Attachment J.5 Questions and Answers Solicitation N0017819R3006 Amendment 0001 Q1. Is this a Small Business Set-aside?

Answer 1. Yes, this effort will be Set-aside for Small Business.

Q2. The FBO posting identifies the Set-Aside as “N/A”, which is interpreted as the solicitation is unrestricted. However, Section M states: “Multiple contracts will be awarded to responsible Small Business Offerors whose proposals represent the Technically Acceptable (TA) after evaluation in accordance with the factors described herein.” Page 45 includes FAR clause 52.219-6, which indicates this solicitation is Small Business Set-Aside. Please clarify.

Answer 2. Set Aside: N/A found on FBO Posted November 21, 2018 is incorrect. The Government intends to solicit Small Business Set-Aside. This will be updated.

Q3. No attachments to the solicitation were included on the FBO posting, only the solicitation itself. Please provide the following, at a minimum, Attachment J.3 Cost Summary, as Para. L.3.3.1 references this attachment to be used for proper format. If possible, please post all reference Attachments to the FBO posting.

Answer 3. The attachments are provided via Amendment 0001.

Q4. Please confirm that this procurement invokes the Service Contract Act.

Answer 4. Yes, this procurement invokes the Service Contract Act. See FAR clause 52.222-42 and 52.222-49 in Section I.

Amendment 0002 Q5. On the SF-33, Block 9 indicates that 1 original and 1 copy by received at the address in Block 7 in Dahlgren but on the bottom of page 64, it states that proposals are to be submitted electronically.

Answer 5. Section L.1.1. “ Proposals must be submitted electronically, via email in order to be officially submitted for award…email to the Contract Specialist at Charlene.Lowe@navy.mil and Contracting Officer at Dana.Phillips@navy.mil.” Also, Amendment 0002 states in #14 that only electronic submitted documents are required.

Q6. Section L.3.2.2, Sub-factor 1.1, Scenario, page 67: The Scenario can be interpreted different ways depending on the assumptions one makes. In order to provide an accurate as possible response to this Scenario, is it possible to provide additional background information regarding the Scenario? We think that would greatly enhance the Government’s ability to evaluate responses. If not, an Offerror’s assumptions could be significant (and different for each Offeror) in order to illustrate planning capabilities. Our questions wrt the Scenario include:

a.What is the cause of the damage;
b.What is the vessel type
c.What is the ship’s location;
d.What is the type of blown fiber? General Cable BLOLITE or Sumitomo NEXTGEN, or both?
e.Does this section of concatenation fall between two tube routing boxes (TRB) or does an FOICB exist in the link?
f.The scenario indicates, but does not quantify; splices are involved. How many circuits of a possible seven route beyond a TRB to a splice tray via mono-duct to at least one end or some similar situation? How many splices need to be replaced?
g.How many, if any, circuits terminate in an FOICB and require furcation to terminate with an ST or similar connector?
h.How many circuits are in the cable (how many ducts are occupied)?
i.What mode of fiber is used (Multimode or Singlemode)?
j.How many fibers comprise each circuit to be repaired- 4, 8, 12?

Answer 6. Per L.3.2.2, Sub-Factor 1.1 Scenario, the Offeror is required to provide their own assumptions for the scenario. The Offeror should clearly articulate their assumptions.

Amendment 0003 Q7. Section L.3.3.1.e, page, states Attachment J-3 Cost Summary Excel Workbook contains three spreadsheets. Attachment J-3 provided in Amendment 1 contains only one spreadsheet.

Answer7. Attachment J-3 provided in Amendment 0001 contains one spreadsheet submission. Section L.3.3.1€ will be deleted in the next modification.

Q8. Section L3.3.3.1. d, page 68, states subcontractors shall also follow the cost summary format provided in Attachment J.3. Attachment J-3 does not include a section for subcontractor costs. Request the Government clarify the requirement for subcontractor cost proposals.

Answer 8. Attachment J-3 will be corrected to include the Subcontractor costs in the next modification.

Q9. Section L.3.3.1.2., page 69, requires two cost proposals: 1) Delivery Order 0001 and 2) IDIQ proposal. Section L.3.3.2. (Labor Rates) only addresses Delivery Order 0001. Are two separate cost summary workbooks required? Is the labor rate substantiating data required for Delivery Order 0001 also required for the IDIQ cost proposal?

Answer 9. The solicitation will be modified. Section L.3.3.2. first sentence will be modified to include Delivery Order 0001 (L.3.3.1.1.) and Request for Proposal (L.3.3.1.2.).

Q10. Section L.3.3.1.2., page 69, identifies the labor categories and hours for the IDIQ cost proposal. What is the period of performance associated with the hours? Do any of the listed hours include overtime hours?

Answer 10. The solicitation will be modified to state the Period of Performance will be on (1) week starting on April 18, 2019. There are no overtime hours.

Q11.For the IDIQ cost proposal, is the Government looking for a staffing plan with named personnel, including subcontractors? Is the IDIQ cost proposal based on a specific work location?

Answer 11. The Government has not requested a staffing plan with named personnel or subcontractors. The purpose of the Request for Proposal (L.3.3.1.2.) is for evaluation purposes only. The solicitation will be modified in L.3.3.1.2. to state, “The work will be performed in Norfolk, VA.

Q12. Section L.3.3.1, page 69, Delivery Order 0001. Will the Contractor Kick-off meeting include all awardees or will individual meetings with each awardee be conducted?

Answer 12. The Contractor Kick-off meetings will be conducted as individual meetings with each awardee.

Q13. Section L.3.2.1, page 66, Mandatory Requirements, Requirement 3. Will electronic storage of NNPI be required?

Answer 13. Yes, Naval Nuclear Propulsion Information storage also includes electronic Naval Nuclear Propulsion Information.

Q14. Section H, page 35, LOE Fill-in. Is the LOE Fill-in required to be completed?

Q15. Section L.1.3(d) specifies “xlsx” file extension for excel files and section L.3.3.1 specifies “xls.” Please clarify the required file extension.

Answer 15. The solicitation will be modified in Section L.1.3(d) and in L.3.3.1. to allow the Offeror to sue either “xls” or “xlsx.”

Amendment 0004 Solicitation was extended to 8 January 2019 due to all of the questions received.

Amendment 0005 Q16. Sec. B notes NTE values for CLIN 0001 ($5,752,632), CLIN 0002 ($836,686) and CLIN 0003 ($1,895,425). We have assumed these to be the target NTE values for pricing our proposal under the Request for Proposal for the overall contract (MAC) award.

HOWEVER,

Sec. L.3.3.1.1 is labeled "Delivery Order 0001" and includes verbiage/instructions on bidding D.O. 0001, the Kick-off Meeting.

Sec. L.3.3.1.2 is labeled "Request for Proposal", but all information contained therein appear to also pertain to D.O. 0001 and NOT the MAC (notably, subsections L.3.3.1.2 (b) and (c)). For instance, the LOE table provided under Subsection L.3.3.1.2 (b) only includes a total of 98 hours, while the NTE established for CLIN 0001 is $5.7m, which would seem to indicate more than 96 hours. Subsection L.3.3.1.2 (c) includes amounts for travel ($1,964) and materials ($10,000) which seem to contradict NTE values under Sec. B for CLINs 0002 and 0003, respectively.

Could the government please clarify which proposal/quote Sec. L.3.3.1.2 (b) and (c) pertain to? Is it the MAC proposal or the D.O. 0001 quote?

Answer 16. There are three (3) separate and distinct parts to the Cost Proposal.

(1)The Contractors shall include in their proposal Section B, Clins with the maximum values.

(2)The Contractor shall include the costs associated with Delivery Order 0001 (L.3.3.1.1.) by following the instructions in L.3.3., L.3.3.1.1., L.3.3.2., L.3.3.3., L3.3.4., and L36.

(3)The Contractor shall include the costs associated with the Request for Proposal (L.3.3.1.2.) by following the instructions in L.3.3., L.3.3.1.1., L.3.3.2., L.3.3.3., L.3.3.4., and L36.

Amendment 0006 Q17. For clarification, Section B shows total cost values for each CLIN. Are offerors expected to complete Section B as their independent pricing for the IDIQ, but not exceed those maximum values?

Answer 17. Per Amendment 0005, L.3.3. (1) states, “The Contractors shall include in their proposal Section B, Clins with the following values for the CLINs: CLIN 0001: $752,632 CLIN 0002: $836,686 CLIN 0003: $ 1,895,425.

Q 18. The first sentence in L.3.3.1.2 is unclear. For clarification, is the information listed in Section L.3.3.1.2 letters (a)-(d) specifically referring to pricing only Delivery Order 0001 or both Delivery Order 0001 and the IDIQ contract?

Answer 18. Per Amendment L.3.3.1.2. is associated with the scenario in L.3.3.2.2. (Sub Factor 1.1).
