About this file
This document contains a request for quotations for a microwave tuner system along with associated questions and answers. The Naval Research Laboratory seeks to award a firm fixed price contract for twenty-eight channel turn-key microwave tuner systems meeting the salient characteristics in Attachment 1. Delivery of the first four channels or more is required no later than June 2022 with the remaining channels to be delivered no later than September 2022. The North American Industry Classification System code for this procurement is 334515 for instrument manufacturing for measuring and testing electricity and electrical signals. The small business size standard is 750 employees.

Q&A - Solicitation N00173-21-Q-CM03
Q1: Can you please specify the exact test to validate IP2 below 1100 MHz?
A1: The Factory Acceptance Test (FAT) procedures should be generated by the vendor using their existing quality assurance systems and commercial practices.
Q2: Is the solicitation for a small business set aside?
A2: No, this requirement is not set-aside for small businesses.
Q3: Can you change IBW to be 200MHz for frequencies below 2 GHz? Or IP2 to be 35 dBm below 2 GHz?
A3: The Government is not willing to relax the specifications all the way to 2 GHz. However, Attachment 1 – Salient Characteristics has been updated via Amendment 0001 as follows:
From:
Input IP2: Fc ≤ 1100 MHz ≥ 35 dBm at Max Gain
Input IP2: Fc > 1100 MHz ≥ 50 dBm at Max Gain
To:
Input IP2: Fc ≤ 1250 MHz ≥ 35 dBm at Max Gain
Input IP2: Fc > 1250 MHz ≥ 50 dBm at Max Gain
Q4: Could you please elaborate on what is meant by “In-band” as referenced to in the Single Tone Spur requirement? Does this refer to the tuning band of 0.1 to 18 GHz?
A4: In this context, it means spurs (undesired tuner output signals that are due to the signals applied to the RF input) that are present within the output instantaneous bandwidth of one or both of the IF outputs (that is, within 120-200 MHz or 750-1250 MHz). Spur levels must be below the stated levels (-50 dBc, -58 dBc) for any center-tune value within the applicable center-tune frequency range (<=750 MHz and > 750 MHz, respectively).
