About this file

This is a proposal checklist document for RFP N0017426R1003, a Manufacturing & Services Acquisition (MASA) Manufacturing Support contract issued by the Naval Sea Systems Command. The checklist serves as a suggested guide to ensure offerors submit all required documentation and is not mandatory for use.

The checklist outlines three required proposal volumes: Volume 1 (Technical), Volume 2 (Past Performance), and Volume 3 (Small Business Subcontracting Plan, if applicable). Volume 1 must include a detailed technical approach addressing the Statement of Work and sample Technical Data Package (TDP), a Quality Assurance Plan demonstrating compliance with ANSI/ASQC Q9000-Q9004 standards or equivalent, accreditation certificates, quality and process controls for TDP compliance, and documentation procedures for non-conforming material and in-process rejects for hardware manufacturing tasks. Volume 1 must also address facilities and equipment for testing, lab analysis, parts fabrication, and loading by identifying Prime and subcontractor facility locations and sizes, demonstrating facility availability at award, and documenting how at least 25% of proposed task amounts will be allocated to small business concerns with meaningful task assignments. Volume 2 requires past performance information for the Prime and subcontractors from the last five years demonstrating relevance to the SOW, with three references if available, including either a completed Past Performance Questionnaire or CPARS records. Volume 3 requires a Small Business Subcontracting Plan for applicable tasks (1, 4, or 5) in accordance with FAR clause 52.219-9. Additionally, offerors must complete all RFP fill-ins and submit a cover letter with solicitation number, company contact information, authorized personnel names, a statement of consent to all terms and conditions, and an Organizational or Personal Conflict of Interest Certification or Mitigation Plan per NAVSEA requirements.
