SUMMARY OF CHANGES
The reason for amendment 00001 on solicitation N00174-21-R-0012 is as follows:
1. To incorporate the Questions & Answers submitted as of 13JUL2021, no more questions can be submitted as per Section L, paragraph 2.0 Notices to Offerors:
I. Can you please provide the drawing package referenced in the solicitation N00174-21-R-0012 in Section C?
Government Response: Offeror must provide approved DD Form 2345 prior to being allowed access to the provided drawing package as described in paragraph 2.1.
II. Under 3.2.3.2 Facility Requirements of the SOW it states:
a. The Contractor shall provide facilities equipped for the following requirements: Item i) Electrical requirements to power the system. Can the Government provide specific power requirements of each close-in weapon system listed in the SOW?
Government Response: 440 VAC, 3 phase, 60 Hz, Type 1 power.
b. The Contractor shall provide facilities equipped for the following requirements: Item j) Cooling requirements for the system. Can the Government provide specific cooling requirements of each close-in weapon system listed in the SOW?
Government Response: 220 VAC power for government provided chiller. PVC piping (length TBD), four (4) fittings and two (2) valves are required.
c. The Contractor shall provide facilities equipped for the following requirements: Item k) Dry air requirements. Can the Government provide specific Dry Air requirements of each close-in weapon system listed in the SOW?
Government Response: 115 VAC with timers and extension cords, as required, for each Close- In Weapon System in temporary storage. The waveguide air dryer system is part of the CIWS and is not provided by contractor.
d. The Contractor shall provide facilities equipped for the following requirements: A-O. Do each of the 5 facilities listed have to be equipped with the requirements in A-O?
Government Response: No. The SOW paragraph 3.2.3.1 has been revised. “The Contractor shall provide one (1) facility capable of supporting the requirements listed in this SOW and located in a major CONUS fleet concentration area…” However, this facility must meet all requirements a-o.
III. Under Section L , 4.1 General there is the requirement for 12 point Times New Roman font text. Could the
Government clarify that reduced font and size [eg, Arial Narrow 10 or Times New Roman (TNR) 10] are allowed for tables and graphics, and only the ‘text’ requires TNR 12?
Government Response: Correct only the text portion of the contractor’s response is required to be Times New Roman 12 point. Graphics and tables are excluded from this requirement
IV. In Section C SOW 3.2.6.1 and Section L paragraph 4.2 have different personnel security level requirements. Would the Government clarify if a Secret clearance is required for all personnel?
Government Response: A secret clearance is required for key personnel, not for all personnel. Up to secret depending on task order.
V. Under Subfactor 1 – Technical Approach. It states: The Offeror shall submit a detailed description of their approach to perform the requirements listed in sections 3.2.1 – 3.2.14 of the Government provided Statement of Work (SOW). Could the Government verify that SOW section 3.2.14 will be provided?
Or do the requirements outlined end at 3.2.13?
Government Response: The Statement of Work has been updated to include the additional paragraph required. See paragraph 3.2.12 – Labor Hour Reporting. The Transition and Document Deliverables paragraphs have been renumbered.
VI. Under Subfactor 2 - QA Plan. It states: … shall provide a copy of their NAVSEA 04 letter accepting their
QMS. Could the Government advise if the required letter is counted against the 10 page response allocation?
Government Response: The letter is not counted against the 10 page response limit.
VII. Clause E-246-H023 was included in the RFP. Can the Government state whether there is specific software to be developed or is this is just reference to the production loading of the software?
Government Response: This clause has been deleted. There are no software development requirements for this contract.
VIII. Under Section L Cost Factor. It states: Escalation shall not be applied to labor categories listed on the
Department of Labor (DOL) Wage Determination”.
a. Please confirm the three SCA applicable labor categories for this contract are Welder III, Mechanical Assembler III, and Painter. Additionally, can the Government provide the SCA Wage determination applicable to this solicitation.
Government Response: Table 1 and Attachment 0004 have been updated. The SCA Wage Determination schedules have been listed in Section J.
b. Please confirm Engineering Technician labor categories should be mapped to a SCA Wage Determination schedule and not the eCraft Engineers positions, which typically have Masters or Bachelor’s degrees?
Government Response: The Engineering Technician labor category should be mapped to a SCA Wage Determination schedule not eCRAFT. Table 1 and Attachment 0004 have been updated.
c. For the Field Service Engineer (Key) position, will the Government accept years of relevant experience in lieu of the Bachelor of Science Degree in Engineering, or equivalent in related technical disciplines education requirement?
Government Response: Attachment 003 has been revised as follows: Education: Bachelor of Science Degree in Engineering, or equivalent in related technical disciplines or five or more (5+) years of experience in an engineering environment.
IX. Under Section L Cost Factor. It states: All Offerors (prime, subcontractors and consultants) shall provide the employee name, number of hours, and the hourly rate for each labor category listed below in their cost proposal (i.e., the Offeror shall provide a name for each work-year). How are offerors to interpret the quantity requirement for employee names? For a given labor category in TABLE 1 Labor Categories and Estimated Labor Hours, are offerors to provide a single employee name and associated rate for all hours, or are offerors to derive FTE counts and provide the quantity of employee names based on FTE count?
For example. Table1 shows Field Services Engineer (K) MANP1 labor category in Year 2 at 13,169 Govt. Site hours. For cost calculation purposes, is the requirement one employee name and one actual rate applied to all 13,169 hours, or is the requirement a minimum of 7 names (13,169 Hours ÷ 1920 productive man year = 7 FTEs [rounded to whole FTE])?
Government Response: Names are only required for Key Personnel. The two (2) Field Service Engineer are broken out between Contractor site and Government site (which will be determined on each task order).
X. Under Section L Other Direct Costs. It states: ODCs for hull-specific material are NTE amounts that are inclusive of any fee.” Can the Government confirm the ODC reference should map to CLIN 0002, and the amounts provided in the FFP Supplies Table at values $2,637,611 $6,129,834 $4,394,113, $6,891,360 and $4,814,949 are fee bearing.
Government Response: Yes the ODC table is associated with CLIN 0002. The FFP Supply table is associated with CLIN 0003.
XI. Is there a maximum fee imposed on CLIN 0003?
Government Response: Fee will be negotiated on each individual task order. 52.215-23 Limitations on Pass Through Charges will apply to the task orders.
XII. Past Performance states that Past Performance information shall be provided for the Prime and all subcontractors. Some subcontractors, especially small businesses, will not have directly relevant experience to be considered as past performance. Will the government allow Offerors to only submit past performance for the Prime, and relevant past performance for significant subcontractors?
Government Response: Yes, the Government will allow this request.
XIII. Section I incorporates FAR 52.222-41 Service Contract Labor Standards. Is it the intent of the Government to provide applicable Wage Determinations for this solicitation?
Government Response: Wage Determinations will be provided for the following locations and have been included in Section J and attached to this amendment.
Wage Detemination No. Revision No. Description 15-4341 16 North Carolina/Virginia 15-4539 13 Florida 15-5525 13 Washington - Kitsap 15-5535 13 Washington – King Snohomish 15-5635 15 California – San Diego 15-5689 13 Hawaii 99-0316 61 Nationwide
XIV. Section L 4.2(vi) states that SECRET level clearance is a requirement for all personnel. Section L, Volume III, Table 1 lists labor categories with no clearance required. A secret clearance has not always been a requirement based on the work locations and tasking; for example, prefabrication in a contractor's weld shop. Will the Government clarify the requirement? to
Government Response: See question 4 above. A secret clearance is required for key personnel, not for all personnel. Up to secret depending on task order.
XV. Please confirm Offerors do not need to provide copies of the CPARs for cited contracts.
Government Response: Correct. The Government will search for relevant CPARS during the evaluation phase of the contractors’s proposal.
XVI. Sub-Factor 3 - 1st sentence states, “The Offeror shall provide a description of facilities and equipment necessary to comply with the applicable tasks in the PWS, specifically addressing requirements defined in PWS paragraph 3.2.11.” Please confirm SOW Section 3.2.11 should be 3.2.3.2.
Government Response: Correct. Sub-Factor 3 has been revised, to read “..specifically addressing requirements defined in SOW paragraph 3.2.3 – Facilities.”
XVII. SOW 3.2.3.2, Facility Requirements, bullet (h) states, “Standard work benches with a vice available to Government and Contractor personnel for maintenance of equipment subassemblies.” Will Government personnel require the use of an office with access to the internet, telephone, fax, printing and duplication services? If so, will the office need to be enclosed and lockable vice a cubicle?
Government Response: There is no requirement for office space with access to the internet, telephone, fax, printing and duplication services
XVIII. Would the government consider removing clause L-219-H001 Submission of Small Business Subcontracting Plan (NAVSEA) (JAN 2021) as it is not consistent with instructions outlined on RFP page 133, Section L, Vol IV, item E?
Government Response: This is a mandatory clause and cannot be removed. The Small Business Goal as stated in the RFP and the 5% Small Disadvantaged goal as stated in the NAVSEA clause are (2) separate goals.
XIX. Briefly describe information concerning the general financial condition of your firm and specific plans for financing the proposed contract, including the most recent income statement and balance sheet or equivalent financial statement. If the contractor does not require financing to execute the subject effort does the government still require us to provide the most recent income statement and balance sheet?
Government Response: Yes. Progress Payments are considered contract level financing.
XX. The instruction states that Industry has to provide details of their QMS compliance with NAVSEA 9090- 310 within 10 pages for Subfactor 2. Would the government increase the page count from 10 to 15 pages to allow Industry to provide more granularity in detailing its QMS compliance with NAVSEA 9090-310?
Government Response: There will be no increase in page count.
