For informational purposes, the following vendor questions and corresponding Government responses are being provided:
1. Section B – Supplies or Service and Prices, ITEM 0001, page 2 of 56: Under “UNIT” for CLIN 0001 it says
“Each”. Should this be “Lot” since it is to represent the ceiling for the IDIQ contract?
Response: Each as the unit of issue for the firm fixed price hardware is appropriate.
2. Section C – STATEMENT OF WORK, Paragraph 4.5 PLANNED SSDS Mk2 PRODUCTION HARDWARE, page 8 of 56: The SOW includes the following note:
Note: Delivery Order 0001 shall consist of the following:
Electronic Equipment Cabinet (EEE) (Left) SA-2811/U, Quantity 1 each
Mini-I/O Signal Data Converter Group OU-184(V) 5 LSD, Quantity 1 each

Is it the government’s intent to award DO 0001 at the same time as the initial IDIQ award?
Response: Yes, the Government intends to issue Delivery Order 0001 at the same time as the award of the contract.
3. Section F – Deliveries or Performance, page 14 of 56: The delivery date for CLIN 0001 is 9 months ADC but there are items listed out to FY17. Does this only pertain to the FY14 items? Please clarify.
Response: Nine Months ADC represents the required delivery date for the hardware which will be included under
Delivery Order 0001 (Page 8 of the solicitation)
4. Section F – Deliveries or Performance, page 14 of 56: No period of performance is provided. Section I, Clause
252.216-7006 ORDERING, states that orders may be issued from date of contract award through 3 years. Will the IDIQ have a stated period of performance to cover this three year period?
Response: Clause 252.216-7006 provides the ordering period. Specific delivery dates will be provided per individual delivery order.
5. Section I – CLAUSES INCORPORATED BY FULL TEXT, 52-216-19 – ORDERING LIMITATIONS, paragraph (a) Minimum Order, page 23 of 56: The government has stated the minimum order of $50,000 under paragraph (a), however, under Ddl-B10 MINIMUM AND MAXIMUM QUANTITIES on page 2 of 56, the minimum order amount is indicated as $500,000. Which minimum is correct?
Response: Clause Ddl-B10 provides the minimum value at the contract level (whether the contractor receives 1 order or 100 orders, the guaranteed minimum will be at least $500,000). Clause 52.216-9 provides the minimum value for each order (anything less than $50,000 the Gov't is not obligated to purchase, nor is the contractor obligated to accept).
6. Section I – CLAUSES INCORPORATED BY FULL TEXT, 52-216-19 – ORDERING LIMITATIONS, paragraph (b) Maximum Order, sections (1) & (2), page 23 of 56: there is no maximum stated. Please provide the maximum dollar amount for individual orders, subparagraph (1). Please confirm that subparagraph (2) would be equal to the IDIQ ceiling as stated under Ddl-B10 MINIMUM AND MAXIMUM QUANTITIES on page 2 of 56.
Response: The maximum order value would be equal to the contract ceiling.
7. Section I, pages 21 – 32: The Performance Based Payments (PBP) clause FAR 52.232-32 is not included under
Section I. Will the government consider the inclusion of this clause into the resulting IDIQ and Delivery
Orders?
Response: Performance based payments is not applicable to IDIQ type contracts; however the solicitation will be amended to include Clause 52.232-16 - Progress Payments and Clause 52.232-16, Alt I.
8. Section L – Ddl-25 (c) 3 – TECHNICAL PROPOSAL – SPECIFIC REQUIREMENTS – TECHNICAL AND
MANAGEMENT UNDERSTANDING/CAPABILITY, page 47 of 56: This section states: “The contractor must have the capability to store and account for Government Furnished Equipment (GFE) and have enough environmentally controlled and segregated warehouse space to store post production equipment equivalent to one complete ship-set of equipment for 30 days.” Please define “Ship Set” in terms of a square footage or cube requirement?
Response: It is estimated that a ship-set could be stored in a space of 500 square feet.
9. Section L - Ddl-L31 - COST PROPOSAL – SPECIFIC REQUIREMENTS – COMPLEX SUPPLIES/R&D
ITEMS, page 48 of 56: There is no suggested start date for bidders to use. Will the government provide a start date for bidders to utilize for purposes of ensuring all bidders are bidding to the same POP?
Response: The estimated start date is July 3, 2014. The solicitation will be amended to reflect this information.
10. Section L - Ddl-L31 - COST PROPOSAL – SPECIFIC REQUIREMENTS – COMPLEX SUPPLIES/R&D
ITEMS, paragraph (a), page 50 of 56: The quantities under CVN74 Mod 1D of Table FY2015 on this page as amended under Amendment 1 Table FY2015 do not match the quantities noted in Section C – STATEMENT
OF WORK, paragraph 4.5, pages 7 & 8 of 56, Table FY2015 – FY 2017. What is the correct number of items required under CVN 74 Mod 1D in FY2015?
Response: The quantities contained in Section C (Pages 7 & 8) are correct. The solicitation will be amended to reflect this correction.
11. Section L - Ddl-L31 – COST PROPOSAL – SPECIFIC REQUIREMENTS – COMPLEX SUPPLIES/R&D
ITEMS, paragraph (b)(1) Adequate Price Competition, page 53 of 56: Adequate Price Competition requires a price analysis to be performed on subcontracts, purchase orders and material orders that are based on adequate price competition. What is the dollar threshold for performing these price analyses?
Response: Price analysis should be performed on subcontracts, purchase orders or material exceeding or expected to exceed the appropriate threshold set forth at FAR 15.403-4 priced on the basis of adequate price competition.
12. Section L – Ddl-L31 – COST PROPOSAL – SPECIFIC REQUIREMENTS – COMPLEX SUPPLIES/R&D
ITEMS, paragraph (b)(2) All Other, page 53 of 56: Single source subcontracts and procurement items require a copy of the cost analysis and cost or pricing data submitted by the subcontractor or material vendor (purchase order). What is the dollar threshold for performing a cost analysis on the single source subcontractors and vendor proposals/quotes and including these analyses as part of the prime’s submittal? What is the dollar threshold for including a copy of the subcontractor/vendor cost or pricing data as part of the prime’s submittal?
Response: Cost analysis should be performed on subcontracts when certified cost or pricing data are submitted by the subcontractor. Include these analyses as part of your certified cost or pricing data submissions for subcontracts expected to exceed the appropriate threshold in FAR 15.403-4.
13. Upon initial engineering evaluation of the provided GFI Technical Data Packages, the packages appear to be incomplete. Is it the government’s intention to have the contractor’s price the hardware items strictly as reflected in the TDPs that were provided?
For example, in the package for the PP-8580, the assembly drawings for the rear I/O panel and Air Deflector assembly are indicated by the provided drawing tree but are missing from the package. In addition no electrical drawings were provided for this item. Is it the intention that contractors will only provide the mechanical integration for this item?
A second example: the TDP for the Hotel solution has 4 separate drawing tree drawings. Which drawing tree does the government desire the contractor to use to price this item? Also in this package there are a number of part numbers that are blank on the parts list on the various assembly drawings.
Response: The technical customer has determined that revisions were needed to the TDP's which were initially distributed in response to the subject solicitation.
14. With respect to the mandatory requirements stated on page 47 of the solicitation; should offerors address these and any other administrative requirements within Volume 1 of the proposal?
Response: You may include this information under Volume II.
15. For pricing purposes, should the offeror include pricing for the Touch Screen Displays and associated items
(drip shields and 6 degree supports) for the SA-2811A within their proposal or assume that the Government will provide them as GFE? Specifically, drawing 8501293, note 4 states, “Contractor Representative to determine if these items are available as GFE prior to purchase.” The display and associated items are not contained on the GFE List.
Response: No GFE will be provided.
16. The quantity of equipment required in the Equipment Charts contained in Section C and Section L differ, (please see pages 6 thru 8 and pages 45 thru 52, respectively). For the chart in Section L, the equipment quantities for CVN 74 appears to be wrong and the LHD 2 is missing from FY15 in its entirety. Which chart is correct? Section C or L? Please clarify.
Response: The planned hardware chart found under Section L (Page 50) for the CVN 74 Mod 1D contained incorrect quantities. Amendment 2 posted to FedBizOpps today to correct this error. The planned hardware chart under Section C is correct.
17. In the Equipment Charts contained in Section C, see pages 6 thru 8, equipment for SSDS ½ ICSTD, SSDS
Mk2 Mod 1D/2D WI and Mod 1D/2D are identified. Are these systems a LSD (-1) configuration or CVN (-2) configuration?
Response: CVN(-2) configuration.
18. In the Equipment Charts contained in Section C, see pages 6 thru 8, The Government is buying ten EEE, Left, SA-2811A/U assemblies in FY2014; however, the chart only shows nine EEE, Right, SA-2811A/U assemblies in FY2014. Are these not required as pairs? No EEE, Right, SA-2811A is shown for the SDTS. Is this correct? Please clarify.
Response: The charts found under Sections C and L for the Electronic Equipment Cabinet (EEE)(Right) SA-2811/U with CIWS for the SDTS Mod 5C should include a quantity of one each. An amendment will be forthcoming to reflect this correction.
19. What is the difference between the SA-2811A/U Electronic Equipment Cabinets (EEE), Right, with CIWS
Simulator and SA-2811A/U Electronic Equipment Cabinets (EEE), Right, with drawing 8600946 (FC1)?
Both are built in accordance with drawing 8501295 and the device removed by drawing 8600946 (CIWS
Server) was not originally contained in 8501295. There appear to be no differences in the two configurations.
Could the government confirm or clarify this?
Response: Field Change 1 can be implemented in the field or during equipment production. For new production, it is intended that the CIWS server and the slides not be procured or included with the SA-2811A/U. The slide adaptors are to be installed, the cables are to be run and mounted on the cable management arm, but the server and slides are not included.

Response: The technical customer has determined that revisions were needed to the TDP's which were initially distributed in response to the subject solicitation.
21. There are two ordering clauses wihin the proposal; one is found on page 18 and entitled Ddl-G22
TASK/DELIVERY ORDER REQUIREMENTS and the other is found on page 31 is the DFARS clause 252.216-
7006. Which one takes precedence and will a contractor be required to submit task order proposals under any resulting ccntract.
Response: NSWCDD's standard procedure is to issue an RFP per individual delivery order; however this could be negotiated at contract award with the successful offeror.
22. Regarding the Boundary Defense Cabinet, drawing 8600737, item 1, 74” Shock Isolation Frame, Vented;
Note 7 of this drawing states, “This item will be furnished by the Government (GFI).” Unfortunately, this item is not identified on the list of GFM contained in the solicitation. This is a very high cost item! Will the
Government provide this item as GFM or must the contractor provide this item? If the contact is to provide this item, vendor name (or CAGE code) and part number is required.
Response: Drawing 8600737 was superseded by Drawing 8601114-000, OL-798(V)(2) Network Server Group.
The 8601114-000 drawing identifies the cabinet, the manufacturer, and the cage code in the parts list under Find
Number 1.
23. With respect to the Ordering Clause, entitled “252.216-7006 ORDERING (MAY 2011)”, on page 31 of 56, it is stated: “Such orders may be issued from date of contract award through 3 years.” The equipment charts, contained in Section C and L of the solicitation identifies equipment requirements for FY 2017. Is the ordering period long enough to realistically allow FY2017 funded equipment to be procured? For example, assume a hypothetical contract award date of December 2014. Ordering year 1 ends December 2015. Order year 2 ends December 2016, Order year 3 ends December 2017. Funds appropriated in FY2017 are typically not available to the field commands for expenditure until after January 2018, assuming no congressional budget battles or continuing resolution. FY2017 funds coming available in January 2018, or later, would be outside the contract’s ordering period. Could the ordering period be increased to at least 4 years after date of contract?
Response: There are no plans at this time to extend the ordering period past 3 years.
24. It is unclear from the RFP how/if unit pricing will become part of the resulting IDIQ. There are no CLINs with descriptions for each piece of equipment, by fiscal year, as is provided in the Section L tables. Please clarify how/if unit pricing will become part of the resulting IDIQ.
Response: The planned hardware is displayed in the charts per fiscal year. The offeror is to provide a summed value per fiscal year for each piece of hardware times the quantity identified in the chart. CLIN 0001 will represent the total contract ceiling, which will comprise the total summed pricing for all hardware for FY14, FY15, FY16 and
FY17. For example, the total estimated quantity for the Hotel Solution in FY14 is 78 each. Northrop Grumman's unit price is xx, then the summed value for this piece of hardware would be xx times 78 each.
25. The indicated ordering POP of 7/3/14 – 7/2/17 covers three twelve month periods but the tables include equipment covering four (4) government fiscal year periods. What FY equipment units are represented in each contract 12 month period?
Response: It is anticipated that Year 1 will include FY14 and FY15 requirements; Year 2 is anticipated to include
FY15 and FY16 requirements; and Year 3 is anticipated to include FY16 and FY17 requirements. The ordering period may not align exactly with the start of a new fiscal year. The estimated planned hardware and the estimated contract award date are based on the most accurate data currently available at this time.
26. The deliverable item in the solicitation is listed as Electronic Equipment Cabinet (EEE) (Right) SA-2811A/U
Drawing # 8501295-1 (LSD) and 8501295-2 (CVN), with 8600946 (FC1). Drawing 8600946 is a Field
Change calling for removal of the CIWS server. It is unclear if or where the CIWS server is installed. It appears that the 'field change' may affect an existing configuration. How does the 'field change' apply to the
'build-to-print' EEE? Is item 1 on the 8600946, the Netra SPARC T3-1/T4-1 Server, required to be installed and then removed?
Response: Field Change 1 can be implemented in the field or during equipment production. For new production, it is intended that the CIWS server and the slides not be procured or included with the SA-2811A/U. The slide adaptors are to be installed, the cables are to be run and mounted on the cable management arm, but the server and slides are not included.
27. On the subsequent Multiple Award Contract resulting from this solicitation, will the Government award complete shipsets to one contractor based on price per shipset or will the Government split the shipsets and award specific articles of equipment to contractors based on the price of specific articles of equipment?
Response: The Government will make that determination based upon current requirements at the time in which individual delivery orders are placed.
28. Regarding the OU-184(V)3, 4 and 5, Mini I/O Signal Data Converters (Drawing numbers 8504398, 8504399 and 8504443, respectively), the contractor cannot locate in the Technical Data Package the VME
Circuit Cards Assemblies installed in the card cage for this equipment. How should the contractor proceed?
Should we price the equipment without the VME Circuit Cards or will the Government update the TDP to identify the circuit cards? Please note that the VME circuit cards are a significant cost element for this equipment.
Response: The VME circuit card was included in the Technical Data Package but placed in the wrong folder.
It should have been placed in the SSDS Common folder, but it is currently located in the CV-4437 folder.
The drawing number is 8499684.
29. Drawing 8504396, OU-184(V)1, Item 3 is the 8504407-1 Card Cage. Items 1 and 2 (for the -001 and -002 respectively) are the 8578204-1 and -2 for the Assembly, Base Configuration. Drawing 8578204, Item 9, is the 8504407 Card Cage. It does not seem that 2 of the 8504407 Card Cage is required. However, the Card
Cage is called out at 2 levels of assembly within the same top assembly (8504396). Can we assume that the card cage is not required as Item 9 of the 8578204?
Response: There is an error on DWG 8578204, the card cage (Item 9) should not be called out at this level. It should only be called out at the top level assembly (8504396).
30. Is the Q-70 Assembly, P/N 8600840, intended to be a purchased item as opposed to a make item since an incumbent is in place to produce the 8600840? If 8600840 is a make, a significant number of additional questions will require answers based on the TDP provided.
Response: The SSDS configuration that required the use of H/W defined as the "The Hotel solution drawing number 8600840" has been postponed due to a change to the SSDS fielding plan, thus this H/W configuration is being deleted from the solicitation.
31. With respect to the SA-2811A/U (EEE) drawing 8501295, could the government provide the part number for the Nova Galaxy UPS cited as item 1 on drawing 8501456?
Response: The part number for the Nova Galaxy UPS is 8561998(A).
The Source Control Drawing was included in the TDP.

SCOPE
This SOW describes the general requirements for the production of hardware in support of the SSDS Mk 2 system.
The scope includes hardware production (which may include Government Furnished Equipment (GFE)), assembly, configuration, alignment, integration, testing and shipping for the SSDS Mk 2 system hardware.

2.3 PRECEDENCE
Notification of any disagreement between the documents listed above and the Technical Data Package (TDP) drawings listed in Section 4.5 of this SOW shall be submitted in writing to the COR and the Contracting Officer prior to continuing performance.
3.0 REQUIREMENTS: SSDS Mk 2 HARDWARE PRODUCTION
The Contractor shall provide hardware production, assembly, part configuration, alignment, integration, testing, and shipping for the SSDS Mk 2 system hardware as specified by the Government’s TDP’s, consisting of mechanical, electrical and assembly drawings.
SSDS Mk 2 hardware production includes assembly and integration; testing of the assembled hardware in accordance with Government provided Factory Qualification Test (FQT) procedures; labeling of the assembled equipment hardware and parts with manufacturer serial numbers and Government assigned serial numbers, including Unique Identification (UID) information; packaging and crating of the hardware for shipment; and shipment to locations specified in individual delivery orders. Installation of the equipment aboard ship is not included in this SOW.
3.1 PROGRAM MANAGEMENT PLAN
The contractor shall provide a Program Management Plan (CDRL A001).
3.2 CONDUCT OF FACTORY QUALIFICATION TEST
The Government reserves the right to observe FQT, which will be performed at the contractor’s facility. The contractor shall provide the Government at least 14 days advanced notice of the test date. FQT procedures will be provided not later than 90 days after contract award.
The following shall be utilized as preliminary FQT procedures and shall be the basis for acceptance of delivered equipment:
1. The unit will be placed under power to demonstrate stable power to internal components.
2. All interconnect cables (Copper and Fiber) will be validated. The successful validation will demonstrate that the unit is wired correctly and the cables are functioning.
3. All network connections must be functional. This functional test will be validated by performing a “ping” test of the network.
4. All discreet cables will be verified.
5. Mechanical fit and functional test will be performed. This functional test will demonstrate the
“unencumber” opening and closing of doors, drawers, slides and “cable keeps”, etc.
6. All lights, indicators and switches must be functional.
4.0 OTHER REQUIREMENTS
4.1 PRODUCTION PLAN
The contractor shall provide production status reports as required. The first submission is due within two weeks of receipt of each delivery order (CDRL A002).
4.2 AS-BUILT CONFIGURATION AUDIT SUMMARY REPORT
The contractor shall provide an As-Built Configuration Audit Summary Report (CDRL A003) for all produced equipment.
4.3 GOVERNMENT FURNISHED EQUIPMENT (GFE), GOVERNMENT FURNISHED INFORMATION
(GFI) AND GOVERNMENT FURNISHED PROPERTY (GFP)
(a) The contractor shall account for and manage all GFE/GFI/GFP. The contractor shall inspect GFE/GFI/GFP upon receipt and maintain the status of all GFE/GFI/GFP in custody in accordance with FAR 52.245-1.
(b) The GFE/GFI/GFP requirements will be listed in Section J as an attachment to the contract.
4.4 PACKAGING, HANDLING, STORAGE & TRANSPORTATION (PHS&T)
The equipment produced must be packaged to withstand being stored in an uncontrolled environment (CDRL
A004). All production equipment shall be packaged in accordance with MIL-STD-2073-1E for preservation to protect material against environmentally induced corrosion and deterioration, physical and mechanical damage, and other forms of degradation during storage, multiple handling, and shipment of material.
4.5 PLANNED SSDS Mk2 PRODUCTION HARDWARE
For informational purposes, the following is a list of anticipated production hardware. The hardware to be acquired, quantity and delivery date will be specified per individual delivery order. The TDP’s will be provided as applicable per individual delivery order.

4.6 MANDATORY REQUIREMENTS
The following requirements are mandatory and must be met prior to award of a contract, as well as maintained throughout the period of performance:
Requirement 1: The contractor must be a U.S. owned business with a facility located within the continental Unites States.
Requirement 2: All personnel performing tasks under this contract must be United States citizens
Requirement 3: The contractor must be a current DoD contractor and hold an active Joint Certification
Program (JCP) certification with the Logistics Information Service
Requirement 4: The contractor must be ISO 9001 Certified and provide Certification number.
4.7 SECURITY GUIDANCE
As referenced in the DD Form 254, For Official Use Only (FOUO) information shall be protected per DoD 5200.1
Vol 4. It is emphasized that FOUO information may not be transmitted via unprotected systems, e.g., the Internet, unless fully encrypted to the current DoD Standard 5200.1, Volume 4.

DIGITAL DELIVERY OF DATA
(a) Delivery by the Contractor to the Government of certain technical data and other information is now frequently required to be made in digital form rather than in hardcopy form. The method of delivery of such data and/or other information (i.e., in electronic, digital, paper hardcopy, or other form) shall not be deemed to affect in any way either the identity of the information (i.e., as “technical data” or “computer software”) or the Government’s and the Contractor’s respective rights therein.
(b) Whenever technical data and/or computer software deliverables required by this contract are to be delivered in digital form, any authorized, required, or permitted markings relating to the Government’s rights in and to such technical data and/or computer software must also be digitally included as part of the deliverable and on or in the same medium used to deliver the technical data and/or software. Such markings must be clearly associated with the corresponding technical data and/or computer software to which the markings relate and must be included in such a way that the marking(s) appear in human-readable form when the technical data and/or software is accessed and/or used. Such markings must also be applied in conspicuous human-readable form on a visible portion of any physical medium used to effect delivery of the technical data and/or computer software. Nothing in this paragraph shall replace or relieve the Contractor’s obligations with respect to requirements for marking technical data and/or computer software that are imposed by other applicable clauses such as, where applicable and without limitation, DFARS 252.227-
7013 and/or DFARS 252.227-7014.
(c) Digital delivery means (such as but not limited to Internet tools, websites, shared networks, and the like) sometimes require, as a condition for access to and/or use of the means, an agreement by a user to certain terms, agreements, or other restrictions such as but not limited to “Terms of Use,” licenses, or other restrictions intended to be applicable to the information being delivered via the digital delivery means. The
Contractor expressly acknowledges that, with respect to deliverables made according to this contract, no such terms, agreements, or other restrictions shall be applicable to or enforceable with respect to such deliverables unless such terms, agreements, or other restrictions expressly have been accepted in writing by the Contracting Officer; otherwise, the Government’s rights in and to such deliverables shall be governed exclusively by the terms of this contract.

The cost proposal must provide breakdowns for the following basic price and/or cost elements, as applicable:
(a) This proposal shall contain Firm Fixed Pricing (FFP) as stated in Section B to establish a contract ceiling value under CLIN 0001. The offeror shall provide as a part of their cost proposal the summed value of each piece of equipment times the quantity as identified in the chart below per fiscal year. The summed total value for
FY 14, FY15, FY16 and FY17 (all equipment quantities for the entire period of performance) shall equal the established contract ceiling value (CLIN 0001). See chart below:

(b) Purchased/Subcontracted Materials and Services. Provide a consolidated priced summary of individual material quantities included in the various tasks, orders, or contract line items being proposed and the basis for pricing (vendor quotes, invoice prices, etc.). Include raw materials, parts, components, assemblies, and services to be produced or performed by others. For all items proposed, identify the item and show the source, quantity, and price. Conduct price analyses of all subcontractor proposals. Conduct cost analyses for all subcontracts when cost or pricing data are submitted by the subcontractor. Include these analyses as part of your own cost proposal submissions. Submit the subcontractor cost or pricing data as part of your own cost or pricing data. These requirements also apply to all subcontractors if required to submit cost or pricing data.
(1) Adequate Price Competition. Provide data showing the degree of competition and the basis for establishing the source and reasonableness of price for those acquisitions (such as subcontracts, purchase orders, material order, etc.) priced on the basis of adequate price competition. For interorganizational transfers priced at other than the cost of comparable competitive commercial work of the division, subsidiary, or affiliate of the contractor, explain the pricing method (see FAR 31.205-26(e)).
(2) All Other. Provide data showing the basis for establishing source and reasonableness of price.

that are generally stocked in inventory, provide a separate cost breakdown, if priced based on cost. For interorganizational transfers priced at cost, provide a separate breakdown of cost elements. Analyze the cost or pricing data and submit the results of your analysis of the prospective source's proposal. When submission of a prospective source's cost or pricing data is required as described in this paragraph, it must be included along with your own cost or pricing data submission, as part of your own cost or pricing data. You must also submit any other cost or pricing data obtained from a subcontractor, either actually or by specific identification, along with the results of any analysis performed on that data.
