Q&A 02
Questions and Answers #02
The following questions were submitted relating to this solicitation and are answered as follows:
Question 1: Can the Gov’t confirm that prime offeror should adjust the Cost Proposal Format to conform with their accounting disclosure?
Answer 1: Section L-8(1), Paragraph 2, Sentence 2 states: Edits to the spreadsheet to comply with an Offeror’s accounting system/estimating practices are allowed.
Question 2: KBR escalates on the base rate not our fully burdened labor rate. Can the prime offeror adjust the template to escalate based on the base rate?
Answer 2: Please see Answer 1.
Question 3: For resources that are from a different segment than engineering but still under the KBR umbrella, can government indicate if we should include these in the subcontractor section or under the prime.
Answer 3: It's the Offeror's responsibility to develop their proposal.
Question 4: On the Cost Proposal Format Labor Build Up Template there is a section for subcontractor build up. That is propriety to subs.
Does the government want the subs to submit this directly?
Answer 4: Yes.
Question 5: On the Summary Template we add M&H and G&A to ODC items. Does the Government want us to combine these into one indirect line or additional lines?
Answer 5: Any proposed indirect cost shall be a separate line.
Question 6: Please confirm the Indirect Rates are by fiscal years and should not be weighted to align with pop.
Answer 6: They shall not be weighted. Please see Answer 1.
Question 7: The Government has not included labor categories in Attachment 2 for quality inspection services and administration/procurement functions.
Answer 7: Correct.
Question 8: Is the prime offeror able to add additional labor categories for Admin and PMO labor categories?
Answer 8: No. Please see Section L-8(1), Paragraph 3.
Question 9: Please confirm that past performance where the prime has served as a significant subcontractor will qualify for a compliant past performance submission.
Answer 9: Yes.
Question 10: The RFP states “Pages shall be single spaced. Except for the reproduced sections of the solicitation document the text size shall be no less than 12 point font.” Please confirm that less than 12 point font can be used in the header and footer.
Answer 10: No. Section L-2(1), Sentence 3 states: Except for the reproduced sections of the solicitation document the text size shall be no less than 12 point font.
Question 11: On page 49 of the RFP it is stated: “For tables, charts, graphs and figures the text shall be no smaller than 8 points. These limitations shall apply to both electronic and hard copy proposals except for the Volume IV – Cost Spreadsheet (Excel)." Since the limitations do not apply to the Excel Cost Spreadsheet, what font type and size should be used in that file?
Answer 11: Default to the previous paragraph which states no less than 12 point font.
Question 12: The RFP states “insert the file name in the header of each document”. We assume this includes the Excel file. The Excel file headers tend to have character limits, so what font size should be used in the header/footer of the Excel file?

Question 13: The RFP states “Offerors shall name files using the naming conventions mentioned in the Proposal Organization table above.
Each file must be stored in a folder that corresponds to the proposal volume it represents. The files within the folder must be named in an unambiguous manner, using plain text language, which facilities accessing the files for evaluation.” Please confirm that the Government wants individual files?
Answer 13: Individual files for each volume are allowed.
Question 14: The RFP states “Each volume, other than Volume IV, shall contain a more detailed table of contents to delineate the subparagraphs (one-level) within that volume.” Is it permissible to include a Table of Contents for the Cost Volume?
Answer 14: Yes.
Question 15: Please confirm that the prime can use past performance from affiliate companies.
Answer 15: Yes, however, a factual basis must be established on how the affiliate will be involved in performance in the procurement at hand.
Question 16: No Subcontracting Plan template is provided with the RFP. Please provide the template.
Answer 16: Please see Amendment 0002 which adds the Subcontracting Plan Template.
Question 17: Will the government consider allowing DCMA approved Master Subcontracting Plans in order to meet the Small Business Subcontracting Plan requirement?
Answer 17: Yes.
Question 18: Please provide a copy of the SB Participation Plan Template
Answer 18: Please see Amendment 0002 which adds the SB Participation Template.
Question 19: The section states that contractor has to “describe the extent to which small business concerns were utilized during performance on previous contracts within the past three to five years”. Can the government confirm that the contractor is allowed to use SB contract performance unrelated to the past performance provided in Volume II of the proposal?
Answer 19: Yes.
Question 20: Can the government confirm that a letter from key personnel employed by the contractor that includes their name, their labor category, current active employment status and the intent to support the SPADE contract suffice?
Answer 20: Yes. Please see Section M-2-1 Subfactor 2, Paragraph 4.
Question 21: Can the Government clarify its expectations with regards to staffing? It is stated to be outside of page count, but within the Management section, and then as both a “staffing approach” (in evaluation criteria) vice a staffing plan.
Answer 21: References to a staffing plan will be removed. Please see Amendment 0002 which removes references to a staffing plan in Section L-2, Pargraph 2 and changes staffing plan to staffing approach in Section L-4(1)(iv)(iii).
Question 22: Can the Government provide a template for the staffing plan to clarify expectations?
Answer 22: Please see Answer 21.
Question 23: Can the Government confirm that the Staffing Approach and/or Staffing Plan is an Attachment to the bid, and not within the page count of the management plan.
Answer 23: Please see Answer 21. Information relating to an Offeror's proposed staffing approach is within the page count of the technical proposal and shall not be an attachment.
Question 24: Better define its expectations as it relates to a transition plan? Specifically, can the transition plan (being outside the page count) serve as an attachment to the bid?
Answer 24: Please see Amendment 0002. Yes, it may be included as an attachment.
Question 25: Provide a template and/or guidance as to the required content of the transition plan?
Answer 25: A template will not be provided.
Question 26: Confirm that the transition plan is outside the evaluation criteria.
Answer 26: No. Please see Amendment 0002.
