About this file

This is Standard Form 30 Amendment 0003 to solicitation N0017426R1003, issued by the Naval Supply Systems Command (NSSC) Indian Head Division on 29 July 2026. The amendment extends the proposal submission deadline from 4 August 2026 to 27 August 2026 at 3:00 p.m. EST. The contracting officer is Ashleigh M. Bowie. Offerors must acknowledge receipt of this amendment prior to the extended deadline using one of three methods: completing items 8 and 15 and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or sending a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.

The amendment addresses four questions received from industry regarding the solicitation. Key clarifications include: confirmation that the deadline extension to 27 August 2026 is final; notification that while this solicitation addresses current operational needs, similar future requirements may be solicited periodically based on evolving mission needs; confirmation that private sector past performance is acceptable alongside U.S. Government contract experience, requiring submission of Past Performance Questionnaires (Attachment 02) for customers with no CPARS records; and clarification that subcontractor past performance should be documented using the same reference sheets (Attachments 01 and 02) as the prime offeror. The Government will no longer address non-critical questions received after this amendment.

Response Due Date 04 Aug 2026 27 Aug 2026

Miscellaneous text in this section has been modified to:

The purpose of this amendment is to:

1) Extend the solicitation closing date from 3:00 p.m. EST 4 August 2026 to 3:00 p.m. EST 27August 2026.

2) Answer the following questions that were received in response to the solicitation issuance:

Are you anticipating extending the proposal submission deadline?Question 1:

Answer 1: The submission deadline will be extended from 4 August 2026 to 27 August 2026 3:00 p.m. EST.

Question 2: Are opportunities of this nature typically issued periodically, or is this a one-time solicitation?

Answer 2: The Government continually evaluates its mission requirements. While this specific solicitation addresses a current operational need, future requirements of a similar nature may be solicited periodically as dictated by evolving mission needs.

Question 3: For the past performance requirement, must the references be from U.S. Government contracts, or may we also provide relevant past performance with private-sector customers?

Answer 3: Private sector past performance is acceptable. If submitting private sector past performance records, with no CPARS record, the Offeror shall submit one (1) Past Performance Questionnaire, Attachment 02 in Section J, to each of its customer POCs identified in the Recent and Relevant Past Performance References. Please refer to Section L - Instructions, Conditions, & Notices to Offerors or Quoters.

Question 4: The Government states in "Volume 2: Past Performance" that "Past Performance Information shall be provided for the Prime and all subcontractors in order to develop an Offeror's past performance rating". The Government also states in the same section that if there is a CPARS Record the Offeror shall provide up to three references listed on the past performance reference sheet (Attachment 01 in Section J). Attachment 01 requires information pertaining to the offeror's past-performance reference but does not clearly delineate what information, if any, needs to be provided as it pertains to subcontractors.

Can the Government confirm that the extent of subcontractor past-performance should be provided in Attachment 01 as part of the narrative describing the offeror's experience?

Answer 4: Subcontractor past performance should be provided using the same reference sheets (Attachment 01 and 02 as applicable) as the Offeror.

This ensures a thorough and fair evaluation of the entire team's past performance.

In the interest of time, the Government will no longer be addressing questions received in response to this solicitation, unless they are considered to be of a critical nature and will add value to potential offeror's submissions.
