Amendment 0002 is being issued:

2) Section L 5.0, Volume 1 – Technical (Factor 1), Sub-Factor 1 has been updated to reflect no explosive testing as part of the requirement.

Industry Question and Answer 0002
Q1: Is this new work?
A1: No, this requirement has previously been solicited and awarded.
Q2: Is there an incumbent? If so, what is their name, contract number and contract value?
A2: Flexible Concepts, Inc. was awarded under contract number N00174-13-C-0022. The value of the contract will not be provided.
Q3: We would like to ask for a 30 day extension, but will appreciate any extended timeline.
A3: An extension has been granted. Offers are now due April 2, 2024.
Q4: Section L describes “facility that can accommodate functional testing of explosive-loaded test samples.”
What type/class of explosives and the quantity?
A4: Section L & M have been updated to reflect no explosive testing.
Q5: Section L describes “facility that can accommodate functional testing of explosive-loaded test samples.”
Does the government plan to use actual MK-66 rocket motors, or an amount of explosives that simulates the desired outcome?
A5: There is no explosive; however, inert MK706 Rocket Motors will be provided for First Article Testing.
Q6: Drawing 6214135revC MK706 was included in the TDP but is not referenced in the solicitation. It references a Pallet, MK 3 Mod 0 Drawing 564200. Is the expectation that the MK706 will be shipped to the government in this configuration? If so, is the pallet going to be supplied as GFM or is the vendor to source?
If the vendor is to source, we would need the drawing for 564200.
A6: MK 706 should be packaged in accordance with Drawing 6214135revC MK706 FIUL. The pallet will be supplied as GFM, in accordance with Section J.
Q7: Requests a 30 day extension to the submission date of 1 March. The initial anticipated release of the solicitation was in December of 2023. The TDP was not available until the solicitation was released on 31 January. It will be extremely difficult to get vendor quotes and a manufacturing assessment on tightly tolerance die cast components as well as submit a VOL I within 30 days.
A7: An extension has been granted. Offers are now due April 2, 2024.
Q8: Is a company from Europe allowed to participate on this tender?
A8: Yes, so long as the company is registered in SAM as a Small Business.
Q9: Can you share drawing documents with us?
Q9: Drawing Package requests should be made in accordance with Solicitation Section L, 2.0.
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 01-Mar-2024 12:00 PM to 02-Apr-2024 12:00 PM.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
PROPOSAL REQUIREMENTS
5.0 PROPOSAL ORGANIZATION
Factors are listed in descending order of importance.
VOLUME I – TECHNICAL (FACTOR 1)
The Offeror shall address technical subfactors as detailed below which are of equal importance.
Offerors are to ensure that only Technical information is contained within Volume I.
The Technical Proposal shall not contain any hyperlinks, other electronically imbedded links or Price information.
The technical proposal shall be limited to the following submissions and pages:
SUB-FACTOR 1: Technical Approach to Drawing Package (Not to Exceed 20 pages) The Offeror's proposed plan shall demonstrate its ability to fabricate, inspect, test, and deliver MK 706 Mod 0 Shipping Container in accordance with the drawing package and requirements and applicable documents listed in the Statement of Work (SOW). The Offeror shall demonstrate innovative and technical soundness in its approach to performing and delivering the applicable requirements within the specified timeframes. The Offeror shall provide a milestone chart for each item. This chart should contain, at a minimum, the following elements:
1. Receipt of order
2. Ordering of material
3. Receipt of material
4. Start of manufacturing
5. Inspection points
6. Out-processing
7. Completion of manufacturing
8. Final inspection
9. Shipping
The Offeror shall provide overall manufacturing approach include production processes, procedures, material handling and controls for the fabrication of the MK 706 container including, but not limited to, a description of such items as jigs, fixtures, instruments and facilities required during the manufacturing process, including those necessary for loading explosive components.
The Offeror shall adequately address the processes for the following critical processes expected during manufacture of the containers:
• Machining close tolerance metal parts and plating.
• Fabricating custom plastic parts.
The Offeror shall adequately identify which major items and/or subassemblies will be procured from Subcontractors or vendors.
The Offeror shall adequately describe the test program including in-process testing, inspection procedures, special test equipment including environmental test equipment, and test equipment calibration that will be implemented to verify compliance with the requirements in the performance specification and SOW.
The Offeror shall adequately describe in detail its test equipment and facilities for water impact testing, vibration testing, temperature cycling, high pressure testing, and destructive physical analysis. to perform acceptance testing, and any conceptual test set-up and facility that can accommodate functional testing of explosive-loaded test samples.
The Offeror shall identify any potential Requests for Variance (RFV) in their proposal submission. Any identified RFVs shall be identified in the Offeror’s cost proposal.
The Offeror shall not include relevant corporate experience information in sub-factor 1.
The Government will not evaluate relevant corporate experience in this sub-factor. Relevant corporate experience will only be evaluated in sub-factor 3.
SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATION FACTORS FOR AWARD
FACTOR 1 – TECHNICAL (Volume I)
The Government has established the page limit for each technical subfactor in Section L of the RFP. Offerors are advised that excess pages will not be evaluated. The Government will assess whether or not the Offeror has simply restated the Statement of Work, which is unacceptable.
Subfactor 1: Technical Approach to Drawing Package (Not to Exceed 20 pages)
The Government will evaluate the Offeror's proposed plan to fabricate, inspect, test, and deliver MK 706 Mod 0 Shipping Container in accordance with the drawing package and requirements and applicable documents in the Statement of Work (SOW). The Government will evaluate the Offeror’s proposal to determine the extent of innovation and the technical soundness of the proposed approach to performing and delivering the applicable requirements within the specified timeframes. The Government will evaluate the Offeror’s milestone chart for each item. This chart should contain, at a minimum, the following elements:
1. Receipt of order
2. Ordering of material
3. Receipt of material
4. Start of manufacturing
5. Inspection points
6. Out-processing (Heat treat, plating etc)
7. Completion of manufacturing
8. Final inspection
9. Shipping
