SPAce & Spacecraft Systems DEsign (SPADE)

Personnel Qualifications The Naval Research Laboratory (NRL) established a representative matrix of the labor categories and skills to which the contractor shall propose. Any required resumes shall use the same labor category headings to relate the experience of the candidates to the standards set forth below. If the contractor uses a labor category terminology other than that used in this provision, the contractor must provide a matrix clearly relating their proposed labor categories to those in the provision.

Detailed security requirements are delineated in the issued DD 254s relevant to this contract. (Ref SOW Section 4.1). The qualifications required for each of the labor categories including experience levels and any degree equivalents are as follows:

Position Requirements

Key Personnel: YES

Security Clearance: Secret

Degree: Bachelor’s

Degree Field: Engineering or another technical field.

Degree Equivalent: An additional 5 years’ experience with aerospace systems and 5 years managing aerospace efforts

Experience: 15 years with aerospace systems; and 5 years managing aerospace efforts

Illustrative Assignments

Shall serve as point of contact with the customer for matters concerning technical progress, problems, program performance, schedule, cost, resources, and other program related activities.

Shall assure effective performance of program tasks.

Shall plan and direct the development of structures and electro-mechanical devices for spaceflight use.

Shall have hardware experience in the design, development, and implementation of aerospace systems.

Shall be knowledgeable of launch vehicles and launch vehicle requirements.

Shall monitor day-to-day activities of all on-site work.

Shall provide work assignments, prioritization of the work, and supervision of all on-site employees.

Shall ensure management of thermal testing logistics and all other work described in the SOW.

Shall resolve conflicts, participate in meetings and discussions with customer, project leads and employees

Shall read, interpret, and review drawings and specifications.

Systems Engineer Level IV KEY

Experience: 15 years with aerospace systems & 5 years in system-wide management of spacecraft programs, including conceptualization, design, development, manufacturing, test, launch, operation, demonstration, documentation

Shall be familiar with launch/operational/mission facilities of various government centers, e.g. Navy - Blossom Point, Air Force - Cape Canaveral and Vandenberg, NASA - Wallops Island, Johnson Space Center and Deep Space Network.

Shall provide system-wide management of spacecraft programs, including conceptualization, design, development, manufacturing, test, launch, operation, demonstration, documentation.

Shall provide leadership in management/systems engineering for hardware development and/or maintenance for space missions.

Shall provide leadership of management/systems engineering of the writing and editing of aerospace specifications

Shall manage mission operations, and demonstration activities for real-time experimental spacecraft.

Shall manage use of launch/operational/mission facilities of various government centers, e.g. Navy - Blossom Point, Air Force - Cape Canaveral and Vandenberg, NASA - Wallops Island, Johnson Space Center and Deep Space Network.

Shall assist the Senior Systems Engineer in management/systems engineering for hardware development and/or maintenance for space missions.

Shall assist the Senior Engineer with managing the use of launch/operational/mission facilities of various government centers, e.g. Navy - Blossom Point, Air Force - Cape Canaveral and Vandenberg, NASA - Wallops Island, Johnson Space Center and Deep Space Network.

Shall implement project management techniques toward planning and scheduling activities for aerospace system development.

Shall manage aerospace scientific and engineering data reduction.

Aerospace Engineer Level IV KEY

Security Clearance: Secret

Degree: Bachelor’s

Degree Field: Aerospace Engineering, Physics, Mathematics, or another related field

Experience: 15 years in aerospace engineering and design implementing launch vehicle requirements, the space environment, aerospace materials, and spacecraft testing techniques

Shall conceptualize, design, analyze, and test aerospace system configuration and launch options to meet mission requirements.

Shall conduct aerospace system configuration trade studies to determine the type of configuration that best meets the requirements of individual subsystems (e.g., propulsion, RF, attitude control, power, and payload).

Shall perform thermal and dynamic analyses of spacecraft mechanisms.

Shall design, test, and simulate spacecraft models and prototypes.

Shall design, develop, and test prototype hardware in new technical areas such as energy conversion and transportation.

Shall define program level requirements.

Shall verify that program requirements are completed

Shall communicate effectively in oral presentations in front of managers and sponsors and write clear thorough documentation based on work performed

Mechanical Engineer Level IV

Security Clearance: Secret

Degree: Bachelor’s

Experience: 15 years developing and qualifying aerospace hardware, through the use of the latest analytical techniques

Shall provide engineering support in the area of fluid flow, structures, testing, thermal control, and mechanical devices.

Shall design and analyze the fabrication and testing of aerospace hardware.

Shall resolve technical problems as they arise, provide engineering solutions based on calculations and test, and interface with the many complex technical disciplines, such as thermal, electrical, and structural to satisfy spacecraft level objectives.

Shall analyze and design assemblies involving temperatures ranging from that of liquid helium to substantially above ambient temperature.

Shall perform a variety of fluid flow analysis from simple pipe flow to plume analysis.

Shall plan and conduct tasks requiring considerable judgment in the evaluation and modification of mechanical engineering techniques, procedures, and criteria.

Shall perform design, development, test, and evaluation of mechanical and electro-mechanical components and subassemblies deployed on space system platforms.

Shall perform design, development and testing of prototype hardware in new technical areas such as energy conversion and transportation.

Shall conceptualize, design, analyze, and test flight electronic systems including but not limited to card design and manufacture, software, electrical ground systems, spacecraft radio frequency systems and harness design.

Shall perform electrical analyses of spacecraft electronics.

Shall design, test, and simulate models and prototypes of the electrical subsystem.

Shall design aerospace electrical packaging.

Shall use computer aided modeling and analysis of electrical circuits.

Shall communicate effectively in oral presentations in front of managers and sponsors and write clear thorough documentation based on work performed

Shall design, develop and test a variety of spacecraft radio frequency systems.

Design Engineer Level V

Security Clearance: Secret

Certification: Drafting technology certificate in aerospace design drafting

Experience: 20 years in computer aided design and producing professional drawings for fabrication; &

5 years in reading and producing drawings that satisfy the requirements of DOD-STD- 100 and ANSI Y14-5M toward design of aerospace system hardware and ground support equipment

Shall prepare design drawings for development of aerospace products using specifications and sketches to solve mechanical and fabrication problems.

Shall prepare clear, complete, and accurate working drawings from sketches and/or notes for manufacturing purposes according to specified dimensions.

Shall make final sketches of proposed drawings, checking dimension of parts, materials to be used, relation of one part to another, and the relation of various parts to whole structures.

Shall make adjustments or change as necessary.

Shall be familiar with NASA/MIL specifications and procedures.

Shall read and produce drawings satisfying the requirements of DOD-STD-100 and ANSI Y14-5M.

Structural Dynamics Engineer Level IV KEY

Security Clearance: Secret

Degree: Bachelor’s

Experience: 15 years developing and qualifying aerospace hardware using the latest analytical techniques

Shall provide engineering support in the area of Structural Dynamics caused by vehicle loads.

Shall provide expertise while performing vibration and shock testing.

Shall provide expertise while reviewing vibration and shock test data.

Shall resolve technical problems as they arise, provide engineering solutions based on calculations and test, and interface with the many complex technical disciplines, such as thermal, electrical, and structural to satisfy spacecraft level objectives.

Thermal Control Systems Engineer Level IV

Shall design, manufacture, and test spacecraft and launch vehicle thermal control systems.

Shall direct, manage, and perform environmental testing and qualification of aerospace thermal control systems.

Propulsion Engineer Level IV

Security Clearance: Secret

Degree: Bachelor’s

Degree Field: Engineering

Degree Field Desired: Aerospace or Mechanical Engineering

Experience: 15 years in aerospace design, development, and engineering including spacecraft and/or launch vehicle reaction control systems

Shall provide design and development engineering expertise for a variety of spacecraft reaction control and propulsion systems.

Provide design, development and test support for a variety of spacecraft reaction control and propulsion systems.

Shall provide recommendations to environmental testing and qualification of reaction control systems including: a) random vibration, b) acoustic testing, c) shock testing, d) temperature cycling, and d) extreme temperature.

Shall assess safety of reaction control systems.

Shall compose, present and defend the safety program associated with the use of reaction control systems at the U.S. launch site.

Shall write and edit aerospace technical specifications.

Shall comply with military safety regulations, at a minimum AFSPCMAN 91-710 and 91-711.

Shall provide mathematical controls analysis and performance assessment of position determination, attitude determination, and control systems for ground, airborne, and spacecraft control systems.

Shall provide expertise to the Flight Operations Team assisting in Attitude Determination, Control System Configuration, and Anomaly Resolution.

Shall perform stability analysis and parametric sensitivity studies on control systems, using computer programs developed in conjunction with the Spacecraft Engineering Department, and provide written reports documenting work and analysis.

Shall provide orbit dynamics/trajectory analysis expertise for a variety of space missions.

Shall be familiar with standard software programs for the analysis and prediction of orbits and trajectories.

Shall perform scientific computer programming.

Shall perform encounter planning for aerospace systems.

Assembly Technician Level V KEY

Security Clearance: Secret

Degree: Associate's

Degree Field: Airframe and Propulsion or a technical certificate in mechanical assembly, or military technical training

Experience: 20 years assembling flight hardware

Shall assemble qualification hardware, flight hardware, and test equipment.

Shall use appropriate facilities in the development and testing of space hardware and systems.

Certification: Airframe and Propulsion or technical certification in mechanical assembly, or military technical training

Education: High School Diploma

Experience: 15 years as a technician; &

10 years in aerospace design, development engineering, and harness subsystems

Experience Equivalent: Bachelor's degree in a scientific, mathematics, or engineering discipline & 7 years’ experience in design and/or fabrication experience in harness subsystems

Shall provide harness fabrication expertise for a variety of spacecraft or spacecraft systems.

Shall design and fabricate multi-subsystem flight harnesses.

Shall provide expertise toward environmental testing and qualification of aerospace electrical products

Shall write and edit aerospace technical specifications

Shall maintain a current NASA certification in Crimp, Cable & Harness (NASA-STD-8739 .4).

Quality Assurance Engineer Level IV

Security Clearance: Secret

Degree: Bachelor’s

Degree Field: Engineering

Experience: 15 years in engineering under quality control or quality assurance oversight, or work in a quality control office; &

7 years in aerospace design, development, and engineering with spacecraft subsystems

Shall provide quality assurance engineering expertise for a variety of spacecraft or spacecraft components.

Shall execute quality assurance program plans and policies that guide the development of spacecraft flight hardware.

Shall tailor and streamline quality assurance requirements to a particular aerospace hardware platform.

Shall perform tests and inspections throughout the life-cycle of systems to ensure quality products are delivered.

Shall monitor space and ground subsystem design, development, and test.

Shall execute quality assurance program plans and policies that guide the development of spacecraft flight hardware.

Shall tailor and streamline quality assurance requirements to a particular aerospace hardware platform.

Shall earn and maintain a current NASA certification in QA for Soldered Electrical Connections (NASA-STD- 8739.3).

Shall earn and maintain a current NASA certification in QA for Crimp, Cable & Harness (NASA-STD-8739 .4).

Shall earn and maintain a current NASA certification in QA for Surface Mount Initial (NASA-STD-8739.2).

Shall expertly prepare briefs and documentation using standard application programs for personal computers.

Quality Assurance Specialist Level V

Security Clearance: Secret

Education: High School Diploma

Experience 1: 15 years in quality control pertaining to aerospace hardware and/or systems using advanced inspection equipment and all aspects of mechanical and electrical fabrication, receiving and shipping inspection.

Shall inspect flight hardware, flight ground equipment, spares, and engineering units for compliance with the requirements of the applicable documents that are specified in the individual task assignment.

Shall verify that hardware, parts, and materials are in compliance with procurement document and engineering drawings.

Shall ensure hardware, parts, and materials are being handled and stored properly to prevent degradation and/or damage.

Shall ensure compliance with configuration control plans, and verify configuration of deliverable hardware.

Shall ensure processes pertaining to soldering, electronic welding, and stitch wire welding, structural welding, etc. are compiled with by fabricator and/or operator.

Shall perform structural, sensor, and antenna alignments using advanced optical inspection equipment.

Shall perform quality assurance activities as defined in the following:

Shall provide logistics and facilities oversight to fabrication, test, and integration tasks, specifically thermal vacuum chambers and thermal ovens.

Shall provide the facility support requirements associated with the mechanical development, assembly, testing, and integration of spaceflight structures and subassemblies.

Shall operate and maintain environmental facilities used during test activities.

Shall perform light fabrication and mechanical repair tasks.

Must have knowledge in handling procedures, hand tools, and materials equipment.

Mechanical Technician Level V

Security Clearance: Secret

Degree: Technical School Graduate

Degree Field: Any

Experience: 20 years with exposure to a variety of laboratory equipment such as scales, flowmeters, pressure/vacuum gauges, temperature sensors, etc; &

Shall perform mechanical fabrication and assembly under the direction of the engineer in charge.

Shall use simple machine shop tools to fabricate fittings and jigs.

Shall operate vacuum pumps, leak detectors, and measuring equipment.

Shall read mechanical schematics, log flow diagrams, and blueprints.

Shall be familiar with compressed gas handling and storage.

Shall perform tasks with minimal supervision.

Experience: 15 years with exposure to a variety of laboratory equipment such as scales, flowmeters, pressure/vacuum gauges, temperature sensors, etc; &

5 years as an aerospace technician

Contamination Control Engineer Level IV

Security Clearance: Secret

Degree: Bachelor’s

Degree Field: Engineering or Physical Science

Experience: 15 years in contamination control; &

7 years in aerospace design, development, and engineering with spacecraft subsystems

Shall perform contamination control planning, analysis, assessment and reporting for aerospace hardware development.

Shall review policies and procedures to ensure cleanliness of hardware.

Shall provide training sessions to personnel working with hardware in a cleanroom environment.

Technical Writer Level II

Security Clearance: Secret

Degree: Bachelor’s

Experience: 7 years using MS Word, MS PowerPoint as a writer, editor or related career field

Shall provide document administration for configuration control.

Shall maintain a structured database list of all drawings and documents.

Shall assign control numbers to newly released engineering drawings.

Shall review and edit aerospace technical specifications and related documentation for grammar, format, and content.

Shall have thorough knowledge of grammar, quick to find misspellings, thorough knowledge of communication skills (both verbal and written), and the ability to organize and work effectively.

Computer Technical Specialist Level V

Security Clearance: Secret

Degree: Associate’s

Degree Field: Engineering or Physical Science

Experience: 20 years of computer science or information technology; &

5 years as an information technology technician

Shall provide computer installation, repair, and networking service; computer operating systems and application software installation, management, and computer information support; and direct technical assistance to computer users.

Shall evaluate individual, group, and department computer hardware and software requirements; recommend optimum computer usage and performance; install, configure, maintain, and repair computers, networks, and peripheral equipment; and provide technical and application program assistance and instruction to users.

Shall provide a thorough knowledge of operating systems and application software; and capable of performing hardware repairs at the module level.

Shall interact with respect, eye contact and communicate clearly with computer users, vendors, repair personnel, and upper level supervisors.
