RFP N0017324RGA01 Q&A
ReferenceQuestionResponse
1GeneralThe solicitation does not require a technical response addressing the scope of the first Task Order. [REDACTED] requests that the Contracting Officer include a Task Order technical response requirement. Our request is based upon the following:

a) The “Attachment 2 – TO SOW” includes several critical areas of technical performance that are not identified in the “Attachment 1 – Base SOW” and are specific to the success of DEEPSTAR technology development. These critical areas include:

i) full-wave electromagnetic and circuit-based simulation

ii) theoretical time-reversal (TR) sensing techniques

iii) Iterative TR techniques

iv) Solid-state, High-Peak Output Voltage Pulse GeneratorsDo not concur - The work performed at the task order level is required to be within the scope of work identified at the IDIQ level. For this reason, there is a reasonable belief that if an Offeror can satisfy the requirements of the IDIQ SOW, it should therefore be able to satisfy the requirements at the task order level. If appropriate, Offerors may address this work under Factor 1.
2GeneralThe solicitation requires pricing for the first Task Order. The pricing by itself will not establish a significant contract award value (ceiling). [REDACTED] requests that pricing be requested for the Base IDIQ SOW. This approach would be consistent with N0017323RTJ01.Do not concur - The Government's approach of requesting cost/price information for the first task order, which will be awarded concurrently with the IDIQ, satisfies the requirement at FAR 15.304(c)(1)(i). This method includes a reasonable basis for evaluating or comparing the relative costs of proposals, so as to establish whether one Offeror's proposal would be more or less costly than another's.
3Attachment 5 & Pg. 45 of RFP“Attachment 5 – Personnel Qualifications” identifies 5 Key persons. Section L requires Key resumes for the two key labor categories on the first Task Order. In order to implement the Key Personnel requirements of the contract, the Contracting Officer should require resumes for all Key Personnel in Attachment 5 to ensure performance of the Base IDIQ SOW.Do not concur - In accordance with Section H-2(e), the Government intends to identify key personnel at the task order level. Other than the key personnel identified for the first task order, there is no guarantee when/if the other key personnel identified in Attachment 5 will be utilized. Requiring Offerors to recruit/retain these individuals at this time would be overly burdensome.
4GeneralThe first Task Order does not provide a Labor Category for Program Manager IV (Key). [REDACTED] seeks an allowance for program management for task orders of such significance.Concur - see Amendment 0001.
5Page 1,
Box 9Given that the current proposal due date falls on a Sunday, will the Government consider extending the proposal due date? The Government does not intend on extending the proposal due date, which has already allotted more than 30 days.
6Section L-6,
Volume III - Cost/Price Proposal, Factor 5: Cost/Price ProposalThe Task Order LOE table in the solicitation references two (2) labor categories that are not listed in Attachment 5 - Personnel Qualifications. The FPGA Design Engineer III and Electro-Optical Scientist IV are not listed in Attachment 5. Will qualifications for these categories be provided in a revised Attachment 5?See Amendment 0002. FPGA Design Engineer "III" was a typo and has since been corrected to "IV." No FPGA Design Engineer III is anticipated for the first task order.

Desired qualifications for the Electro-Optical Scientist IV have been added to Attachment 5. However, the Government has made the decision to downgrade the Electro-Optical Scientist IV position to an Electro-Optical Scientist III position. As such, no Electro-Optical Scientist IV position is anticipated for the first task order despite the corresponding inclusion of qualifications into Attachment 5.

7 Cost Proposal Format tab, Line 24,

Column BCan the Government provide clarity as to which level should be assumed for the FPGA Design Engineer? It is designated as Level III in the solicitation and Level IV in Attachment 7.Level IV. Amendment 0002 makes the necessary correction.
8Section L-6,
Volume III - Cost/Price Proposal, Factor 5: Cost/Price ProposalThis section states, "The offeror shall submit a cost proposal for the task order only using the format provided in Attachments 8." Can clarification be provided in reference to the intended attachment?See Amendment 0002. Typo corrected to correctly reference "Attachment 7."
