.10 DATA RIGHTS

Performance of this Contract work shall require, among other things, the Contractor to access and use Government-owned data such as software, documentation, technical data, process and report templates, and the like. Any and all software, documentation, technical data, and the like generated from such access and use shall also be and remain Government-owned data and shall be included in an appropriate technical report or other deliverable. The Contractor’s use of and access to Government-owned data shall neither constitute nor create any Contractor rights in or license to such data; the only Contractor permissions to use and access the data shall be those necessarily required by the Contractor to perform the work herein.

C.11 DIGITAL DELIVERY OF DATA

(a) Delivery by the Contractor to the Government of certain technical data and other information is now frequently required to be made in digital form rather than in hardcopy form. The method of delivery of such data and/or other information (i.e., in electronic, digital, paper hardcopy, or other form) shall not be deemed to affect in any way either the identity of the information (i.e., as “technical data” or “computer software”) or the Government’s and the Contractor’s respective rights therein.

The Contractor expressly acknowledges that, with respect to deliverables made according to this contract, no such terms, agreements, or other restrictions shall be applicable to or enforceable with respect to such deliverables unless such terms, agreements, or other restrictions expressly have been accepted in writing by the Contracting Officer; otherwise, the Government’s rights in and to such deliverables shall be governed exclusively by the terms of this contract.
