About this file

This document contains responses to questions regarding solicitation number N00173-23-R-CY15 for advanced research and development support for modeling and design of vacuum electronic devices. The Navy seeks these services through a combination of on-site work at government facilities such as the Naval Research Laboratory and the contractor's own site. Deliverables will include technical data packages defined in Contract Data Requirements Lists, though these are to be priced non-firm fixed. The solicitation has been amended to clarify that not all work must occur on government premises and to remove unnecessary text. Offerors should submit proposals electronically and provide a copy of their sanitized cost proposal to the Defense Contract Audit Agency at the same time as the Navy submission.

NRL SOLICITATION NO. N0017323RCY15

Advanced R&D Support for Modeling and Design of Vacuum Electronic Devices

Questions on the Request for Proposal (RFP)

Reference Specific Detail Question Answer RFP Pages 4-6, Section B - Supplies or Services and Prices, ITEM NO 0003 (and Options 1003 and 2003)

Contract Date Requirements List (CDRL)

FFP

The Contractor shall prepare and deliver data item(s) set forth in Exhibit A, DD Form 1423, CDRLs A001 - A003 and Section C, Statement of Work

Did the Government intend to ask for firm fixed pricing (FFP) on the CDRLs?

No, CDRLs are NSP.

The system places FFP there, but we are not asking for firm fixed pricing on the CDRL’s.

RFP Page 8, Section C-

1, STATEMENT OF

WORK, paragraph 4.2.5, second sentence

“The Contractor shall implement the optimization algorithms developed in Task

4.1.3 to be suitable for operation together with the

NRL CHRISTINE, NRL

TESLA, and NRL NEPTUNE codes.”

The second sentence repeats paragraph 4.2.4. Should this sentence be deleted?

Yes, this should be deleted. See amended

RFP.

RFP Page 13, Section

F-1.0, PLACE OF

PERFORMANCE,

first and second sentences

“The principal place of performance shall be at the Contractor’s facility; NRL, Washington, DC; and at other field sites as required by work. It is anticipated 100% of the effort will be performed at the Government's facilities.”

Did the Government mean to say 100% of contractor effort will be at the Government's facilities? This appears to contradict the first sentence.

Could some personnel work at the Contractor’s facility?

We do not anticipate that all work will be done at NRL or other government facilities.

Some work will be done on contractor’s site. See amended

RFP.

RFP Page 47, Section

L-2, PROPOSAL

SUBMISSION,

second sentence

“Offerors shall submit proposals (Prime and Subcontractors) via email…”

Does Volume 1, Contract Documentation, require hard copy, with signature, of SF 33, or will an email copy, with electronic signature, suffice? The phrase, “without any punched holes,” implies a hard copy, which appears to contradict the Proposal Submission instructions.

An email copy with electronic signature will suffice.

Page 50, Section L-6, 1(i), VOLUME 1 –

CONTRACT

DOCUMENTATION,

last sentence

“The "original" copy should be clearly marked under separate cover and should be provided without any punched holes.”

This statement has been removed. See amended RFP.

RFP Page 56, Section L-6, 4(h), SANITIZED COST

PROPOSAL, second paragraph, first sentence

“The contractor shall furnish a copy of the cost proposal to their cognizant DCAA office.”

Please confirm that you want us to send a sanitized cost proposal to our cognizant DCAA office. Should this version be sent by email at the same time as the submission of our proposal to NRL Contracts?

Yes, please send a copy to DCAA and this can be done at the same time as proposal submission to NRL Contracts.
